택지개발사업의 계획특성이 사업지구 지가변동에 미치는 영향 (The Impact of Plan Characteristics of Residential Land Development Project on Inner Land Price Change)

  • 본 연구의 목적은 택지개발사업의 계획특성이 사업지구의 지가변동에 미치는 영향을 분석하여 택지개발사업의 효율적인 추진을 위한 정책적 시사점을 도출하는 것이다. 이를 위해 우선 청주시 택지개발사업 추진단계별 지가변동 규모와 양상을 분석하였다. 그리고 이론적 고찰 및 선행연구 검토를 통해 지가변동에 영향을 주는 택지개발사업의 계획특성 요소 16개((1)지가변동률, (2)사업구역 면적, (3)주거용지 비율, (4)상업용지 비율, (5)준주거용지 비율, (6)근린생활시설용지 비율, (7)공동주택 비율, (8)도로율, (9)공원 녹지율, (10)학교 비율, (11)$1m^2$당 조성비, (12)일반주거지역 비율, (13)준주거지역 비율, (14)상업지역 비율, (15)준공업지역 비율, (16)자연녹지지역 비율)를 선정하였다. 선정된 계획특성 요소 16개 중 지가변동에 영향을 미치는 요인을 분석하기 위하여 SPSS 20.0 Version을 이용하여 상관관계를 분석하였다. 지가변동의 양상을 분석한 결과, 지구가 지정되기 2년 전부터 지가가 상승되기 시작하였고 준공이후 지가상승이 안정화되는 것으로 분석되었다. 그리고 지가변동에 영향을 주는 계획특성 요소를 분석한 결과 (2)사업구역 면적, (4)상업용지 비율, (6)근린생활시설용지 비율, (8)도로율, (11)$1m^2$당 조성비, (12)일반주거지역 비율이 지가변동에 영향을 미치는 것으로 분석되었다.

  • In 1996, Thailand's participation in the Pacific Rim as a part of NASA's Mission to Planet Earth (MTPE) Program, was titled 'AIRSAR Thailand Project'. In this project the Department of Land Development utilized Topographic SAR (TOPSAR) which had multi-frequencies: C band, L band, and P band with multi-polarization: HH, VV, and HV as well as C band VV DEM. Satellite data such as LANDSAT TM was also utilized for optimal use. Results of AIRSAR image processing including data fusion among difference wavelength bands and polarization revealed the quality of AIRSAR that best suit for detection of agricultural land uses. The HH-L band AIRSAR was proven to be useful to distinguish among crop types when combined with appropriate data. The HH, VV, and HV-P band enhanced surface characteristics of swamp forest and wetland. In addition, TOPSAR has its great advantage for identification of salt farms and shrimp ponds.

경산 대임공공주택지구의 대토보상결과를 통해 살펴본 대토보상제도 문제점과 개선방안 연구 (The Impact of the Land Compensation Act to the Outcome of Land Compensation: a Case Study of Gyeongsan DAEIM Public Housing District)

  • This study explores the outcome of the current Land Compensation Act for the indigenous residents of DAEIM Public Development Project Zone in Gyeongsan City. The purpose of the law is to return part of the development gains to the native residents and to support the re-settlement of the native residents. As the Land Compensation Act applies to each area with different standards, the monetary terms of land compensation which the native residents eventually receive varies across the region and development sites. That means the development gain is not fairly shared with the native residents of the redevelopment area and it does not necessarily support the settlement of the existing residents. It is supposed that the actual compensation for the native residents should be in full cash value but it is not in reality. The study demonstrates the outcomes of the land compensation that the residents received are far from the original purpose of the Compensation Act using the case example of DAEIM Public Development Zone in Gyeongsan, Gyeongsangbukdo. Only a small proportion of the natives managed to achieve the development gains. Accordingly the majority of the native residents has lost re-settlement opportunity. It suggests that the Compensation Act and the implementation procedure should be reviewed and revised accordingly. The details of compensation plan should be tested and set up in line with the characteristics of the project area. In particular, the compensation details in terms of the size and types of land, average value of land for indigenous residents receive, and the amount of compensation per household should be clearly demonstrated to the resident.

