All public libraries are local public goods and cultural infrastructures whose ideological pillars are publicly operated, free, and open to all. This identity is justified when the public library provides various knowledge information, various programs, and community space to local residents within the service area, and ultimately contributes to the cultural development of the nation and society. To this end, the country and local governments must expand the number of individuals that meet legal standards, deploy competent professionals, and provide facilities and spaces that are easy to access and use. However, if there is a gap in infrastructure and services between regional public libraries, it causes inequality in access and use of residents, which inevitably leads to information gap and cultural welfare gap. Therefore, this study was analyzed the relative gap using the location quotient, key infrastructure indicators and service indicators of public libraries of regional government in Korea and basic local government in the Chungnam region from the viewpoint that the balanced development and capacity building of public libraries must precede the establishment of a public library in Chungnam region as a life-friendly knowledge information service institution, culture enjoyment and lifelong learning space. Based on the results, a method to resolve the gap was suggested by dividing the elements of gaps in public libraries into accessibility, core infrastructure, and services, focusing on vulnerable cities and counties in the Chungnam region.
This study aims to provide the present general state of basic data about refrigeration and freezing warehouses scold storages because basic data about refrigeration and freezing warehouses are insufficient and imperfect at the moment. Research contents include the present general state of cold storages such as sales amount, capital(money invested), storage possession state by type, keeping area, cold storage facility capacity, and facility state such as existence of rack, building structure and floor height, and possessed facility state. According to research results, it was found that 86.7% of refrigeration and freezing warehouses are located in the capital region and Busan region in terms of regional distribution, and the average keeping area was found to be bigger in these two regions than that of other regions. In addition, the research shows that more than 80% of companies possess bonded warehouses and there was no big difference in the size and capacity of refrigeration and freezing warehouses. Regarding building structure, most of them were found to be reinforced concrete. However, only 25% of companies installed racks, but there was no statistical significance between existence of rack and the amount of capital and sales. Possessed facilities were found in the order of freight elevator, information system and dock. When it comes to cargo gear, companies were found to possess 9.1 units of forklift and 2.2 units of reach stacker in average. This research is expected to lay a basis for investigating, predicting and developing the local cold storage industry, and more detailed studies will be needed in the future.

In Ethiopia, climate change and deforestation are major issues hindering sustainable development. Local Ethiopian communities commonly perceive an increase in temperature and a decrease in rainfall. Meteorological data shows that rainfall has declined in southern Ethiopia, and spring droughts have occurred more frequently during the last 10-15 years. The frequently occurring droughts have seriously affected the agriculture-dominated Ethiopian economy. Forests can play an important role in coping with climate change. However, deforestation is alarmingly high in Ethiopia, and this is attributed mainly to agricultural expansion and fuel wood extraction. Deforestation has led to a decrease in various benefits from forest ecosystem services, and increased ecological and environmental problems including loss of biodiversity. To resolve the issues effectively, it is crucial to enhance climate change resilience through reforestation and various international collaborations are urgently needed. To continue collaboration activities for resolving these issues, it is first necessary to address fundamental questions on the nature of collaboration: does collaboration aim for a support-benefit or a mutual benefit situation; dividing the workload or sharing the workload; an advanced technology or an appropriate technology; and short-term and intensive or long-term and extensive?. Potential collaboration activities were identified by sectors: in the governmental sector, advancing governmental structure and policy, enhancing international collaborations and negotiations, and capacity building for forest restoration and management; in the research and education sector, identifying and filling gaps in forestry and climate change education, capacity building for reforestation and climate change resilience research, and developing bioenergy and feed stocks; and in the business and industry sector, supporting conservation based forestry businesses and industries, while promoting collaboration with the research and education sectors. It is envisaged that international collaboration for enhancing climate change resilience through reforestation will provide a strong platform for resolving climate change and deforestation issues, and achieving sustainable development in Ethiopia.

The purpose of this study is to enhance the seismic performance of exposed column-base plate weak-axis connections for small-sized steel buildings. According to the site inspection for the small-sized building construction, the arbitrary connection details in steel buildings have been applied at the job site, which is considered to be insufficient to guarantee structural safety and stability considering the increased seismic risk in Korea. Therefore, a series of test programs had been done to develop enhanced connection details in order to ensue the adequate seismic stability and safety of small-sized steel buildings. From the test results, It was found that the exposed column-base plate weak-axis connections commonly used in Korea shows very poor seismic behavior due to the "Rocking" phenomena caused by the residual plastic deformation of anchor bolts between anchor plate and concrete. A series of hysteretic tests for finding that solution were conducted to reduce the "Rocking" phenomena of the column-base plate connections, and local buckling of webs in H-column. Finally the enhanced stable seismic behavior was obtained by reinforcing at least 8 anchor bolts with good bonding strength and stiffeners to the webs in H-column.

