GIS 공간 분석기법을 활용한 위험물질별 철도사고 피해규모 자동추출방안에 관한 연구 (A Method to Measure Damage Areas on Railway Accidents by the HAZMATs types using GIS Spatial Analysis)

  • Due to the industrialization and urbanization, the transport of hazardous materials increases, which rises possibilities in occurring prospective accidents in terms of hazardous material transport as well. This study applied the model developed from the previous research to analyze the scale of damage areas from the accidents related to hazardous material accidents, as well as suggested a method to measure automatically the scale of accident including casualties and environmental damage based on the guideline which suggests the quantities of hazardous materials exposed from an accident and was defined in the study of standardization for hazardous material classification. A buffering analysis technique of Geographic Information System (GIS) was applied for that. To apply the model which evaluates the scale of population and exposure to environment on each link, rail network, zones, rail accident data, rail freight trips, and locations of rivers etc were complied as a database for GIS analysis. In conclusion, a method to measure damage areas by the types of hazardous materials was introduced using a Clip and a Special Join technique for overlay analysis.

An Empirical Investigation of Triple Helix and National Innovation System Dynamics in ASEAN-5 Economies

  • This paper exhibits the concept of Triple Helix model to explain and link university-industry-government (Triple Helix) connections to national innovation systems theory. The driver of this paper is to test the dynamics of Triple Helix concept under national innovation system in the Association of South East Asian Countries (ASEAN)-5 economies. Panel econometric analysis with cross-sectional dependence (CD) test is applied to investigate the relationship amongst Triple Helix variables. The empirical analysis employs innovation indicators of five founding ASEAN countries namely Malaysia, Indonesia, Singapore, the Philippines and Thailand for the period of 2000-2015 from an existing WDI and WCY database. Econometric results support the two research questions of this study; firstly, there is a significant relationship between innovation outcome and its key drivers under Triple Helix context of National Innovation System in ASEAN-5 economies; secondly, the extent of the relationship among government R&D expenditure with high-tech productions are positive and significant while new ideas coming from universities as scientific publications and high-tech production have positive relationship but not significant yet in ASEAN-5 countries. Overall labor productivity is positive and significant with innovation outcomes in ASEAN-5.

The Effects of Mobile Learning Factors and Training Transfer on the Effective Organisational Learning in Malaysian Oil and Gas Industry

  • Adoption of mobile learning (m-learning) is not new in Malaysian oil and gas industry, with heavy investment into research and development to train the workers. Nevertheless, the low application of learnt skills on the job remains an emergent research area where there is a missing link on the effects of m-learning and effective organisational learning and implication on its training transfer. The result of this quantitative research revealed that all variables in m-learning were found to have a positive relationship with the effective organisational learning, and there is evidence of training transfer as a mediator of the relationship between self-directed learning, training design, work environment and effective organisational learning. However, there were some discrepancies in the extend of training transfer between trainee characteristics and organisational learning. As such, some important issues emerged which challenge the importance of evaluating workers' readiness and transfer for a successful implementation of m-learning towards developing effective organisational learning.

산학연 협력의 새로운 방향: 산학연 협력연구실 구축을 중심으로 (The new approach to the collaboration among academia, industry, and public research sector: Focussing on Building a collaboration research center)

  • The collaboration among academia, industry, and public research sector gains importance in these days. This is essential for implement competent regional and national innovation systems. There have been many governmental programs for activating collaboration among innovation actors. Most policy programs for collaboration have aimed at increasing S&T and innovation potential and constructing S&T infrastructure. However, Korea has not produced a sufficient level of collaboration, especially on regional level. Most policy programs could not reach regions and many regions have no enough innovation actors. In order to activate R&D collaboration, therefore, we suggest that Korean S&T community should build and implement "collaborative research centers" all over the regions. This concept is very new approach, especially because it focuses on collaboration among regional innovation actors. In this paper, we discuss a concept, type, and execution strategy of collaboration research centers. We expect that these centers will play an important role in implementing successful regional innovation systems, as they will link regional innovation actors very closely.

