An Analysis of 3D Printer Use Policies with a Focus on the Best Practices of Libraries in the United States (도서관 3D 프린터 이용정책 분석 연구: 미국 도서관 우수사례를 중심으로)

  • Libraries both in South Korea and abroad have been adopting 3D printers and related service. This indicates the need for documented 3D printer use policy to facilitate the service. This study investigates 3D printer use policies of libraries in Korea and best practices of the United States, and suggests contents for 3D printer use policies in Korea. The finding shows that Korean libraries with 3D printers did not have systematic and documented 3D printer use policies. After conducting content analysis of 16 best practices of 3D printer use policies from libraries in the United States, the authors identified five themes (purpose, users, procedures, limitations of use, and liability) and 21 sub-themes. The findings are informative for Korean libraries to develop 3D printer use policies and to understand various considerations in implementing 3D printer services.

  • Open access policies are very important for the successful open access projects in any institutions. This study aims to propose elements to consider for establishing open access policies of universities. The 3 university institutional repositories' open access policies in Korea and foreign universities' policies registered in the ROARMAP are analyzed. The major categories proposed in the study are materials, time of deposition, depositors, copyright, level of requirement, exemption, usage, options for open access, and support.

  • The present study aims at a systematic access to EC information. EC information is the outcome of the complex organizations, the continuous changes in functions and the subsequent changes in policies. An attempt for an effective approach to the information requires the examination of the organizational structures and changes, the processes involved in formulating and implmenting the information policies, and the infrastucture for information. Information activities of the major organizations of EC have been examined with a special reference to the Commission of European Communities. The Commission is the EC institution from which the majority of the EC's documentation originates. The information functions of the Commission have been studied in such categories as information production and distribution, authorizing services, and information services to the public.

  • The purpose of this study is to analyze the mutual cooperations of school and public libraries in Japan, and to investigate the possibility of its application to Korea. To the end, discussed in details are the characteristics and limitations of cooperative activities between school and public libraries in Japan. The major contents of this study are as follows: First, analyzed are the present conditions of school libraries in Japan, with emphasis on human resources, facilities, and school library policies. Second, comprehensively investigated are the cooperation projects of school and public libraries which have been conducted by the central and local governments. Finally, discussed are the meanings of library cooperations in Japan and its implications for Korea.

The Study on the Policies far Public Library Services to Older Persons (공공 도서관의 노인 서비스 정책에 관한 연구)

  • UN has decided to observe the year 1999 as the International Year of Older Persons (IYOP). Since that year, older persons should have equal access to information in order to function effectively in an information society for all. Public library should be a important access point for older persons, and above all, be a leading ole to bridge digital devide in the regional community. There are, however, few policies or guidelines for public library services to older persons in Korea. This is a time fur developing these ones at the national level. In this study, the draft for public library services to older persons is suggested.

Analysis and Implication of the Collection Development Policy of Public Libraries in Major Cities (대도시 공공도서관 장서개발정책 분석과 제언)

  • All public libraries are collection-based knowledge and cultural service institutions. To this end, a collection development policy is an essential and a strategic menu that every library should establish first. Regional central libraries should establish and apply optimal collection development policies to conduct the legal duties as knowledge and information centers and cooperative preservation facilities of the cities and provinces. Thus, this study analyzed and compared in detail the collection development guidelines (draft) and regulations of regional central libraries in Korea and the collection development policies of metropolitan public libraries abroad. Results showed that the policies of domestic regional central libraries were simply practical guidelines while those in most developed countries were substantial in format and content. All regional central library systems should establish and document collection development policies based on the importance of collection development, future-oriented thinking, and strategic decision. The study also suggested the basic principles and the format for this purpose.

  • The present study investigates domestic and foreign cases of library specialization, and specialization policies, areas, and effects in order to delineate future directions for research on the subject. The results of the study indicated that library specialization policies have been implemented in Korea and other countries. In Korea, a short-term policy was implemented in 1998, designating 13 special libraries, nine of which are currently in operation. Regarding types and directions of specialization, specialization of collections was found in many cases. Regional representative libraries were also found to have designated specific subjects they focus individually in terms of collections and services while providing services in subject areas. The future directions include research in qualifications and competence of professionals employed in special libraries, and in user satisfaction and needs to inform libraries' efforts for specialization.

  • The purpose of this paper is to analyze open access policies of overseas public funding institutions and to suggest considerations to develop policies in Korea. Policy documents, related literature researches, homepage of major public funding institutions in US, UK, China, Japan, EU have been reviewed to investigate background, components and contents of policies. As results of this research, it was found that most institutions have their mandatory policies, which beneficiaries deposit their publications resulting from publicly funded research to repositories. In addition, they have been advanced policies to expand deposit agents and objectives, to improve the repository, to reduce the embargo period.

  • The purpose of this study is to propose established factors and a model of collection development policies for the libraries of theological universities in Korea. To achieve purpose of the study, we analyzed of elements and details of collection development policies at libraries of theological universities in overseas. The study then conducted a survey to understand the current status of collection development policies at libraries of theological universities in Korea. Based on the above results, reflecting both the external and the internal factors, the investigator presented a model of collection development policies by identifying seven elements that should be included when developing the policy: prefaces, collection selection, collection gathering, budget, collection maintenance, mutual cooperation and intellectual freedom, and revision of collection development policies.

  • The purpose of this study is to provide guidelines of library collection development policies statements. As a case study, 5 national and 2 public libraries are selected and analyzed by using 10 elements, which were drawn from existing studies, for examining collection development policy statements. The results show several suggestions which may help the people who is interested in preparing collection development policy statements.
