In Vivo Preperation of Standard Reference Materials of Lead in Blood (생체내 혈중 납 표준물질의 제조)

  • This report describes a preperation and characterization of canine blood lead(Pb) standard reference material(SRM). Three adult beagle dogs(A, B, and C)were orally dosed with gelatin capsules containing $Pb(NO_3)_2$, equivalent to $10\sim80mg$ Pb/kg body weight. Blood was drawn 24 hours after the dose from the cephalic vein into lead free 500ml Pyrex beaker in which EDTA.K was contained as an anticoagulant. The amount of lead given to individual dog was varied arbitrarily. Three month later, 3 canine animals were orally dosed with lead secondarily to make mixed SRM(D1) which was mixed different concentrations of lead in bloods with A1, B1, and C1 in vitro. The SRMs for A, B, C, A1, B1, C1, and D1 were distributed 2ml each into more than 300 lead free bottles, and were stored in refregerator at $4^{\circ}C$. The amount of lead in canine whole blood samples were determined using a Varian 30A atomic absorption spectrophotometer(AAS) with a model GTA-96 graphite tube atomizer with D2 background correction and a Hitachi Z-8100 AAS with Zeeman background correction. The sensitivity and detection limits for lead determination of Varian 30A were $0.46{\mu}g/L,\;0.34{\mu}g/L,\;and\;0.56{\mu}g/L,\;0.14{\mu}g/L$ of Hitachi Z-8100, respectively. Day to day variations in determination of blood lead concentration in a certain sample were $31.11{\pm}1.36{\mu}g/100ml$ by Varian 30A, and $33.08{\pm}0.82{\mu}g/100ml$ by Hitachi Z-8100, showing the difference of 3% between the two results. At the blood lead concentrations of $56.31{\pm}1.98{\mu}g/100ml(A),\;40.89{\pm}0.80{\mu}g/100ml(B),\;59.01{\pm}1.38{\mu}g/100ml(C)$, the precisions of replicated measurements by AAS were 3.52%, 1.96%, and 2.34%, respectively. Coefficient variation(CV) of SRMs(A, B, and C) within a standard sample were ranged from 0.92% to 7.50%, and those between 5 standard samples were 1.21%, 2.64%, and 1.11%, respectively, showing inter-vial variation of $1{\mu}g/100ml$. Lead levels in SRMs during one month storage were unchanged. The overall recoveries were $89.6\sim100.4%,\;91.6\sim101.9%,\;90.3\sim100.0%$ for A, B, and C SRMs, means were $56.46{\pm}2.69{\mu}g/100ml,\;39.35{\pm}1.89{\mu}g/100ml,\;57.40{\pm}2.31{\mu}g/100ml$, and measurement ranges were$52.88{\pm}59.26{\mu}g/100ml,\;37.47{\pm}41.68{\mu}g/100ml,\;54.80{\pm}60.69{\mu}g/100ml$, respectively. Those results were laid within confidence limits values. The lead concentrations in the mixed sample(D1) stored over one month period were ranged from $32.76{\mu}g/100ml\;to\;33.54{\mu}g/100ml$, with CV ranging from 1.2% to 2.7%. The results were similiar to each of single samples(A1, B1, and C1) in respect of homogeneity and stability. Results of the mixed blood sample analysed after 1 month storage at $4^{\circ}C$ by four other laboratories(L1, L2, L3, L4) were similar with those of our laboratory($L5;31.18{\pm}0.24{\mu}g/100ml$, acceptable range by $CDC;25.18\sim37.18{\mu}g/100ml$), showing the concentrations of $25.91{\pm}1.19{\mu}g/100ml(L1),\;34.16{\pm}0.22{\mu}g/100ml(L2),\;35.68{\pm}0.85{\mu}g/100ml(L3),\;30.95{\pm}0.46{\mu}g/100ml(L4)$ in a each samples.

Can Lufthansa Successfully Limit its Liability to the Families of the Victims of Germanwings flight 9525 Under the Montreal Convention?

