Analysis of Child protection system from a preventive Perspective : Focusing on the German case (예방적 관점에서 살펴 본 아동학대 대응체계 분석 - 독일 사례를 중심으로 -)

  • This study analyzed the child protection system in Germany from a preventive perspective and attempts to find the applicable implications to Korea. The research method was analyzed in terms of legal, policy and professionalism. The result is as follows. First, Child and Youth Support Act in Germany stipulated a preventive support system to restore the function of the family. Second, according to the Civil Act, it was stipulated that the family court could intervene early. Third, the federal Child Protection Act stipulated community cooperation for thd child protection system. Fourth, the Youth Agency as the general authority made it possible to provide preventive support and intervention at the same time. Firth, qualification standards were specified in the Child and Youth Support Act. Child protection specialists are granted to public officials who have worked for more than three years. The implications are as follows. First, the child protection system, which operates as a child abuse reporting system, should be expanded to a preventive support system. Second, it is necessary to expand monitoring by establishing an early warning system between networks in order to establish a support system for potentially at-risk children. Third, local governments should support children and parents flexibly and comprehensively for dysfunction caused by difficulties at home. Fourth, it is necessary to enact the Child Protection System Cooperation Act for a network cooperation system.

A Study on the Design of the Appraisal System of Permanent Archival Institutions : Focused on the Seoul Metropolitan Archives (영구기록물관리기관의 재평가체계 설계 연구 서울기록원을 중심으로)

  • This study aimed to design an evaluation system applicable to permanent record management institutions, focusing on the Seoul Archives, in order to implement the reevaluation of permanent record management institutions. As a process for this, an area for evaluating evidence, administrative, and historical values was established and detailed evaluation factors were derived. In order to effectively apply the set evaluation factors, the evaluation procedure was designed by dividing them into three stages. In the first stage of law-based evaluation, long-term preservation was determined by identifying the position and legal form of policymakers that can be immediately evaluated according to clear standards. Records that have not been determined for long-term preservation were reorganized into evaluation factors, such as record management standards, official document classification tables, pledges, and policies, which are the second stage of business function-based evaluation, and then comprehensively applied to review the validity of long-term preservation of held records. In the second stage of evaluation, records that were not judged as long-term preservation were judged by applying historical events, cultural assets, and collection policies in the subject-based evaluation stage, which is the third stage of evaluation. The designed evaluation system can find significance in minimizing the arbitrariness reflected in the evaluation and increasing the efficiency of the evaluation, and it has been confirmed that it is possible to evaluate comprehensively reflecting the various contexts and values of the records. In addition, a re-evaluation system suitable for permanent records management institutions was established by combining balanced macro-evaluation and micro-evaluation.

  • The inflow of Labor Migrants has been grown up to 600,000 people until now with the adoption of Employment Permit System (EPS) in 2004 until now. However the institutional support lack to ensure their rights and improve their conditions. This is because of their consideration ad temporary labors in South Korean society and labor forces rather than the objects of integration. As a result, the legal status and rights of migrant workers are criticized for their utilization rather than human rights, and human rights protection is insufficient. To this context, this paper analyzed the 19th presidential election pledge of the four political parties (Democratic Party, the Liberty Korea Party, Bareun Party and Justice Party) the majority of the Korean National Assembly, and predicted how the policies of migrant workers would evolve. The study found that there were two political parties that did not mention policies for migrant workers, and the remaining two parties also maintained their current policies. This is probably the biggest reason to recognize migrant workers as temporary residents. However, they should also be aware of the fact, that migrant workers are the members of the Korean society and are the owners of human rights that should be guaranteed, and should consider the policy directions to live with them.

A Study on the Water-Faring Community and Architectural Forms of the 'Tanka People' in Macau from the Ming and Qing Dynasties to the Modern Period (명청-근대시기 마카오 "수상인(水上人)"의 취락 및 건축유형 연구)

