A Study on Recordkeeping System in Australia (호주의 레코드키핑 시스템에 대한 연구)

  • There had been substantial demand for record management system with which to efficiently control the information circulation processes, involving accumulation of recorded materials, classification of information resources, and users access to them. It converged to a collaboration of Australian federation, and Sydney Records Centre and finally induced Australian Standard Records Management, commonly known as AS 4390. AS 4390 served later as a model for International Standard of Record Management. This paper introduces the current undertaking of Recordkeeping system development in Australia, which stems from the line of AS 4390 by analysing exhibited research approaches. The analysis includes the definition, regime of Recordkeeping system, design and implementing of guidelines of Recordkeeping System and information on metadata projects. It also highlights the necessity for standardization, as is the prime factor in promoting inter-linking of Tabularium on New Southwales State, CRS(Commonwealth Record Series), database system of Canberra National Archives and Australian Government Locator Service. From year 2005, as dictates, any record management system, serving public agency will be required to adapt Professional Archives Management System, which, by far, will enhance the inter-compatibility. In its application, the government need Thesaurus to eliminate possible redundancy in use of terminology and to promote correct usage of words.

Study on Characteristics of Dose Distribution in Tissue of High Energy Electron Beam for Radiation Therapy (방사선 치료용 고에너지 전자선의 조직 내 선량분포 특성에 관한 연구)

  • The purpose of this study is directly measure and evaluate about absorbed dose change according to nominal energy and electron cone or medical accelerator on isodose curve, percentage depth dose, contaminated X-ray, inhomogeneous tissue, oblique surface and irradiation on intracavitary that electron beam with high energy distributed in tissue, and it settled standard data of hish energy electron beam treatment, and offer to exactly data for new dote distribution modeling study based on experimental resuls and theory. Electron beam with hish energy of $6{\sim}20$ MeV is used that generated from medical linear accelerator (Clinac 2100C/D, Varian) for the experiment, andwater phantom and Farmer chamber md Markus chamber und for absorbe d dose measurement of electron beam, and standard absorbed dose is calculated by standard measurements of International Atomic Energy Agency(IAEA) TRS 277. Dose analyzer (700i dose distribution analyzer, Wellhofer), film (X-OmatV, Kodak), external cone, intracavitary cone, cork, animal compact bone and air were used for don distribution measurement. As the results of absorbed dose ratio increased while irradiation field was increased, it appeared maximum at some irradiation field size and decreased though irradiation field size was more increased, and it decreased greatly while energy of electron beam was increased, and scattered dose on wall of electron cone was the cause. In percentage depth dose curve of electron beam, Effective depth dose(R80) for nominal energy of 6, 9, 12, 16 and 20 MeV are 1.85, 2.93, 4.07, 5.37 and 6.53 cm respectively, which seems to be one third of electron beam energy (MeV). Contaminated X-ray was generated from interaction between electron beam with high energy and material, and it was about $0.3{\sim}2.3\%$ of maximum dose and increased with increasing energy. Change of depth dose ratio of electron beam was compared with theory by Monte Carlo simulation, and calculation and measured value by Pencil beam model reciprocally, and percentage depth dose and measured value by Pencil beam were agreed almost, however, there were a little lack on build up area and error increased in pendulum and multi treatment since there was no contaminated X-ray part. Percentage depth dose calculated by Monte Carlo simulation appeared to be less from all part except maximum dose area from the curve. The change of percentage depth dose by inhomogeneous tissue, maximum range after penetration the 1 cm bone was moved 1 cm toward to surface then polystyrene phantom. In case of 1 cm and 2 cm cork, it was moved 0.5 cm and 1 cm toward to depth, respectively. In case of air, practical range was extended toward depth without energy loss. Irradiation on intracavitary is using straight and beveled type cones of 2.5, 3.0, 3.5 $cm{\phi}$, and maximum and effective $80\%$ dose depth increases while electron beam energy and size of electron cone increase. In case of contaminated X-ray, as the energy increase, straight type cones were more highly appeared then beveled type. The output factor of intracavitary small field electron cone was $15{\sim}86\%$ of standard external electron cone($15{\times}15cm^2$) and straight type was slightly higher then beveled type.

Performance Analysis of GPS and QZSS Orbit Determination using Pseudo Ranges and Precise Dynamic Model (의사거리 관측값과 정밀동역학모델을 이용한 GPS와 QZSS 궤도결정 성능 분석)

  • The main function in operating the satellite navigation system is to accurately determine the orbit of the navigation satellite and transmit it as a navigation message. In this study, we developed software to determine the orbit of a navigation satellite by combining an extended Kalman filter and an accurate dynamic model. Global positioning system (GPS) and quasi-zenith satellite system (QZSS) orbit determination was performed using international gnss system (IGS) ground station observations and user range error (URE), a key performance indicator of the navigation system, was calculated by comparison with IGS precise ephemeris. When estimating the clock error mounted on the navigation satellite, the radial orbital error and the clock error have a high inverse correlation, which cancel each other out, and the standard deviations of the URE of GPS and QZSS are small namely 1.99 m and 3.47 m, respectively. Instead of estimating the clock error of the navigation satellite, the orbit was determined by replacing the clock error of the navigation message with a modeled value, and the regional correlation with URE and the effect of the ground station arrangement were analyzed.

