본 연구는 서울지역 공공도서관의 운영 분석을 통하여 서비스 성과관리 설계의 방향성을 제시하는데 목적이 있다. 이를 위하여 「제2차 서울시도서관발전종합계획(2018~2022)」과 「제3차 도서관발전종합계획(2019-2023)」에 따른 서울시의 시행계획을 연계하여 분석하고, 서울시민의 공공도서관 서비스에 대한 인식도 조사를 종합하여 정책개발 쟁점을 도출하였다. 이어 서울시 25개 자치구 173개 공공도서관의 투입지표와 자료서비스, 프로그램 이용실적, 웹이용, 상호대차 등 서비스 현황을 분석하였다. 이러한 분석 결과를 바탕으로 자치구별 도서관 서비스의 성과를 가시화 할 수 있는 성과관리 방향성을 제시하였다. 구체적으로 공공도서관 서비스 성과관리를 위하여 전략목표와 핵심과제의 선정에 내실화, 성과관리의 범주 설정, 이용자 중심의 성과지표 개발, 정성지표 한계점 개선 등의 방안을 제안하였다. 물리적인 투입지표의 부실로 인하여 산출지표로 표현되는 서비스의 질적 저하가 우려되는 개연성이 있기 때문에 투입을 강화하는 한편, 이들 지표 간의 관련성이나 인과관계를 논리적으로 설명하기 위한 성과관리체계의 구축을 통하여 서비스 격차의 해소를 독려할 필요성이 있다.

"Jonkyongkak" which King, Sungjong of Yi dynasty established within Sungkyunkwan in 1475 is regarded as the first university library in Korea. On the basis of modern librarianship, however, it is desirable to recognize the fact that Keijo Imperial University Library is really the first university library in Korea. In this thesis, an attempt to study the Korean university libraries under the period of Japanese control is provided. Keijo Imperial University Library is the key institution in this study. This study will focus to review the following facts: 1) the historical background of Keijo. Imperial University Library; 2) the organization and staffing pattern, and budget of this library; 3) the acquisition policy and basic collection development plan of this library; 4) the library and other services of this library including readers services; 5) the relationship with other private college libraries; and 6) the impact of this library on the present Seoul National University Library. The followings are the outlined conclusions: 1. Japanese Government had established Keijo Imperial University Library in order to perform the colonial education policy of Korean peninsula. Furthermore, it was one of the import supporting agencies for the research activities which were necessary for Japan to govern the Southeast Asia including Korean Peninsula 2. The organization and staffing size and pattern of this library are much below to those of modern university libraries. They are somewhat below to the level which is necessary to perform the minimum basic library functions. 3. The priorities of book collection of this library are 1) humanities and social sciences especially, materials on Law are much emphasized; 2) pure sciences and 3) technologies and agriculture. Therefore, the quantity of the materials on the field of technology and agriculture is very small. 4. The acquisition policies of this library are deeply influenced by the Japanese Government's colonial policy of Korean peninsula and her aggressive policy of Chinese Continent. 5. The major contribution of this library to the present Seoul National University Library is the transfer of 550,000 volumes of books and library building, but this building is now removed according to the transfer of Seoul National University Campus. 6. The staffing pattern of this library was, however, much ahead of that times. Especially, the facts that professional librarians were eligible to be appointed as the director of this library, and they had the faculty membership including faculty rank should be highly appreciated.

이 연구의 목표는 강원도 교육청 소속 22개 교육문화관(도서관)이 지역사회 내 교육, 지식과 문화공간으로서 공공도서관 입지를 더욱 확고히 하고, 지역 발전에 기여하는 데 필요한 중·장기 발전계획을 수립하고, 미래를 향한 정책적 지향점을 제시하는 것이다. 문헌 및 웹사이트 조사, 각종 공공도서관 통계 분석, 2019년 11월부터 12월 사이 도서관 이용자 설문조사와 전문가 심층인터뷰를 통해 강원도 교육문화관(도서관)의 현황 및 요구를 분석하였다. 본 연구는 분석 결과를 기반으로 사명을 도출하고, 비전, 목표, 전략, 핵심과제를 체계화하여 교육문화관(도서관) 정책 기반 강화, 교육 중심 특화장서 개발 및 구성, 이용자 친화적인 공간 재구성 및 지자체 도서관과 차별화된 서비스 제공이라는 4개 전략목표 및 16개 핵심 추진사업을 제안하였다. 강원도 교육문화관(도서관)의 운영 활성화에는 도서관 건물과 시설, 장서와 서비스, 사서 전문인력을 핵심으로 하는 하드웨어(HW), 소프트웨어(SW), 및 휴먼웨어(HW)의 3개 요소 전반의 개선 및 강화가 필요하였다. 본 연구는 이를 위해 미래에 지속 가능한 발전방안을 제시하였다.

본 연구는 시설 프로그램, 면적 구성비, 공간 구획, 순환 시스템 등 공간 구성의 분석을 통해 고문헌 전문도서관의 건축 계획 및 설계에 대한 기초적인 자료를 제공하는데 목적을 두며, 이러한 과정을 통하여 도출된 본 연구의 결과는 다음과 같다. 첫째, 각 사례의 공간구성은 크게 자료영역, 이용자영역, 사무/유지관리영역, 서비스/공공부분으로 구분되며, 각 영역은 세부영역으로 구분된다. 둘째, 자료영역은 다른 영역보다 큰 면적을 차지한다(39~56%). 셋째, 서고의 위치, 보존처리영역의 위치, 하역장의 설치 유무에 따라 다른 특성을 보인다. 넷째, 각 사례의 공간구성체계를 분석하면 각 사례별 공간구성은 자료의 이동경로와 관계가 있다.

