Effective Leadership in Public Organizations: The Impact of Organizational Structure in Asian Countries

  • Among public organizations, does variation in organizational structure explain variation in public managers' leadership styles (e.g., transformational and transactional leadership)? The study of leadership in public organizations is increasingly an area of scholarly interest partly sparked by movements to reform public organizations, particularly in the context of emergency management. There is, for example, a need for effective leadership that can help organizations respond to disasters (Kapucu et al. 2010; Van Wart and Kapucu 2011; Stern 2013). There are numerous documented cases where the lack of leadership skills has been linked to major social and economic losses as a result of poor disaster response (e.g., Hurricane Katrina in the U.S.). Yet, leadership is a complex concept and numerous theoretical frameworks have been developed to help explain it (Van Wart 2005). Practically speaking, the existence of different theories of leadership suggests that public managers can decide to exercise various styles of leadership. The style of leadership that a public manager exhibits matters because some styles are perceived to be more effective than others (Trottier et al. 2008). While the effects of leadership have been extensively studied, antecedents or predictors of leadership style have received little scholarly attention (Wright and Pandey 2009; Nielsen and Cleal 2011). The purpose of this research note then is to explore the potential causal relationship between the structure of an organization and the ability of a public manager to exercise transformational leadership in the context of emergency management in two Asian countries: South Korea and Japan. This research note consists of three main sections. The following section explores the relationship between leadership and organizational structure. The second section examines how certain concepts of leadership and organizational structure were applied in two case studies of disaster response. The final section presents some directions for future research.

보육시설장의 변혁적 리더십이 보육교사의 조직몰입에 미치는 영향 (The Effect of the Child Care Center Director's Transformational Leadership on the Organizational Commitment of the Child Care Teachers)

  • The purpose of this study was to investigate the effect of the child care center director's transformational leadership on the organizational committment of the child care teachers. The research subjects were 292 child care teachers who worked in 43 facilities of the eastern part of Jeon Nam Province. The data analysis was performed by using SPSS Win 15.0 Program. The results of this study were as follows. First, the teachers rated the transformational leadership of the director as 2.39 points in a scale of 5 points which was recognized as a normal level. Among the transformational leadership categories, the category of vision setting was the highest and the category of setting an example was the lowest. Second, the level of organizational committment of the teachers is rated 3.70 points in a scale of 5 points. Among the organizational commitment categories, the category of normative committment was the highest and followed by the category of affective and continuance commitment. More transformational leadership was related to more organizational commitment from teachers.

  • The analysis result regarding the influence where the enterprise culture goes mad to a duty satisfaction with afterwards is same. First. The enterprise culture factor who causes an effect in the supervision factor of duty satisfaction joint ownership of management idea, appeared with the example by leadership factor. Second. The enterprise culture factor who causes an effect in the promotion factor of duty satisfaction appeared with the all feeling factor of system. Third. The enterprise culture factor who causes an effect in the wages factor of duty satisfaction appeared with the all feeling factor of system. Fourth. The enterprise culture factor who causes an effect in the duty form factor or duty satisfaction clearness or example by leadership and belief, duty affirmation appeared with the factor. Fifth. The enterprise culture factor who causes an effect in the service environment factor of duty satisfaction appeared with the all feeling factor of system. Conclusion the enterprise culture appeared with the fact that it causes an effect duty satisfactorily.

제주지역 특1급 호텔 조리부서의 리더십과 LMX 그리고 조직성과에 관한 연구 (Research on Leadership, LMX, and Organizational Achievements of Kitchens for 5-Star Hotels in Jeju District)

  • 본 연구는 제주지역의 조리사를 대상으로 리더십과 LMX 그리고 조직성과간의 영향관계를 분석하기 위한 연구이다. 연구결과, 리더십 유형이 상사부하의 관계(LMX)에는 서번트 리더십만이 영향을 미치는 것으로 나타났으며, 상사부하의 관계(LMX)는 직무만족과 조직몰입 모두에 영향을 미치는 것으로 나타났으며, 리더십과 상사부하의 관계(LMX)에 의한 직무만족도 조직몰입에 영향을 미치는 것으로 나타났다. 이는 결국 LMX의 관계를 높이기 위해서는 리더십 중 리더의 서번트 리더십이 중요한 매개 역할을 하는 것으로 실증되었다. 그리고 리더십과 조직성과에서는 LMX의 관계가 매개역할을 하는 것으로 실증되었다. 결국 조직 관리에 있어서 상사부하의 관계 개선을 위해서는 서번트 리더십 요인인 봉사, 설득, 경청 및 공감, 비전제시가 필요하며, 상호 유대와 존경 등을 통한 관계의 형성이 조직성과에도 긍정적인 영향을 미치는 것을 알 수 있었다.