  • The compositions of ethnic groups in Macau vary with time. Prior to the opening of the port, the majority of the residents in Macau were Chinese people, including those living on land and at sea. After the port was opened, with the increase of Portugal businessmen and missionaries, the population was divided into Chinese people and foreigners (so-called 'Yiren' or 夷人 in Chinese). Chinese people living on land were mainly of Hakka, Fujian, and Cantonese descent. Those living at sea were referred to as 'Tanka People' (named 'Danmin' or 蜑民in Chinese). They lived on floating boats for their entire lives and were similar to the 'drifters' in Japan. Since modern times, many refugees from mainland China and Southeast Asia flooded into Macau due to warfare. The development of industrialization required a larger number of laborers, and some 'coolies' entered Macau in legal or illegal ways, making it a multi-ethnic city. However, the Tanka people were not considered a minority ethnic group under the national ethnic policy of 56 ethnic groups since they did not have an exclusive language and shared dialects in different regions. As the ports inhabited by Tanka people gradually restored foreign trade, the boats and stilt houses used by Tanka people were dismantled to expand the infrastructure area of the ports. Many Tanka people began to live on land and marry people on land, leading to the disappearance of the Tanka group in Macau. The fishing boats and stilt houses used by Tanka people have also disappeared, with only a few remaining in areas such as Pearl River Delta and Hong Kong. This paper examines the natural and social environment of Tanka people in Macau from the Ming and Qing dynasties to the Republic of China, as well as the adaptive changes they adopted for the aforementioned environment in terms of living space and architectural type, on the basis of summarizing the historical activities of Tanka people. Finally, this study provides a layout plan and interior structure of the most commonly used boat for Tanka people from the Ming and Qing dynasties to the Republic of China, with the use of CAD and other technical software, along with reference to written historical documentation, and provides a case study for further research on the architectural history of Macau's inner harbor cities, from anthropological and folklore perspectives.

A study on delegation level of nursing activities, nursing professionalism and turnover intention for long-term care hospital nurses (요양병원 간호사의 간호행위 위임정도, 간호전문직관 및 이직의도와의 관계)

  • This study was aimed to prepare the evidences for establishing policies on nursing manpower by identifying the relationship among delegation level of nursing activities, nursing professionalism and turnover intention in long-term care hospital nurses. The study was a descriptive survey research that used a structured questionnaire. 146 nurses agreed to take part in the research. They worked in six long-term care hospitals located in A and B province. Data were collected from July to August 2016 and analyzed through SPSS 20.0 program, using descriptive statistics, t-test, ANOVA and pearson's correlation coefficients. As a results, first, as for the delegation of nursing activities by long-term care hospital nurses, the levels of delegation of direct nursing activities were 34.63±14.12, and the level of delegation of indirect nursing activities were 1.71±1.75. Second, the mean score of nursing professionalism and the turnover intention of long-term care hospital nurses were 3.62±0.77 and 2.71±0.97, respectively. Third, the delegation of direct nursing activities by long-term care hospital nurses significantly differed depending on the number of nurses in the ward and the number of caregivers in the ward. The delegation of indirect nursing activities significantly differed depending on the number of nurses in the ward, the presence of conflicts and stress related to delegation. Forth, there was no significant correlation of the delegation of nursing activities by long-term care hospital nurses with nursing professionalism and with turnover intention. Most of nursing activities, were delegated to nurse aids, since there were no clear guidelines or legal procedures on nursing activities in long-term care hospital nurses. Therefore it is required to find how to clearly establish positive nursing professionalism and to develop a proper nursing manpower arrangement and the guidelines for the delegation of nursing activities in a long-term care hospital in terms of policy.

Location Classification and Its Utilization for Illegal Parking Enforcement: Focusing on the Case of Gyeonggi (불법주정차 단속을 위한 지역(장소) 분류 및 활용 방안: 경기도를 중심으로)

  • Due to economic development and increasing gross national income, the number of automobiles continues to rise, leading to a serious issue of illegal parking due to limited road conditions and insufficient parking facilities. Illegal parking causes significant inconvenience and displeasure to people and can even result in accidents and loss of lives. The severity of accidents and their consequences, related to the growing number of vehicles and illegal parking, is escalating, particularly in the metropolitan areas. Consequently, efforts are being made to address this problem as a cause of social issues and come up with measures to reduce illegal parking. In particular, half of the public complaints in the metropolitan area are related to illegal parking, and the highest physical and human damage occurs in Gyeonggi. Thus, this study aims to use machine learning techniques based on data related to illegal parking in Suwon city, Gyeonggi, to categorize regional characteristics and propose effective measures to crack down on illegal parking. Additionally, practical, social, policy, and legal measures to decrease illegal parking in the metropolitan area are suggested. This study has academic significance in that it solved the problem of illegal parking, which is mentioned as one of the social problems that cause traffic congestion, by classifying regional characteristics using K-prototype, a machine learning algorithm. Furthermore, the results of this study contribute to practical and social aspects by providing measures to decrease illegal parking in the metropolitan area.

