A Study on the Improvement of Evaluation Indicators for Small Library Operations (작은도서관 운영평가 지표 개선에 관한 연구)

  • The small library evaluation index, which was previously developed and is currently in use, needs to be improved because of two major reasons: inefficient allocation of points along with evaluation items and detailed indicators that are different from the actual environment of small libraries; and the lack of value as basic data for preparing policies relevant to small libraries. Therefore, the present study proposed a small library operation evaluation index (draft) that includes not only a quantitative evaluation but also a qualitative evaluation that allows the evaluation of the basic purpose and value of small libraries by reflecting the demands of the small libraries that are being evaluated. The proposed small library operation evaluation index (draft) was made to be an evaluation for self-inspection that enables small libraries to autonomously conduct operation evaluation and gauge their level by diversifying the evaluation methods and the evaluation scale of detailed indicators.

  • Effect of cross-section libraries on displacements per atom (dpa) was investigated under the spectrum which is calculated in the outer and inner of capsule in the JMTR fuel region. The variation of dpa value of iron was calculated by TENJIN2 code using several cross section libraries (ENDFB-lV, JENDL 3.1 and JENDL 3.2). The dependency of input spectrum on total damage (dpa) is more clearly appeared in case or ENDFB-IV in JENDL 3.2 and JENDL 3.1 libraries. The gas production rate calculated by ENDFB-IV library showed slightly larger value than that by JENDL library, and it responded more sensitively in neutron spectrum.

  • The writer discusses about the value of the two-volume Chuchih $Ch'unch\hat{e}ng$ in the Toyo Bunko in terms of its history and contents. The book is an incomplete reprint without preface. However, it has no error in its contents through the three elaborate revisions. The writer defines the book as a scientific and religious work. The author shows in the first volume his hypothesis, analysis, and conclusion, of the order of the things in the universe and in the second volume tries to prove the God's existence and Divine Providence. The proofs presented are related to the scientific thoughts of the West in the 17th century.

Analysis and Solution of Contracting out of Public Libraries in Korea (공공도서관 위탁경영의 분석과 해법)

  • In most countries the public library run as a public institution and a symbolic icon for a democratic society. Therefore public library's publicity is absolutely essential value and profit should not be made on their maintenance. More recently, as the government's budget spending increase, however, many local governments contract out to manage an entire library or new library system. Three main reasons could be identified. Firstly, alternative solutions for maintenance were supposed to save money. Secondly, contracting out provides an opportunity to improve the quality of service delivery. Thirdly, central government and some local authorities had very strong ideological reasons for contracting out of the public libraries. However, nothing proved that alternative maintenance had caused lower cost and better services in Korea. In this paper, the reasoning of a move from the traditional form of public library governance is discussed, as well as the advantages and disadvantages contracting out of the public libraries, and suggested various practical solutions in Korea.

  • The recent diversification of society surrounding libraries is influencing the services of libraries. This study suggested the directions of public library services from the aspect of the universal design based on the analysis of related systems and cases to provide all users with universal services in accord with the nature of public libraries amid rapidly changing social environment. This study suggests four directions: the "universal design" which is the keyword for pursuing universality of public library services; the pursuit of economic value of public library services based on the universal design; the universal design for the improvement of perception of public library services; change in policies and systems related to public library services through the application of the universal design.

A Basic Study on the Economic Feasibility Analysis of Busan Central Library Construction (부산대표도서관 건립의 경제적 타당성 분석에 관한 기초연구)

  • The purpose of this basic study is to examine the economic feasibility analysis of Busan Central Library, which was included the construction feasibility analysis conducted as one part of the Busan Central Library Construction Master Plan. To achieve the purpose of this study, it was accomplished to do Benefit-Cost analysis, Net Present Value, Internal Rate of Return. CVM(Contingent Valuation Method) was used for calculating the benefit; we investigated two CVMs for Busan Central Library, which are for central construction site and for outer construction site. The results show that the construction of Busan Central Library in the central site would be feasible from the economic point of view. On the contrary, the construction in the outer site would not be feasible economically.

  • The purpose of this conceptual paper is to identify the library services market and its characteristics versus the common commodity market so that marketing and management in library services can be more fruitful in terms of research and development. Based on the developed hypothetical market, a library services market is identified; the market is then characterized in comparison to the common commodity market using three theoretical characteristics of the library services market: indirect exchange, limited competition, and time-lagging exchange. Based on these characteristics, two possible research directions are suggested: development of goals for library management and consideration of applications in library marketing.

A Study on the Economic Feasibility of Constructing the Maritime and Ocean Digital Library (해양 전문 디지털도서관 건립의 경제적 타당성에 관한 기초연구)

  • As a part of the feasibility study of constructing the Maritime and Ocean Digital Library, we focused to examine the basic economic feasibility of the library in this study. In order to achieve the purpose, we analyzed related governmental policies, investigated the demand of the digital library, and tested the economic feasibility. As the tools of economic test, we calculated the size of benefit by Contingent Valuation Method, and estimated the Benefit/Cost Ratio, Net Present Value and Internal Rate of Return. As the result, we could get an assessment of positive economic feasibility mainly from the quite high level of WTP for the Maritime and Ocean Digital Library.

  • This paper proposes a continuing educational program for librarian, as to reinforce the professionalism. It researches the previous educational attainments of undergraduates who studied library science. Then it analyses the current continuing programs of the National Library of Korea and librarians' demands for the program. The research also compares ALA and SLA as foreign cases of continuing programs, and their trends observed from the newly opened sessions. This paper, therefore, reports a series of educational contents in library science by their subjects. The proposed curriculum includes subjects including electronic publishing and copyrights, Future of Library, Taxonomy and controlled vocabulary, Patent Information. Science Information Literacy, Open Access Program, The Value of Library, Licensed Issues, Customer Service program etc.

Library Consortia Characteristics Comparative Analysis around the World (해외 주요 도서관 컨소시엄의 운영현황 비교·분석 - 도서관 컨소시엄 전문가와의 면담을 중심으로 -)

  • The purpose of this study is to identify and analyze characteristics of library consortia around the world. This study was done by interviewing 5 library consortia experts from 4 developed countries. Findings are each consortium has unique characteristics in purposes, organizations, funding sources, functions and also perception of consortium by experts were different. Experts recognized the value of library consortia as an economy of scale (mainly buying power) and pointed out open access as one of the alternatives for electronic information price increase. This study could improve understanding current status of library consortia around the world.
