A Delphi survey was conducted three times targeting 20 experts related to urban regeneration to gather their opinions on elements derived from the Urban Regeneration Act, Port-related Act, and related research, and 32 final elements were derived. The recording elements for each selected area are geographical information(6), immaterial information(4), environmental maintenance(5), industrial and economic primary and secondary industries(2), and industrial and economic tertiary industries(3), changes(6), member participation(4), local legal and administrative systems(2). • Libraries and information centers are no different from any other institutions in our society. Today, their managers have to make many more decisions which have certain legal implications than before. The ignorance of the law on their parts can not be an acceptable excuse anymore, since. the consequences sometimes maybe quite serious. This paper outlines some important legal issues involved in the services and management of libraries and information centers. They are: constitutional rights on human knowledge activities: library act and it's related laws; censorship and right to know; information access and the protection of privacy: library services and copyright law; labor relations; protections of the people and properties of the institutions, etc. The laws are not static: rather, they change with the social, political and technological environments. The managers, as well as the staff members of libraries and information centers should be constantly updated with the changes in the field, in order to give the maximum service to the clients and to prevent any infringement of the laws, which may discredit their services and the institutions.

The result was that the performance score of librarian director is much superior to that of non-librarian director. It is found that the more director's librarianship level is high, the more director's performance score is high. Moreover, it is confirmed a clear relationship between director's performance score and his librarianship level. And so it is evaluated that 'the Library and Reading Promotion Act' which regulates only a librarian to be a public library director is absolutely right.

The study of this fields is called upon greatly because the trial to understand library as a socio-cultural phenomenon did not study as many times. As a result of the study, library is defined as ${\ulcorner}Structural Formation of Inquirying Behavior{\lrcorner}$. Not only technique and actual proof are possible in this study but also this definition is technical definition to indicate the main phenomenon of Librarial Behavior. This schedule represent the trial to define Library Behavior which could anticipate and fabricate when we analyze this definition First, we can find out, first of all, the researching behavior among the human behaviors and then human behavior has the condition of practice. At last, researching behavior can not have any result when it is a natural situation, it has only the meaning when it is guided by an obvious intention. The object of the library is just this human behavior. Second, Formation permits the guidance and self-control at the same-times. The answer about what we find out and practice make it possible the act of guidance. This guidance can't burden any subject but permit the people to result his own researching behaviors. He can save his activities, his own researching behaviors by the result of it. Third, The statematical means efficient performances, and them efficient performances is impossible, here is 'discoveries' of behavior itself. The system of the library is the formation of the relation between the accumulated civilizations and accumulated civilizations. As the definitions of the above mentions, library has the big abilities to the creation and succession of the civilization. As the contemporary view-points, there are some questions about the above described definition can meet it of the library. When we frame the science of library as the learning systems, we can't but the library as this definitions.

  • For decades, general services and accounting officers have been dominant forces in collection development activities in college and university libraries in Korea. The role of certified librarians has been rather peripheral. This has been allowed by the fact that library acquisitions departments had to be headed by non-librarian general administrative officers by the government regulation. The philosophy behind this regulation was that acquiring library materials was not any different from simple purchasing act of other useful goods in the marketplace. In affiliation with the element of general administrative officers, domestic book-sellers also had a great influence in collection building activities in college and university libraries in Korea. This has been made possible by the fact that no other people could su n.0, pply library materials, especially foreign library materials. It has been pointed out for years that the mechanism in which general administrative officers and domestic book-sellers had a greater say in library acquisitions activities was especially inefficient in acquiring wanted materials in wanted speed and in wanted price. In this mechanism, books and periodicals were mere goods. They were not perceived as intellectual property holding information and knowledge in them. Since the student movement to revolutionize the library system of the Pusan National University, September 1987 to December 1988, the creative and progressive elements in this university library have been making great efforts to change the acquisitions system in this library into a more efficient one by putting certified librarians at the center of the whole acquisitions process. These efforts have been successful to a certain degree. In this discursive study of the case of the Pusan National University Library, I have tried to achieve a social description of the library process in which progressively motivated librarians succeeded in alienating administrative officers and book-sellers and in grasping in their hands the hegemony in the collection building aspect of library activities. It has been discovered that this was possible only when the librarians were mature enough to have their kind of professionalism, i.e., professional ethics and craftsmanship.
