In this study, the following findings were obtained: First, life-long educational system should be reinforced that can train and educate people to fit their situation and provide the necessary manpower in a just-in-time manner by getting away from the school-centered education and rapidly introducing the knowledge required in both the world market and the domestic market. This can be said to be the global trend in the ubiquitous age. Second, government should make efforts to build up the life-long educational system that can make the persons trained and educated in schools the manpower required by the state and society. Third, Life-long learning policy starts with providing for the system of lifting all kinds of limits and obstacles so that anyone needing learning can learn and his learning may not discriminated from schooling. For this policy or system to be effectively promoted, government should reinforce administrative and financial support system for investment in and research on the ubiquitous department. Fourth, It is quiet right that the very effort we are going give the super to the ubiquitous education is a shortcut to solving rapidly lots of problems heaped on our present life-long educational system.

The government supports the various systems on the premise of life-long education for improving the qualification of its people and supporting the lifelong career system. These systems help the educational activities for every generation from the teens. Each government department supports the learning activities for those who are related. In addition, each government department systemizes the regular education for advancing the performance of civil servant, by obliging a self-directed system to their member as well as by reflecting this educational activities in a promotion. This style of learning is provided not only offline but also online. However, not all necessary educational contents is furnished within the department. It is sometimes necessary to cooperate with the commissioned education and a professional educational institution. This thesis suggests three model systems while comparing one another. This paper suggests three system model. The first model is e-contents open place. The second model is e-contents open place. Finally, the suggest model is mixed form.
The study is to examine the actual conditions and problems of educational welfare which is a part of social welfare and to offer its future directions and things to do. First of all, education has been considered to be part of social welfare in developed countries for a long time and it has been used the same as school educational welfare. These days Korea is confronted with increasing needs of educational welfare caused by emphasis of manpower, appearance of new poor class after IMF, handing down poverty to their children, absence of public education and educational fever, stress of life long learning and extending needs of students' social welfare service. In advanced countries compared to Korea, people perceive education as an equal opportunity. To reach this thesis, various efforts have been making in terms of manpower development such as reform of related laws, financial and official support, offering of parental skills and protecting children for the disadvantaged, dispatching school social workers and overall life improvement. The subjects and age of educational welfare are also diverse ranging from poor families and pre school children to general public and adults. On the other hand, Korea lacks related laws and financial support that are supposed to enforce educational welfare systematically. Also integrated and professional services are not often available due to the lack of cooperation between related agencies. Therefore, government's role and responsibility should be defined clearly in the future directions of educational welfare in Korea. For this, it is needed to establish related laws and build a concrete financial and executive interrelationship. Also every person should be a target of educational welfare putting priorities on the disadvantaged. A lot of efforts should be made to achieve things mentioned above. Multi-dimensional approach intertwined with education, welfare and labour, establishment of cooperation system between related agencies, reinforcement of life long learning, extension of free education including infants and toddlers, and offering financial support to the poor are a few among these efforts. Finally, institutionalization of school social welfare and improvement school facilities are strongly recommended to get to the right track of educational welfare.

Educational facilities are more uncertain about maintenance costs due to their comprehensive and long life-cycle compared to commercial buildings. In addition, maintenance of the existing post management system can not maintain the original function of education facilities continuously and economically. In order to overcome this problem, it is necessary to analyze the repair and replacement cost for the uncertainty factor in maintenance. This study propose a model to determine repair and maintenance cost and cycle of educational facility based on probabilistic estimation concept. For the analysis, Monte Carlo simulation, a probabilistic analysis method, was applied based on the repair and maintenance history data of the educational facilities in Florida. The results of this study can be used as a guideline for quantitative facility management and facility management research.
Integration of Europe was started when European Union Treaty was concluded at Maastricht for the first time on December, 1991. Europe which may be called as a cradle of modern national state has realized a single Europe not only in the socio-economic integration field but also in the political field. Under this background, it is considered that life-long education policy for developing a new integrated growth engine of EU requires educational response that may get ready for socio-economic environmental transformation more than anything else. In particular, this policy is faced with an important task of having to achieve harmony of efficiency through diversity and mutual coordination in pursuing cooperation and integrated development of life-long education field. However, notwithstanding their efforts, since 2008, some countries of EU were faced with economic crisis due to economic recession and this situation starts to drive the whole Europe even to the point of their financial crisis at last. This crisis is currently shaking socio-economic integration of EU. This study intends to observe a status of establishing life-long education system and promoting a policy for socio-economic integration of EU and to analyze as to what kind of relevance adult participation rate of life-long learning among the countries belonged to EU has with per capita income and to explore as whether socio-economic integration among member countries could be sustained based on problems of integrative life-long education system under the economic crisis of EU. In addition, through this study, an implication required for presenting a new paradigm conversion, policy establishment and development direction for the life-long education of our country is intended to be deduced.

