As naval ships become more complex with the reduced cost and time for their development, modeling and simulation are increasingly used. The US navy has being applied the concept of a simulation-based acquisition(SBA) to their acquisition process. However, there have been few studies on a simulation-based acquisition for naval ships (SBA-NS) in the Korean naval shipbuilding. In this paper, we discuss a framework to establish collaborative environment(CE) for an advanced naval ships acquisition based on PLM. For this, we propose architectures and a naval ship information model for design the framework of the SBA-NS. To design the framework, we develop the methodology that is composed of three major processes that are the requirement analysis process, the SBA-NS architectures design process and the design process of a reference model of a naval ship product information. Applying the methodology, the framework suitable for the Korean Navy context is developed.
Prediction of fault-prone modules continues to attract researcher's interest due to its significant impact on software development cost. The most important goal of such techniques is to correctly identify the modules where faults are most likely to present in early phases of software development lifecycle. Various software metrics related to modules level fault data have been successfully used for prediction of fault-prone modules. Goal of this research is to predict the faulty modules at design phase using design metrics of modules and faults related to modules. We have analyzed the effect of pre-processing and different machine learning schemes on eleven projects from NASA Metrics Data Program which offers design metrics and its related faults. Using seven machine learning and four preprocessing techniques we confirmed that models built from design metrics are surprisingly good at fault proneness prediction. The result shows that we should choose Naïve Bayes or Voting feature intervals with discretization for different data sets as they outperformed out of 28 schemes. Naive Bayes and Voting feature intervals has performed AUC > 0.7 on average of eleven projects. Our proposed framework is effective and can predict an acceptable level of fault at design phases.

An efficient cost management is important for the domestic social overhead capital(SOC) based on a long lifecycle after 30 years since completion. Maintenance in South Korea have had the restrictions of consistency and suitability of decision-making by the establishment of a budget plan based on the company estimate and repair and reinforcement methods determined by the inspection and diagnosis engineers' subjective determination for each facility. To resolve this issue, the Korea Institute of Civil Engineering and Building Technology is currently in development of a methodology to propose an optimum maintenance method according to the damage of components by artificial intelligence. This study has deduced the primary factors by analyzing information generated during bridge maintenance and management as a prior step for the development of technologies, and conducted a preliminary analysis to select the optimum artificial intelligence technology.

The United States has implemented the TLCSM (Total Life Cycle System Management) to minimize the total lifecycle cost of aircraft and to improve operating availability. As a practical strategy, CBM + is required to be applied to new weapons systems. The F-35 aircraft applied PHM under CBM + concept from the development stage. In this study, we analyzed the technology trends, the level of PHM technology in Korea, and the development trends of foreign technology. Then, we analyzed the PHM technical elements and constructed the 5 phases of technical elements acquisition roadmap for military fixed wing aircraft parts PHM.
Purpose: The purpose of this study is to study the relative weights of Quality Scorecard (QSC) which was developed for a new quality concept, called Open Quality, in the era of Industry 4.0. Open Quality aims to ensure quality responsibility by accurately measuring the quality level and sharing the quality data with stakeholders. Methods: To analyze the importance of QSC, a survey study was conducted based on 10 types of industry. The relative weights of QSC measures are investigated by both the industry types and the organizational life cycle. Further, the relative importance of QSC was analyzed according to the organization's lifecycle. By dividing the aspects with respect to the result data, application method for QSC is further provided. Results: The result indicates that there are significant differences among Korean companies in terms of the level of Industry revolution stages. Among ten industry types, manufacturing and finance sectors show the highest importance of QSC. QSC measures are also considered more importance in growth stage of the maturity cycle than generator and decline stages. Conclusion: When QSC is adopted for Open Quality, its relative weights must be considered to cope with the unique characteristics of industrial types. Besides, QSC's contribution may vary according to the level of maturity of the target company.

Commercial deployment of nuclear microreactors presents an opportunity for the industry to rethink its approach to manufacturing, siting, operation and maintenance, and fuel cycle management as certain principles used in grid-scale nuclear projects are not applicable to a decentralized microreactor economy. The success of this nascent industry is dependent on its ability to reduce infrastructure, logistical, regulatory and lifecycle costs. A utility-like 'Central Facility' that consolidates the services required and responsibilities borne by vendors into one or a few centralized locations will be necessary to support the deployment of a fleet of microreactors. This paper discusses the requirements for a Central Facility, its implications on the cost structures of owners and suppliers of microreactors, and the impact of the facility for the broader microreactor industry. In addition, this paper discusses the pre-requisites for eligibility as well as the opportunities for a Central Facility host site. While there are many suitable locations for such a capability across the U.S., this paper considers a facility co-located with the Vogtle Nuclear Power Plant and Savannah River Sites to illustrate how a Central Facility can leverage the existing infrastructure and stimulate a local ecosystem.

