Research Trend Analysis of Digital Divide in South Korea (디지털 정보격차 관련 국내 연구 동향 분석)

  • This study aims to grasp the key issues and the direction for digital divide research in South Korea. Based on the 488 KCI journal articles published between 2003 and 2020, the authors analyzed the changes in the number of articles per year and the subject areas of journals. Furthermore, the topic modelling and keyword network anlaysis were applied to identify the subjects of research. The main findings can be summarized as follows: first, there was a stable trend for a while after the number of articles had increased by the year of 2007, and then there has been a sharp increase since 2019. Second, digital divide research has been conducted from diverse fields including social science, multidiscipline, and engineering. Third, the six subject areas were identified which are 'digital divide among regions', 'digital divide among people with disabilities', 'technical environment of digital divide', 'divide from information use and its consequence', 'legal and institutional environments of digital divide', and 'digital divide of the elderly'. Finally, it was shown that the areas of 'divide from information use and its consequence' and 'technical environment of digital divide' have attracted attention recently.

Health and Safety Management Issues of Migrant Workers in Manufacturing Industries and Workplace Enhancement (제조업사업장 외국인근로자 안전관리 실태와 개선방안연구)

  • With the shortage of labor force in small and medium-size industries, the Korean Employment Permit System (EPS) continues to bring migrant workers. However, the question remains of the health and safety management of their migrant workers. Considering that a significant part of safety and health problems are caused by migrant workers due to a lack of information on identifying risk and inexperience in the field. Telephone interviews were conducted to investigate the migrant workers' perspectives on workplace safety practices. The survey focused on workers' accident histories, understanding of safety practices, and responding to industrial accidents. A total of 66 accidents occurred among 30 participants. 10 accidents were not reported to the employer (company), which the foreign workers judged to be minor injuries that should not be reported as accidents. 80.0% of the participants expressed dissatisfaction with the PPE they were using. Among various reasons lack of understanding due to language barriers, lack of awareness of the importance of safety, communication difficulties were major reasons for the caused accidents and potential health issues. It is necessary to improve the safety and health support system by providing practical support through specialized educational institutes with experts in the field. A legal framework and a proper safety management system need to be maintained. This study suggests changing the current policy to improve the health and safety of migrant workers by, establishing specialized educational institutes with locally grown foreign experts in the field.

  • Drones, one of the 4th industrial technologies that are expanding from military use to industrial use, are being actively used in the search missions of the National Police Agency and finding missing persons, thereby reducing interest in a wide area and the input of large-scale search personnel. However, legal review of police drone operation is continuously required, and the importance of advanced system for related operations and analysis of captured images in connection with search techniques is increasing at the same time. In this study, in order to facilitate recording, preservation, and monitoring in the concept of precise search and monitoring, it is possible to achieve high efficiency and secure golden time when precise search is performed by constructing spatial information based on photo rather than image data-based search. Therefore, we intend to propose a spatial information construction technique that reduces the resulting data volume by adjusting the unnecessary spatial information completion rate according to the size of the subject. Through this, the scope of use of drone search missions for large-scale areas is advanced and it is intended to be used as basic data for building a drone operation manual for police searches.

  • Climate change is considered a severe global problem closely related to carbon storage. However, recent urbanization and land-use changes reduce carbon stocks in terrestrial ecosystems. Recently, the role of protected areas has been emphasized as a countermeasure to the climate change, and protected areas allow the area to continue to serve as a carbon sink due to legal restrictions. This study attempted to expand the scope of these protected areas to an evaluation-based environmental spatial information theme map. In this study, the area of each grade was compared, and the distribution of land cover for each grade was analyzed using the Ecological and Nature Map, Environmental Conservation Value Assessment Map and Urban Ecological Map of Sejong Special Self-Governing City. Based on this, the average carbon storage for each grade was derived using the InVEST Carbon model. As a result of the analysis, the high-grade area of the environmental spatial information generally showed a wide area of the natural area represented by the forest area, and accordingly, the carbon storage amount was evaluated to be high. However, there are differences in the purpose of production, evaluation items, and evaluation methods between each environmental spatial information, there are differences in area, land cover, and carbon storage. Through this study, environmental spatial information based on the evaluation map can be used for land use management in the carbon aspect, and it is expected that a management plan for each grade suitable for the characteristics of each environmental spatial information is required.

A Study on the Current Status and Problems of the Serious Accident Punishment Act (중대재해처벌법 현황과 문제점에 대한 고찰)

  • Purpose: As the Act on Punishment of Serious Accidents came into effect in January 2022, it is becoming a big social issue in the labor and management circles. The purpose of this law is to analyze problems and suggest improvement plans so that the purpose of protecting lives and bodies by preventing major accidents can be met. Method: The main contents of the relevant law were identified, and the current application status of the currently enforced law and problems by law were analyzed. Result: Currently, more than 50 accidents have occurred and they have been classified as serious accidents, and no punishment has been imposed under the relevant laws. There are four major problems: 1) the issue of equity in the applied workplace, 2) the lack of clarity in some legal provisions, 3) the issue of entrusting the obligation to secure safety and health to private organizations, and 4) the issue of excessive punishment regulations. was analyzed as. Conclusion: As the law is in the early stages of enforcement, there are trials and errors, but revisions are necessary through the efforts of the labor and management circles to meet the establishment and purpose of the law.