  • Crew members engaged in international air transportation provide work in many countries due to the nature of their work. According to the Private International Act, the place where the employee habitually carries out his/her work plays an important role in the determination of the governing law of the international labor contract (Article 28, Paragraph 2) and in the decision of international jurisdiction (Article 28, Paragraphs 3 and 4). The concept of the place where the employee habitually carries out his/her work was proposed by the EU to determine international jurisdiction and governing law. In international aviation law, the legislative purpose of the place where the employee habitually carries out his/her work is different from that of home base, which is a concept introduced for fatigue management of the crew in order to secure the aviation safety; thus the place where the employee habitually carries out his/her work and home base are not the same concept. In order to determine the place where the employee habitually carries out his/her work, following matters should be considered comprehensively; (i) where the crew starts and ends work, (ii) where the aircraft the crew is performing work on is primarily parked, (iii) where the crew is informed of the instructions and organizes his/her work activities, (iv) where the crew is obliged to reside according to the labor contract, (v) where there is an office provided by the employer and available to the crew, (vi) where the crew is obliged to be when he/she is ineligible for the work or subject to discipline. However, since all of the above items are the same as the location of the home base, it is reasonable to consider the home base as the most important factor when deciding on the place where the employee habitually carries out his/her work. In contrast, the state where the aircraft is registered (Article 17 of the Chicago Convention), should not be regarded as a place of where the employee habitually carries out his/her work. In this case, CJEU provided the first judging standard for the concept of the place where the employee engaged in international air transportation habitually carries out his/her work. It is the interpretation of the Brussels regulations which became a model -for the Korean Private International Act,- so it would be helpful to understand the concept of the place where the employee habitually carries out his/her work.

Drivers Detour Decision Factor Analysis with Combined Method of Decision Tree and Neural Network Algorithm (의사결정나무와 신경망 모형 결합에 의한 운전자 우회결정요인 분석)

  • This study's purpose is to analyse factors of determination about detouring for makinga standard model in regard of unfavorableness and uncertainty when unspecified individual recipients make a decision at the time of course detour. In order to achieve this, we surveyed SP investigation whether making a detour or not for drivers as a target who take a high way and National highway. Based on this result, we analysed detour determination factors of drivers, establishing a combination model of Decision Tree and Neural Network model. The result demonstrates the effected factors on drivers' detour determination are in ordering of the recognition of alternative routevs, reliable and frequency of using traffic information, frequency of transition routes and age. Moreover, from the outcome in comparison with an existing model and prediction through undistributed data, the rate of combination model 8.7% illustrates the most predictable way in contrast with logit model 12.8%, and Individual Model of Decision Tree 13.8% which are existed. This reveals that the analysis of drivers' detour determination factors is valid to apply. Hence, overall study considers as a practical foundation to make effective detour strategies for increasing the utility of route networking and dispersion in the volume of traffic from now on.

A Efficient Network Security Management Model in Industrial Control System Environments (산업제어시스템 환경에서 효과적인 네트워크 보안 관리 모델)

  • The industrial control system (ICS) has operated as a closed network in the past, but it has recently been linked to information and communications services and has been causing damage due to cyber attacks. As a countermeasure, the Information Communication Infrastructure Protection Act was enacted, but it cannot be applied to various real control environments because there is only a one-way policy-from a control network to a business network. In addition, IEC62443 defines an industrial control system reference model as an international standard, and suggests an area security model using a firewall. However, there is a limit to linking an industrial control network, operating as a closed network, to an external network only through a firewall. In this paper, we analyze the security model and research trends of the industrial control system at home and abroad, and propose an industrial control system security model that can be applied to the actual interworking environments of various domestic industrial control networks. Also, we analyze the security of firewalls, industrial firewalls, network connection equipment, and one-way transmission systems. Through a domestic case and policy comparison, it is confirmed that security is improved. In the era of the fourth industrial revolution, the proposed security model can be applied to security management measures for various industrial control fields, such as smart factories, smart cars, and smart plants.

