Government uses some sections of intended areas of abolition in Development Restricted Zones(DRZ) to construct a million national rental houses. It has been opposed by environmental NGOs, local governments and land owners. Therefore, government carried out a questionnaire survey to make plans for the better development of housing estates for national rental houses in DRZ. The results of the survey are as follows: First, using abolished DRZ has to be kept to a minimum, though the continued construction of this kind of houses is inevitable. Second, it has to be designed using pro-environmental techniques. Third, the discussion between the interested groups was not enough. Fourth, residents were dissatisfied with the compensation package. The policies based on this research, are as follows: First, meetings for projects presentation and public hearings have to be held on a regular basis. In addition, the consultative council with residents, local NGOs, and local governments should be combined. Second, The plan should promote social integration through the mixing of rental and owner-occupied houses. Third, a compensation policy, which offers land or houses, and not only cash, needs to be introduced.

While the recent lift of restrictions in greenbelt areas is expected to generate a number of development plans, there are efforts to create various development plans into spatial plans that consider the natural and ecological conditions of development sites. However, these development plans consider Degree of Green Naturality or Degree of Ecology only when designating areas for conservation within development sites. It is true that they don't fully reflect the value of green areas and wetlands as habitats and natural resources. Therefore, this study built an conservation value assessment model that is applicable to sites where development is planned in Korea by reviewing prior case examples md studies and applied the developed model to a case study area. The site where the conservation value assessment model was applied to is an area around Yongsan-ri and Suha-ri, Doam-myon, Pyeongchang-gun, Gangwon province where quality natural resources are located in and wend the site. This is a site for the development of Alpensia Resort where a resort including facilities for the Winter Olympics is planned to be introduced. In order to assess the conservation value of the site for Alpensia Resort, a total of eight items including area, distribution of communities, habitation of species with conservation value, functions of habitats, connectivity of habitats, vegetation layers of forests, age of forests, and ratio of non-native plants were studied through literature review and field surveys. The assessment was made by dividing the site into 95 habitats that are perceived by aerial photographs and each habitat unit was assessed on the eight items in a 3-point scale. Each unit habitat assessed in a 3-point scale was segmented into primary, secondary or tertiary areas based on the conservation value. Habitats assessed as primary were designated as priority (absolute) conservation areas and those assessed as secondary and tertiary were set as secondary conservation areas and tertiary conservation areas, respectively. As a result, each area represented 26.9%, 20% and 3% of total site area. Based on this result, habitat management plans were developed to conserve primary conservation areas, improve secondary conservation areas and restore tertiary conservation areas. In addition, a development plan was developed to create habitats in areas where new habitats are requested in order to build an eco-network in the site and a plan to create eco-corridors was proposed. In developing a land use plan for the site, a development plan that considers conservation areas first should be set up based on the outcome of conservation value assessment. This can be linked to the development of an environment-friendly land use plan as well as easing the establishment of a green area and eco-network. This study will facilitate the implementation of the 'conservation before development' principle, which can prevent reckless development, by assessing conservation value in setting up development plans.
This research starts from the questioning of current housing development on the hilly site in Korea. It aims to investigate various design techniques of low-rise housing as an alternative housing plan on hilly sites. Several generic solutions of the combination of building type and road pattern are tested for a simulation process, and evaluated in terms of crucial design issues; development density, parking space and open space. As a result, four reasonable models are selected for making full use of geographical features of hilly site, two models each land slope of $18^{\circ}$ and $26^{\circ}$. Several design techniques for each model are also suggested, in ensuring the development feasibility by considering land slope, vehicular access and parking, common open space, and community facilities.
In this study, relationship between the air pollution of Siheung city and the relative contribution of automobiles to the city's pollution was evaluated for the first time. Then, new air pollution exposure index was developed through simulation. Using the newly developed index, two different urban development scenarios were compared to present a sustainable urban development plan to reduce air pollution from the land utilization point of view. According to the result of this simulation, air quality of the city was found to be affected significantly by human activities. More populated area showed worse level of air quality. Any development in the city resulted in more automobile activity and deterioration of air quality. This simulation result thus explains that a rapid increase of automobiles accompanied by the land development near local roadsides in the city is the major cause of air pollution in Siheung city. In this study, if urban activities are vigorous in an area with high air pollution, people are more likely to be exposed to air pollutant under the bad environmental conditions. On the other hand, if urban activities are less vigorous in an area with high pollution or if urban activities are vigorous in an area with less pollution, the environmental condition was positive. The APEI (Air Pollution Exposure Index) was developed based on these considerations. Scenarios 1 and 2 were compared and analyzed using APEI. In result, scenario 1 is the case in which land is developed and used in an environmentally favorable manner. From this study, it was proved that the impact of air pollution on human health can be minimized with proper land use. The result form the current study can be used as the basic information to solve problems from improper land utilization and air pollution (by road traffic). It also can be utilized to evaluate air pollution level according to land use and road characteristics and to help to choose the best location of land use to comply with the road function and status.

