업무프로세스관리-지식관리의 통합을 이용한 공공업무에 효과적인 지식기반 업무처리시스템 구축 (Design of PKMS(Process based on KMS) System Architecture for Public Organization Utilizing Integration of Business Process Management & Knowledge Management)

  • 전 세계적으로 지식경영의 중요성이 확산되는 가운데, 지식관리는 단순히 저장 및 취합하는 방식에서 벗어나 업무프로세스관리(BPM: Business Process Management)와 지식관리(KM: Knowledge Management)를 상호 연계한 지식기반 업무처리(PKMS: Process based KMS) 연구로 확대되고 있다. 특히, 업무 수행 시 다양한 지식을 사용하는 공공기관은 업무에 효과적인 지식관리 필요성이 커지고 있다. 본 논문은 공공기관 업무에 효과적인 지식관리체계를 수립하여 업무프로세스관리시스템(BPMS)와 지식관리시스템(KMS)을 통합한 지식기반 업무처리(PKMS) 시스템을 설계하였다. 이러한 설계를 위하여, 본 연구는 공공업무와 다양한 지식 유형간 상관관계를 조사하고 지식유형을 세 가지 지식그룹으로 분류하여 업무프로세스를 기반으로 한 지식그룹 간 우선순위를 고려한 지식관리체계를 시스템화하였다. 이와 같은 지식관리체계를 기반한 PKMS시스템은 BPM 생명주기와 KM 생명주기의 통합을 통하여 두 가지 패러다임의 장점을 승계하였다. 본 논문에서는 제안한 PKMS 개념을 고용보험 업무에 적용한 사례를 소개한다. 고용보험 PKMS시스템은 단위업무별로 찾아가는 지식관리 환경을 제공함으로써 업무생산성을 극대화한다. 현재 많은 공공기관에서 지식관리시스템을 도입하거나 업무시스템과 연계하는 현 시점에서, 본 연구사례는 BPMS와 KMS의 통합에 관심 있는 기관에게 사례를 바탕으로 한 시사점을 제공하였다.

  • 산업의 경쟁력 요소로서 지식의 중요성은 정보기술의 발전과 함께 나날이 커가고 있으며 이에 따라 제시된 기업경영 기법이 지식경영이다. 건설업의 경우도 다양하고 광범위한 지식이 요구되는 산업 특성으로 인하여 지식경영의 중요성은 커지고 있으며, 이에 따라 많은 건설업체가 지식경영을 도입, 추진하고 있다. 본 논문에서는 이러한 건설업체 도입 및 추진사례 중 삼성건설의 "1) 자료형 지식자산과 인적 지식자산으로의 지식규정", "2) 공사 프로세스와의 결합을 통한 지식경영 조직접목", "3) 지식경영에 있어서의 정보화의 역할과 기여" 3가지 추진 사례를 중심으로, 실제 조직에의 적용時 문제점, 해결방안 및 그 결과를 제시함으로써, 건설업에서의 지식경영 발전과 이를 통한 지식산업으로서의 건설업 발전방항을 모색해 보는 기회를 제시해 보고자 한다.

  • As development of information technology, companies stress the need of knowledge management. Companies construct ERP system including knowledge management. But, it is not easy to formalize knowledge in organization. They experience that constructing information system help knowledge management. Now, we focus on engineering knowledge. Because engineering data contains experts' experience and know-how in its own, engineering knowledge is a treasure house of knowledge. Korean shipyards are leader of world shipbuilding industry. They have accumulated a store of knowledges and data. But, they don't have data minning tool to utilize accumulated data. This paper treats development of data minning tools for the utilization of shipbuilding knowledge based on genetic programming (GP).