지속가능한 농업으로의 전환: 실천을 위한 이론과 과제 (Towards Sustainable Agriculture in Korea : Theoretical Backgrounds and Practical Challenges)

  • This study argues that expanding the multifunctionality of agriculture (MFA) may mitigate existing agricultural problems. To do that this study redefines the concept and scope of the MFA and presents practical tasks to achieve it. Theorizing the MFA begins with the theory of sustainability and first identifies the link between sustainability and MFA. Later, considering the limitations of the existing sustainability theories, we examined where the false linkages leading to the destruction of environmental and social relations originated, and employed the (Re)productivity [(Re)produktivitat] theory in order to obtain alternatives. Research shows that welfare effects of the MFA on humans and the environment are not less than those derived from the agricultural products supplied to the real market, but the values are not recognized. The absence of proper care and compensation is the basis of agricultural problems in Korea. Therefore, this study acknowledges that the MFA is as much worthy as real agricultural production, and insists that appropriate compensation and care should be given to humans (farmers) and nature (agricultural ecosystem) in order to maintain and expand the MFA. In other words, a virtuous cycle between sustainability and the MFA means that the process spreads sustainable farming methods to expand the MFA, forms social consensus on it, and pays fair remuneration for agriculture from the public sector. Transition to such a virtuous cycle requires re-establishing the definition and scope of the MFA, implementing targeting policy, motivating policy targets, strengthening human capacity, and arranging maturity time.

The Trajectory of University Science Parks (USPs) in China: Institutional Evolution and Assessment

  • This study aims to identify the chronological trajectory of university science parks (USPs) in China and to discuss the roles of government-driven science and technology (S&T) policies in the development of USPs and the future directions of these entities. Our study shows that USPs in China have undergone two development waves: The first from the late 1980s to the late 1990s, when research universities expected to directly participate in economic activities, and the second from 2000 when the Ministry of Science and Technology (MOST) and the Ministry of Education (MOE) jointly enacted the Proposed Regulation of State-level USPs Management to guide and regulate the development of USPs. The development trajectory highlights that USPs are effective platforms that link scientific research, knowledge spillovers and industrial system. However, Chinese USPs still need to confront some conundrums which may influence the processes and outcomes of UILs. Finally, we also summarize the major issues inherent in the development of USPs to guide policymakers to enact more effective policies.

The Nexus Between Social Mobility and Regional Disparity: Empirical Evidence from India

  • This article examines the link between regional disparity and social mobility in India. There has been a steady rise in economic inequality in India. The rapid economic growth coupled with a rise in income inequality is a serious concern in India. While the emphasis is on inclusive growth, it appears difficult to tackle the problem without looking at the intricacies of the problem. The Social Mobility Index is an important tool that focuses on bringing long-term equality by identifying priority policy areas in the country. We used a multivariate statistical approach to construct a social mobility index at the regional level by considering several social and economic variables. Our findings show that while the Union Territory of Delhi ranks first in the social mobility index, Chhattisgarh has the least social mobility. From a policy perspective, a comprehensive examination of the determinants of the social mobility index shows that health, education access, and quality, and equity of education are of great importance in improving social mobility. Considering India's potential economic growth resulting from its 'demographic dividend' and improved access, markets, and technology, increasing social mobility through facilitating equal opportunities in society is key to achieving inclusive growth.

Structural Breaks, Manufacturing Revolutions, and Economic Catch-up: Empirical Validation of Historical Evidence from South Korea

  • The main goal of this study is to look at how South Korea can catch up to the rest of the world through policy-driven structural change and manufacturing revolutions. To achieve the objective, this study used annual data on real exports and real GDP from the World Development Indicator WDI of South Korea for the period 1960 to 2019. The study's goal is to use econometrics to detect this policy-driven structural change trend. Multiple nonlinear Granger causality test was used to accomplish this. The findings revealed structural breaks and nonlinearities in the dynamic link between South Korea's real GDP and real exports. Furthermore, results also show evidence of multiple structural breaks in South Korean data. South Korea's economic catch-up was the result of a constant reevaluation of industrial policies, readjustment, and structural change to constantly explore and utilize comparative advantage, realizing economies of scale at the global level, and reallocating and redistribution of resources towards productive sectors with high value-added output, according to econometric analysis. If South Korea would have not done this structural change this miracle to escape the middle-income trap would not have been possible. These findings support the descriptive evidence of structural change in favor of manufacturing revolutions and value addition industry development in South Korea.

