Comparative Analysis on the Effectiveness of Employment Subsidy for R&D Personnel and R&D Subsidy (연구인력 고용보조금 지원과 R&D자금 출연 지원의 효과성 비교 분석)

  • The prinary cause of the decreasing SME's competitiveness in technology is the intensifying human resource shortages. The government supports a part of labor costs for SMEs as a means of policy. There are two ways of supporting labor costs for R&D personnel. One is to hire R&D personnel first then support their partial labor costs. The other is to support labor costs first for R&D personnel in national R&D programs then hire R&D personnel. This study analyzes the effectiveness of two different ways by classifying sales, no. of employees, R&D expenditure, no. of researchers, and no. of MA/Ph.D. researchers. In terms of employing researchers with MA or Ph.D., the effectiveness on employment subsidy is significantly higher than that of R&D subsidy. Its effect has been relatively high in non-metropolitan areas and manufacturing industry.

A Gender-Sensitive Analysis on the scale and causes of the blind spots in the employment insurance system (고용보험제도의 실질적 사각지대 규모와 원인에 대한 성별 분석)

  • The purpose of this study is to analyze the blind spots of Korea's employment insurance system from a gender perspective. The data used for this study was derived from 12th (2009) and 20th (2017) years of the Korean Labor and Income Panel Studies. Logistic regression analysis was performed to analyze the causes of the blind spot. As a result, the gender gap decreased by 5% in 2017 compared to that in 2009. In the coverage of employment insurance by gender, women are more likely to join when controlling for other demographic factors. If the conditions in the labor market are the same, then women's insurance coverage is likely to be higher than that of men. The policy suggestions are as follows. The current employment insurance system has a greater impact on the labor market characteristics than the difference in the participation rate according to gender itself. The results of this study show that bridging the gender gap in the labor market is an important way of bridging the gender gap in employment insurance coverage. In the short term, the social insurance subsidy program may be effective, but policy efforts are fundamentally needed to improve the employment environment of women and low-wage workers.

Parental Leave and Female Labor Supply in Korea (육아휴직 지원과 여성의 노동공급)

  • It is often argued that the parental leave should be extended in order to help employees achieve the balance of work and family life. However, one should be careful in designing the parental leave since there is a tradeoff between the continuity of employment after childbearing and the depreciation of human capital due to the time off the work. The paper investigates whether the parental leave payment introduced in Korea in 2001 helped women's take-up of the leave and employment after giving birth. The results are as follows. First, the increase in the payment indeed raised the female take-up of the leave. Second, women returned to labor market less often after giving birth in the short run, but the size of the effect tends to decrease in the long run. However, the negative effect on returning to the same workplace after the birth remains significant in the long run. Lastly, there is no evidence that the share of women of childbearing age at workplace changed due to the increase in the parental leave payment. Although there is a limitation in that the analysis is based only on the employment covered by the Employment Insurance, these findings imply that the increase in the parental leave payment may not be an effective policy tool for promoting female labor market participation. On the other hand, it should be noted that it is necessary to pay attention to child development as well as female employment as an objective in order to make an overall judgement on the parental leave policy.

A Study on the Regional Labor Market Experiences of Young Women in Jeollanam-do Province: Focusing on the Labor Mobility (전남지역 대졸 청년여성의 지역노동시장 경험연구: 노동이동을 중심으로)

  • The purpose of this study is to provide policy implications on the settlement of regional labor market of young women through detailed study on the experience of regional labor market in Jeollanam-do Province. For this purpose, this study analyzed the labor mobility experience in the regional labor market of young women, which lacked specific case studies. In this study, we have identified the causes of job changes by dividing the labor mobility of young women into intra-career moves and inter-career moves. For the causes of labor mobility we divided into two aspects: problems in preparation for employment and employment conditions. The inter-career moves included more diverse factors than intra-career moves. In the inter-career moves, problems in preparation for employment were highlighted as the causes of job changes. In the case of moving within the career, young women would leave because of the employment conditions such as the expiration of the employment period, but the turnover appears to be the way of retaining their previous career. On the other hand, in the case of intra-career moves, the strong desire to maintain the career was shown, and at the same time, the possibility of leaving the region was also high. Based on the case study, this study proposed systematic career counseling for career match, and construction of career management system to support continuous career development.

Work Incentive Provisions in Benefit Structure of Social Assistance Program (공공부조 급여구조가 수급자의 근로동기에 미치는 효과)

  • This paper examined the impacts of the welfare reform program, California Work Pays Demonstration Program(CWPDP), implemented in 1992. CWPDP was designed to move welfare recipients into the labor market by reducing the amount of AFDC grants and one-third earned income disregard. The evaluation of the policy impacts on the welfare recipients was conducted in two areas: employment and earnings. This study used a subset of a database created by the California Department of Social Services, and University of California Data Archive and Technical Assistance. The subset is composed of 3,936 AFDC-FG cases selected in LA County: 1,311 control cases and 2,625 experimental cases. The control group was kept on the AFDC rules as of September 1992, while the experimental group was subject to AFDC rule changes implemented under CWPDP. The analyses of the employment and earnings using the random effects probit model and the random effects regression model, respectively, indicated that CWPDP did not effectively encourage female heads to participate in the labor market. It also revealed that CWPDP did not significantly increase the earnings of female heads. The findings imply that the disincentive structure of the public assistance program is not the main barrier preventing female heads from getting jobs and leaving the welfare rolls. Rather, participation in the labor market and exit from welfare is mainly determined by their own demographic characteristics and the economic cycle. Based on the findings, policy implications are suggested on the National Minimum Protection Program in Korea. Those include a flexible exemption rate for the earned income of beneficiaries, affordable child care services, and guaranteed public jobs.

