지방분권 확대에 대응한 지방자치단체의 농촌정책 추진 여건 분석 - 일반농산어촌개발사업 추진 시·군을 중심으로 - (Condition for Rural Development Led by Local Governments in the Era of Increasing Devolution)

  • The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.

Study on the Actual Condition of Domestic and Foreign Survival Swimming Programs

  • Purpose: The purpose of this study is to provide basic data for developing an educational program that can be practically applied in the field of survival swimming education. Research design, data, and methodology: This study reviewed prior literature including governmental reports, journal articles related to survival swimming programs at home and abroad. Based on the basic data collected through literature, domestic and foreign educational institutions and national educational programs were cataloged and analyzed. Results: The study found that among the goals of swimming education, the prevention of water accidents and the cultivation of water safety skills along with improving swimming ability are very important educational goals. Currently, domestic survival swimming education programs are divided into classes and training sessions, so it is necessary to develop an educational program according to each individual's swimming ability and a unified and systematic program through education for each level of survival swimming learners. Conclusions: It is thought that the reinforcement of the leader's capacity for quality improvement will have a positive effect for the development of survival swimming. Further implications were discussed.

환경오염 정화 과정에 나타난 지역공동체 회복력 영향 요인: 장항제련소 토양오염 복구를 중심으로 (Factors Affecting Community Resilience in the Process of Environmental Pollution Purification: Focusing on the Restoration of Soil Pollution around the Janghang Smelter)

  • 이 연구는 공동체의 환경오염 복구 과정을 탐색하여 공동체 회복에 영향을 미친 공동체의 역량 및 저해요인 등을 탐색하는 것이다. 서천군 구 장항제련소에서 발생한 오염 복구와 관련한 공동체 활동을 사례로 연구하였다. 연구 결과, 공동체의 회복에 긍정적 영향을 주는 요인은 리더, 협력 자원, 언론 등의 요소가 있었다. 공동체 회복을 위한 원동력에는 이해관계가 적은 리더의 존재가 있었으며, 공동체 회복을 지속하는 데에는 주변 지역의 단체와 지역 주민들의 지속적인 관심 등의 협력이 필요했다. 무엇보다, 언론은 사건을 외부로 공론화하고 구성원의 활동을 증폭시키는 역할을 하였다. 한편, 오염정화 과정에서 단체 내부의 갈등, 주민과 활동 단체와의 갈등, 정부와의 갈등 등 공동체의 회복을 저해하는 요소가 존재했다. 공동체 회복 과정에서 보인 활동들은 연합된 거버넌스의 모습을 보였으며, 초기엔 '지원적'인 성격에서 이후 '저항적'이고 '방어적' 활동으로, 그리고 '주체적'이고 '창조적'인 모습으로 변화하였다.

"Offshore"해양특수선의 LQ실내디자인에 관한 연구 - FPSO선박의 Living Quarter를 중심으로 - (A Study on the Living Quarter interior design of Offshore Ship - Focused on the Living Qauter of FPSO -)

  • Global Energy Industry's high oil prices persist while their petroleum and gas production areas are entering the decline phase. More and more the drilling facilities used to bore oil from deeper depths are advancing further out into the oceans, which cause the development of "OFFSHORE" ship manufacturer facility's production demands to increase. The "OFFSHORE" ships provide a living space or L.Q (Living Quarters) for crewmen who work on the water far away from any mainland for extended periods of time. This research analyzes the LQ areas and the characterization of interior designs of different types of "OFFSHORE" ships that were built in South Korea. Also using overseas countries' Classification Society, known as "NORSOK," and analyzing their own design guidelines in conjunction with the research, the process of interior design and baseline data research was used to blueprint the new LQ areas. According to the results of the research, where ships get comprised of characteristics and operations by standards of the Classification Society's RULE, has the greatest effect on the design and design method of the LQ area. The research also shows that a conservative shipbuilding market of the Shipbuilding Company and ship owners' feelings are steadily changing to more open mindedness of acceptance. Therefore, the Korean Classification Society has to provide the new design principle to correspond to the international regulations and more various interior design plans of LQ areas needed to be present based on the new design guidelines. The capacity of the South Korean OFFSHORE shipbuilding industry is the world's top leader; however, the interior design of the LQ areas are still based from outdated designs from the 1980's. Hopefully these research results will be the cornerstone to help the shift from the outdated designs of the LQ areas to more practical modern designs.