What Kinds of Lands Have Been Converted into the Urban Uses?: the Characteristics of Urban Land Development in the Case of Daegu Region

  • The primary purposes of this study are to identify the characteristics of land development in urban area through GIS and remote sensing techniques and to provide useful implications for urban spatial policy. To perform these tasks, Daegu metropolitan city and its vicinities were selected as a study area, and remote sensing data and attributed data were collected, organized and analyzed. This study focuses on the following three steps. First, it identifies the characteristics of land development in urban areas by utilizing multi-temporal satellite image data (Landsat TM, 1980, 1985, 1990, 1995, 2000 and 2005). Second, it tries to find an answer on a critical question concerning land use conversion, i.e., which land use leads expansion of urban area? Third, it derives implications for urban spatial policies based on these findings. The characteristics of the urban extents tell us that the main land use converted into urban use from non-urban uses is green areas. The public sector, central and local governments, leads the land use conversions of suburban lands as exclusive legal body to issue permission of land use change. Based on these findings, this study concludes that the more systematic and technically advanced management tools should be utilized for more effective spatial management for urban growth.

지방자치단체의 토지개발사업에 관한 고찰 (A Study on the Land Development Administration System in the Local Self-Government)

  • 최근 우리나라의 토지문제가 야기된 원인은 무엇이며, 그 해결책은 무엇인가에 대한 논의가 활발하게 전개되고 있다. 많은 사람들이 토지문제가 발생하는 근본원인으로서 대체로 토지자원(특히 우리나라의 토지문제를 거론하면서)의 한계성을 지적하다. 지방공영개발은 지방자치단체가 사업의 주체가 되어 토지개발과 주택건설이 임무를 시행하는 것을 말한다. 이것의 장점은 종래처럼 한국토지공사가 택지만 개발하고, 대한주택공사가 주택만 건설하는 데서 빚어진 지방자치단체와 공공기관간의 잦은 시비와 마찰이 지역주민들에게 곧 지역불만으로 이어지는 것을 미연에 방지하고 지방공사나 지방자치단체가 택지개발, 주택건설 및 공공시설의 공급 등을 일원화할 수 있게 된다.

토지정책 추진체계 변화 연구 (Analyzing the Implement System Shift of Land Policies)

  • 본 연구는 토지이용을 둘러싼 정책 환경변화에 따라 우리나라의 토지정책 추진체계의 변화가 필요한 시점에서 지금까지 우리나라 토지정책추진체계를 분석하고 향후 방향을 제시하고자 하였다. 이를 위해 1960년대 이후부터 최근까지 시대별 유형별로 우리나라 토지정책의 변화에 따라 토지정책의 추진체계가 어떻게 변화하였는지 추이를 살펴보았다. 분석결과 우리나라 토지정책 추진체계의 특징은 첫째, 1960년대 이래 최근까지 대규모 및 신속한 개발을 뒷받침하는 방향으로 정립되어 왔다. 둘째, 경제개발이후 우리나라의 토지정책 추진체계는 영역별로 전문화를 이루어왔지만, 개발과 보전이 조화를 이룰 수 있도록 통합적 관리를 위한 조직체계는 부족했다. 셋째, 토지이용관련 중앙정부의 권한을 지방에 이양 및 토지개발에서 민간 및 주민참여를 확대해왔다. 넷째, 토지와 관련된 정보 관리 목적이 조세징수에서 점차 토지시장 관리, 계획적 토지이용이라는 측면으로 강조점이 변화되어가고 있는데, 계획적 이용과 관리에는 부합하지 못하고 있다. 본 연구의 시사점 및 향후 추진체계의 개편 방향은 첫째, 토지이용을 둘러싼 여건변화 및 외국의 사례를 볼 때 토지수요가 안정화될 가능성이 높으므로, 대규모 개발 중심의 추진체계에서 탈피할 필요가 있다. 둘째, 향후 인구감소 및 기후변화 등으로 토지자원의 효율적 이용 및 보전적 토지이용이 중요해질 것이므로 이에 대응할 수 있는 추진체계가 필요하다. 셋째, 다양한 주체의 참여 확대와 실질적인 역할을 할 수 있는 방안이 필요하다. 넷째, 토지정보관리를 통합적 체계적으로 구축할 수 있는 추진체계 정비가 필요가 있다.

국토계획법에 의한 농촌 토지 이용관리의 실효성 평가 (Effectiveness of Rural Land Use Control by the National Land Use and Planning Act)

  • In 2003, "The National Land Use and Planning Act" (NLUP Act) was enacted unifying two old laws; "The Urban Planning Act" enacted in 1962 and "The National Land Use and Management Act" enacted in 1972. One of main reasons of unifying two acts was to extend urban planning-based development systems to rural areas for preventing uncontrolled urban sprawl in rural areas and enhancing or settlling plan-based land use system in rural areas. This paper is conducted with the following specific objectives: i) to critically review the contents of NLUP Act in terms of rational rural land use planning; ii) to evaluate plan-based land use practices in rural area by NLUP Act; iii) to appraise performance level for prevention against unplanned development activities in rural areas by NLUP Act. To accomplish these objectives, we surveyed actural state of rural land use and development system by the new act in two case study areas. Ansung city in Gyeongi province as an urban sprawl region and Hamyang county in Gyeongnam Province as a remote rural area. Study results ascertained that the new act can not effectively control rural land use and not prevent over-use of agricultural land in the positive and effective ways because of followering three points.