소프트시스템 모델 방법론을 통해 진단한 국내 공개 SW 산업의 문제점과 정책전략 연구 (A Study on the Problems and Policy Implementation for Open-Source Software Industry in Korea: Soft System Methodology Approach)

  • 본 논문의 목적은 공개 SW 생태계에 대한 정책적 함의 및 핵심 과제 도출을 위하여 소프트 시스템 모델(Soft System Model) 방법론을 도입하여 국내 공개 SW 생태계 시스템을 분석하고 이를 토대로 공공부문의 바람직한 공개 SW 생태계 구축을 위한 전략적 시사점을 도출하고자 한다. 지식기반사회에서 정보통신기술은 경제를 움직이게 만드는 핵심 동력의 역할을 수행하고 있으며, 최근에는 그 중심이 하드웨어에서 소프트웨어로 이동하고 있다. 이렇듯 지식과 기술을 중심으로 한 소프트웨어 중심사회에서는 지식과 기술의 축적을 통한 부가가치의 창출이 체증하는 한계 수익 체증 현상이 나타난다. 특히 소프트웨어 중심사회를 구성하는 한 축인, 공개 SW는 다양한 사람들이 지식을 공유하며 축적해 나가고 이를 통해 개발이 이루어진다는 점에서 새로운 국가 성장의 도구로 적절하다고 할 수 있다. 공개 SW가 개발자들의 자발적인 참여로 발전해 나가는 특징을 가진 만큼, 이를 관리하고 보상하는 생태계를 만들기 위해서 정부의 적극적인 지원과 관심이 필요하다. 따라서 정부가 공개 SW 기반의 소프트웨어 생태계를 만들기 위해 어떠한 정책적 방향을 제시해야 하는지를 알아보기 위해 소프트 시스템 모델 방법론을 도입하여 공개 SW 생태계 시스템에 대하여 분석하였다.

협력적 게임을 이용한 다수단 연속형 교통망 설계 모형 (A Multi-modal Continuous Network Design Model by Using Cooperative Game Approach)

  • 본 연구는 다수단 교통망에서 교통시설 운영자와 이용자의 상호 의사결정과정을 고려하여 교통시설의 건설 및 운영 정책 문제를 해결하기 위한 다수단 연속형 교통망 설계문제를 다룬다. 특히, 교통시설에 대한 정책변화에 따라 교통수단간 통행이 어떻게 변화하는가를 고려하기 위하여 승용차 교통망과 대중교통 교통망을 함께 고려하고자한다. 이러한 교통망 설계 모형을 개발함에 있어서 일반적인 Nash 균형(비협력 게임)의 접근법이 아닌 좀 더 합리적이라고 연구되어진 Stackelberg 균형(협력적 게임)의 접근법을 이용하고 그러한 방법으로 다수단 교통망의 교통수단 선택을 고려한 민감도 분석 방법을 적용한다. 본 연구의 다수단 연속형 교통망 설계 모형은 교통정책 결정에 대한 임의의 연속형 교통망 설계변수(${\epsilon},\hat{\epsilon},p$)에 대해서 개발되어진다. 또한 모형의 적용 및 평가를 위하여 1)도로 정책에 대한 최적 도로용량 산정과 2)대중교통 정책에 대한 최적 대중교통 노선빈도 산정 그리고 3)교통체계의 수단분담 정책에 대한 현 교통체계의 최적 목표 수단분담율 산정 문제에 모형을 적용하여 본다.