The purpose of this study was to search and analyze the realities and needs of life long education, the necessity and perception of life competencies and the difference of competencies on experiences of education to support life long education system for adult learners in Busan and Ulsan. In this study, we conducted a questionnaire survey of 234 adult learners living in Busan and Ulsan. The results of this study were summarized as follows. First, adult learners perceived that life long education was very important to adults and appreciated an educational institution being managed by government. Second, adult learners thought that basic literacy competency and basic work competency were important and late fifties perceived that professional job is in important. Third, adult learners perceived that self directed learning and capacity of management are poor competencies. And they perceived that the government support adult learners who has economical difficulty. Forth, adult learners perceived that it was normal that 'professional job' and 'job transition abilities', 'women', 'the middle aged and old','the unemployed' and' low incomers' perceived that they have poor level. Fifth, according to the results of ${\chi}^2$ test for determining the statistical significance of differences in experience in lifelong learning among adult learner groups divided by their individual background, significant differences were observed in a few competencies(p<.05, p<.01).

In the knowledge-base 21st century, schools are required functions as a place of education for student as well as a place of life-long education for community. Therefore schools are needed to be open and to be multiple. The purpose of this study is to analysis of open-facilities to community of twenty elementary schools in Busan and to suggest a design guideline for open -facilities of school plan at the base of this analysis. The main contents of this study are as follows: 1) Study for general ideals and necessity of opening school facilities to community. 2) Establish the study objects of the opening facilities by existing studies and a questionnaire. 3) Focused on twenty elementary schools in Busan, analysis of the characteristics of opening facilities in terms of the using efficiency, that is, the approachability, the recognition and the territoriality. 4) At the base of 1) 2) 3), results are as follows: $\circ$ In consideration of approachability, the block plan of the open-facilities should be designed at making a circulation system without interruption of the student's educational area. $\circ$ In consideration of recognition, the form and detail of external and internal of the open-facilities should be designed at making distinction with the student's educational area. $\circ$ In consideration of territoriality, the zone of the open-facilities should be designed at composing exclusive hall, staircase and sanitation.

The study figures out the alternatives of training BIM design experts which is the biggest obstacle in training manpower of professional BIM designer, the largest problem when the plant introduce BIM design about the change in Construction Environment by Equipment Based BIM Design in reality of design followed by equipment based BIM design, education institution plan. BIM is the system which is built to make these information be used easier and technique which enables design construction and maintenance in 3-dimensional virtual space by designing buildings in 3-dimensional space, and by data-basing the generated information of every life-cycle information. As the essential contents of the study, educational institutions with the public authority should invest the opening of educational programs, recruit of experts and development of textbooks from a long-term perspective. And also, the role of public institution is important above all for the development of construction industry.
Local education autonomy aims to improve the quality of life of local residents and to realize education considering local characteristics. For this purpose, it is necessary to strengthen the competency of local education administrative officials. This study intends to derive the competency of level 6 public officials who should play a central role in local education administrative officials, and to devise the subjects cluster and subjects of the long-term education program. The purpose of this study is to prepare a basic plan so that the education program for level 6 educational administrative officials can be developed in the future. For this study, an expert panel was composed of 20 people including education administrative officials and education program development experts. In addition, the Delphi survey was conducted three times to obtain opinions on the competency of level 6 educational administrative officials and the subjects cluster and subjects of the long-term education program. For the competency of level 6 educational administrative officials, the validity of the survey data was evaluated in the Delphi 1st survey and the validity of the revised data in the 2nd Delphi survey was conducted. And for the subjects cluster and subjects of the long-term education program for level 6 educational administrative officials, the validity of basic data was evaluated in the Delphi 2nd survey and the validity of the revised data in the 3rd Delphi survey was conducted. As a result, the competencies of level 6 educational administrative officials were extracted into nine competencies including coordination and integration competencies. And the long-term education program for level 6 educational administrative officials was developed with 13 subjects cluster and 43 subjects. And the relationship model between the competency of level 6 educational administrative officials and the subjects cluster and subjects of the long-term education program was derived. Based on the results of this study, it was proposed to operate a flexible curriculum for a long-term education program. In addition, the necessity of establishing a system that can reflect the educational training results in the actual educational field was suggested.
Korea dairy industry has a long and chronic problems to consume raw milk , those are surplus milk and decline the market milk consumption continued about 10 years. This study was aim to propose and to find the solution for dairy industry problems. After WTO system, with the importation of dairy products, domestic milk production has fell into the situation of excess supply and huge inventory of dried milk, the milk powder stocks have increased since 2002. That made a chronic decline milk consumption in Korea. The core of chronic problem of Korea dairy industry is the decreasing in market milk consumption. If they have a settlement of any other way using their raw milk to process and consumption to market milk, there will be a solution to solve the chronic problems in this situation. Especially, that will be a development of small farm scale natural cheese production and consume. This may be lead a situation of increase the raw milk consumption, because natural cheese making needs much of raw milk more than market milk. But there are very low technical level of farmers cheese making status, so they need a cheese making educational program for their commercial level of cheese products. Under these situation, there are needed a way out of educational system for the dairy farmers to obtain the high level of cheese making technology from the trustable and scientific organization. The natural cheese making technique of dairy farmers should be accumulated to get the consumers' solid recognition of high quality of natural cheese as LOHAS(Lifestyle Of Health And Sustainability) foods.