  • The Montreal Convention is an agreement that governs the liability of air carriers for injury and death to passengers travelling internationally by air. The Montreal Convention serves as the exclusive legal framework for victims and survivors seeking compensation for injuries or death arising from accidents involving international air travel. The Montreal Convention sets monetary liability caps on damages in order to promote the financial stability of the international airline transport industry and protect the industry from exorbitant damages awards in courts that would inevitably bankrupt an airline. The Convention allows a litigant suing under the Convention to avoid the liability caps in instances where the airline's culpability for the injury or death is the direct result of negligence, another wrongful act, or an omission of the airline or its agents. The Montreal Convention identifies specific locations as appropriate venues to advance claims for litigants seeking compensation. These venues are closely tied to either the carrier's business operations or the passenger's domicile. In March 2015, in an act of suicide stemming from reactive depression, the co-pilot of Germanwings flight 9525 intentionally crashed the aircraft into the French Alps killing the passengers and the remaining crew. Subsequent to the crash, there were media reports that Lufthansa made varying settlement offers to families of the passengers who died aboard the flight ranging from $8,300 USD to $4.5 Million USD depending on the passengers' citizenship. The unverified offers by Lufthansa prompted outcries from the families of the decedent passengers that they would institute suit against the airline in a more plaintiff friendly jurisdiction such as the United States. The first part of this article accomplishes two goals. First, it examines the Montreal Convention's venue requirement along with an overview of the recoverable damages from countries comprising the citizenship of the passengers who were not American. The intentional crash of Germanwings flight 9525 by its First Officer encompasses the possibility that Lufthansa may be exposed to unlimited compensatory damages beyond the liability caps contained in the Convention. The second part of this article explores the application of the Convention's liability limits to the Germanwings flight to demonstrate that the likelihood of escaping the liability limits is slim.

The Vegetational and Environmental History of the Pre-Holocene Period in the Korean Peninsula (한반도 식생 및 환경변천사(홀로세 이전 시대를 중심으로))

  • The reconstruction of the vegetational and environmental history of the Korean peninsula by the use of various fossil floral data from the Carboniferous period to the Pre-Holocene is reviewed. Though the oldest plant fossil in Korea (Neuropteris) dates back to the Carboniferous period, the first appearance of many of the present-day floristic genera indeed dates back to the Oligocene (c. 40 to 20 million years B.P.), and includes many thermophilous genera. The presence of thermophilous genera in the Oligocene at up to four degrees north of their present distributional limits implies that the climate of the Oligocene was warmer than that of today. The occurrence of similar thermophilous floristic element at up to six degrees north of their present range during the Middle Miocene suggests a maximum northward expansion of warmth-loving evergreen broadleaved vegetation for, recent Korean vegetation history. The continued occurrence of numerous present-day genera since the Oligocene period indicates a long-term stability of Korean vegetation, along with minor fluctuations within it. The admixture of evergreen coniferous plants and deciduous breadleaved plants, however, indicates a probable temperate climate for much of the Middle Pleistocene. There are couple of evidences which are indicative of an early-stage anthropogenic disturbance of natural vegetation during the Middle Pleistocene of Korea. The presence of cold-episodes during the Upper Pleistocene caused a general expansion of deciduous plants and cryophilous evergreen coniferous, plants. It is likely that the maximum southward expansion of cryophilous arctic-alpine and alpine floras in Korea occured during the penultimate glacial period. The disappearance of some cryophilous genera from 10,000 years B.P. marks the continued climatic amelioration since then, along with minor climatic fluctuations during the Holocene period.

Hip Range of Motion Estimation using CT-derived 3D Models (CT기반 3차원 모델을 이용한 고관절 운동범위 예측)

  • The success of the total hip arthroplasty is revealed as initial stability, range of motion, and long term pain, etc. Depending upon choice of implantation options such as femoral neck offset, diameter of the femoral head, the lateral opening tilt. Especially the impingement between femoral head component and acetabular cup limits the range of motion of the hip. In this sense, estimation or evaluation of the range of motion before and after the total hip arthroplasty is important. This study provides the details of a computer simulation technique for the hip range of motion of intact hip as well as arthroplasty. The suggested method defines the hip rotation center and rotation axes for flexion and abduction, respectively. The simulation uses CT-based reconstructed 3D models and an STL treating software. The abduction angle of the hip is defined as the superolateral rotation angle from sagittal plane. The flexion angle of the hip is defined as the superoanterior angle from the coronal plane. The maximum abduction angle is found as the maximum rotation angle by which the femoral head can rotate superolaterally about the anterior-posterior axis without impingement. The maximum flexion angle is found as the maximum rotation angle by which the femoral head can rotate superoanteriorly about the medial-lateral axis without impingement. Compared to the normal hip, the total hip replacement hip showed decreased abduction by 60 degrees and decreased flexion by 4 degrees. This measured value implies that the proposed measurement technique can make surgeons find a modification of increase in the femoral neck offset or femoral head, to secure larger range of motion.