관리자 리더십이 조직문화 및 조직몰입에 미치는 영향;병원 수간호사를 중심으로 (he Effects of Managerial Leadership on Organizational Culture and Organizational Commitment;The Case of Hospital Head Nurses)

  • Purpose : The purpose of the present study was to examine the causal relationships among head nurses' leadership (consideration oriented leadership, structure initiated leadership), nursing unit culture (human development culture, task development culture), and nurses' organizational commitment. Method : Four large general hospitals located in and around Seoul were selected to participate. The total sample of 286 registered nurses represents a response rate of 90 percent. Data for this study was collected from August to September in 2000 by questionnaire. Path analyses with LISREL program were used to test the fit of the proposed model to the data and to examine the causal relationships among variables. Result : Both the proposed model and the modified model fit the data adequately. The model revealed relatively high explanatory power. 52% of human development culture was explained by predicted variables and 44% of task development was explained by predicted variables; 47% of the organizational commitment was explained by predicted variables. In predicting developmental (both human and task) nursing unit culture, the findings of this study clearly demonstrated that head nurses' consideration oriented leadership might be the most important variable. The result also showed that head nurses' consideration oriented leadership might be the most important variable among the predicted variables in predicting organizational commitment. Conclusion : Based on the findings of this study, it was suggested that various studies, for example, matching leadership and nursing unit culture, were needed.

윤리문화적 리더십 모형에관한탐색적연구 - 세종대왕 리더십 사례를중심으로- (An Exploratory Study on Ethical Culture Leadership - Focused on the Case of King Sejong' Leadership -)

  • 본 연구는 리더십을 공동체적 삶의 보편적 원리에 기초한 윤리문화적현상으로파악하고, 리더십의 관계와 과정, 기술에 내포된 윤리문화적 메카니즘을식별하고해석, 검증한 것으로서 유효성과 실증적 방법에 기초한 기존의 접근방법과는구별된다. 주요 내용은, 첫째, '윤리문화'의 개념 정립과 리더십의 윤리문화적접근방법의설정이다. 윤리문화는 구성원에 의해 공유될 수 있는 가치에 대한 사고와행동의기준으로서, 윤리적 이상의 당위와 실제의 문화적 가치의 균형적 조화와윤리적실천으로 구현된다. 이러한 윤리문화의 사고와 행동체계를 리더십에적용하여리더십의 구조와 기능을 근본적으로 파악하고자 한다. 둘째, 윤리문화적리더십모형구축이다. 리더십의 관계, 과정, 기술에 있어서 윤리적 이상의 당위와실제의문화적 가치의 균형적 조화와 윤리적 실천을 통해 갈등극복, 문제해결, 동기부여의리더십 기능을 올바르게 수행함으로써 개인목표와 함께 공동목표를 달성하는진정한영향력을 도출하려는 것이다. 셋째, 세종대왕 리더십 사례 분석이다. 세종대왕리더십은 대의와 위민과 덕화를 리더십의 윤리적 이상의 당위로 삼고, 안정과치민과 교화를 실제의 문화적 가치로 삼아 균형적 조화와 윤리적 실천이라는윤리문화적 사고와 행동체계를 리더십의 관계와 과정과 기술에 적용하였다. 이러한리더십을 통해 갈등을 극복하고 문제를 해결하며 동기를 유발시켜 신료들로하여금국가의 일을 자기의 책임으로 생각하고 변화와 창조에 자발적이고 헌신적으로행동하는 진정한 영향력을 이끌어냄으로써 민족 정체성을 확립하고 문화적기틀을구축하였다. 세종대왕의 리더십은 윤리문화적 리더십 모형이 잘 구현된리더십사례라고 할 수 있다. 본 연구를 통해 현대사회에서 요구되는 리더십은 공동체적 삶의보편적원리인도덕과 윤리를 기본바탕으로 삼아야 하며, 윤리적 이상의 당위와 실제의문화적가치를 균형적으로 조화시키고 윤리적으로 실천하는 리더의 덕을 잘 발휘하여진정한영향력을 이끌어 낼 수 있어야 한다는 점이다. 본 연구에서 제시한 윤리문화적리더십은 현대 리더십의 적실성과 실천성의 문제를 해결하는 하나의 대안이될수있다.

