Flexible Zoning and Mixed Use in Seoul, Korea Planning Implications of Seoul's Zoning Model

  • Zoning has long been criticized for its negative effects and has been taken for granted that zoning works as a hurdle to urban diversity. Responses in the US have emphasized more fine-grained zoning approaches that plan mixed use. This paper introduces and evaluates Seoul's zoning system as a possible alternative. While US zoning regulations have relied on distinguishing ever larger numbers of land use zoning categories, Seoul has opted to integrate new land uses into existing classifications, allowing for greater flexibility of use in each zone. Using municipal building records to evaluate land use in three mid-density residential districts, this paper demonstrates that Seoul's flexible zoning is capable of producing diverse mixed use neighborhoods. It then highlights the potential downside of this approach, showing that flexibility allows for the commercialization and sectoral gentrification of residential districts. It concludes by suggesting that a combination of flexible zones and more fine-grained plans would capture the advantages of both US and Korean planning.

  • The purpose of this study is to introduce the case of advancement of rural zoning system in a local government of Japan. The Matzgawa county, one of the local governments in Japan, sets up a new zoning system which advanced in using rural resources. In order to develop and revitalize rural region, it is necessary to use all kinds of rural resources, including agricultural as well as non-agricultural resources comprehensively. Also, the classification of agricultural land use should be reformed. The zoning on rural land should be changed to include not only agricultural use but also non-agricultural use, so as to manage comprehensively agricultural land use and its conversions. Furthermore, the land use regulation should be applied to each zone of the agricultural land.

An Investigation of the Building-use Changes of Residential and Commercial Areas in the Land-used Superblocks in Seoul (서울시 대가구 주거지역의 상업화·업무화와 상업지역의 주거화 현상의 고찰)

  • This investigation is to question as to whether and how much urban residential superblocks have changed the uses of facilities, as compared with original zoning plan. The difference between the original plan for 'land use' in 1960's and current 'building uses' has been examined on six superblocks in Seoul, and the reasons for change were analyzed. Investigation results are as follows: As the original urban planning was intended for use-purification by the subdivision of zones in a superblock through zoning, current buildings uses are different from the land-use. Commercial facilities are located in residential zone along community paths because of the necessity, and business buildings are placed on the appropriate-sized lots in the middle of residential blocks, due to the need of small and low-rent offices. Also, different types of residence have been built on convenient locations in commercial zone to meet various housing needs. In conclusion, the current zoning system plays a role of controling the volume of buildings rather than the use of land. Therefore, mixed use of land, not functional separation, becomes a natural phenomenon taken place in the contemporary cities, and it is high time to adopt a mixed-use zoning system.

  • Zoning data such as national land use planning map, urban land use planning map, agricultural promotion zoning ap, forest land zoning map has a relationship each other in law and spatial context. But difficulties in data share and the lack of accuracy of manual work makes serious inconsistence son zoning data relationship. This causes many trial and error in land use. For resolving this problem the data modellingmethod is presented as a technical solution.

  • While the zoning system has been developed based on the rationale of separated and specialized land uses to prevent negative externalities in the modern industrial era, the emergence of office-based new industries in the post-industrial era rather encourages mixed land uses to create agglomeration economies. This study aims to find historical basis to justify the reform of zoning system to promote both specialized and mixed land uses. When the zoning system was first introduced in Japanese colonial period by Chosun Planning Ordinance enacted in 1934, Special District within Manufacturing Area, and later within Residential, Commercial, and Mixed Areas respectively was institutionalized for specialized land uses, though it was not actually designated. When City Planning Law was enacted in 1962, Special District was substituted by Exclusive Areas (Exclusive Residential Area, Exclusive Manufacturing Area). Meanwhile Undesignated Area was designated for mixed land uses by Chosun Planning Ordinance, and later it was converted mostly into Mixed Area and partially into Green Area. Finally Mixed Area was substituted by Semi-Areas (Semi-Residential Area, Semi-Manufacturing Area) by City Planning Law in 1962. These demonstrate that Korean zoning system needs to revive the tradition that clearly promoted both specialized and mixed land uses.

A study on Cheong-ju urban land use planning on the subject of Zoning (청주권 토지이용 체계에 관한 연구 (지역지구제 중심으로))

