Environmental impact assessment has been performed as preliminary assessment system in order to conserve environment value and minimize negative effect from development. Assessment based on data has been necessary to strengthen objectivity in process of Environmental impact assessment process. Furthermore extended use of spatial information in Environmental impact assessment system has been required through spatial information provided at government level and possibility connected with spatial information in Environmental impact assessment. However spatial information has not been systematically utilized in current Environmental impact assessment. Also the environmental impact assessment workers including assessment government employees, agencies of Environmental impact assessment document and review agencies lack an understanding in the concept of spatial information, so there is limit about their use to efficiently. In order to improve these limits in use of spatial information, this study suggested measures to standardize spatial information (coordinate and attribute table). To do so, based on coordinate and standards certified by the government, this study defined standard coordinates (GRS-80, central datum point, False East: 100000, False North: 200000) and established 9 default items. Lastly, the aforementioned standards were tested for actual environmental impact assessment projects. Standardization measures suggested in this study are expected to contribute to invigorate spatial information utilization in Environmental impact assessment and expand the scope of the assessment.
EIA consultation is a final decision-making process that enables a variety of stakeholders to participate in and to share important information about the expected environmental impacts caused by development projects. However, this process is often undermined through re-consultation processes by significant changes in the proposed plans. EIA re-consultation is a necessary process when an approved plan needs to be changed for a variety of importantreasons including the changes of land use, delay of construction, and surrounding environments. EIA re-consultation is also important to resolve conflicts among stakeholders and to respond flexibly to unexpected changes in surrounding environment. This study aims to analyze the operation status and the problems of current institutional systems of EIA re-consultation, and to draw implications by reviewing institutional systems of other countries such as U.S. EU, Scotland, and Japan. On the basis of the previous analysis, we propose recommendations to improve the existing EIA re-consultation process. We expect this study helps understand operation status and problems of EIA re-consultation, and provides meaningful implications to improve the existing institutional systems and practice of re-consultation.

The Under Space Integrated Map has been constructed consistently from '15 construction projects until the present time in an effort to implement the "ground sinking prevention method" for the purpose of strengthening underground safety management. The constructed Under Space Integrated Map is utilized to provide information to the person in charge at local government through application of the system of underground information based on the administrative network and to deliver this to specialized underground-safety-effects -evaluation organizations through map extraction based on a floor plan. It suffers from a limitation in its practical use, however, since information is only provided, without promoting a separate renewal project. Although in Section 1 of Article 42 in the Special Law Concerning Underground Safety Management the content pertaining to submission obligations of completion drawings related to underground information including change and renewal are stated explicitly in order to solve this problem, submission is not sufficient since a submission window based only on the administrative network is operated. Accordingly, the Ministry of Land, Infrastructure, and Transport constructed an online system for submitting completion drawings, in an attempt to change the method by which entities involved in underground development directly submitted completion drawings. In this study, a DB standard relating to submitting completion drawings was designed and applied in order to construct an auto-renewal system based on submitted completion drawings, which will be extended to cover the range to underground structures hereafter.

Urban problems are constantly occurring around the world due to rapid industrialization and population decline. In particular, as the number of vacant houses is gradually increasing as the population decreases, it is necessary to prepare countermeasures. A plan to utilize vacant houses has emerged to restore the natural environment of the urban ecosystem where forest destruction, damage to habitats of wild animals and plants, and disconnection have occurred due to large-scale development. Through connectivity analysis, it is possible to understand the overall ecosystem flow based on the movement of species and predict the effect when vacant houses are converted into green spaces. Therefore, this study analyzed the green area network to confirm the possibility of greening of vacant houses neglected in Jeonju based on circuit theory. Using Circuitscape and Least-cost path, we tried to identify the connectivity of green areas and propose an ecological axis based on the analysis. In order to apply the resistance values required for analysis based on previous studies, the 2020 subdivision land cover data were integrated into the major classification evaluation items. When the eight forests in the target site were analyzed as the standard, the overall connectivity and connectivity between forests in the area were high, so it is judged that the existing green areas can perform various functions, such as species movement and provision of habitats. Based on the results of the connectivity analysis, the importance of vacant houses was calculated and the top 20 vacant houses were identified, and it was confirmed that the higher the ranking, the more positive the degree of landscape connectivity was when converted to green areas. In addition, it was confirmed that the results of analyzing the least-cost path based on the resistance values such as connectivity analysis and the existing conceptual map showed some differences when comparing the ecological axes in the form. As a result of checking the vacant houses corresponding to the relevant axis based on the width standards of the main and sub-green areas, a total of 30 vacant houses were included in the 200m width and 6 vacant houses in the 80m width. It is judged that the conversion of vacant houses to green space can contribute to biodiversity conservation as well as connectivity between habitats of species as it is coupled with improved green space connectivity. In addition, it is expected to help solve the problem of vacant houses in the future by showing the possibility of using vacant houses.