글로벌기업 초우량센터의 전략적 중요요인과 초우량요인에 관한 연구 (Strategic Important and Excellent Factors for Global Firms' Center of Excellence)

  • 본 연구는 글로벌기업의 해외자회사가 새로운 지식을 창출하고 이를 확산하는데 있어서 선도적 역할을 수행하는 초우량센터(center of excellence)로 발전하는데 영향을 주는 결정요인을 파악하고, 이를 한국기업을 대상으로 실증분석하고자 한다. 이를 위해, 기존 연구의 결과를 통합함으로써 연구모형을 개발하였다. 구체적으로 해외자회사의 지식창출에 영향을 미치는 7개 요인을 제시하였는데, 이들은 일반적 결정요인(general factors) 2개, 전략적 중요요인(strategic important factors) 2개, 초우량요인(excellent factors) 3개로 나눌 수 있다. 각 요인들은 연구목적에 따라 필요조건이 되거나 충분조건이 된다. 예컨대, 일반적 결정요인에 속하는 분권적 조직구조는 해외자회사의 지식창출을 촉진시키는 요인이 된다(충분조건). 그러나 분권적 조직구조를 가진 모든 해외자회사가 전략적 중요도가 높은 해외자회사가 되지는 않는다(결과적으로 필요조건)는 것을 알 수 있다. 이상 7개 결정요인이 해외자회사의 지식창출에 미치는 영향에 대해 논의하고, 이를 바탕으로 가설을 개발한 후 실증자료를 통해 검증하였다.

신문판매시장 경품의 경제에 관한 고찰: 경품의 지속 원리와 딜레마 (A Study on the Economies of Promotion Gifts in the Newspaper Industry)

  • 이 연구는 인쇄신문시장의 성장 지체 속에서 상위 지배기업들의 대표적인 발행부수 확보 경쟁인 무가지와 경품의 지속 원리가 무엇인지 분석하고 있다. 과열 경품 경쟁은 불공정거래라는 비판과 신문판매고시 위반으로 과징금 부과 등의 규제가 따르고 있다. 개별 기업에게도 고비용 경쟁의 부담이 지속되는 가운데 결과에서 얻는 이익이 크지 않다. 그럼에도 불구하고, 과열 경품 경쟁은 상대방과 합의할 수 없는 경쟁의 상황에서 선택할 수밖에 없는 우월 전략이자 합리적 선택에 해당한다. 지배기업이 경품 지속의 주도성을 확보하고 있으나 경품 경쟁은 다자간의 동의 속에서 유지된다. 경품 경제의 메커니즘 내에는 경품의 채택이 지국과 독자, 포괄적으로 광고주 역시 경제적 원리에 따라 유인이 높은 선택 대안이고, 동의하게 되는 이유가 있다. 이러한 경품 지속의 원리와 구조에 대한 분석을 통해 규범적 비판에 대한 논리적 근거로서 경제적 원리와 합리성을 보완해 보고자 하였다. 과열 경품 경쟁의 해법을 위해 이와 관련된 행위자들의 과제가 무엇인지 살펴보기 위한 사전 작업에 해당할 것이다.

슈퍼바이저의 고용불안정성이 조직유효성에 미치는 영향에 관한 연구: 자기효능감과 신뢰의 조절효과 (A Study on the Relationship between Franchise Firm's Supervisors Job Insecurity and Organizational Effectiveness: The Moderating Effect of Self-Efficacy and Trust in Manager)

  • Purpose - This paper attempted to investigate the relationships among the perception of job insecurity and organizational effectiveness, and it examines these relationships while considering the moderating effect of trust in the manager and self-efficacy. Job insecurity is an independent variable, organizational effectiveness aspects (job satisfaction, organizational commitment, and turnover intention) are dependent variables, and trust and self-efficacy are moderators. Research design, data, and methodology - Regression analysis was used to verify the effects. The measurement items were already deemed as reliable and valid in the previous study, but for this purpose, some modifications were made. To examine the model, this study relied on the samples chosen from Korean employees in the six franchise business firms. The survey was conducted on 288 workers. Each question is based on a 5-point Likert type scale. The data were analyzed using SPSS 18.0. Results - The results of the study are summarized as follows. First, job insecurity has an influence on organizational effectiveness aspects (negatively on job satisfaction, negatively on organizational commitment, and positively on turnover intention). Second, analyzing the moderating effect of trust, trust in manager is mediated between job insecurity and organizational effectiveness aspects (on organizational commitment and on turnover intention). However, employees' trust in manager had no significant moderating effect on the job insecurity-job satisfaction relationship. Third, self-efficacy is mediated between job insecurity and organizational effectiveness aspects (on job satisfaction, on organizational commitment, and on turnover intention). Conclusions - First, it is necessary to be aware of the seriousness of employees' job insecurity in franchise firms, which have played a pivotal role in national economic growth, and to create a detailed plan for reducing insecurity and actively implementing it. To this end, the franchise companies should implement efficiency efforts such as obtaining an appropriate capacity of equipped personnel and a training program. Second, there are moderating effects of self-efficacy and trust in the relationship between job insecurity and organizational effectiveness. Depending on business conditions, stability and instability can only be experienced in the organizations of franchise companies. This can give rise to instability in employment. Therefore, it is necessary to develop and utilize a system that can be minimized with a change in the new awareness of employment instability. After all, a good leader (manager) must accumulate personal trust and build up a core competence that is necessary to become competent in the field himself. Even if you lack the material resources to improve performance, if the leader with the core competencies (e.g., technical/management /organization/marketing/design) can gain the trust of the supervisor, you can get a good organizational performance. Therefore, you should foster a healthy organizational culture through education such as leadership training and employee training to be built on trust between the leaders and the employees. In addition, you need to focus on HRD&M training in order to increase the self-efficacy of the supervisor.