  • A phenomenon in the unplanned urban sprawl of Cheong-ju city has to be rest-rained from disposing and to develop, though progress in urbanization inevitably decreases rural area. So, this thesis aims at reviewing, revising and guiding toward the more effective land use planning practice and zoning mechanism and system of Cheong-ju city. I proposed that land use planning should be had several factors and thereupon that Korean zoning mechanism and system including Building Code should be amended because of inducing human activities in buildings and facilities not to demarcate and plan every one of them. First, the factors of urban planning are a rather diversified approach to it than a unified, supplementation of the applicable difference in time between preparing and appling it, a solid controlling system, a micro and macro planning theory and giving serious consideration for the inertia from the existing land use. Second, the applicable amendments for our zoning mechanism including Eluding Code are as follows; a need of reorganization for Zoning Ordinance appricated to different regulation concerning a scale and peculiarity of a oily, a decision of the different earmarked confinement in area to different zone ana from Zoning Ordinance in City Planning Law, a demarcated facilities and the more detailed land use concerning human activies than the exsisting and entrusting decision on the ways and processes of it to every rural city planning committee, a settlement of zone ana area considering for block-unit and Planned Unit Development(P. U. D.), and a need of security jurisprudence in order to solve the zoning regulation rather in City Planning Law than in Building Code that our zoning regulation and controlling system are depended on. According to these applicable amendments to Cheong-ju city, I proposed the conceptions of Cheong-ju city land use planning are as follows; a reinforcement with one cored pattern of urban land use, a selection of gradual urban sprawl by way of city development and renewal, a strengthening accessibility to the core of the city with Plurizing the system of arterial roads, a choice of priority to conservation at the core of tile city and security of open spaces and parking area at the area of the city, a harmonization between development and conservation at the inner ring area that is situated between the core and periphery reserved area in order to develop in the future, a buffered open space situated at the congested area with heterogenous functions, and a completion of urban open space system. The proposal made here so far is for the hope of the better structure of Cheong-ju city that should be granted to the peculiarity developed with educational, cultural, conservative and self-sufficient city functions.

Temperature Change Analysis for Land Use Zoning Using Landsat Satellite Imagery (Landsat위성영상에 의한 용도지역 온도변화분석)

  • The land use has been changed artificially and caused the result of temperature increase of city compared with the outside of city or region of park and forest. The purpose of this research is to analyze the change of the urban surface temperature with land use zoning in Jinju using Landsat TM/$ETM^+$ imagery and to provide the correlation between NDVI(Normalized Difference Vegetation Index) and urban surface temperature change. The results presented that the spatial distribution of urban surface temperature was depending on the change of NDVI values on land use zoning. Considering to the average temperature by land use zoning, industrial area was the highest temperature but green area was the lowest temperature. Also as a result of comparing the correlation between surface temperature and NDVI, the green and residential area had higher correlation values than the commercial and industrial area. These results will be played a part as one of the major factors for implementing the sustainable urban planning considering the urban heat island effect problem.

A Study on Korea Land Use Information System Zoning Data Maintenance Plan (국토이용정보체계 용도지역지구 데이터 정비방안)

  • The purpose of this study is to explain the types and causes of errors in zoning data that occur in the topographic map notification procedure, and to prepare a data maintenance plan. In Korea, like the United States, law-based land use regulation is dominant. In other words, according to the land use regulation method in the Act, the government designates zoning for all lots in the country, and landowners check the land use regulations of their land through the Korea Land use Information System. The land use plan confirmation document is important land information that affects the results of administrative dispositions such as land transactions between individuals or permission for development activities. However, there are data errors that occur during the current topographic map notification procedure and data construction process. Therefore, four local governments that can verify data by type were selected in consideration of local government conditions. A number of errors are first, errors in data construction and management in the Korea Land use Information System, and second, errors in lack of expertise that occur while the local government officials maintain data. Third, it was analyzed as an error from the relationship between the serial cadastral map and the zoning DB. Based on the above results, it is hoped that the results of this study will be reflected in the establishment of the KLIP and the reform of the legal system, which is currently underway after the establishment of the 「3rd the Korea Land use Information System Construction Plan」.

  • Depending on the transportation, information and communication technology development, urban such as the superficial spreading and the changing structure of internal space of the organism has various shape and speed of the changes. In particular, the main cause of these changes is the development of the traffic and this transport system is having a close connection with land use. This study presents the results about characteristics and changes of noise on each land use zoning. Therefore the result shows that the measured data could be used to evaluate noise distributions on urban land use and then make up the basis process for producing noise maps of land use zoning.

Establishment and Application of Computer-Assisted Environmental Information System for Land Use Zoning and Environmental Analysis of Natural Park (자연공원의 환경분석 및 용도지역설정을 위한 전산환경정보체계의 수립과 적용)

  • The importance of urban and regional natural park increases because of the needs for preserving the natural resources and providing with natural recreation space in nature. This planning of natural park management should be established based on the research of the various natural resources in the park. But for the lack of effective data synthesizing methods and concepts, only some restricted factors for zoning plan are considered even though GIS computer system for large complex simulation is used. Therefore, in this study three ecological zoning models such as Basic Factor Model (BFM), Visual Landscape Model (VLM) and Comprehensive Ecological Model (CEM) are proposed and applied to Byounsan Peninsula Nature Park(BPNP) for comparison with the current natural park zoning. The BFM has three components -elevation, slope and vegetation. The VLM has applied with six components -elevation, slope, vegetation, road type, and the visual distance. Finally the CEM's modelling factors have included all of BFM, VLM components are added with the land use type, nature and historic resource factors. The zoning concept of BPNP was based on "Minimization" focused on the specific factors. But introduced modelling concept is "Optimization" based on the total ecological environment. So the result of the modelling has larger area for preservation and development zoning compared with the current zoning whose characteristics are ambiguous which allows the environmental destruction. The future study issues will be the determination of the weighting factor, component reconsideration based on the ground truth data and the agriculture residential area zoning.