Analysis of Cybercrime Investigation Problems in the Cloud Environment

  • Cloud computing has emerged to be the most effective headway for investigating crime especially cybercrime in this modern world. Even as we move towards an information technology-controlled world, it is important to note that when innovations are made, some negative implications also come with it, and an example of this is these criminal activities that involve technology, network devices, and networking that have emerged as a result of web improvements. These criminal activities are the ones that have been termed cybercrime. It is because of these increased criminal activities that organizations have come up with different strategies that they use to counter these crimes, and one of them is carrying out investigations using the cloud environment. A cloud environment has been defined as the use of web-based applications that are used for software installation and data stored in computers. This paper examines problems that are a result of cybercrime investigation in the cloud environment. Through analysis of the two components in play; cybercrime and cloud environment, we will be able to understand what are the problems that are encountered when carrying out investigations in cloud forensics. Through the use of secondary research, this paper found out that most problems are associated with technical and legal channels that are involved in carrying out these investigations. Investigator's mistakes when extracting pieces of evidence form the most crucial problems that take a lead when it comes to cybercrime investigation in the cloud environment. This paper not only flags out the challenges that are associated with cybercrime investigation in cloud environments but also offer recommendations and suggested solutions that can be used to counter the problems in question here. Through a proposed model to perform forensics investigations, this paper discusses new methodologies solutions, and developments for performing cybercrime investigations in the cloud environment.

Classification and consideration for the risk management in the planning phase of NPP decommissioning project

  • The decommissioning project of a nuclear facility is a large-scale process that is expected to take about 15 years or longer. The range of risks to be considered is large and complex, then, it is expected that various risks will arise in decision-making by area during the project. Therefore, in this study, the risk family derived from the Decommissioning Risk Management (DRiMa) project was reconstructed into a decommissioning project risk profile suitable for the Kori Unit 1. Two criteria of uncertainty and importance are considered in order to prioritize the selected 26 risks of decommissioning project. The uncertainty is scored according to the relevant laws and decommissioning plan preparation guidelines, and the project importance is scored according to the degree to which it primarily affects the triple constraints of the project. The results of risks are divided into high, medium, and low. Among them, 10 risks are identified as medium level and 16 risks are identified as low level. 10 risks, which are medium levels, are classified in five categories: End state of decommissioning project, Management of waste and materials, Decommissioning strategy and technology, Legal and regulatory framework, and Safety. This study is a preliminary assessment of the risk of the decommissioning project that could be considered in the preparation stage. Therefore, we expect that the project risks considered in this study can be used as an initial data for reevaluation by reflecting the detail project progress in future studies.

A Study on the Rationality for Choosing Proper Routes & Stations of the KTX Gyeongbu Line (Daegu, Gyeongju, Ulsan and Busan) (경부고속철도 대구~경주~울산~부산 구간 노선 및 역사 선정의 합리성에 관한 연구)

  • The purpose of this study is to propose an effective approach of making route decisions for the large-scale national project (i.e. the KTX Gyeongbu line between Daegu and Busan) by analyzing the conflicts that had occurred in the process of selecting the routes and stations. This study investigated policy making processes and conflicts during the construction of the KTX Gyeongbu line. The five contentious issues were 1) selecting the route between Daegu~Busan line, 2) developing a new route through Gyeongju areas, 3) making decisions of the first and second phases of construction, 4) setting up an extra station in Ulsan, and 5) conflicts of the Mt. Cheonseong route in Yangsan. In terms of analyzing these issues, the current study focuses on dealing with notions of technical, economical, legal, social, and practical rationality. Based on such analyses and implications, this study proposes a relatively reasonable model of line decision making especially for long-distance intercity routes. It also turns out that the large-scale project like the development of KTX Gyeongbu line should be conducted after receiving enough quantitative evaluation by reviewing relevant technical research studies and economic analyses, and having social agreements to prevent plausible conflicts.

  • Construction monitoring and monitoring industry have been rapidly developed with advance of IT industry and telecommunication. However institutional, legal supports that need to settle the construction monitoring are practically inadequate. So development plans that are reflected enquete results about the present state of construction monitoring are considered. A way that consider establishment Korea construction monitoring association and society, deal with relevant law appointing monitoring industry, consider enactment and revision of construction monitoring design standard and specifications, appoint practical construction monitoring educational institution, appoint an efficiency test specialty institution of monitoring equipment, consider the term of guarantee of monitoring equipment consider enactment and revision of estimating cost of construction measurement, consider ratio of monitoring equipment loss for developing construction monitoring and monitoring industry are proposed.

Multiple consecutive-biphasic pulse stimulation improves spatially localized firing of retinal ganglion cells in the degenerate retina

  • Retinal prostheses have shown some clinical success in restoring vision in patients with retinitis pigmentosa. However, the post-implantation visual acuity does not exceed that of legal blindness. The reason for the poor visual acuity might be that (1) degenerate retinal ganglion cells (RGCs) are less responsive to electrical stimulation than normal RGCs, and (2) electrically-evoked RGC spikes show a more widespread not focal response. The single-biphasic pulse electrical stimulation, commonly used in artificial vision, has limitations in addressing these issues. In this study, we propose the benefit of multiple consecutive-biphasic pulse stimulation. We used C57BL/6J mice and C3H/HeJ (rd1) mice for the normal retina and retinal degeneration model. An 8 × 8 multi-electrode array was used to record electrically-evoked RGC spikes. We compared RGC responses when increasing the amplitude of a single biphasic pulse versus increasing the number of consecutive biphasic pulses at the same stimulus charge. Increasing the amplitude of a single biphasic pulse induced more RGC spike firing while the spatial resolution of RGC populations decreased. For multiple consecutive-biphasic pulse stimulation, RGC firing increased as the number of pulses increased, and the spatial resolution of RGC populations was well preserved even up to 5 pulses. Multiple consecutive-biphasic pulse stimulation using two or three pulses in degenerate retinas induced as much RGC spike firing as in normal retinas. These findings suggest that the newly proposed multiple consecutive-biphasic pulse stimulation can improve the visual acuity in prosthesis-implanted patients.