Convergence Reconstruction of Transition Education Model for Korean Students with Disabilities: A Feasibility View on the Development of Support System for Lifelong Education for the Disabled through the Linkage between Schools and Community (한국 장애학생 전환교육(transition education) 모델 융합 재구성: 학교-지역사회 연계 장애인평생교육지원체제 개발 타당성 관점)

  • This study was conducted for the purpose of convergence reconstruction of the transition education model for students with disabilities in Korea. Ultimately, this study was also conducted with the aim of enhancing the perspective of the development of a lifelong education support system for the disabled in connection with schools and communities. The research method consisted of a procedure with a meeting of experts based on the procedure of analyzing the previous research literature that tried to materialize the transition education model for students with disabilities from the viewpoint of connection between school age and adulthood. The contents of this study were reflected in the dimension of ensuring consistent connectivity validity based on the viewpoint of school-centered, community-centered, education, and welfare between special education and lifelong education for the disabled in order to reconstruct the conversion transition education model constructed in the current special education field. Accordingly, the transition education model for students with disabilities built in the field of special education centered on school age minimizes the tendency of a fragmented approach between school age and adulthood, and presents a standard basis and structure that can be linked to the entire adulthood. The transition education model was reconstructed convergence in terms of content.

Assessment of Legal Instruments and Applicability to the Use of Electronic Bills of Lading

  • Purpose - This study mainly investigates two potential legal regimes expected to govern the use of electronic bills of lading: the Rotterdam Rules (2009) and the UNCITRAL Model Law on Electronic Transferable Records (2017). Widespread use of electronic bills of lading has been unsuccessful partly due to the absence of a uniform legal regime and protracted uncertainties. This paper aims to carry out an assessment of the possibilities where either of two potential legal regimes could provide certainty to the effect and validity of the use of electronic bills of lading, and contribute to the facilitation of electronically transferring the rights to goods carried by sea. Design/methodology - This paper first introduces two legal instruments and the relevance to electronic bills of lading. Since neither of these legal instruments has yet entered into force, the following section looks into the ratification or enactment possibilities based on a literature review and track records of the past legal regimes of the same kind. Assessment of the different adoption possibilities further requires comparative work of the two legal instruments, which will be based on an analysis of relevant provisions and a literature review. The literature review on the Rotterdam Rules delves into various studies and data produced since the UNCITRAL's adoption in 2009. The literature review on the UNCITRAL Model Law on Electronic Transferable Records heavily relies on UNCITRAL working group documents from 2011 to 2017 together with the final explanatory note. Findings - The main findings can be summarized as follows. Application of the Rotterdam Rules would negate the role of the UNCITRAL Model Law on Electronic Transferable Records assisting in the implementation of the Rotterdam Rules due to some conflicting issues. Enactment of the UNCITRAL Model Law alone can sufficiently provide a higher level of certainty in the use and effect of electronic bills of lading so long as lawmakers and parties are aware of some issues with the application. What concerns potential users most is the extension of the status quo, where neither of the legal instruments have any effect. It is necessary to take a number of alternatives into consideration, such as promotion of standard clauses and confirmation by a court ruling. Originality/value - Existing studies focus either on the Rotterdam Rules or on the UNCITRAL Model Law, but not both. Not many papers have yet dealt with the Model Law, which was adopted by UNCITRAL only 2 years ago, particularly in the context of a potential legal regime for electronic bills of lading. This paper attempts to introduce the differences between the two legal instruments in regulating the use of electronic bills of lading while providing an assessment of the various possibilities for which parties involved in international trade can be better prepared for the changing legal environment.

  • Self-sufficiency rate of food in South Korea is almost at the lowest level among OECD countries, and the decrease tend of farmland is expected to be continued. In this situation, Korea experienced a rapid change in the international price of grain due to changes in amount of grain production and food weaponization. It also started to reinforce the appropriateness of maintenance of farmland above certain standard. As one of policy means for this situation, this study selected "the use of idle farmland" as a subject, and started to consider the way to suggest the policy projects using idle farmland. The result of this study is summarized as follows. Firstly, this study defined the meaning of idle farmland, and set up the scope of idle farmland needed to this study. Secondly, this study analyzed the domestic major policy projects with prevention function of idle farmland as well as the policy projects related to idle farmland. It also investigated "recycling measures of idle farmland" that is recently promoted in Japan, and deducted the direction for developing a new model. Lastly, It suggested 9 policy project models that are finally able to use idle farmland. Suggested models are designed to access from various directions. This study suggested contents, entity, target and characteristics of projects in order to set up proper directions in promoting policy projects using idle farmland.

  • This paper has implemented a very small($1.4{\times}2.8[Cm^2]$) 13.56[MHz] RFID reader ensuring machine ID recognition correctly in a noise space of Tag-to-Reader within 3Cm. For operation of the RFID system, at first, this paper has designed the loop antenna of a reader and the fading model of back-scattering on microwave propagation following to 13.56[MHz] RFID Air Interface ISO/IEC specification. Secondly, this paper has proposed the automatically path selected RF switching circuit and the firmware operation relationship by measuring and analyzing the very small RFID RF issues. Finally, as a very small reader main body, this paper has shown the DSP board and software functions made for extraction of $1{\sim}2$ machine ID information and error prevention simultaneously with carrying of 13.56[MHz] RFID signals that the international standard specification ISO/IEC 18000-3 defined.