The Smart City Living Lab is becoming important as a local innovation platform to develop urban solutions. In January 2018, the 4th industrial innovation committee, which was a direct subordinate from the president, empathized citizens' participation and their roles within the Smart City [Urban Innovation and Future Growth Engine-Creating Smart City Strategy]. This was the starting point of the living lab. The central government and local governments have been promoting various types of living labs to encourage citizens to participate. On the other hand, due to the lack of systematic concepts and theories for practicing and structuring living labs, the practice is not performed well. This study aimed to develop systematic approaches and implementation methods of the public-led Smart City Living Lab. The Full-cycle Smart City living Lab model was designed by integrating smart city living lab work processes, as suggested in the standards of the national land plan, double design diamond framework, which is a type of innovative design methodology, and design thinking process. The entire cycle Smart City living lab model requires four components to practice the living lab, such as framework, module, process, and methodologies. In the future, this model is expected to be incorporated in the Smart City Living Lab.

In the era of low growth, many provincial cities are experiencing population decline and aging. Population decline phenomena such as reduction of productive manpower, reduction of finances, deterioration of quality of life, and collapse of the community base are occurring in a chain and are being pushed to the brink of extinction of the cities. This study aims to propose a methodology to objectively estimate the employment creation centers and setting the basic unit of industrial-centered zoning by applying spatial statistical techniques and GIS for the application of the compact city plan as an efficient spatial management policy in a city with a declining population. In details, based on reviewing previous studies on compact city, 'employment complex index(ECI)' were defined considering the number of workers, the number of settlers, and the area of development land, the employment creation center was estimated by applying the 'Local Moran's I' and 'Getis-Ord's Hot-Spot Analysis'. As a case study, changes in the four years of 2013, 2015, 2017, and 2019 were compared and analyzed for Changwon City. As a result, it was confirmed that the employment creation center is becoming compacted and polycentric, which is a significant result that reflects the actual situation well. This results provide the basic data for functional and institutional territorial governance for the regional revitalization platform, and provide meaningful information necessary for spatial policy decision-making, such as population reduction, regional gross domestic product, and public facility arrangement that can respond to energy savings, transportation plans, and medical and health plans.