온라인 공간에서의 문제해결: 전문가 지식 네트워크에 관한 사례연구 (Investigation Problem-Solving in Virtual Spaces: The Knowledge Network of Experts)

  • Owing to the limits of IT System-driven knowledge management(KM) for innovation processes, alternative KM methods has been suggested such as: (1) the knowledge network of experts or (2) communities-of-practice. This study analyzes two cases in terms of on-line expert knowledge networks for problem-solving, with the dimensions of analysis based on a theoretical framework. By analyzing the cases of S company's expert network and Naver's Ji-sik-iN, we found that system quality(e.g., ease of use, accessibility, and searching function), information/knowledge quality(e.g., usefulness, accuracy, and timeliness), knowledge-sharing culture, social capital and relevant reward systems are important for stimulating a Q&A-based problem-solving knowledge network. Implications of the findings and future research directions are discussed.

  • To keep enterprise's competitiveness on condition of the automatic manufacturing system such as FA, FMS and CIM, all the maintenance problems should be considered seriously in not only production and maintenance but also related industrial safety. As we analyze in the surveys for the maintenance management of domestic enterprises and the causes of Industrial accident, there will be necessity of drawing up countermeasures for prevention of industrial accidents and for ensuring expertise maintenance technologies. Based on these analyses, this study studied the safety information system, maintenance management information system, and the machinery condition diagnosis technique by using of the knowledge-based system under the internet environment. This web based knowledge-based diagnosis system can easily provide not only the knowledge of expert about deterioration phenomenon of industrial robot, but also the knowledge of relating safety and facility on everywhere, everytime. Therefore, when we use this system, it is expected to improve the efficiency of business processes in the production and safety.

IT서비스 기업의 창의성 및 지식경영 요인이 경영성과에 미치는 영향 (An Impact on Management Performance by IT Service Firm's Creativity and Knowledge Management Factor)

  • This paper discussed about creativity and knowledge management variables as for effect factors on the management performance of IT service firms. Specially the mediation effects of knowledge management variables between the creativity and management performance were examined. To prove empirically the related hypothesis, the statistical analysis were based on the response from the 160 Korean IT Service firms. As an analysis results, it was found that the creativity of organizations was not the direct effector on the management performance. But the virtue of knowledge which are accumulated from knowledge management activity and shared in organizations was the direct effector. Also, the knowledge management activity is mediator on the in the relationship between the creativity and management performance. So this paper suggests that knowledge management activity and knowledge's virtue in the related the creativity in organizations are the important mediate factors for enhancement of IT service firm's performance.

  • The knowledge management is increasingly an important strategic weapon for sustaining competitive advantage of firms. Firms are undertaking knowledge management initiatives and making significant investments. However, there is relatively little empirical support for the impact of knowledge management on performance of firms. Understanding of the impact of knowledge management, this paper explores how knowledge management strategy influences firms' market value. We examine this issue using event study methodology and evaluate the cumulative abnormal returns for knowledge management strategy announced by firms from 1998 to 2002. The results show that firms' announcements of knowledge management strategy are positively related with firms' market value. Specially, dynamic style-which emphasizes both (i) knowledge reusability through information technologies and (ii) knowledge sharing through informal discussions among employees-has higher performance. This outcome presents empirical support to argument that the emphasis on both tacit and explicit knowledge results in better market value.

소규모 기업에 있어서 지식소싱 전략이 기업성과에 미치는 영향 고찰 (An Examination of Knowledge Sourcing Strategies Effects on Corporate Performance in Small Enterprises)

