  • In 2008, the National Archives of Korea initiated the Archive Village project for the purpose of protecting valuable private records and enhancing the awareness of archival culture. To justify the expense of the government-supported project and determine its future direction, it is necessary to analyze the current status of the project. To do that, the researchers visited an Archive Village in I county and examined its accessibility, exhibition contents, facilities, equipment, etc., through observation. Interviews were also conducted with the person in charge of the project in the National Archives of Korea, as well as eight residents and three persons who were involved in building and managing the Archive Village in I county. Based on the results of the observation and interviews, the study suggests recommendations to improve the operation of the Archive Village in I county. The findings of the study will help other villages plan acquisition and management, as well as how to make important private records in local areas available.

  • Large-scale and complex disasters have frequently occurred all over the world recently, and they are repeated every year. Accordingly, the need for the systematic management and utilization of raw-data and processing information in the past has increased. For this purpose, this study proposed a construction strategy for disaster and safety record information resources archives based on automatic acquisition, which can be used as a hub for disaster and safety information. Based on local and foreign case studies, several consideration factors for building the archives are determined. Finally, this study proposed four steps for constructing the archives. These are as follows: 1) complete enumeration survey of the disaster and safety record information resources, 2) automatic acquisition possibility study, 3) selection of the resources for preservation, and 4) automatic acquisition of metadata. The construction of the archives proposed in this study will facilitate integrated management, sharing, and use of scattered information resources on disaster and safety.

  • The purpose of this study is to analyze the present stage of community archives movement in the UK. By doing so, it draws some implications of the UK case for the community archives movement in Korea. The UK's 'Independent' community archives as a part of grassroots movement are characterized by participation, autonomy, and self-help of community members. Along with the appearance of the concept of 'community', the UK has experienced the revitalization period of community archives in the social context of community-based urban regeneration project. Recently, the UK's community archives have transformed themselves into building a 'governance model' relying on the partnership with mainstream archives. In particular, the UK model of community archives is based 'on their own ways' with their autonomy as a product of intrinsic development initiated by communities themselves. The character of the model of this type is very analogous to the nature of maul' community archives movement in Korea. Since the early 2000s, however, the UK model of community archives has been evolving into a way of building governance through their appropriation of the skills and methodologies from mainstream archives without endangering the autonomous essences of community archives themselves. We need to note the point of local researchers' view in archival science who have tried to seek out the methodology for building maul community archives with regard to openness and collaboration. In this respect, a shift in archival principle in the UK would give significant implications in regenerating the locally based community model.

  • The purpose of this study is to measure the expectation level and perception level of service quality in 25 records centers in local governments based in Seoul. For this, an evaluation index consisting of 5 factors and 31 items is developed through literature research and an investigation of the present condition. The results of this study confirmed that users are not satisfied with the service quality of the records centers in the local governments as the expectation level is higher than the perception level, with a statistically significant difference. This study can be substantial in attempts to analyze the present status of the service quality of the records centers in local governments and in proposing an improvement plan based on the process quality.

It also attempted to identify their records usage behavior and the requirements of record usage so that records and services that meet their needs as the main users would be met. Therefore, the researchers identified through an information disclosure request the highly ranked departments that use records more than the others based on their usage frequency of the records centers and the standard records management system (standard RMS) during the third quarter of 2017. A questionnaire survey was subsequently conducted to the public servants of the local governments in the metropolitan area. • The study aims to investigate research trends in the UK records management field and compare the results with domestic research by analyzing research articles published in Archives and Records for the UK's research trends and The Korean Journal of Archival Studies (KJAS) for domestic ones. The study analyzed 318 articles published in KJAS and 142 articles published in Archives and Records since 2013, when the journal changed its title from Journal of the Society of Archivists, to investigate the distribution of authors, including the ratio of coauthorship and authors' affiliations. A set of 1,251 unique terms were extracted from KJAS, and 508 unique terms were extracted from Archives and Records for keyword co-occurrence network analyses. The result shows that the main research topics for KJAS include studies on (1) records management in general, such as archives, records, records management, and archival information service, (2) public records management, (3) personal or private records management, and (4) the techniques for records management, such as archival appraisal, selection, and disposition. In Archives and Records, (1) there are several case studies related to community and local archives, and (2) studies related to records management techniques, such as records description, appraisal, access, preservation, and service, have been performed continuously; furthermore, (3) studies on the digitization of oral history and audiovisual records are also one of the most researched areas.