Improvement Directions of Regional Science and Technology Policies in the Context of Creative Economy Paradigm: the case of Daegu and Gyungbuk regions (창조경제 패러다임에서의 지방과학기술정책의 개선방향: 대구.경북의 사례를 중심으로)

  • This research addressed improvement directions and problems of regional science and technology(S&T) policies in Daegu and Gyungbuk regions in terms of 'Creative Economy' which was a new paradigm of Park Gunhye Government. Creative Economy stressed the construction of an ecosystem in regional research and development activities, and thus it was deeply associated with building a regional innovation system(RIS). There were several problems to strengthen RIS with regional S&T policies of the regions as follows: limits in meeting regional needs due to excessive attraction of central government's projects into regions; the high ratio of programs for future basic research potentials; the lack of programs assessing and coordinating the policies; and the lack of experiences and expenditure of research institutes and firm supporting organizations. Due to these problems, the role of the policies in building RIS did not seem to be effective. Therefore, the policies need to be improved through the following measures: the expansion of regional own policies focusing regional needs; the enhancement of policy coordination by shifting to systematic approach; the expansion of soft supporting programs for constructing innovation systems; and the enhancement of stability and ability of research institutes and firm supporting organizations.

  • Most facilities in chemical plants operate in environments that are outside the range of temperature and pressure that can be encountered on a daily basis, and are vulnerable to aging due to these stresses and environmental conditions. The facilities exposed to these conditions are not only likely to fail due to cumulative damage, but also lead to accidents if maintenance and replacement are not performed.Recommendation guidelines called risk-based inspection are widely used around the world-wide. However, limits exist for facilities that have already elapsed for a certain. As a result of the survey on the aging of Ulsan industrial complex in Korea, which carries out proper inspection, many of the facilities have been used for 20 years. Also, most of the facilities where the accident occurred have been in operation for more than 20 years. Therefore, this study suggested criteria for classifying devices that have exceeded a certain period of use as obsolete facilities. In addition, quantitative risk assessment was conducted. The safety investment method using the cost-benefit analysis method was proposed in order to calculate the loss cost and reduce the risk by expressing the risks of the corresponding aged facility as an Economic index. By utilizing the method of cost-benefit analysis of old facilities using the quantitative risk assessment presented in this study, it can be expected to improve the performance and life of old facilities, improve production efficiency and reliability of the system of facilities, change the recognition of safety management costs, increase employee stability, and reduce loss costs.

Stabilization Characteristics of the Diffusion Flame Formed in the Wake of Bluff Body with Fuel Injection (연료분출을 수반하는 보염기 후류에 형성되는 확산화염의 보염특성)

  • To study the stabilization characteristics of diffusion flame formed in the wake of a cylindrical bluff body with fuel injection, the flame stability limits, length and temperature of recirculation zone of flame, turbulence intensity distribution near the recirculation zone of flame were measured and analyzed. The length of recirculation zone is independent on main fuel injection quantity, but it is dependent on fuel injection angles, air stream velocity, and auxiliary fuel injection into recirculation zone. For diffusion flame, in general, the flame stabilization is deteriorated with increase of he length of recirculation zone, but if the turbulence generator is installed, the flame stabilization is improved with increase of the length of recirculation zone. The temperature of recirculation zone is dependent on fuel injection angles, auxiliary fuel injection into recirculation zone, turbulence generators, and it dependent on fuel injection angles, auxiliary fuel injection into recirculation zone, turbulence generators, and it has a maximum value at the condition of each theoretical mixture. In general, the more temperature of recirculation zone is low, the more flame is stable. But when the turbulence generator is installed, the more temperature of recirculation zone is low, the more flame is unstable. The turbulence intensity in the wake of bluff body is increased with increase of diameter or blockage ratio of grid. The more turbulence intensity is increased by installation of turbulence generator, the more flame is unstable. Finally, It is clear that the stabilization characteristics of diffuser flame can be controlled by some parameters such as fuel injection angles, auxiliary fuel injection into recirculation zone, turbulence generators.