  • Recently, The employment for the disabled vocational rehabilitation is to be a hot issue. and there is many of the proposal how to ways. But many of the disabled vocational rehabilitation is not employed and then, first of all, we have a survey about. The employment for the disabled vocational rehabilitation on chonan city of korea. And we got that. The side of company and the side of the disabled vocational rehabilitation have a many problem for the employ. and there is the need of education for employ. We want to propose to good idea good condition employment for the disabled vocational rehabilitation. With the relation program with employment and education for the disabled vocational rehabilitation, they get a good condition jog. This proposal is to be the base study for the disabled vocational rehabilitation with the employment. This study attempts to suggest developmental framework of employment innovation model to vitalize the disabled vocational rehabilitation.

The Impacts of Education and Non-Labor Income on Employment Among the Elderly: An Estimation with a Panel Logit Model to Address the Problem of Endogenous Predictors (교육수준과 비근로소득이 고령자 취업에 미치는 영향: 내생성을 고려한 패널로짓 모형 추정)

  • As Korean society grows rapidly older, a systematic analysis of the determinants of labor supply behavior among the elderly becomes a prerequisite for designing more effective senior employment policies and income security regime for the elderly. Literatures review shows that a majority of previous researches have been ignoring the problem of "endogenous predictor" especially when it comes to the estimation of the effects of the two key variables, education and non-labor income, on labor supply decisions among older people. They have failed to take into consideration the unobserved heterogeneities which might affect both labor supply decisions of the elderly and their levels of education and non-labor income, which means, according to some econometric literatures, that the estimated coefficients of the two predictors can be inconsistent. The paper tries to redress the endogeneity problem by employing a panel logit model with data from the 1st. to 4th. wave of the KLoSA(Korean Longitudinal Survey of Ageing) to estimate the effects of key predictors on the probability of getting jobs among older people(ages of 60 or older). Both a random effects and a fixed effects model reaffirms that non-labor income has a negative effect on the chances of being employed. And a random effects model shows that the effect of education is also negative, as has frequently been reported by previous studies. That means the effects of education and non-labor income on elderly employment remain negative after the effect of unobserved heterogeneities is controled for and the problem of endogenous predictors is redressed through an appropriate panel data analysis. These findings mean, in turn, that when Korean baby-boomers, who had acquired an unprecedentedly higher level of education and were expected to enjoy ever-larger amount of non-labor income than their preceding generations, retires in near future, their incentives to work will become much weaker and the lack of labor-force and the burden of financing increased public pension expenditure will become more troublesome. The paper concludes with recommending some policy initiatives helpful to solve these expected problems.

Changes in Labor Regulations During Economic Crises: Does Deregulation Favor Health and Safety?

  • Objectives: The regulatory changes in Korea during the national economic crisis 10 years ago and in the current global recession were analyzed to understand the characteristics of deregulation in labor policies. Methods: Data for this study were derived from the Korean government's official database for administrative regulations and a government document reporting deregulation. Results: A great deal of business-friendly deregulation took place during both economic crises. Occupational health and safety were the main targets of deregulation in both periods, and the regulation of employment promotion and vocational training was preserved relatively intact. The sector having to do with working conditions and the on-site welfare of workers was also deregulated greatly during the former economic crisis, but not in the current global recession. Conclusions: Among the three main areas of labor policy, occupational health and safety was most vulnerable to the deregulation in economic crisis of Korea. A probable reason for this is that the impact of deregulation on the health and safety of workers would not be immediately disclosed after the policy change.

Employment Structure in Korea: Characteristics & Problems (우리나라 고용구조의 특징과 과제)

  • As the Korean economy grew, employment expanded steadily, with the number of economically active people increasing and the employment-to-population rate also increasing. However, the working age population started to decline in 2017, and the employment of women and young people has been sluggish. The proportion of non-salaried workers in Korea is much higher than in other OECD countries, and is also excessive, considering Korea's income levels. In addition, the proportion of non-regular workers and the proportion of workers employed at small companies are particularly high among salaried workers. In light of these characteristics of Korean employment, the urgent problems facing the employment structure can be summarized by the deepening dual structure of the labor market, the increase in youth unemployment, sluggish female employment figures, and an excessive share of self-employment. Overall, it is seen that labor market duality is the main structural factor of the employment problems in Korea. Therefore, in order to fundamentally address this employment problem, it is necessary to concentrate policy efforts on alleviating labor market duality.

Analysis and Sampling Design for Occupational Employment Statistics (산업.직업별 고용구조 분석 및 표본설계)

  • OES survey as the national official statistics aims to provide the basic data for the national labor market policy and research such as the basic statistics for human resource supply policy, the prediction of employment by occupations, the decision of occupation, the occupational training and the finding jobs et al., at the levels of industrial and occupational classifications(3-digit). In order to achieve this objective, we analyze the OES data in 2005 and 2006 and propose the new sampling design using the long form data in Korea (10% sample data of census 2005). In this paper, we provide the criterion of sample allocation and derive the formular for estimator and error of it including the weighting procedure. From the proposed sampling design, we would expect that it contributes to the supply policy of human resource and the research for labor market.