IT 근로자의 직무열의 향상: 구성원 성장몰입 리더십, 조직지원인식, 기대의 효과 (To Enhance Work Engagement of Informational Technology Workers: Effect of Commitment to the Growth of People, Perceived Organizational Support and Expectancy)

  • IT 산업의 환경은 무한 경쟁과 함께 빠르게 변화하고 있다. 이러한 상황에서 근로자와 조직의 성과 향상을 위해 IT 근로자들의 직무열의 향상의 방안을 모색한다. 조직의 변화를 수반하는 리더십 중에서 서번트 리더십의 구성원 성장몰입 리더십은 구성원의 역량이 중시되는 IT 산업에서 중요한 역할을 수행할 것이다. 구성원의 성장을 지원하는 리더십은 구성원에게 조직이 자신을 지원한다는 인식을 지니게 하여 직무에 대해 긍정적 태도를 갖게 할 것이다. 그리고 성장몰입이 수반하고 있는 미래에 대한 관점과 관련하여 기대의 역할을 설명한다. 미래지향적 관점에서 리더가 구성원의 성장을 지원하고, 구성원이 미래에 긍정적 기대를 지니게 되면 조직지원인식이 보다 증가하여 직무열의가 향상될 것이다. 오늘날 IT 조직과 근로자들의 성공을 위해 필요한 직무열의를 향상시키기 위해 조직의 공정한 배려와 지원, 리더십 유형과 미래에 대한 긍정적 기대의 중요성을 설명하는데 본 연구의 목적과 의의가 있다.

지식생태계의 조직화: 플랫폼 리더의 조직역량이 지식창출을 위한 기업간 협력의 확장에 미치는 영향 (Organizing knowledge ecosystems: The influence of organizational capabilities of platform leaders on multi-firm collaborations for knowledge creation)

  • This paper presents a knowledge-based view of platform-centered collaborations among multiple organizations. Studies of technological innovation and knowledge creation have broadened beyond their initial emphasis on internal development within an organization or simple exchange of ideas between two parties toward complex collaboration among many organizations at the level of platform-based knowledge ecosystems. Platforms serve as an interface between different groups of producers and consumers in a variety of multi-sided knowledge markets such as smartphone operating systems and video games industries. This study is an exploratory examination to offer theoretical understanding of how the organizational capabilities of platform leaders help expand a network of platform participants. The growth of platform participants is particularly important in the early stage of any platforms as the concept of network effects suggests that the platform with the largest number of participants will capture entire markets. Building upon organization studies and network economics theory on multisided markets, this paper focuses on the role of platform leaders in expanding platform-based collaboration. In our view, platform leaders develop varying levels of three organizational capabilities to discern quality of potential participants, to attract them to actually participate in collaboration, and to maintain long-term exchange relations in the ecosystem. We suggest that the capabilities of platform leaders will have a positive effect on the expansion of platform participants to secure network effects, and also examine several contextual factors that moderate the relationship between a platform leader's capacity and platform expansion.

중부한국의 자연생 소나무의 연 신장성장율에 영향을 미치는 토양요인들에 대한 다요인 분석 (An Analysis of the Relationship of Soil Factors to the Height Growth of Pinus densiflora within the Young Natural Stands in Central Korea)

  • To study on the annual height growth of Pinus densiflora within natural pine stands in central Korea, twenty two pure closed Pinus densiflora stands were selected subjectively in the west-central region of Korea. In each stand twenty trees were chosen randomly. For each tree, abotu ten to fifteen measurements of internodal lengths were made from leader top to trunk base. A total of one hundred thirty four soil samples was collected. Each soil sample was bulked with three subsamples. The ranges of the growth measurements per stand, per tree and per observation were 14.9-35.4cm, 9.0cm-54.4cm and 2.4cm-69.0cm respectively. The total mean value was 23.5cm. The Student-Newman-Keul's tests for the multiple comparison among the mean values of the height growth per stand were very highly significant. The resutls of the analysis of variance of the height growth data for the selected fifteen stands among the twenty two stands indicate that sampling efficiency might be increased to 744% if measurement of the growth were made on fifteen trees per stand from twenty stands instead of twenty trees per stand from fifteen stands. The annual height growths of Pinus densiflora and Pinus koraiensis for the period from 1960 to 1968 were 21.74$\pm$5.29cm (10) and 20.56$\pm$5.59cm (10) respectively. The total means of easily-soluble phosphorus, total nitrogen, loss on ignition and pH for the soil samples were 2.8 ppm, 0.09%, 5.4% and 4.7 respectively. The ranges of those amounts were 18.7-1.7ppm, 0.17-0.05%, 11.6%-3.1%, 3.9-5.1 respectively. The relationship of the annual height growth of P. densiflora to soil was studied in terms of standard partial multiple regression. Among soil properties such as non-capillary pore space, capillary pore space, maximum field capacity, loss on ignition, soil reaction, total nitrogen and easily-soluble phosphoros investigated, the easily soluble phosphorus in one analysis and loss on ignition and soil reaction in the other analysis seem to have significant positive influence on the annual height growth.