Urban parks create the natural landscape of the city and offer a space for city residents to stay healthy and take a rest. They are also urban facilities designed to improve city dwellers' emotional aspects. Currently, urban parks need qualitative management as well as quantitative supply due to changes in the national land and urban policy paradigm, and a shift in perspective to consumer-centeredness is needed. In this study, the service levels of urban parks for citizen were evaluated: (1) quantitative supply adequacy was analyzed based on the urban population, and (2) the qualitative evaluation of the parks were conducted. Based on the evaluation, the appropriateness of the arrangement of urban parks is judged by comprehensively analyzing the quantitative and qualitative aspects. As a result of the evaluation of service levels of urban parks, the highest serviced urban parks were found in urban housing development sites and recently established parks. In addition, it was found that the recently created parks improved the qualities of the parks by installing various facilities. If the quantitative and qualitative aspects of urban park service supply are comprehensively analyzed and applied through this research method, it will be a more effective park and green space plan.
Under the provision of Article 63 of the Enforcement Regulation of the Act on Acquisition and Compensation of Land and Others for Public Project that is recently enacted and implemented (hereinafter referred to as the 'Lend Compensation Act') the compensation is required to make 'When the Actual Damage Amount' is confirmed for the damage in fishery affairs that is outside of the public project area. The compensation for fishery business on the indirect damage area has been excluded from the advance compensation subject to conflict with the existing laws on fishery business compensation with the controversy in method, procedure, time and others to confirm the actual damage amount, and it lacks the standard of calculation for detailed compensation on partial damages outside of business implementation area, which caused the ceaseless conflicts and straggles between the project implementation party and the victimized fishermen regarding the calculation method of damages, standard, compensation period and others. In particular, from the numerous problems in damage compensation in fishery on the indirect damage area, the most recent problem emerged is the issue on application method of damage period in calculating the damage compensation amount that the struggle has been deepened with the differences between the project implementation party and the victimized fishermen without the stipulation on the compensation, that caused the difficulties in carrying out the public project and other serious social problems. In this study, the reasonable application method for the damage period and the calculation plan of the damage amount for calculating the damages on fishery industry outside of the public project implementation zone that is not fully specified under the Land Compensation Act, and the indirect damage area is not influenced for the notification of project recognition, and the compensation to undertake with the damage in the fishery industry in project implementation area to have the nature of damage compensation, the right to engage in fishery industry has the perpetual nature of rights, the fishery damage compensation system of Japan also recognizes the perpetual right on fishery industry to calculate the compensation amount, and the compensation for damage amount has been exercised for the period of actual damage occurrence period regardless of remaining effective period for most of fishery permit and license for fishery compensation outside of the project implementation area following the recent various public projects as well as the development process of theory on fishery loss compensation that the calculation of damage amount on the fishery industry outside of the project implementation zone would be prudent to compensate by calculating the applicable damages during the period of actual damages, and by doing so, the 'just compensation' guaranteed under the Constitution may be materialized. Therefore, the calculation of the damages from the implementation of the public project shall consider the actual period of damages and the degree of damage from the public project to calculate by the income capitalization method, however, considering the equitable consideration with the compensation following the cancellation, it shall not exceed the compensation following the termination of the applicable fishery businesses. Furthermore, the calculation method of partial damage amount on the fishery business following the project implementation shall apply, depending on the period of damage occurrence, by (1) the case of calculating the future damage amount at the present time, and (2) calculating the damage from the past to the present time as well as the damage to be incurred later, by selecting the calculation method for damages following the damage occurrence type.
It is generally agreed that the country's population will grow up to the level of 52 million by the year of 2000 and that due the active growth of industry, urbanization and road constructions, sizable portion of existing arable lands will be utilized for other purposes than agriculture in near future. From 1966 to 1977, it was estimated that, the average annual conversion of arable lands to other uses, was 12,909 ha. If this trend persists, it is predicted that from 1978 to 1991 when the 6th Five Years Economic Development Plan will terminate, approximately 181,000 ha of arable lands will be converted for other uses again. On the other hand, it is certain that the increased population (39 million in 1981, 45 million in 1991, 52 million in 2001) and the changes in food pattern along with the enhancement of living standards will bring about the phenomenal increase in demands for not only the staple food but also the livestock products such as meat, milk and eggs, vegetables and fruits. These future increased demands for various foods, naturally mean the increased needs for the expansion of arable lands at the same time. It is predicted that, if more activities than present scale are not taken for the expansion of arable lands, the national food self sufficiency level will drop from 79% in 1977 down to 62% in 1991. To meet the increased food demands in future, there are several ways and means. These will include the increased land use intensity, elevation of unit area yield levels, minimization of conversion of arable lands to other uses and expansion of arable lands through the reclamations of idle hillside lands and tidal lands. Among these, the expansion of arable lands through reclamations of idle hillside lands and tidal lands are more positive measures to cope with the increased production of foods in future. The reclamation of hillside lands demands more attention because it needs more advanced technologies in agronomical and engineering aspects, larger scale fundings and integrated socioeconomic considerations. In agromical aspects, the thechniques for early improvement of chemical and physical properties of soils, proper soil conservation measures and rational cropping systems are of particular importance. As to the financial supports to encourage the farmings in hillside land, much bold fund inputs are essential for the construction of roads, installation of irrigation and drainage facilities, soil conservation mechanisms, which will ensure the stabilized farming with reasonable incomes in the newly reclaimed lands.

With significant influences of old industrial complex in September 2009, Ministry of Land, Infrastructure and Transport chose the 4 districts for the first pilot project. In December 2014, the second pilot project districts were established. In addition, there were 10 districts in April 2016 and 5 districts in April 2016 as the third pilot project and 5 districts in March 2017 as the fourth pilot project. In order to promote smooth business operation of the recycling business, we introduced the effective area designation and special system as stipulated in Article 39.12-13 of the Industrial Location and Development Act revised in May 2015. The effective area, It is a method that can promote propagation and diffusion of the rehabilitation business through visualization by making effective the promotion of the rehabilitation business and by promoting the business in consideration of the geographical feature of the region and industry group, The setting of the unreasonable effective area is based on the criteria and classification of the plan and the objective promotion method according to the individual characteristics of the aged industrial park because the delay of the rehabilitation business and the possibility of the increase of many problems are presented Be sure to Data Envelopment Analysis (DEA) and the old industrial complex database were constructed and utilized to classify the types of recycling projects.