As national economies globalize, demand for intercontinental container shipping services is growing rapidly, providing a potential economic boon for the countries and communities that provide port services. On the promise of profits, many governments are investing heavily in port infrastructure, leading to a possible glut in port capacity, driving down prices for port services and eliminating profits as ports compete for business. Further, existing ports are making strategic investments to protect their market share, increasing the chance new ports will be overcapitalized and unprofitable. Governments and port researchers need a tool for understanding how local competition in their region will affect demand for port services at their location, and thus better assess the profitability of a prospective port. We propose to develop such a tool by extending our existing simulation model of global container traffic to incorporate demand-side shipper preferences and supply-side strategic responses by incumbent ports to changes in the global port network, including building new ports, scaling up existing ports, and unexpected port closures. We will estimate shipper preferences over routes, port attributes and port services based on US and international shipping data, and redesign the simulation model to maximize the shipper's revealed preference functions rather than simply minimize costs. As demand shifts, competing ports will adjust their pricing (short term) and infrastructure (long term) to remain competitive or defend market share, a reaction we will capture with a game theoretic model of local monopoly that will predict changes in port characteristics. The model's hypotheses will be tested in a controlled laboratory experiment tailored to local port competition in Asia, which will also serve to demonstrate the subtle game theoretic concepts of imperfect competition to a policy and industry audience. We will apply the simulation model to analyze changes in global container traffic in three scenarios: addition of a new large port in the US, extended closure of an existing large port in the US, and cooperative and competitive port infrastructure development among Korean partner countries in Asia.
The purpose of this study is to establish an effective protection and management system for World Heritage (WH) nomination of Southwestern Coast Tidal Flat (SCTF) by proposing a model of protection and management. SCTF has a potential to become a representative best practice to achieve a sustainable development for human society. SCTF has a potential Outstanding Universal Values (OUVs) for WH nomination, thus a harmony between human and nature for wise use of natural resources needs to be pursued. It is required to present the system of SCTF's protection and management and to analyze present status of the regions in the Tentative List by comparing the case which were already inscribed as WH. For better protection of nominated areas, SCTF should expand an area for protection with additional designation. For the management system, two separate management systems such as the Department of Culture & Tourism and the Department of Oceans & Fisheries need to be reconciled. Because of this overlapping management structure, the management of the nominated sites has been inefficient and long-term management plan is lacking. Therefore, it is necessary to integrate conflicting management system of each local government and make a long-term, integrated management plan. To make an efficient and sustainable protection and management, it is essential to set up a collaboration system by integrating various stakeholders such as central and local governments, academic organizations, local residents, and NGOs. As in the case of Wadden Sea, the combined community system of the stakeholders mentioned above should be established. Because it is essential for local residents to understand a basic concepts for protection and management, it is necessary to establish capacity-building of local people. The protection and management structure should be set up by bottom-up processes, that is the proper structure shoud be based on thorough research on local society as well as thorough communication with local residents to make relevant laws and policies. This study also propose the proper plan for better conservation and management of SCTF.
An experimental study was performed to investigate the axial-flexural load-carrying capacity of concrete-encased and-filled steel tube (CEFT) columns. To restrain local buckling of longitudinal bars and to prevent premature failure of the thin concrete encasement, the use of U-cross ties was proposed. Five eccentrically loaded columns were tested by monotonic compression. The test parameters were axial-load eccentricity, spacing of ties, and the use of concrete encasement. Although early cracking occurred in the thin concrete encasement, the maximum axial loads of the CEFT specimens generally agreed with the strengths predicted considering the full contribution of the concrete encasement. Further, due to the effect of the circular steel tube, the CEFT columns exhibited significant ductility. The applicability of current design codes to the CEFT columns was evaluated in terms of axial-flexural strength and flexural stiffness.

Currently, the establishment and management of civil defense shelters are under the initiative of the government and local governments to protect the lives of citizens. In the future, there is a need for efficient civil defense shelters operation through the expansion of general shelters, including designated dedicated shelters. Therefore, it is more efficient to consider the distribution of residents and the location of access to shelters, not the quantitative operation considering only the number of residents. This study uses genetic algorithms and Huff gravity model based on census output data, building data, and road network information to understand the distribution of inhabitants more precisely than existing administrative district data. In addition, the spatial- database was used for efficient data management and fast processing, and if this study is improved, it can be used as a basis for the selection and improvement of general shelters positioning for a wider area.
Seismic retrofitting of existing buildings and design of earth-quake resistant buildings are important issues associated with earthquake-prone zones. Use of metallic-yielding dampers as an energy dissipation system is an acceptable method for controlling damages in structures and improving their seismic performance. In this study, the optimal distribution of dampers for reducing the seismic response of steel frames with multi-degrees freedom is presented utilizing the uniform distribution of deformations. This has been done in a way that, the final configuration of dampers in the frames lead to minimum weight while satisfying the performance criteria. It is shown that such a structure has an optimum seismic performance, in which the maximum structure capacity is used. Then the genetic algorithm which is an evolutionary optimization method is used for optimal arrangement of the steel dampers in the structure. In continuation for specifying the optimal accurate response, the local search algorithm based on the gradient concept has been selected. In this research the introduced optimization methods are used for optimal retrofitting in the moment-resisting frame with inelastic behavior and initial weakness in design. Ultimately the optimal configuration of dampers over the height of building specified and by comparing the results of the uniform deformation method with those of the genetic algorithm, the validity of the uniform deformation method in terms of accuracy, Time Speed Optimization and the simplicity of the theory have been proven.
An experimental study was performed for thin-walled rectangular concrete-filled tubular (CFT) columns. The present study mainly focused on evaluation of the axial load-carrying capacity of concrete-filled tubular columns using high-strength steel and slender section. The test parameters were width-to-thickness ratio, concrete strength, steel yield strength, and the use of stiffeners. Five specimens were tested under monotonic axial loading. Although elastic local buckling occurred in the slender-section specimens with high-strength steel, the specimens exhibited considerable post-buckling reserve. The test results also satisfied the predictions of a current design code. The specimens strengthened with vertical stiffeners exhibited improved strength and ductility when compared with the un-stiffened specimens.
