Face Recognition Using Local Statistics of Gradients and Correlations (그래디언트와 상관관계의 국부통계를 이용한 얼굴 인식)

  • Until now, many face recognition methods have been proposed, most of them use a 1-dimensional feature vector which is vectorized the input image without feature extraction process or input image itself is used as a feature matrix. It is known that the face recognition methods using raw image yield deteriorated performance in databases whose have severe illumination changes. In this paper, we propose a face recognition method using local statistics of gradients and correlations which are good for illumination changes. BDIP (block difference of inverse probabilities) is chosen as a local statistics of gradients and two types of BVLC (block variation of local correlation coefficients) is chosen as local statistics of correlations. When a input image enters the system, it extracts the BDIP, BVLC1 and BVLC2 feature images, fuses them, obtaining feature matrix by $(2D)^2$ PCA transformation, and classifies it with training feature matrix by nearest classifier. From experiment results of four face databases, FERET, Weizmann, Yale B, Yale, we can see that the proposed method is more reliable than other six methods in lighting and facial expression.

The Impact of Attracting University Campuses on the Local Economies of Small and Medium-Sized Cities - Focusing on Changes in Neighborhood Commercial Areas - (지방 중소도시 내 대학캠퍼스 유치가 지역경제에 미치는 영향 -근린상권 변화를 중심으로-)

  • The purpose of this study is to analyze the impact of attracting a university campus on the local economies of small and medium-sized cities, focusing on changes in local commercial neighborhoods(such as the number of startups, closures, and stores counts). For this study, a Difference-in-Difference(DID) analysis was used to compare the period before and after the attraction of university campuses in four local small and medium-sized cities. These include the Yangsan Campus of Pusan National University, the Jincheon Campus of Woosuk University, the Taean Campus of Hanseo University, and the Dangjin Campus of Hoseo University. The comparison was based on the number of startups, closures, and store counts, using local data provided by the Ministry of the Interior and Safety. The main findings of the study are as follows. First, attracting a university campus has a positive impact on the number of startups, both spatially and temporally. The spatial factors for the number of closures and stores showed a decrease, while the interaction terms representing the period before and after attracting the university campus all indicated an increase. Second, the number of startups in cultural and food-related sectors increase, reflecting the new demand created by attracting the university campus. However, there was also an increase in the number of closures, indicating rapidly changing consumption trends among university students. Third, physical environmental factors such as the number of building floors, land use zoning, and officially assessed land prices have a significant impact on the number of startups, closures, and stores. This supports the assertion that attracting university campus have a positive impact on the revitalization of local commercial neighborhoods.

Characteristics and Changes of Policy Responses to Local Extinction: A Case of Comprehensive Strategy and Basic Policy on Community-Population-Job Creation in Japan (지방소멸 대응 정책의 특징 및 변화 분석: 일본의 마을·사람·일자리 창생 종합전략 및 기본방침을 사례로)

  • To respond to local extinction, South Korea, under the leadership of the Ministry of the Interior and Safety, identified depopulated areas in 2021 and launched the Local Extinction Response Fund in 2022. However, due to its early stage of implementation, analyzing the characteristics and changes of policy response to local extinction at the central government level remains a challenge. In contrast, Japan, facing similar issues of local extinction as South Korea, has established a robust central government-led response system based on the Regional Revitalization Act and the Comprehensive Strategy and Basic Policy on Community-Population-Job Creation. Hence, this study examines Japan's policy responses to local extinction by analyzing the first and second periods of the Comprehensive Strategy and Basic Policy on Community-Population-Job Creation. For the analysis, topic modeling was employed to enhance text analysis efficiency and accuracy, complemented by expert interviews for validation. The results revealed that the first-period strategy's topics encompassed economy and society, start-up, local government, living condition, service, and industry. Meanwhile, the second-period strategy's topics included resource, the New Normal, woman, digital transformation, industry, region, public-private partnership, and population. The analysis highlights that the policy target, policy direction, and environmental change significantly influenced these policy shifts.

