Effect of Occupational Health and Safety Management System on Work-Related Accident Rate and Differences of Occupational Health and Safety Management System Awareness between Managers in South Korea's Construction Industry

  • Background: The study was conducted to investigate the current status of the occupational health and safety management system (OHSMS) in the construction industry and the effect of OHSMS on accident rates. Differences of awareness levels on safety issues among site general managers and occupational health and safety (OHS) managers are identified through surveys. Methods: The accident rates for the OHSMS-certified construction companies from 2006 to 2011, when the construction OHSMS became widely available, were analyzed to understand the effect of OHSMS on the work-related injury rates in the construction industry. The Korea Occupational Safety and Health Agency 18001 is the certification to these companies performing OHSMS in South Korea. The questionnaire was created to analyze the differences of OHSMS awareness between site general managers and OHS managers of construction companies. Results: The implementation of OHSMS among the top 100 construction companies in South Korea shows that the accident rate decreased by 67% and the fatal accident rate decreased by 10.3% during the period from 2006 to 2011. The survey in this study shows different OHSMS awareness levels between site general managers and OHS managers. The differences were motivation for developing OHSMS, external support needed for implementing OHSMS, problems and effectiveness of implementing OHSMS. Conclusion: Both work-related accident and fatal accident rates were found to be significantly reduced by implementing OHSMS in this study. The differences of OHSMS awareness between site general managers and OHS managers were identified through a survey. The effect of these differences on safety and other benefits warrants further research with proper data collection.

  • Two functions are considerable in the record management of policy management system operation. The first one is to prove that shows the conforming status of the management system requirements. The second one is to prove that shows the performing status whether the policy management system is operating effectively to the company. However, the second function requires the high level data analysis techniques, and it is more important for the decision making of the company operations. That is, the second function is more closer than the first function to the top manager's policy management tool. This paper is prepared to offer a study on the desirable record management which is necessary to the scientific decision making process. The scientific decision making requires the analysis of data derived from the reliable records. It is also aimed to enlighten the relations between the reliability of records and the adoption of the results of analysis in associated with the top manager's decision making.

  • The purpose of this study is to examine the actual condition of environment conscious logistics system which is essential to make material recycling economic society. Environment conscious logistics management which means simple recycling tends to promote material reduction, reuse and recycling. We have made some case studies about advanced environment conscious logistics system. To examine Korean companies,' environment-conscious logistics practices we made a survey form which contains 81 questions and asked companies to respond. Thus we have the analysis from the survey responses. As a result of this study, we propose the way of constructing environment conscious logistics system in Korea.

  • Three major Asian countries, Korea, China, and Japan, shared 18.3% of global GDP and 14.2% of global trade volume in 2005. When considering this number, cooperation of these three countries is very important. Also, it is needless to say that we need efficient international logistics system in Asia. The key point to realize efficient international logistics system is unit load system utilizing pallets and containers. To build up efficient logistics system among Korea, China, and Japan, we need 'total palletization' with standardized pallets. We may regard 'total palletization' as an 'efficient highway of North-Eastern Asia logistics.' In this study, we will suggest two kinds of effects, which logistics standardization among Korea, China, and Japan will make. One is the effect on economy and trade, and the other is the effect on logistics business and environments.

  • Advanced countries worldwide lead government leading management innovation by suggesting unique managing system which can be survived in global economy war including JQA of Japan and EFQM of Europe based basically on MBNQA of U.S.A. and by rewarding to suitable companies. Mckinsey, global management and consulting company points out that Korea has no management because Korean productivity level which dependence to small and medium sized companies is high by the limitation of elemental invests leading type growth strategy including labor and capital is only 1/2 of U.S.A. and 2/3 of Japan. In particular, the competitive power of Korean small and medium sized companies goes into a recession by productivity lowering according to the chinese follow-up, laboring time shortening, variety and aging, and fundamental management innovation activities for reinforcing survival and competitive power are needed. Therefore, in this study, we try to construct the model of productivity managing system of innovation type small and medium sized companies which make excellent results.

An Investigation on the Recognition of Biosafety Regulation Systems for the Living Modified Organism (유전자변형생물체 안전관리제도 인식조사)

  • BACKGROUND: The present study is an exploratory research to establish national biosafety regulation systems through a survey on the recognition of safety regulation systems for the living modified organism(LMO). METHODS AND RESULTS: We have conducted a survey on an awareness of LMO safety regulation systems in scientific working groups. The data of 235 respondents were analyzed using various statistical methods. As a result, 72.8% of the respondents were male; 27.2% were female, and 43.4% of them work in the university. A total of 33.2% of the respondents majored in general biology, and their most common job position was the laboratory safety manager. The difference of an awareness on LMO law and regulatory system was not statistically significant by either work places or job positions. CONCLUSION: For the rapid settlement and the efficient implementation of LMO safety management policy, we conclude that it is required to reduce the gap between the recognition and fulfillment of safety management. Furthermore, the mutual exchanges of information among researchers are needed with the settlement of the safety management system and the harmony of policy with improvement of the absurd regulations. The ongoing and specialized training, inspections, and the strengthening of public relations are also required along with the efforts to improve the absurd regulations.

  • This paper describes the system implementation of TMS(Train Management System) to be applied to a TTX(Korea Tilting eXpress). For better safety and reliability of vehicle, increased quantity and fast transmission of data between TC(Train Computer) and CC(Car Computer) and control equipment of train is required. To satisfy these requirements, this system uses RTOS(Real Time OS) so that do realtime data management, And it is implemented to minimize the noise inflow and a signal level reduction of the communication line. Also it is designed to suitable interface of a TTX vehicle and is verified by laboratory test.

  • This paper proposes a safety management method that extracts ETA (event tree analysis) based scenario and combines ICT technology to reduce serious disasters occurring workplace for shipbuilding and offshore plant. The statistics of Safety and Health Agency and (previous)Ministry of Public Safety and Security show that the most frequent accident among the serious disasters related to shipbuilding and offshore plant is falling. The main cause of accidents is absence of a safety belt and safety belt ring. To solve these problems, we create ETA based scenarios to derive results based on safety considerations. Based on these results, we propose a solution by applying ICT technology for accident prevention. Deriving ETA based scenarios and ICT technology, the proposed solutions include a system for detecting the wearing of safety belts and safety helmets, a system for detecting whether or not the safety belts are connected, and a hook system for measuring safety distances. These safety related systems can reduce the probability of death of workers. By preventing accidents using the proposed method, we can reduce serious disasters in shipbuilding and offshore plant and establish systematic safety management.
