영국 문헌정보학계의 발전방향 (Recent trends of Library and Information Studies in the United Kingdom)

  • 본 논문은 변화가 요구되는 한국문헌정보학계 및 업계를 위해, 영국에서의 문헌정보학계 동향을 소개한 것이다. 영국문헌정보학계 및 업계의 역사와 그 발전단계, 커리큘럼의 변천 그리고 새로운 정보시장의 출현 및 영향 등에 대한 최근의 움직임을 살펴보았다. 크게 네 가지로 변천추이가 밝혀졌는데 그 내용은 다음과 같다. 첫째로 학과 명칭의 변화가 있다. 둘째, 학과 교과목의 재편성이 일어나고 있다. 셋째, 다른 학과와의 통합현상이 일어나고 있다. 넷째, 정보기술교육이 강조되고 있다.

The Five Laws of Library Science from a Japanese Angle

  • The Five Laws of Library Science was introduced into Japan in 1935. After World War II, it was widely disseminated among young librarians by the education for librarianship developed in the 1950's. Its concept, "Books for All," met a serious opposition from local authorities based on their long continued concept of "preservation." After they realized that people eagerly use local libraries, they interpreted that the duty of public library was "lending books." They introduced "Privatization" of libraries into quite a few local libraries in order to save money. For overcoming problems, it is important to disseminate the library concept among the public, the assembly members and government officials planning to change their attitude of disregarding libraries. As the fundamental library philosophy, the Five Laws of Library Science is important. In the commentary of the Five Laws written by the present writer, he included an illustration of triangle pyramid showing the structure of the Five Laws. He included here the spiral of study on the library and the library science, based on the Section 814 of the Five Laws. He welcomes discussions on his Japanese angle from different viewpoints in order to develop further understanding of the Five Laws.

개발도상국(開發途上國)에 있어서 기업(企業)의 정보수요(情報需要)

  • 기업체(企業體)의 정보수요(情報需要)를 충족(充足)시킨다고 하는 것은 어느 국가(國家)에서나 대단히 어려운 문제(問題)이다. 새로운 발견(發見)의 적용발명(適用發明) 및 기술전달(技術傳達)은 단순(單純)한 문제(問題)가 아니며, 과학기술정보(科學技術情報)의 협동적(協同的)인 전달(傳達)도 또한 복잡(複雜)한 문제(問題)이다. 이유(理由)는 여러 가지이다. 즉 기업(企業)이라고 하는 것은 광범위(廣範圍)하고 복합적(複合的)이며 비교적(比較的) 비조직적(非組織的)이다. 기업(企業)의 임무(任務)는 생산(生産)이며 정보(情報)에 대한 기업(企業)의 인식(認識)은 퍽 낮기 때문이다. 기업체(企業體)에 정보(情報)를 제공(提供)하는 다양(多樣)한 외적(外的)인 서어비스는 대개 제공(提供)된 자료(資料)를 평가(評價)하지도 못하고 때로는 기업체(企業體)의 신임(信任)도 얻지 못하고 있다. 개발도상국(開發途上國)에 관(關)한 한(限) 기업(企業)의 성장(성장)에 대해 과학기술정보(과학기술정보)가 담당한 정확(정확)한 역할(역할)에 관(관)해서는 아직 불확실(不確實)하다. 정확(正確)한 정보수요(情報需要)를 정(定)하기에는 너무 많은 문제(問題)들이 있다. 즉 정보(情報)의 수요(需要)는 매우 복합적(複合的)인 과정(過程)임을 인정(認定)하여야 한다. 앞으로 개발도상국(開發途上國)들은 기술협력계획(技術協力計劃)에 의거(依據)하여 과거(過去)보다도 더 정보전달(情報傳達)에 역점(力點)을 두어야 하리라 생각한다.

Awareness and Use of Cloud Computing Services and Technologies by Librarians in Selected Universities in Edo State

  • This study examined the awareness and use of cloud computing services by librarians in selected universities in Edo State. A descriptive survey research design was employed and the instrument used was questionnaire. The population of the study was 132 professional and Para-professional librarians. The total enumeration technique was used to select the entire population because the size was manageable. Simple percentage, frequency count, and mean were used to analyze the data collected. From the analysis of data gathered, it was found that the librarians are aware of the use of OCLC, world cat, and Google docs to a very high extent. It was found that the librarians used cloud computing services and technologies for collection development functions and cataloging. Based on the findings it was recommended that management of the libraries should support librarians by providing adequate funding to the library in order to support the acquisition and maintenance of infrastructure for cloud computing.

어린이사서 양성을 위한 문헌정보학 교과과정과 계속교육의 발전 방안 (Developing Curricula in the Library and Information Science and Continuing Education for Children's Librarians)

  • 본 연구는 어린이사서의 양성을 위한 문헌정보학과 교과과정과 계속교육 과정의 발전 방안을 제시하고자 하였다. 이를 위하여 어린이사서 양성과 관련된 국내 문헌정보학과 교과과정과 계속교육 과정의 현황을 조사하였다. 또한 대전지역 공공도서관 어린이실 사서 대상의 설문조사를 통해 어린이실의 현황과 사서들의 직무에 대한 현장의 요구를 파악하였다. 조사결과를 토대로 어린이사서를 위한 교육과정과 재교육의 현황과 어린이실 사서들의 한계점을 파악하여 어린이사서 교육과 계속교육의 활성화를 위해 개선해야 할 점을 제시하였다.

