생활 및 실험실 안전관리에 대한 대학생의 인지도 조사 (Research of College Students Recognition for the Safety Management of Living and Laboratory)

  • 본 연구는 대학생을 대상으로 일상생활 및 실험실 안전관리에 대한 의식조사를 목적으로 실시하였다. 연구방법으로는 보건계열, 공학계열, 식품조리계열, 그리고 소방계열 대학생 442명을 대상으로 설문조사를 실시하여 조사결과는 SPSS win 19.0을 사용하여 빈도분석 등의 통계처리를 하였다. 본 연구에 사용된 질문의 신뢰도는 Cronbach'${\alpha}$ = 0.756~0.835이다. 조사결과에 의하면 Pearson's ${\chi}^2=296.456$, p < 0.001으로 일반생활안전에 대한 인식과 실험실안전에 관한 인식은 유사성을 지니고 있음을 확인하였다. 안전관리에 대한 인식조사결과 전공의 유형에 따라 인식의 차이를 보여 식품조리계열 > 소방계열 >보건계열 >공학계열의 순으로 안전에 대한 인식도가 높은 것으로 조사되었다.

대학 연구실책임자 안전리더십이 학생의 안전행동에 미치는 영향 : 개인 안전동기의 조절된 매개효과를 중심으로 (Effect of University Lab Manager Safety Leadership on Student Safety Behavior : The Controlled Mediating Effect of Individual Safety Motivation)

  • The purpose of this study is to provide implications for improving the safety behavior of university lab students by grasping the relationship between leaders' safety leadership, the lab's safety climate, and individual safety motivation variables. To this end, a survey was conducted on nationwide university laboratories, and the main results are as follows. First, transformational and transactional safety leadership had a positive effect on safety behavior, while the laissez-faire one had a negative impact.Second, it was found that the laboratory safety climate plays a mediating role in the relationship in which safety leadership affects safety behavior. Third, it was found that individual safety motivation was governed by the laboratory safety climate's effect on safety behavior. Fourth, individual safety motivation was found to control the mediating effect of the laboratory safety climate in the relationship between safety leadership and safety behavior. The conclusion of this study is the following: to strengthen the safety behavior of university laboratory students, the laboratory manager must operate the laboratory with a transformational and transactional safety leadership. Additionally, educational institutions must effectively operate their own safety-day programs to create a safe climate for each laboratory and improve students' safety motives.

연구실 사전유해인자위험분석의 합리적 관리 개선 방안에 대한 연구 (A Study on the Rational Management of the Pre-Hazard Factors Analysis in the Laboratory)

  • Through the survey on the current status of hazardous substances in laboratories, the research institute is designed to establish measures to improve the management of university laboratories and to create a safe laboratory. We intend to explore countermeasures by confirming and reviewing the recognition of the statutes in the "Guidelines for the Implementation of the Laboratory Pre-Hazard Factors Analysis" through the questionnaire. Although there are various parts to create a pleasant environment for a laboratory, the most important part is the role of a laboratory manager in the area where each and every one of the laboratory's directors is the "Act on the Establishment of a Safety Environment in a Laboratory", but if the laboratory is not to be accident-prone, the laboratory's responsibility is to be more secure. This research is intended to be funded by research to reasonably implement" Guidelines for the Implementation of the Laboratory Pre-Hazard Factors Analysis" before applying to universities and to protect field-based research activities and to reasonably reduce safety accident prevention and risk.

산재보험 수준의 연구실안전보험 보장성강화 방안 - 장해보험금 연금형태 지급을 중심으로 - (A Study on the Improvement of the Safety Insurance for the Laboratory at the Korean Worker's Compensation Insurance - Focusing on Disability Benefit Pension Type Payment -)

  • Background: Due to the diversification and advancement of research, researchers have become to deal with a variety of chemical and biological harmful materials in the laboratories of universities and research institutes and the risk has increased as well. Therefore, it is necessary to strengthen the social safety net for laboratory accidents by strengthening the compensation to the level comparable to that of Korean Workers' Compensation & Welfare Service, when the researchers become physically disabled by laboratory accidents. The purpose of this study is to secure researchers' health rights and to create a research environment where researchers can work with confidence by strengthening the compensation to the level comparable to that of Korean Workers' Compensation & Welfare Service. Method: We analyzed the laboratory accidents by year, injury type, severity of accident and disability grade with the 6 year data from 2011 to 2016, provided by Laboratory Safety Insurance. Based on the analysis result, we predicted the financial impact on Laboratory Safety Insurance if we introduce a compensation annuity by disability grade which is similar to Injury-Disease Compensation Annuity of Korean Workers' Compensation & Welfare Service. Result :As of 2011, the insured number of Laboratory Safety Insurance was approximately 700,000. The Average premium per insured was KRW 3,339 and there were 158 claims. Total claim amount was KRW 130 million, whereas the premium was about KRW 2.3 billion. The loss ratio was very low at 5.75%. If we introduce a compensation annuity by disability grade similar to Injury-Disease Compensation Annuity of Korean Workers' Compensation & Welfare Service, the expected benefit amount for 1 case of disability grade 1 would be KRW 1.6 billion, assuming 2% of interest rate. Given current premium, the loss ratio, the ratio of premium income to claim payment, is expected 41.4% in 2017 and 151.6% in 2026. The increased loss ratio due to the introduce of the compensation annuity by disability grade is estimated to be 11.0% in 2017 and 40.4% in 2026. Conclusion: Currently, laboratories can purchase insurance companies' laboratory safety insurance that meets the standards prescribed by Act on the Establishment of Safe Laboratory Environment. However, if a compensation annuity is introduced, it would be difficult for insurance companies to operate the laboratory safety insurance due to financial losses from a large-scale accident. Therefore, it is desirable that one or designated entities operate laboratory safety insurance. We think that it is more desirable for laboratory safety insurance to be operated by a public entity rather than private entities.