토지정보화 방법론의 개발에 관한 연구 (A Study on Development of Land Informatization Methodology)

  • 토지정보화 방법론은 정보시스템 개발 방법론의 과정을 따르면서 토지정보의 구축 및 관리, 활용에 특화된 토지정보화와 관련된 시스템의 개발에 적용할 수 있는 방법론이다. 따라서 정보시스템의 구축 방법론의 이해와 토지정보화에 대한 특수한 상황의 이해가 필요하다. 본 연구에서는 토지정보화에 대한 이해를 높이기 위하여 기존의 토지정보시스템들에 대한 다양한 분석을 시도하였고, 기초 방법론으로는 EA기반의 참조모형 및 컴포넌트 기반의 방법론을 활용하고 있다. 더불어 토지정보화 과정 중에 발생할 수 있는 다양한 문제나 이슈사항, 단계별로 수행하여야 하는 문제 등을 제시하여 방법론 세부항목으로 구성함으로서 토지정보화 방법론의 특수성을 최대한 살릴 수 있도록 구축하였다.

耕地整理事業의 推進 基本方向에 관한 調査硏究 -農村整備를 中心으로- (Study on the Basic Ways for Propulsion of Land Consolidation Project -Laying Stress on Rural Integral Development)

  • Many problems were found out the remarkable unbalance between paddy fields and up-land areas, or between plain and mountainous areas, unreasonable establishing of land consolidaton boundaries without consideration of rural development, lower leverl of construction technology of the roads and canals for agricultral use ad operation and maintenance of them by human power far apart from the ages of high technology, high information and free internationalisation, and too slow progress to overcome the weak agricultural circumstances etc. through the survey in the past executed land consolidation projects. The basic ways for solution of these problems for propulsion of land consolidation project through investigation are summarized as follows : 1. Land consolidation project should be executed to the direction of balanced regional development, laying stress on the upland and mountainous areas in order to carry out the agriculture effectively. 2. the acreage of land consolidation project to be conducted anually should be increased to overcome the serious underdeveloped agricultural development. 3. It should be developed to the way in accordance with the order of land use from the view point of rural integral development including the rural readjustment. 4. The level of the structures of road and canal, the size of standard lot and the grouping of land substitution should be to incraese the productivity of land and labour more than ever and reached to a degree in cope with the age of industrialization, information and free internationalisation. 5. The level of the management of agricultural water use and the maintenace of the various facilities should be developed to be automatization, remote control, central control and information processing instead human work. 6. Land substitution should take a measure of grouping method in accordance with the agricultural plan and farming organization, which can overcome high industrialized society in place of the substition by origin land. 7. Land consolidation project should be planned in order to fulfil a conservative function of ecosystem and resources together with improvement of land and labour productivity.

새만금 간척지와 일반밭 토양에서 뚱딴지(Helianthus tuberosus L.) 재배시 생육 및 이눌린 평가 (Assessment of Growth and Inulin for Jerusalem Artichoke (Helianthus tuberosus L.) Cultivation in Saemangeum Reclaimed Land and Upland Soils)

  • BACKGROUND: In order to cultivate upland crops in reclaimed land, economically appropriate crops should be selected. Jerusalem artichoke (Helianthus tuberosus L.) is one of the primary sources for inulin in higher plants. The objective of this study was to evaluate and compare growth and inulin of H. tuberosus L. according to the cultivation region in Korea. METHODS AND RESULTS: 21 varieties of H. tuberosus L. were collected in Korea, and then 7 varieties of H. tuberosus L. were selected for this study. To compare growth and inulin, those varieties were cultivated in reclaimed land and upland soils. The growth of H. tuberosus L. significantly decreased when cultivated in reclaimed land. There was an increas at 17.8% in the content of white H. tuberosus L. tuber inulin in reclaimed land. CONCLUSION: The content of inulin in H. tuberosus L. tubers was found to be dependent on cultivation region and tuber color. There was a difference of the inulin content between the tubers with different colors in reclaimed land. Purple tubers of P20 were considered suitable varieties for cultivation in reclaimed land. White tubers of W1 and W8 were also considered suitable varieties for cultivation in reclaimed land.