  • Knowledge is an essential strategic weapon for sustaining competitive advantage and is the key determinant for organizational growth. When knowledge is shared and disseminated throughout the organization, it increases an organization's value by providing the ability to respond to new and unusual situations. The growing importance of knowledge as a critical resource has forced executives to pay attention to their organizational knowledge. Organizations are increasingly undertaking knowledge management initiatives and making significant investments. Knowledge sourcing is considered as the first important step in effective knowledge management. Most firms continue to make an effort to realize the benefits of knowledge management by using various knowledge sources effectively. Appropriate knowledge sourcing strategies enable organizations to create, acquire, and access knowledge in a timely manner by reducing search and transfer costs, which result in better firm performance. In response, the knowledge management literature has devoted substantial attention to the analysis of knowledge sourcing strategies. Many studies have categorized knowledge sourcing strategies into intemal- and external-oriented. Internal-oriented sourcing strategy attempts to increase firm performance by integrating knowledge within the boundary of the firm. On the contrary, external-oriented strategy attempts to bring knowledge in from outside sources via either acquisition or imitation, and then to transfer that knowledge across to the organization. However, the extant literature on knowledge sourcing strategies focuses primarily on large organizations. Although many studies have clearly highlighted major differences between large and small firms and the need to adopt different strategies for different firm sizes, scant attention has been given to analyzing how knowledge sourcing strategies affect firm performance in small firms and what are the differences between small and large firms in the patterns of knowledge sourcing strategies adoption. This study attempts to advance the current literature by examining the impact of knowledge sourcing strategies on small firm performance from a holistic perspective. By drawing on knowledge based theory from organization science and complementarity theory from the economics literature, this paper is motivated by the following questions: (1) what are the adoption patterns of different knowledge sourcing strategies in small firms (i,e., what sourcing strategies should be adopted and which sourcing strategies work well together in small firms)?; and (2) what are the performance implications of these adoption patterns? In order to answer the questions, this study developed three hypotheses. First hypothesis based on knowledge based theory is that internal-oriented knowledge sourcing is positively associated with small firm performance. Second hypothesis developed on the basis of knowledge based theory is that external-oriented knowledge sourcing is positively associated with small firm performance. The third one based on complementarity theory is that pursuing both internal- and external-oriented knowledge sourcing simultaneously is negatively or less positively associated with small firm performance. As a sampling frame, 700 firms were identified from the Annual Corporation Report in Korea. Survey questionnaires were mailed to owners or executives who were most erudite about the firm s knowledge sourcing strategies and performance. A total of 188 companies replied, yielding a response rate of 26.8%. Due to incomplete data, 12 responses were eliminated, leaving 176 responses for the final analysis. Since all independent variables were measured using continuous variables, supermodularity function was used to test the hypotheses based on the cross partial derivative of payoff function. The results indicated no significant impact of internal-oriented sourcing strategies while positive impact of external-oriented sourcing strategy on small firm performance. This intriguing result could be explained on the basis of various resource and capital constraints of small firms. Small firms typically have restricted financial and human resources. They do not have enough assets to always develop knowledge internally. Another possible explanation is competency traps or core rigidities. Building up a knowledge base based on internal knowledge creates core competences, but at the same time, excessive internal focused knowledge exploration leads to behaviors blind to other knowledge. Interestingly, this study found that Internal- and external-oriented knowledge sourcing strategies had a substitutive relationship, which was inconsistent with previous studies that suggested complementary relationship between them. This result might be explained using organizational identification theory. Internal organizational members may perceive external knowledge as a threat, and tend to ignore knowledge from external sources because they prefer to maintain their own knowledge, legitimacy, and homogeneous attitudes. Therefore, integrating knowledge from internal and external sources might not be effective, resulting in failure of improvements of firm performance. Another possible explanation is small firms resource and capital constraints and lack of management expertise and absorptive capacity. Although the integration of different knowledge sources is critical, high levels of knowledge sourcing in many areas are quite expensive and so are often unrealistic for small enterprises. This study provides several implications for research as well as practice. First this study extends the existing knowledge by examining the substitutability (and complementarity) of knowledge sourcing strategies. Most prior studies have tended to investigate the independent effects of these strategies on performance without considering their combined impacts. Furthermore, this study tests complementarity based on the productivity approach that has been considered as a definitive test method for complementarity. Second, this study sheds new light on knowledge management research by identifying the relationship between knowledge sourcing strategies and small firm performance. Most current literature has insisted complementary relationship between knowledge sourcing strategies on the basis of data from large firms. Contrary to the conventional wisdom, this study identifies substitutive relationship between knowledge sourcing strategies using data from small firms. Third, implications for practice highlight that managers of small firms should focus on knowledge sourcing from external-oriented strategies. Moreover, adoption of both sourcing strategies simultaneousiy impedes small firm performance.