An Ecosystem Model and Content Research of the Satellite Information Utilization Business (위성정보 활용 사업의 생태계 모델과 콘텐츠 연구)

  • Satellite-derived data is collected by observing the Earth and is used in various fields such as national defense, natural disasters, location-based services, infrastructure, environment, energy, marine, and insurance. This study aims to present the virtuous cycle structure of the satellite information data industry and the business ecosystem model of the industry. As a research method, cases were collected and categorized from the following areas: literature, online, application, and content. The results show that the ecosystem model of the satellite information data industry provides an approach to content services in public and commercial areas, and develops various algorithmic technologies to facilitate content production and services at the level of complex general-purpose technologies. Second, in terms of content typology, satellite information data can be subdivided into monitoring content, urban space monitoring content, and satellite information content. Third, the consumption value of satellite content could be subdivided into informational value, environmental, social and governance (ESG) value, educational value, and content value. In order to expand the global content market, Korea will need to focus on creating an ecosystem for the satellite information industry and discovering differentiated content. It will also need to increase the popularization and accessibility of data to the general public and promote the Korean K-Satellite Information Data Industry ecosystem through government support, policy efforts, and policies such as establishing legal systems, increasing investment, and training human resources.

Exploratory Study on Enhancing Cyber Security for Busan Port Container Terminals (부산항 컨테이너 터미널 사이버 보안 강화를 위한 탐색적 연구)

  • By actively adopting technologies from the Fourth Industrial Revolution, the port industry is trending toward new types of ports, such as automated and smart ports. However, behind the development of these ports, there is an increasing risk of cyber security incidents and threats within ports and container terminals, including information leakage through cargo handling equipment and ransomware attacks leading to disruptions in terminal operations. Despite the necessity of research to enhance cyber security within ports, there is a lack of such studies in the domestic context. This study focuses on Busan Port, a representative port in South Korea that actively incorporates technology from the Fourth Industrial Revolution, in order to discover variables for improving cyber security in container terminals. The research results categorized factors for enhancing cyber security in Busan Port's container terminals into network construction and policy support, standardization of education and personnel training, and legal and regulatory factors. Subsequently, multiple regression analysis was conducted based on these factors, leading to the identification of detailed factors for securing and enhancing safety, reliability, performance, and satisfaction in Busan Port's container terminals. The significance of this study lies in providing direction for enhancing cyber security in Busan Port's container terminals and addressing the increasing incidents of cyber security attacks within ports and container terminals.

Reflections on the Possibility of Replacing the Registration System with a Blockchain System

  • Currently, information technologies such as blockchain and metaverse are being innovatively developed in Korea and around the world. The government has defined the innovation of these cyber-related technologies as the fourth industrial revolution and presented the Digital New Deal as an important policy of the Korean version of the New Deal, and is implementing various policies and systems related to it. This situation is expected to affect the development of the real estate registration system in Korea. Moreover, as the Supreme Court is currently promoting the transition to a future registration system, it is necessary to examine whether blockchain technology, which allows parties to exchange value without a third party guaranteeing the transaction, can be used in the real estate registration system. In order to secure the credibility of the real estate registration as electronic information under the registration system that introduces electronic registration and blockchain system, the transparency of transaction identification and real estate registration details should also be recorded using the blockchain system as a way to prevent such crimes and legal disputes. As a solution, it is worth considering how to improve the reliability of transaction identification, recognize the actual examination rights of the registrar in the foundation system of the real estate register, and increase public trust by going through the notarization stage when recording rights such as real rights, and consider how to introduce a blockchain system at this stage to ensure integrity and reliability. In the stage before the current real estate registration and study system is converted to a blockchain system, the clarity, transparency, and consistency of the real estate registration entries with the actual real estate must be established so that the real estate study can finally be recognized as authoritative, thereby ensuring the trust of the transaction parties to the real estate study system that has adopted the blockchain system in the future, and bringing us closer to the goal of real estate transactions in the form of smart contracts between the parties who have trusted it based on transparency and integrity of real estate study in the real estate transaction market.

Information Security Job Skills Requirements: Text-mining to Compare Job Posting and NCS (정보보호 직무 수행을 위해 필요한 지식 및 기술: 텍스트 마이닝을 이용한 구인광고와 NCS의 비교)

  • As a sufficient workforce supports the industry's growth, workforce training has also been carried out as part of the industry promotion policy. However, the market still has a shortage of skilled mid-level workers. The information security disclosure requires organizations to secure personnel responsible for information security work. Still, the division between information technology work and job areas is unclear, and the pay is not high for responsibility. This paper compares job keywords in advertisements for the information security workforce for 2014, 2019, and 2022. There is no difference in the keywords describing the job duties of information security personnel in the three years, such as implementation, operation, technical support, network, and security solution. To identify the actual needs of companies, we also analyzed and compared the contents of job advertisements posted on online recruitment sites with information security sector knowledge and skills defined by the National Competence Standards used for comprehensive vocational training. It was found that technical skills such as technology development, network, and operating system are preferred in the actual workplace. In contrast, managerial skills such as the legal system and certification systems are prioritized in vocational training.