Evaluation of Coastal Sediment Budget on East Coast Maeongbang Beach by Wave Changes (파랑 변화에 따른 동해안 맹방 해수욕장 연안 표사수지 파악)

  • Numerical simulation of the sediment by the Delft3d model was conducted to examine the changes in the sediment budget transport caused by long-term wave changes at the Maengbang beach. Representative waves were generated with input reduction tools using NOAA NCEP wave data for about 40 years, i.e., from January 1979 to May 2019. To determine the adequacy of the model, wave and depth changes were compared and verified using wave and depth data observed for about 23 months beginning in March 2017. As a result of the error analysis, the bias was 0.05 and the root mean square error was 0.23, which indicated that the numerical wave results were satisfactory. Also, the observed change in depth and numerical result were similar. In addition, to examine the effect due to long-term changes in the waves, the NOAA wave data classified into each of the representative wave grades, and then the annual trend of the representative wave was analyzed. After deciding the weight of each wave class considering the changed wave environment in 2100, the amounts of sedimentation, deposition, and the sediment transport budget were reviewed for the same period. The results indicated that the sedimentation pattern did not change significantly compared to the current state, and the amount of the local sediment budget shown in the present state was slightly less. And there has been a local increase in the number of sediment budget transport, but there is no significant difference in the net and amount of sediment movements.

THE INFLUENCES OF EPINEPHRINE AND PAIN ON THE CHANGES OF SYSTOLIC BLOOD PRESSURE AND PULSE RATES IN MANDIBULAR 3RD MOLAR EXTRACTION (제3대구치 발치 시 epinephrine과 동통이 수축기 혈압과 맥박에 미치는 영향)

  • The aim of the present study was to evaluate the influences of epinephrine and pain on the changes of blood pressure and pulse rates in mandibular 3rd molar extraction. A total of 80 patients(aged between 10 and 30) without systemically compromised conditions were selected and divided into two groups(I, II). 2% lidocaine with 1:100,000 epinephrine was administered in group I (male 20, female 20), and 2% lidocaine without epinephrine was administered in group II (male 20, female 20). Systolic blood pressure and pulse rates were checked by a digital monitor during the pre-local anesthesia state(stage 1), 5 minute later in the post-local anesthesia state(stage 2), the extraction state(during odontectomy, stage 3), and during the post-suture state(stage 4). The measurement of pain perceived by patients was made using a three-point visual analog scale. The results suggest that local anesthetic with epinephrine is better at decreasing pain preventing the severe elevation of systolic blood pressure than local anesthetic without epinephrine. However, these results should be confirmed by additional studies on cardiac patients.

Changes in factors on unmet dental scaling rate according to the National Health Insurance coverage (국민건강보험급여에 따른 스케일링 미수진율의 영향요인 변화)

  • Objectives: The purpose of this study was to investigate the changes in factors on unmet dental scaling rate before and after the national health insurance. Methods: This study used the $2^{nd}$ data from the Community Health Survey. The study participants numbered 209,341 in 2011 and 219,517 in 2013.The average age was $51{\pm}17$ in 2011 and $52{\pm}17$ in 2013. Data were analyzed by descriptive statistics, chi -squared test and logistic regression using SPSS 23.0. Results: The scaling experienced rate of Korean adults has fallen by 3.5% from 66% to 69.5%. Logistic regression analysis showed that 2.7 times more 'people who were educated at elementary school level or lower' did not use dental scaling compared to higher educated children. Agriculture, forestry and fisheries workers did not use scaling at 2.0 times. Local residents with an income of less than one million won did not use 1.7times scaling. Local residents of 'no private insurance' did not use scaling at 1.5 times. In the case of the predisposing factors, the 20s had less than 1.8 times scaling compared to 50s. In the case of needs factor, local residents who experienced 'bad oral health status' and 'dental calculus' were treated scaling 1.3 times less compared to people with good oral health status and normal periodontal symptoms. Conclusions: In Korea, local residents are less frequently treated scaling due to enabling factors such as accessibility. In addition, predisposing factors such as age and sex, and oral health status and periodontal symptoms were related to not using the dental scaling. Therefore, the universality of health care services should be considered so that people who need periodontal care can use scaling.

Development of Water Demand Forecasting Simulator and Performance Evaluation (단기 물 수요예측 시뮬레이터 개발과 예측 알고리즘 성능평가)

  • Generally, treated water or raw water is transported into storage reservoirs which are receiving facilities of local governments from multi-regional water supply systems. A water supply control and operation center is operated not only to manage the water facilities more economically and efficiently but also to mitigate the shortage of water resources due to the increase in water consumption. To achieve the goal, important information such as the flow-rate in the systems, water levels of storage reservoirs or tanks, and pump-operation schedule should be considered based on the resonable water demand forecasting. However, it is difficult to acquire the pattern of water demand used in local government, since the operating information is not shared between multi-regional and local water systems. The pattern of water demand is irregular and unpredictable. Also, additional changes such as an abrupt accident and frequent changes of electric power rates could occur. Consequently, it is not easy to forecast accurate water demands. Therefore, it is necessary to introduce a short-term water demands forecasting and to develop an application of the forecasting models. In this study, the forecasting simulator for water demand is developed based on mathematical and neural network methods as linear and non-linear models to implement the optimal water demands forecasting. It is shown that MLP(Multi-Layered Perceptron) and ANFIS(Adaptive Neuro-Fuzzy Inference System) can be applied to obtain better forecasting results in multi-regional water supply systems with a large scale and local water supply systems with small or medium scale than conventional methods, respectively.