ent years, the change of urban function and the decrease in birth rate have given rise to merge, abolition and relocation of the existing schools. This study explores the possibilities for various land utilizations of relocated school sites, using the trial case of 'A' elementary school in Eun-pyeong gu, Seoul. 'A' elementary school has happened transfer plan due to the urban development project of the redevelopment area, Eun-pyeong gu in Seoul. Firstly, it studies the land use categories and the development methodologies of 7 relocated school sites happened in Seoul. In addition, it analyzes the land utilization after relocation, development principals, area, building usage and changes in land use regulation. Finally, it proposes the commercial exploitation of school site targeting 'A' elementary school site. Throughout the profit analysis, this study concludes that it is available to exploit the relocated school sites by the variety of development methodologies, especially in a metropolis like Seoul.

The purpose of this study is to provide the basic data for land use in the future, which result from analyzing land use, obtained after studying on the natural environment by Geographic Information System and Remote Sensing. The results of this study are as follows : ·According to the classification of land-cover, agricultural land use is relatively prominent except for overall natural covering. According to the average value of Green Vegetation Index class, the average value of GVI is 3.0, and 45% of the regions have relatively good condition of floral state. ·With a view to natural environment, the survey shows that the altitude of 90% of the total areas is below 400m, and most of them are flattened or moderately-inclined area. Therefore, this region has a good condition to be used for development. · The area for the first class in preservation degree of natural scenery of Namcheon-Myun is 2.3% of the total areas. According to the results about unstable areas on all sides, unstable districs are distributed in so small-scale units that they will be safe from some damages drawn by developing activity. But we have to consider every aspects for the future development of them. In this study, the natural environment-variables are regarded firstly, and effective designation of the land with natural environment is researched too. However, to establish more practical developing plan, ecological and human variables should be regarded.

Throughout the modernization which was dominated by development theory in Korea, land use planning for housing tended to spoil the environment. Numerous studies, however, pointed out the problem of this development-led planning and there was a broader consensus that the past planning was part of the environmental problem of inner city. These observations changed the development-led planning into the environmental friendly development planning. In particular, Seoul Metropolitan Government held the international planning competition to develop 'Sangam' as an environment friendly residential area. With this plan 'Sangam' would be the sustainable residential area with the harmony of nature, human and technology. Furthermore it would be the outset of the long-term plan to develop 'Seoul' as a 'gate-city, an 'information-city' and an 'eco-city'. To do this, it needs especially the planners' and the constructors' constant concerns and efforts as well as the citizen's participation.
Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.
At present, the development in rainwater management approach is still insufficient due to the numerous adverse effects of urbanization. Storm water management is being developed to restore the natural state of water cycle undergoing several processes which were hindered such as infiltration and evapotranspiration. Low Impact Development (LID) was established in order to reduce the negative effects of urbanization to our environment. These developments can be used to respond to the effects of climate change such as heat island phenomenon. The effects of the development of new town in the district plan with application of LID facilities were studied and reported. Typically, LID facilities were applied in small scale development and were rarely used in large-scale development. Most of studies, however, did not assessment the effects of large-scale development projects with LID application to the natural water cycle. This study was conducted to simulate the urban hydrologic cycle simulation on Asan-Tangjeong in Korea. This study may be used in urban hydrologic cycle simulation and establishment of an urban water management plan in the future. Lastly, this study generated a model using the recently updated SWMM5 which determined the hydrologic cycle simulation after installation of LID facilities.
Since the great acceleration, the emergence of the sustainable development concept amid the conflict between economic growth and the preservation of the natural environment is at a time when an efficient land-environmental plan integration system is needed to achieve a smart balance between development and conservation. Although preceding studies have been conducted domestically and internationally on various aspects, the operating system has not been implemented effectively. In this study, the policy concept of environmental policy integration, the current status of integrated management of land-environmental plans in South Korea, and related literature studies were reviewed to derive overall complementary points. In addition, the review was carried out by reorganizing the domestic urban planning legal-based system and the environmental legal-based system according to the same hierarchy to promote an effective integration system, and in foreign cases, the establishment of spatial and environmental plans in Germany and Japan was typically considered to derive implications for the establishment of an efficient interconnection system for the integrated management of domestic land-environmental plans in the future.