'연구실 안전' 관련 정부연구개발사업 동향 분석 (Status of Government Funded Projects for "Laboratory Safety")

  • Objectives: This study was conducted to analyze the trends of government R&D (R&D) projects related to laboratory safety over the past 20 years. Methods: We collected publications from various databases(DBs) with words such as laboratory(ies), lab(s), researcher(s), laboratory worker(s), safety, environment, hazard(s), risk(s), and so on. Selected publications were analyzed by the research funds and the number of projects according to the investment subject and research characteristics. Results: About 93% of the total R&D budget went to government policy projects, not scientific research. Second, from the perspective of 'safety management activities', most of the research is related to management and inspection at the organizational level. Issues that need to be discussed at the national level like policy governance are not included. Third, focusing on the 'safety management cycle', there were few studies related to 'prediction' or 'post-response'. Fourth, when an analysis framework combining the perspectives of 'safety management activities' and 'safety management cycle' is applied, most of the budget is spent on infrastructure such as digital management systems, whereas basic knowledge for prevention and production of evidence was very few. Conclusions: In order to prevent policy planning without policy evaluation, implementation without strategy, and evaluation without evidence, it is necessary to expand investment in empirical research on risks, research on the effectiveness of current application methods, and research on theory development. The government budget for laboratory safety-related projects should be managed separately from the R&D budget for scientific research. Although less than 5% of the budget allocated to scientific research is the total budget, an optical illusion occurs because both the project budget and the scientific research budget are counted as R&D budgets.

The effects of work environment monitoring organization's analysts' equipment and chemical substance incident response to the safety management awareness

  • In this paper, we propose a method to investigate the safety consciousness of a analyst incident response. This study conducted a statistical survey on 154 analysts who hired as expert in environment monitoring organizations in South Korea. The results of the analyses showed that respondents had good awareness on the equipment incident response and complied with laboratory safety regulations very well. Secondly, respondents were aware of the importance in the order of equipment incident response, an analytical laboratory incident response, and the cause of a chemical substance associated incident in an analytical laboratory in regarding the regulation compliance for creating a safe laboratory environment and the securement of laboratory safety. Therefore, (it was identified that) it would be necessary to create a safe environment and integrate a safety management system.

  • This paper proposes a novel safety autonomous platform (SAP) architecture that can automatically and precisely manage on-site safety through ensemble artificial intelligence models generated from video information, worker's biometric information, and the safety rule to estimate the risk index. We practically designed the proposed SAP architecture by the Hadoop ecosystem with Kafka/NiFi, Spark/Hive, Hue, ELK (Elasticsearch, Logstash, Kibana), Ansible, etc., and confirmed that it worked well with safety mobility gateways for providing various safety applications.

  • In recent years, research at the Environmental Microbial and Food Safety Laboratory (EMFSL), Agricultural Research Service (ARS) has focused on the development of novel image-based sensing technologies to address agro-food safety concerns, and transformation of these novel technologies into practical instrumentation for industrial implementations. The line-scan-based hyperspectral imaging techniques have often served as a research tool to develop rapid multispectral methods based on only a few spectral bands for rapid online applications. We developed a newer line-scan hyperspectral imaging platform for high-speed inspection on high-throughput processing lines, capable of simultaneous multiple inspection algorithms for different agro-food safety problems such as poultry carcass inspection for wholesomeness and apple inspection for fecal contamination and defect detection. In addition, portable imaging devices were developed for in situ identification of contamination sites and for use by agrofood producer and processor operations for cleaning and sanitation inspection of food processing surfaces. The aim of this presentation is to illustrate recent advances in the above agro.food safety sensing technologies.

Evaluation of SERS Nanoparticles to Detect Bacillus cereus and Bacillus thuringiensis

  • Purpose: This research evaluated five types of nanoparticles to develop a surface-enhanced Raman spectroscopy (SERS) method for the rapid detection of two Bacillus species (Bacillus cereus and Bacillus thuringiensis) that are commonly found on fresh produce, which can cause food poisoning. Methods: Bacterial concentrations were adjusted to a constant turbidity, and a total of $30{\mu}L$ of each Bacillus cell suspension was prepared for each nanoparticle. A point-scan Raman system with laser light source of wavelength 785 nm was used to obtain SERS data. Results: There was no qualitative difference in the SERS data of B. cereus and B. thuringiensis for any of the five nanoparticles. Three gold nanoparticles, stabilized in either citrate buffer or ethanol, showed subtle differences in Raman intensities of two Bacillus species at $877.7cm^{-1}$. Conclusions: Among the three types of nanoparticles, the gold nanoparticles stabilized in citrate buffer showed the lowest standard deviation, followed by gold nanoparticles stabilized in ethanol. This result supports the potential application of gold nanoparticles for SERS-based detection of B. cereus and B. thuringiensis.