Comparative evaluation of the efficacy, safety, and hemostatic effect of 2% lidocaine with various concentrations of epinephrine

  • Background: We evaluated the changes in mean arterial pressure (MAP) and heart rate (HR), and the anesthetic and hemostatic effects, after injection of 2% lidocaine containing various concentrations of epinephrine in rats and mice to determine the appropriate concentration of epinephrine in various anesthetic mixtures. Methods: Rats and mice were randomly allocated to experimental groups: 2% lidocaine without epinephrine (L0), 2% lidocaine with epinephrine 1:200,000 (L200), 1:100,000 (L100), and 1:80,000 (L80). Changes in MAP and HR after administration of the anesthetic mixture were evaluated using a physiological recording system in rats. Onset and duration of local anesthesia was evaluated by pricking the hind paw of mice. A spectrophotometric hemoglobin assay was used to quantify the hemostatic effect. Results: MAP increased in response to epinephrine in a dose-dependent manner; it was significantly higher in the L80 group than in the L0 group at 5 min post-administration. The HR was relatively lower in the L0 group than in the L80 group. The time required for onset of action was < 1 min in all evaluation groups. The duration of action and hemostatic effect of the local anesthetic were significantly better in the L200, L100, and L80 groups than in the L0 group. Conclusion: L200 demonstrated relatively stable MAP and HR values with satisfactory efficacy and hemostatic effect. L200 might be a better local anesthetic for dental patients in terms of anesthetic efficacy and safety.

  • In this study, it did comparative analysis on the arrangement, construction and size of rooms applied in the early design stage at the time of prize-winning with the changed ground plans in the final design of those prize-winning works in design contests and BTL hold since 2007 for middle and high schools in Gyeonggi, Daejeon, Chungcheong regions. Through the analysis, this study intends to present those matters to be changed in the facilities standards of each local education office so that it can be referred to the assessment of spatial construction and proper size being planned in the future for middle and high schools and reflected flexibly in consideration of various educational conditions and characteristics of schools by regions. Furthermore, it has the objective to play a part for the establishment of much better environment of educational facilities by provision of reference materials to those matters being changed into proper ones not into the minimum ones of the school facilities standards as the national level. For case analysis, it analyzed various rooms classified by necessary spaces. Since names of rooms and spatial constructions to constitute facilities are different from each local education office and also the analysis by each room has some limitation in the changes and improvement of rooms for a wide range, it proceeded with detailed classifications of school building facilities by each necessary space.

A Study on Middle School Students' Perceptions of Global and Local Environmental Issues (중학생들의 전지구적 및 지역적 환경 문제 인식에 관한 연구)

  • This paper focused on examining the middle school students' perceptions of characteristics(personal knowledge, human responsibility, impact on personal life, and predicted trend, behavior will) of 10 global and 8 local environmental issues. Subjects(N=516) demonstrated by completing a survey that they perceived the characteristics of issues differently on global and local scales, and to a degree those characteristics are related. First, middle school students' perceptions of global and local environmental issues were above mid-point mainly, and perceptions of local environmental issues were higher than those of global environmental issues. At perceptions of characteristics, They perceived that the personal knowledge of global environmental issues were higher than those of local issues, that the human responsibility effects on global environmental issues more than local environmental issues, that global environmental issues in the future, will be more serious. For each environmental issues, the perception of global warming among the global issues was highest, the perception of yellow dust and air pollution among the local issues was highest. For perceptions of characteristics, behavior will to solve the environmental issues was lower than that of 4 characteristics(personal knowledge, human responsibility, impact on personal life, and predicted trend). Second, there was significant difference of the perceptions of two scale environmental issues for area and sex. It showed that Seoul students' perceptions were higher than Kong-ju students' perceptions according to area, and that girl students' perceptions were higher than boy students' perceptions according to sex. Third, correlations among issues were significant. Especially, it was positive relationship between knowledge and human responsibility, human responsibility and impact on personal human responsibility and predicted trend. Educators and communicators should take into account the perceived characteristics of environmental issues and choose effective information sources and teaching methods to improve students' understanding of human-induced environmental changes.