In modern warfare, missiles play a pivotal role but typically spend the majority of their lifecycle in long-term storage or standby mode, making it difficult to detect failures. Preemptive detection of missiles that will fail is crucial to preventing severe consequences, including safety hazards and mission failures. This study proposes a contamination-based stacking ensemble model, employing the local outlier factor (LOF), to detect such missiles. The proposed model creates multiple base LOF models with different contamination values and combines their anomaly scores to achieve a robust anomaly detection. A comparative performance analysis was conducted between the proposed model and the traditional single LOF model, using production-related inspection data from missiles deployed in the military. The experimental results showed that, with the contamination parameter set to 0.1, the proposed model exhibited an increase of approximately 22 percentage points in accuracy and 71 percentage points in F1-score compared to the single LOF model. This approach enables the preemptive identification of potential failures, undetectable through traditional statistical quality control methods. Consequently, it contributes to lower missile failure rates in real battlefield scenarios, leading to significant time and cost savings in the military industry.

If the development of Integrated Logistics Support (ILS) for maintenance of the end step is conducted systematically and efficiently, the weapon system lifecycle can be postponed and the availability can be improved. DEFense CONdition (DEFCON) is maintained as perfect. Nevertheless, like its importance, the guide for maintaining the depot performance is applied differently for each weapon system. The errors that can result cause additional cost, etc. ILS development at depot level maintenance is different from full scale development. Therefore, this study distinguishes the management and deployment section for the development concept. An additional way to perform an efficient development of depot maintenance element when determining the depot maintenance period were presented. This study examined how the Reliability, Availability, Maintainability (RAM), Logistics Support Analysis (LSA), and ILS 11 elements intersect at the depot maintenance sources. An analytical study of concrete adoptable plans was performed. The systematic adoption of a development procedure can make it possible to calculate the adoptable development cost. In addition, it can be helpful for improving the quality level and practical use of work products.

Software development activities are influenced by stochastic theory rather than deterministic one due to having process variability. Stochastic methods factor in the uncertainties associated with project activities and provides insight into the expected project outputs as probability distributions rather than as deterministic approximations. Thus, successful software projects systematically manage and balance five objectives based on historical probability: scope, size, cost, effort, schedule, and quality. Although software size estimation having much uncertainty in initial development has traditionally performed using deterministic methods: LOC(Lines Of Code), COCOMO(COnsructive COst MOdel), FP(Function Point), SLIM(Software LIfecycle Management). This research aims to present a function point method based on stochastic distribution and a case study based on Monte Carlo Simulation applying on an automotive electrical and electronics system software development. It is expected that the result of this paper is used as guidance for establishing of function point method in organizations and tools for helping project managers make decisions correctly.

In order to have market competitiveness in local and global areas, Domestic Marine Leisure Industry business, which is a latecomer in the Marine Leisure industry, should retain a strong market adaptability by reducing time and cost that are required for work of planning, designing, and preparation for product development. To meet above requirements, it is essential that integrated system control extensive marine leisure industry. After ensuring integrated information by figuring out the systematic link between related-industries, the core of this research is to secure information classifications that are not just in the flow of simple serial order, but in that of integration and object-oriented information classifications. For this end, we examine other similar cases in industries using real information system applied to industrial production and Product Lifecycle Management (PLM), Product Data Management (PDM), Digital Manufacturing (DM) and applying the same methodology to review practical application in order to construct the information system, and Work Breakdown Structure (WBS), compared with the case studies. Through this basic task for the marine leisure industry classification system configuration (Work Breakdown Structure, WBS) and utilizing information of driving real companies of marine leisure industry, a unique area of MLWBS (Marine Leisure Work Breakdown Structure, MLWBS) is configured. This Marine Leisure Work Breakdown Structure can be used in various areas of applications like products, design information, engineering, production, purchasing, sales, marketing, AS, utilizing various forms of customer support.
