International Regulations for Carriage of Dangerous Goods by Rail - Mainly for RID (철도를 이용한 위험물 수송의 국제 규정 연구 - RID를 중심으로)

  • Explosions of dangerous goods such as accidents at Iri and Yongcheon Stations bring about a big damage and toss of assets. And leakage of toxic and dangerous materials may cause environmental pollution. Therefore, in developed countries, safely and operation codes for the carriage of dangerous goods were already established. One of the codes is RID: Regulations concerning the International Carriage of Dangerous Goods by Rail. In this study, RID code was analyzed and summarized for the drawing-up of a korean safety standard code.

A Study on the Improvement of Safety of Unloading Site by Comparison of Hydrogen Fluoride Leakage Accident (불화수소 누출사고 비교를 통한 하역작업장의 안전성 향상방안에 관한 연구)

  • The purpose of this study is to assess quantitatively the amount of leaks and the extent of dispersion in case of a leak at a hydrogen fluoride tank container unloading station, and to suggest a safety improvement plan to prevent recurrence of similar accidents. In 2012, Company H leaks 8 tonnes of tank containers with a maximum storage capacity of 18 Ton, causing it to become a social issue. As a result of calculation using Gaussian plume model, the concentration was estimated to be more than 20ppm from the leak point to 1,321 m radius. The leakage of hydrogen fluoride from the company R in 2014 was estimated to be 11.02 kg, of which 2.9 kg was treated by the scrubber. As a result of calculation using Gaussian plum model, the damage range with a concentration of 20ppm or more from the leak source was estimated to be 69 m in radius. As a result of comparing the above two accidents, it was found that the leakage amount was about 987 times different and the damaged site was more than 19 times different. Therefore, it was concluded that it was necessary to control the wearing of the protective equipment, the enclosure of the unloading site, the installation of the scrubber, and the emergency training to avoid the accidental leakage of a hydrogen fluoride from the unloading site.

Estimation of the Relative Risk of the Elderly with Different Evacuation Velocity in a Toxic Gas Leakage Accident (독성물질 누출 시 대피 속도 차이에 따른 고령자의 상대적 위험도 산정)

  • Leakage accidents in businesses dealing with hazardous chemicals can have a great impact on the workers inside the workplace, as well as residents outside the workplace. In fact, there were cases where hazardous chemicals leaked from many businesses. As a result, the Chemicals Control Act(CCA) was enacted in 2015, the Ministry of Environment introduced an Off-site Risk Assessment(ORA). The purpose of the ORA is to secure safety from the installation of the design of the workplace facilities so that chemical accidents of hazardous chemical handling facilities do not cause human or physical damage outside the workplace. In general, the ORA qualitatively determines where a protected facility is within the scope of the accident scenario. However, elderly who belong to the sensitive group is more sensitive than the general group under the same chemical accident effect, and the extent of the damage is serious. According to data from the Korea National Statistic Office, the number of elderly people is expected to increase steadily. Therefore, a quantitative risk analysis considering the elderly is necessary as a result of a chemical accident. In this study, accident scenarios for 14 locations were set up to perform emergency evacuation due to toxic gas leakage of Cl2(Chlorine) and HF(Hydrogen Fluoride), and the effects of exposure were analyzed based on the evacuation velocity difference of age 20s and 60s. The ALOHA(Areal Locations of Hazardous Atmospheres) program was used to calculate the concentration for assessing the effects. The time of exposure to toxic gas was calculated based on the time it took for the evacuation to run from the start point to the desired point and a methodology was devised that could be applied to the risk calculation. As a result of the study, the relative risk of the elderly, the sensitive group, needs to be determined.

Water leakage accident analysis of water supply networks using big data analysis technique (R기반 빅데이터 분석기법을 활용한 상수도시스템 누수사고 분석)

  • The purpose of this study is to collect and analyze information related to water leaks that cannot be easily accessed, and utilized by using the news search results that people can easily access. We applied a web crawling technique for extracting big data news on water leakage accidents in the water supply system and presented an algorithm in a procedural way to obtain accurate leak accident news. In addition, a data analysis technique suitable for water leakage accident information analysis was developed so that additional information such as the date and time of occurrence, cause of occurrence, location of occurrence, damaged facilities, damage effect. The primary goal of value extraction through big data-based leak analysis proposed in this study is to extract a meaningful value through comparison with the existing waterworks statistical results. In addition, the proposed method can be used to effectively respond to consumers or determine the service level of water supply networks. In other words, the presentation of such analysis results suggests the need to inform the public of information such as accidents a little more, and can be used in conjunction to prepare a radio wave and response system that can quickly respond in case of an accident.