2006년 개정된 도서관법은 도서관정책 추진체계와 관련하여 중앙정부와 광역자치단체의 책임과 역할을 강조하여 그 실행을 위한 제도적 기구를 설립하도록 규정하고 있다. 도서관법에서는 지역대표도서관은 지역 내 모든 관종을 포괄하여 지역 도서관 정책을 추진하도록 구상되어 있다. 이 연구에서는 지역대표도서관 중심의 협력 시범운영과 직원 설문, 간담회를 통해, 지역대표도서관 중심의 지역단위 협력 방안을 검토하였다. 연구 결과, 협력의 지역범위별, 관종별, 분야별 차원을 고려하여 '지역대표도서관 중심의 협력체계 모델'과 '운영모델', '단계별 추진계획'을 제시하였다. 또한 '지역대표도서관 지정 건립 및 정착 방안'과 '제도적 개선 방안', '개별도서관 역량 강화 방안'을 제안하였다.

본 연구에서는 공공도서관이 지역사회 주민에게 다양한 측면의 혜택을 제공할 수 있도록 하기 위해서 지방자치단체가 어떤 내용의 도서관 관련 정책을 갖고 있으며 이를 구현하기 위하여 어떤 유형의 조직을 운영하고 있는가를 알아보고자 하였다. 이를 위하여 지방자치단체의 중장기계획과 업무계획 및 지방자치단체의 도서관 정책 담당 조직을 조사 분석하였다. 조사 결과 대부분의 지방자치단체들이 도서관 관련 계획을 갖고 있으나 정책전담부서를 설치한 곳은 매우 드물었다. 도서관정책의 내용은 도서관 건립에 편중되어있었으며, 공공도서관 건립, 작은도서관 조성 및 지원, 도서관 건립에 따른 사서인력 확충 계획, 도서관 협력시스템구축 여부, 도시 전체를 대상으로 하는 독서 진흥시책 등이 포함되어 있었다.

'전국 도서관 운영평가'는 대통령소속 도서관정보정책위원회에서 2008년부터 매년 시행하고 있으며 거의 모든 공공도서관이 평가에 참여하고 있다. 본 연구에서는 전국도서관 운영 평가의 성과를 분석하기 위하여 제 1차 도서관발전종합계획 기간(2009년~2013년) 가운데, 동일한 평가 지표가 적용된 2010년 실적부터 2013년 실적까지 4년간의 평가 데이터를 대상으로 규모를 기준으로 한 범주별 분석과 수도권과 비수도권으로 나눈 지역 간 분석을 실시하였다. 분석 결과 계획과 장서구성 등 내부 운영 역량 개선의 측면에서는 전반적으로 긍정적 효과를 거두었으나, 수도권과 비수도권 사이의 격차는 개선되지 않았으며, 도서관 그룹 별로 투입 자원과 도달률 사이의 상관관계가 다르게 나타남을 발견하여 이를 고려한 정책 수립이 필요함을 제안하였다.

Recently, research on the application of BIM has continuously been active not only in architecture but also in civil engineering in order to improve work efficiency across the project's planning, design, construction and maintenance phases. However, the empirical applications of BIM targeting to civil engineering scope of construction sites still lags compared to architectural sized projects. This is because BIM tools are mainly based upon vertical structures of architecture, thereby most of them have difficulties and limitations to get utilized on horizontal structures of civil engineering. Therefore, this study intends to propose automation technology of design using BIM library and to indicate its field availability through case application on a railway project representing linear infrastructure. In addition, it put forward the utilization plan of the automation technology upto 4D and 5D by continue making use of the BIM model created in the project's design stage up through the maintenance stage. The novel method of the technology proposed in this paper incorporates the automatic creation of the BIM library based on two-dimensional tunnel cross-sections and sweeping of it over three-dimensional alignment to create a BIM model of linear infrastructure. The proposed technology is anticipated to improve the efficiecny of modeling process of railway projects based on linear structures.

The purpose of this study is to suggest development direction of open BIM. To achieve this purpose, the authors have investigated application status and current problems of open BIM through question survey to design firm which is introducing or plan BIM. In addition, the authors have suggested improvement way about current problems of BIM application such as BIM standard guide, reference of practical application examples, BIM library, data interoperability between software, improvement of BIM software function and performance that is deducted through question survey.

Recently, the consuming efficiency of energy and natural resources has been a hot issue because of the continuous increasing of energy consumption and soaring of international oil prices. We tried to seek an action plan for the government's new paradigm 'Low-Carbon, Green Growth' by consuming energy efficiently and improving in energy management based on ubiquitous IT technologies. In this study, the library survey method is adopted for this study and IP-USN(internet protocol based ubiquitous sensor network) is considered as a core technology among various ubiquitous IT technologies. The purpose of this study is to deliver a method of energy management through integrating the context information gathered from sensors with digital space models and visualizing them together. The details are to survey the technologies of digital space modeling, USN based monitoring, building energy management and to integrate these technologies all together. This study will contribute to the enhancement of efficient building energy management by grasping the accurate situation of energy consuming in the building in realtime and minimizing unnecessary energy wastes.