  • 전국사서협회는 1990년 전국의 사서직을 대상으로 전문직 단체를 표방하며 설립되어 도서관소관부처 이관, 도서관법 개정 등 도서관계 중요 사안에 영향을 주었으나 1997년 이후 뚜렷한 활동을 보여주지 못하고 있다. 지금까지 협회의 역할 및 활동에 대한 본격적인 연구가 이루어지지 않고 있기에 본고는 이러한 전국사서협회의 생성, 활동 및 소강에 대하여 전문직 관점을 통해 그 원인과 의의를 살펴보고자 한다. 전문직 단체의 관점에서 전국사서협회는 사서직 서비스 시장의 통제, 자율성의 획득을 통해 사서직의 전문직성을 높이는 방법으로 사서직의 전문직화를 꾀하려는 목적을 가지고 있었지만, 조직에 기반하고 있는 사서직의 특성은 협회 활동 소강에 일정 부분 영향을 주고 있음을 볼 수 있다.

정보관리와 전문직 윤리 (Professional Ethics in Librarianship and Information Works)

  • Librarians long ago proclaimed themselves professionals. Until recently, however, librarians and information professionals gave very little thought to professional ethics, which have corne to play an increasingly important role in all areas in modern society. They have been stimulated to consider their specific domain within an ethical context now. Professional norms express obligations which include prescribing standards, principles of responsibilities, and rules of duties. Professional codes attempt to formulate the norms of professional ethics and are the basis for disciplinary measures of various kinds. This paper discusses professional properties and characteristics of libarianship with a special reference to the code of professional ethics. The codes of ethics of the American Library Association, the Library Association, and of the Japanese Library Association have been reviewed and compared. The arguments on the enforcibility of the professional codes of ethics, therefore, on their effectiveness have been discussed. Author concludes that, despite some doubts on the practical effectiveness of the ethics code expressed by a number of scholars, a code of ethics is very much required in the information professions. Properly disseminated, a code would enhance the status and standing of the profession by demonstrating concerns for the maintenance of the highest possible level of standards of professional services. It would also play an important role in raising consciousness of the clients by communicating the value of the works.

공공도서관 행정체계 개편방안 연구 (A Study on the Reform Plan of the Public Library Administrative System in Korea)

  • 이 연구는 국내 공공도서관 행정체계의 변천과정과 난맥상, 그에 따른 폐해를 진단하고 종래의 개선논의와 쟁점을 분석한 다음에 바람직한 개편방안과 후속조치를 제안하는데 목적이 있다. 이를 위하여 도서관 행정체계의 일원화(통합) 모형, 도서관의 지방행정기구화 방안, 자치단체의 도서관 운영 관리 방안을 제안하였다. 그리고 일원화를 위한 후속조치로 재산권 이관, 재정부담의 해소, 신분변동에 따른 불이익 차단, 관장직급의 조정, 사서직제의 개편, 관계법령의 개정 등을 제시하였다.

A Comparative Study on the Perception of the Job Seeking College Degree Candidates and the Librarians Concerning Library Specialized Services

  • This research has investigated the perceptions of subject specialization services and the opinions of students majoring in library and information science preparing for librarianship, librarians operating in the field, and library directors on the status and ways of nurturing subject specialization for librarians, among others. To this end, based on the results of previous research and the survey questionnaire analysis, we have presented a policy to train subject librarians. First, we have proposed a plan for systematizing the current educational system within the department of library and information science. We have also suggested ways to secure subject expertise based on curriculum management, minor programs, multi-major programs, and interdisciplinary major programs based on the standard curriculum model. Second, we have presented a subject specialization educational system for field librarians, and further suggested details for the development of an educational program that can help build subject expertise and the operation of educational methods as well as the personnel in charge of implementing the educational programs. Third, we have proposed institutionalization of the qualifications of the subject librarian where the qualification requirements have been organized considering academic background, major program, library career, and career experience in the subject specialization service, further suggesting the implementation and maintenance of the system.

Drive-thru Library Service in Korea

  • The purpose of this paper is to analyze the case of 'drive-thru' services newly introduced and tried in libraries in Korea under the influence of COVID-19, and to develop and propose a service model so that this service can be continuously applied to all libraries in the future. Therefore, the method of study was selected and analyzed by selecting one of the representative libraries that provide related services in Seoul Special City, Incheon Metropolitan City, and Anyang City of Gyeonggi Province. In addition, a focus group interview was conducted with twelve people in charge to find a way to apply the drive-thru service to the library. As a result, the library's drive-thru service is a way to fulfill the library's original purpose of providing information materials while minimizing faceto-face contact with users. It was concluded that it is a suitable method for a library of complex buildings, where there is a lack of parking space. In addition, it was deduced that it may be one of the ways to use the library efficiently for office workers who are unable to use library services during the opening hours. Therefore, if the drive-thru service is implemented according to the developed model, it is expected to increase the library visit rate and data utilization rate.