The IRPA Young Generation Network: Activity Report from the Middle of 2018 to the Beginning of 2021

  • Since its establishment in 2018, the Young Generation Network (YGN) has been dedicated, with support of the International Radiation Protection Association (IRPA), to a variety of activities to promote communication, collaboration and professional development of students and young professionals in the area of radiation protection and its allied fields. This article reports our recent activities from the middle of 2018 to the beginning of 2021, with highlights on some important events: "Joint JHPS-SRP-KARP Workshop of Young Generation Network" (December 2019 in Japan); contribution to "Nuclear Energy Agency Workshop on Optimization: Rethinking the Art of Reasonable" (January 2020 in Portugal); survey on the impact of coronavirus disease 2019 (COVID-19) on radiation protection among IRPA YGN members (March 2020); and contribution to IRPA15 (15th International Congress of the IRPA; January-February 2021, online). The discussion and insight obtained from each activity are also summarized. The IRPA YGN will aim to achieve its on-going activities and continue to follow the ways paved in the Strategic Agenda and despite the challenges raised by the COVID-19 pandemic. Namely, running an international survey (for example, on the usage of social media in radiation protection, and on the long-term consequences of the COVID-19 pandemic), engaging national YGNs, extending the network, finding new relationships with networks with an interest in the young generation and participation in (remote) events will be aspired for.

후발기업의 전략 모델에 대한 탐색적 연구 : LG전자의 사례를 중심으로 (The Strategic Model for the Late Mover: Evidence from the Defiance Case of LG Electronics)

  • Purpose - This study proposes a strategic model for the late mover to effectively penetrate an industry that is dominated by a leading company. Thus, this study presents strategic implications for several late movers in overcoming the advantages of the leading company. Research design, data, and methodology - This study begins with a literature review followed by the formation of a strategic model that consists of: Repositioning, Utilization of Competence, Strategic Leadership, and Innovation. Specifically, this research analyzes LG Electronics (LG) as an example and investigates how LG infiltrates and grows in the water purifier market, overcoming the advantages of the powerful leading company. Results - The major steps taken by LG are summarized into four. First, LG studied the market, which had been conventionally treated as a single market. To penetrate the market, LG founded a new, special market segment. Subsequently, LG further segmented the market, executing a marketing strategy for each segment. Second, the unbending will of top managers was a key factor that addressed the challenge persistently. Third, even though LG was the late mover in the water purifier market, it had several technology competences such as compressor, refrigeration cycles, and algorithms. LG had profound knowledge in technology and used it effectively. Fourth, LG created a premium market through three innovative and distinguished factors such as the stainless water tank, sterilization service, and luxury design. Conclusions - This research draws four key findings from the example of the late mover in the water purifier industry: the reestablishment of a strategic position based on environmental change is an effective strategy for the late mover; strategic leadership is an important motive to generate late mover performance; and the late mover can utilize its existing knowledge and resources to overcome the first mover, such as presenting new added value compared to existing products as an effective catch-up strategy. Consequentially, through the study of performance determinants and the market penetration strategy of the late mover, this research has significance in providing basic material for companies trying to penetrate the market.

Millennial Transformational Leadership on Organizational Performance in Indonesia Fishery Startup

  • This study aims to understand the effect of millennial transformational leadership (MTL) on organizational performance in Indonesian Fishery startups. The population of this study included select fishery startups in Indonesia based on the data released by the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia and Digital Fishery Network. This study used the statistical method of PLS-SEM to analyze the data. The findings show that the MTL has no direct positive relationship with organizational performance; MTL has a direct positive relationship with organizational agility; MTL has a direct positive relationship with IT capability; IT capability has a direct positive relationship with organizational agility; organizational agility has a direct positive relationship with organizational performance in fishery startups in Indonesia during this pandemic era. It is suggested that future researches use covariance-based-structural equation modeling which is able to test the research model's feasibility. Roles of mediating variables in addition to the main variables-for example, organizational agility as a mediating variable on the relationship between MTL and organizational performance - are also suggested to be examined. In spite of the limitations, the model developed is still interesting to investigate and is expected to enhance the literature on transformational leadership.

리더십이 민간항공 조종실 문화에 미치는 영향 (The Effects of Leadership on the Cockpit Culture in Commercial Airlines)

  • 현재 국내 민간항공에서는 비행 중 기장과 부기장간에 부적절한 승무원자원관리(CRM; crew resources management)로 인한 문제가 꾸준히 발생하고 있다. 따라서 조종사 교육 시 승무원자원관리(CRM), 위협요소관리(TEM; threat & error management), 안전관리(SMS; safety management system) 및 피로위험관리(FRMS; fatigue risk management system)와 모의조종(SIM; simulator) 훈련 등을 통하여 부기장의 적극적인 역할을 강조하고 있다. 그러므로 이제는 기장의 변혁적 리더십보다는 감성적 리더십의 장점인 수평적 관계유지와 오픈 마인드(open mind), 그리고 솔선수범과 배려심 및 상호존중에 의한 반말 지양 등의 변화가 절실히 요구되고 있다. 따라서 본 논문은 민간항공의 조종실 문화 개선 방안에 대하여 기장의 변혁적 및 감성적 리더십이 부기장의 정서에 미치는 영향으로 논지를 정하고, 그에 따라 세부내용을 구성하였다.