Effect of Heat, Pressure, and Acid Treatments on DNA and Protein Stability in GM Soybean (GM 콩 DNA와 단백질의 안정성에 대한 열, 압력 및 산 처리의 영향)

  • Debates on safety of genetically modified (GM) crops have led to mandatory-labeling legislation of GM foods in many countries including Korea. Effects of heat, pressure, and acid treatments on degradation of DNAs or proteins in GM soybean at levels below detection limits of qualitative PCR and lateral flow strip test (LFST) methods were examined. Results showed that genomic DNAs and proteins were degraded into fragment sizes no longer possible for detection of inserted gene depending on thermal, or thermal and pressure treatment period. Detectaability of LFST for toasted meal increased in weakly treated soybean. DNA and protein detection methods were barely effective for detection of GM ingredient after $121^{\circ}C$ and 1.5 atmospheric treatment for 20 min. These results will be useful in determining GM labeling requirements of processed foods.

Design of X-ray Target for a CNT-based High-brightness Microfocus X-ray Tube (탄소나노튜브를 이용한 고휘도 마이크로빔 X-선원 발생부 설계)

  • A target for a high-brightness microfocus x-ray tube, which is based on carbon nanotubes (CNT) as electron source, is designed. The x-ray tube has the following specifications: brightness of $1\times10^{11}phs/s.mm^2. mrad^2$, spot size $\~5{\mu}m$, and average x-ray energy of $20\~40 keV$. In order to meet the specifications, the design parameters of the target, such as configuration, material, thickness of the target as well as the required beam current, were optimized using computer code MCNPX. The design parameters were determined from the calculation of both x-ray spectrum and intensity distribution for a transmission type configuration. For the thin transmission type target to withstand vacuum pressure and localized thermal loading, the structural stability and temperature distribution were also considered. The material of the target was selected as molybdenum(Mo) and the optimized thickness was $7.2{\mu}m$ to be backed by $150{\mu}m$ beryllium (Be). In addition, the calculations revealed that the maximum temperature of the transmission target can be maintained within the limits of stable operation.

A Study on Flame Extinction in Oxymethane Combustion (메탄 산소 연소에 있어서 화염 소화에 대한 연구)

  • Oxy-methane nonpremixed flames diluted with $CO_2$ were investigated to clarify impact of radiation heat loss and chemical effects of additional $CO_2$ to oxidizer stream on flame extinction. Flame stability maps were presented with functional dependencies of critical diluents mole fraction upon global strain rate at several oxidizer stream temperatures in $CH_4-O_2/N_2$, $CH_4-O_2/CO_2$, and $CH_4-O_2/CO_2/N_2$ counterflow flames. The effects of radiation heat loss on the critical diluent mole fractions for flame extinction are not significant even at low strain rate in nonpremixed $CH_4-O_2/N_2$ diffusion flame, whereas those are significant at low strain rate and are negligible at high strain rate (> $200s^{-1}$) in $CH_4-O_2/CO_2$ and $CH_4-O_2/CO_2/N_2$ counterflow flames. Chemical effects of additional $CO_2$ to oxidizer stream on the flame extinction curves were appreciable in both $CH_4-O_2/CO_2$ and $CH_4-O_2/CO_2/N_2$ flames. A scaling analysis based on asymptotic solution of stretched flame extinction was applied. A specific radical index, which could reflect the OH population in main reaction zone via controlling the mixture composition in the oxidizer stream, was identified to quantify the chemical kinetic contribution to flame extinction. A good correlation of predicted extinction limits to those calculated numerically were obtained via the ratio between radical indices and oxidizer Lewis numbers for the target and baseline flames. This offered an effective approach to estimate extinction strain rate of nonpremixed oxy-methane flames permitting air infiltration when the baseline flame was taken to nonpremixed $CH_4-O_2/N_2$ flame.