Modeling of Damage Effects Caused by Ammonia Leakage Accidents in Combined Cycle Power Plant (복합화력발전소 내 암모니아 누출 사고에 의한 피해영향 모델링)

  • This study focuses on modeling the impact of ammonia leakage from the storage tank in a combined cycle power plant's flue gas denitrification facility. It employs accident impact assessments and diffusion models to determine the optimal scenarios for ammonia storage tank leakage accidents. The study considers the operating conditions of variables as standard conditions for predicting the extent of damage. The Taean combined cycle power plant is chosen as the target area, taking into account seasonal factors such as temperature, humidity, wind speed, atmospheric stability, and wind direction. By utilizing a Gaussian diffusion model, the concentration of ammonia gas at various locations is estimated to assess the potential extent of external damage resulting from a leak. The study reveals that in conditions of high temperature and stable atmosphere within the specified range, lower wind speeds contribute to increased damage to the human body due to ammonia diffusion.

A Study on the Development of GIS-based Complex Simulation Prototype for Reducing the Damage of Chemical Accidents (화학사고 피해저감을 위한 GIS 연계 복합시뮬레이션 프로토타입 개발에 관한 연구)

  • In this study, a complex simulation prototype was developed for rapid and accurate prediction of chemical dispersion range in order to reduce human casualties caused by chemical accidents. Complex simulation considered the leakage momentum during the near-field dispersion to take into account the leakage characteristics of the chemical. In the far-distance dispersion process, the wind distribution of the existing model, which was presented uniformly, was improved using weather and topographical information around the accident site, to realize a wind field similar to the actual one. Finally, the damage range was more precise than the existing model in line with the improved near- and far-distance dispersion process. Based on the results of damage range prediction of the complex simulation, it is expected that it will be highly utilized as a system to support policy decision-making such as evacuation and return of residents after a chemical accident.

Development Plan of Accident Scenario Modeling Based on Seasonal Weather Conditions - Focus on Chlorine Leakage Accident - (계절별 기상조건에 따른 사고시나리오 모델링 발전방안 - 염소 누출사고를 중심으로 -)

  • In this study, we selected chlorine, a typical toxic material used in many workplaces, as the leakage material, and through the analysis of alternative scenarios based on the meteorological conditions in the summer frequently encountered in accidents, we suggest ways to improve the (method of analysis/accident scenario modeling). The analysis of 296 chemical accidents from January 2014 to December 2016 found that the highest rate of occurrence was in summer, accounting for 35.81% of the total. According to the risk assessment, the influence range and number of inhabitants in the influence area were 712.4 m and 20,090 under the annual mean weather conditions and 796.2 m and 27,143 people under the summer mean weather conditions, respectively. This result implies that, under certain conditions, the range of impacts in the current alternative scenario is incomplete. Therefore, risk assessment systems need to be improved in order to take into consideration the characteristics of each chemical substance.

  • To conduct probabilistic seismic fragility analysis for nuclear power plants, it is very important to define the failure modes and criteria that can represent actual serious accidents. The seismic design criteria for piping systems, however, cannot fully reflect serious accidents because they are based on plastic collapse and cannot express leakage, which is the actual limit state. Therefore, it is necessary to clearly define the limit state for reliable probabilistic seismic fragility analysis. Therefore, in this study, the limit state of the SCH80 3-inch steel pipe elbow, the vulnerable part of piping systems, was defined as leakage, and the in-plane cyclic loading test was conducted. Moreover, an attempt was made to quantify the failure criteria for the steel pipe elbow using the damage index, which was based on the dissipated energy that used the moment-deformation angle relationship.

Cyber Risk Management of SMEs to Prevent Personal Information Leakage Accidents (개인정보유출 사고 방지를 위한 중소기업의 사이버 위험관리)

  • Purpose: Most of cybersecurity breaches occur in SMEs. As the existing cybersecurity framework and certification system are mainly focused on financial and large companies, it is difficult for SMEs to utilize it due to lack of cybersecurity budget and manpower. So it is necessary to come up with measures to allow SMEs to voluntarily manage cyber risks. Method: After reviewing Cybersecurity market, cybersecurity items of financial institutions, cybersecurity framework comparison and cybersecurity incidents reported in the media, the criticality of cybersecurity items was analyzed through AHP analysis. And cybersecurity items of non-life insurers were also investigated and made a comparison between them. Result: Cyber risk management methods for SMEs were proposed for 20 major causes of cyber accidents. Conclusion: We hope that the cybersecurity risk assessment measures of SMEs in Korea will help them assess their risks when they sign up for cyber insurance, and that cyber risk assessment also needs to be linked to ERM standardization.

  • Recently, the importance of Research and Development(R&D) security as well as R&D investment is emphasized in the flow of technology hegemony competition, where technology is directly related to national competitiveness.However, despite the enormous impact of the R&D security failure results, research output leakage accidents continue to occur.To solve this problem, this study analyzed leakage accidents and cases of R&D output and concluded that it is priory to develop regulations to raise security awareness at the field researcher level rather than the macroscopic security management system. In addition, in order to design the direction of the researcher security measures, observational study was conducted at the university research site, and four directions were presented, including case analysis and integration. The direction for designing researcher security measures will be used as a basis for developing security regulations specialized in future research sites and security management systems for research institutes.
