  • To measure the state of instructional programs in school libraries revitalized by the MEST project, teacher-librarians who are members of a provincial library education research committee were asked to respond to a survey and phone interview. The results illustrate that both teacher-librarians and classroom teachers lack a comprehensive understanding of information literacy(IL), and that information literacy instruction(ILI) was implemented in less than half of the surveyed schools. Even in those schools where ILI was implemented, the curriculum was underdeveloped, frequently consisting of little more than basic library orientation programs. The lack of understanding regarding ILI by classroom teachers was specified as a major barrier.

  • This study is to present cooperative instructional concept framework for the library-based instruction of teacher-librarians, based on 'Information and the Library' curriculum and instructional design procedure. The development of cooperative instructional units has been initiated in the school libraries, but the research based on instructional theories, including instructional design, is lacking. In this aspect, instructional theories and methodologies for the cooperative instruction of teacher-librarians are important. The cooperative instructional units for teacher-librarians should be developed by 'Information and the Library' curriculum and instructional design procedures. The objectives of the curriculum emphasize information use process based on information task. This study is to present cooperative instructional concept framework, and to help teacher-librarians develop specific cooperative instructional units based on the framework.

  • The aim of this study is providing basic data to design successful in-service training program for teacher librarians by analyzing their preference on subjects of customized intensive programs for indicators of teacher expertise development. According to the survey, teacher librarians seem to regard training subjects such as Reading Education and Information Literacy Instruction related educational information services as core jobs and prefer developing instructional contents and materials. Under the levels of school it seems that teacher librarians in the elementary school are interested in programs for library activation, management of volunteers, analyses of users' needs and curricula, evaluations of user instruction and information literacy instruction. Older teacher librarians favor an understanding of metadata, building and supporting information system and instruction. Therefore, training subjects for teacher librarians should be formed by linking strategies between school library instruction and subject curricula. And in terms of the method of training, case studies and practical training might be better than lectures based on the theory.

The Pennsylvania curriculum for information literacy instruction has an overall structure consisting of long-term transfer goals, big ideas(inquire, include, collaborate, curate, explore, engage), concepts, competencies, and essential questions. In addition, there is a detailed structure consisting of stage l(desired results), stage 2(assessment evidence of learning) and stage (learning plan).
