Latest 5G Spectrum Auction in Germany (독일 5G주파수 최근(2019) 경매사례 분석)

  • This paper introduces the 5G spectrum auction in Germany that occurred last summer and ended overheatedly after an extraordinarily long period. We describe the context of the latest German spectrum auction and trace the participants' bidding behavior. This case details the trend of the 5G spectrum auction and the factors that affect the spectrum auction as follows: First, it is determined that investment obligations that force network installations can be a financial burden to mobile network operators (MNOs) and require a careful approach. Second, excess demands can cause auction overheating and the spectrum supply volume needs to be determined by a proper demand forecast and investment incentive. Third, 'Set-Aside' for local usage aids in developing the vertical industry; however it limits the spectrum supply for mobiles and leads to higher bidding prices. Fourth, a modified adoption of a typical spectrum auction can alleviate MNO's financial burdens to secure the broadband spectrum. Finally, competition to secure the necessary bandwidth in the situation of limited spectrum supply may delay the process of the spectrum auction, causing it overheated.

  • This study is to test the influence of safety management activities and employees' safety awareness on safety behavior in the construction company following the atmosphere of a safety-driven society. Recently, the perspective of many individuals and companies for safety management is changing and the recognition is spreading that physical and conscious investment on the safety of industrial sites are not an useless cost but the vital element to enhance the corporate competitiveness. CEOs have an emphasis on the safety management in their workplace as a top priority. For this study, the data were collected and analyzed from 300 employees of industrial sites. Firstly, the results showed that safety management activities and employees' safety awareness had a positive impact on organizational trust. Secondly, the organizational trust had a positive impact on safety behavior. Thirdly, safety management activities and employees' safety awareness had a positive impact on safety behavior. And also found out the organizational trust had the mediating role between safety management activities and safety behavior, and between employees' safety awareness and safety behavior. The results of this study suggested that safety management activities and employees' safety awareness in the construction companies are very important factors influencing on the safety behavior, and the investment for the safety of the construction company should be continued.

  • This study identifies the impact of cultural characteristics on both the behavior of Korean and Japanese tourists, and the corporate strategies of travel agents. The investigation examines travel types(individual or group packaged tour), the travel process, structural change within the travel industry and the behavior of foreign direct investment on tourism-related sectors. The distinctive characteristics of Australia-bound tourism from Japan and Korea were: the high proportion of group packaged tours; strong ethnic linkage in travel activities; the restructuring of travel industry focused on the emergence of large wholesalers; the establishment of overseas branch agents; and the foreign direct investment in resort and hotel properties. The distinctive character of Korean and Japanese travel in Australia was strongly influenced by the collective social group behavior and the strong cultural barriers, notably language and food, of the two countries.

  • The rent seeking behavior of monopolistic online platform enterprises against digital contents suppliers is similar to the importing countries transfers the monopoly profit acquired by exporting companies in the imperfectly competitive market through optimal tariffs. If such an optimal tariffs imposing mechanism of importing countries, according to so-called strategic trade policy theories, is applied to the rent-seeking behavior of online platform companies, important insights can be obtained in discussions on regulatory reform. In other words, if an online platform enterprises impose a differentiated fee on each contents-suppliers in a monopolistically competitive markets that pursues contents differentiation through R&D investment, it would reduce the innovation investment by contents suppliers. Nevertheless, profit-maximizing online platform enterprises would not voluntarily give up the discriminatory fee system. Therefore, we would like to propose the introduction of a regulation that can force the introduction of an non-discriminatory fee system for all the contents suppliers.

The Precautionary Behavior of Korean Households under Health Uncertainty

  • This paper tests existence of precautionary saving motive under health uncertainty, using household level panel data from Korea. For this purpose, this paper considers a dynamic health capital model with health uncertainty and derives testable equations for changes in consumption and medical expenditures. Under this framework, households who face future health uncertainty will exhibit precautionary behavior by depressing consumption or increasing investment in health. To test this hypothesis, the paper uses the conditional variance of health as the direct measure of health uncertainty, obtained by estimating a multinomial logit model. Empirical results using the Korean Household Panel Study (KHPS, 1993 - 1997) suggest that Korean elderly households follow the precautionary behavior to insure against future health risk.

Financial Structural and Operational Characteristics and Management Decision-making Behavior of the Red-figured Hospitals (적자병원의 재무구조 및 운영적 특성과 경영의사결정 행태)

  • Financial ratio indicators of the 46 sample hospitals provided by the Korea Health Industry Development Institute, together with the survey data responded by the 57 sample hospitals, were analysed to identify the characteristics of the red-figured hospitals' financial structure, financial operational efficiency and management decision-making behavior, The financial characteristics identified through the analysis include high dependency to liabilities, high salary expenses and overhead costs, low profitability of the unduly large amount of fixed assets, and low managerial efficieny of inventory. The hospitals, in face of the IMF economic impasse, took the necessary decision-making and counter measures to cut down salary expenses, to increase the number of patient and medical revenue, and to reduce investment to fixed assets. Based on these findings this study suggested that the hospitals should take more active cost containment measures, financial structural reorganization, and developoment of the strategies that can contribute to increase of the number of patient and medical revenue and that do not. require much capital funds.

Effects of pulse-like nature of forward directivity ground motions on the seismic behavior of steel moment frames

  • In the structures with high level of ductility, the earthquake energy dissipation in structural components is an important factor that describes their seismic behavior. Since the connection details play a major role in the ductile behavior of structure, in this paper, the seismic response of 3-, 5- and 8-story steel special moment frames (SMFs) is investigated by considering the effects of panel zone modeling and the influence of forward-directivity near-field ground motions. To provide a reasonable comparison, selected records of both near and far-field are used in the nonlinear time-history analysis of models. The results of the comparison of the median maximum inter-story drift under excitation by near-field (NF) records and the far-field (FF) ground motions show that the inter-story drift demands can be obtained 3.47, 4.86 and 5.92 times in 3-, 5- and 8-story structures, respectively, undergoing near-field earthquakes.

Spreading Online Rumors: The Effects of Negative and Positive Emotions

  • Malicious rumors often emerge online. However, few studies have examined why people spread online rumors. Recognizing that spreading online rumors is not only rational, but also emotional, this paper provides insights into the behavior of online rumor spreading using the cognitive emotion theory. The results show that perceived credibility of online rumors enhances both positive and negative emotions. However, positive emotions affect neither attitude nor behavior, whereas negative emotions affect both aspects of the spreading of online rumors. The results also indicate that prior positive attitude toward object influences negative emotions. Issues involvement moderates the relationship between attitude and behavior.

  • Yanji(延吉) city is the district seat of the Yanbian(延邊) Korean Autonomous District where is located in the Jilin(吉林) Province in China, and also the largest city with a population of three hundred sixty thousand, Since the mid-1980s, the inter-exchange and cooperation between Yanbian District and South Korea has been increased rapidly. That draw many scholars' attention to studying Yanbian District and Korean Chinese as a research theme for area studies. Unfortunately they neglect the study of the commerce and service industry in Yanbian city, which has indicated its rapid growth by the market economic policy of China, and an inter-exchange between Korean Chinese and Korean. The purpose of this study is to provide an information to many Korean potential investors for an investment strategy of the commerce and service industry in Yanji city. In order to do so, this study consists of three major steps. First of all. we analyzed the regional structure and locational characteristics of the commerce and service industry in Yanji City. Secondly, we investigated the characteristics of consumers behavior toward purchasing goods and service facilities. Finally, we supplied the proper businesses and location information for investment to Korean firms according to the results that identified above. In conclusion, we suggest that the proper businesses to invest are department store, retail clothing store, shoes store, cosmetics store, electronics and home appliances store, oversea branch offices of trading companies, Korean-style restaurant, hotel, nightclubs, Korean-style music room(Noraebang), travel agencies, beauty parlors, video rooms, electronic games, and so on. We also suggest that the proper locational areas to invest those businesses are the core area of the commerce and service industry in Yanji, where are Xinxing(新興) 3-zone and Jinxue(進學) 2-zone expressed in the Yanji city figure.

  • 본 고는 벤처기업 활성화 측면에서 중요성이 부각되고 있는 국내 엔젤투자가의 현황 및 투자성향에 대한 실태조사결과를 분석한 것이다. 실태조사는 국내 엔젤클럽 중 가장 규모가 큰 서울엔젤클럽에 가입해 있는 엔젤투자가를 대상으로 하였다. 주요 분석내용은 엔젤투자가의 인적사항, 전문성, 투자성향 및 위험선호도, 투자방법, 애로요인 및 정책적 제안사항 등이었다. 결론에서는 엔젤투자 활성화를 위해 정부가 고려해야 할 기본적 정책방안을 제시하였다.
