The Draft International Code of Conduct for Outer Space Activities officially proposed by the European Union on the occasion of the 55th Session of the United Nations Peaceful Uses of the Outer Space last June 2012 in Vienna, Austria is to fill the lacunae of the relevant norms to be applied to the human activities in the outer space and thus has the merit our attention. The missing elements of the norms span from the prohibition of an arms race, safety and security of the space objects including the measures to reduce the space debris to the exchange of information of space activities among space-faring nations. The EU's initiatives, when implemented, cover or will eventually prepare for the forum to deal with such issues of interests of the international community. The EU's initiatives begun at the end of 2008 included the unofficial contacts with major space powers including in particular the USA of which position is believed to have been reflected in the Draft with the aim to have it adopted in 2013. Although the Code is made up of soft law rather than hard law for the subscribing countries, the USA seems to be afraid of the eventuality whereby its strategic advantages in the outer space will be affected by the prohibiting norms, possibly to be pursued by the Code from its current non-binding character, of placing weapons in the outer space. It is with this trepidation that the USA has been opposing to the adoption of the United Nations Assembly Resolutions on the prevention of an arms race in the outer space (PAROS) and in the same context to the setting-up of a working group on the arms race in the outer space in the frame of the Conference on Disarmament. China and Russia who together put forward a draft Treaty on Prevention of the Placement of Weapons in Outer Space and of the Threat or Use of Force against Outer Space Objects (PPWT) in 2008 would not feel comfortable either because the EU initiatives will steal the lime light. Consequently their reactions are understandably passive towards the Draft Code while the reaction of the USA to the PPWT was a clear cut "No". With the above background, the future of the EU Code is uncertain. Nevertheless, the purpose of the Code to reduce the space debris, to allow exchange of the information on the space activities, and to protect the space objects through safety and security, all to maximize the principle of the peaceful use and exploration of the outer space is the laudable efforts on the part of EU. When the detailed negotiations will be held, some problems including the cost to be incurred by setting up an office for the clerical works could be discussed for both efficient and economic mechanism. For example, the new clerical works envisaged in the Draft Code could be discharged by the current UN OOSA (Office for Outer Space Affairs) with minimal additional resources. The EU's initiatives are another meaningful contribution following one due to it in adopting the Kyoto Protocol of 1997 to the UNFCCC (UN Framework Convention on the Climate Change) and deserve the praise from the thoughtful international community.
It is well recognized that the availability of prompt, effective and economical means of dispute resolution is an important element in the orderly growth and encouragement of international trade and investment. Increasingly, arbitration, instead of litigation in national courts, has become the preferred means of resolving private international commercial disputes. Under the situation, it will be important thing for arbitral institutions to reach an agreement to promote the dispute settlement of the commercial disputes, for which efforts have been made between the Korean Commercial Arbitral Board(KCAB) and principal arbitration institutions of the foreign countries. Since 1973, the KCAB has entered into many arbitration agreements with well-known foreign institutions of arbitration. If the place of arbitration is not so designated by the parties, it, as a general rule, shall be the country of the respondent(s) under the Korea-Japanese Arbitration Agreement. On the other hand, the U.S.-Korean Commercial Arbitration Agreement maintains 'Joint Arbitration Committee which finally decide the place of arbitration. In 1996, the Korea-Austria Agreement of Cooperation was concluded for the prompt and equitable settlement on an amicable basis of commercial disputes. Under this Agreement, arbitral institutions between Korea and Austria agreed to act as an appointing authority in accordance with the UNCITRAL Arbitration Rules. It is also very important for Korea and China including North Korea to cooperate each other for the settlement of the commercial disputes within the Pan Yellow Sea Economic Bloc(PYSEB). The PYSEB is quickly becoming a distinctive and crucial region in the world sharing geographical proximity, many common historical experiences, and similar cultural norms and values although they have disparities in stages of development, trade and economic policies, and financial and legal frameworks. Finally, it should be considered to establish a central common system for settlement promotion of the commercial disputes within the PYSEB through the arbitration agreement. Such a dispute resolution system was already introduced and established within the area of the NAFTA, and it is called the Commercial Arbitration and Mediation Center for the Americas(CAMCA).
On-line game business has emerged as the most lucrative entertainment industry, with over 4 million players in China, with more than 45% of the market dominated by Korean on-line games. While the interactive entertainment market continues to expand, with many new Korean on-line game publishers entering the market, relatively little is known about which factors influence online game players' behavioral intentions (i.e., intention to play, brand-identity, word of mouth, flow, etc.) in this area. It appears that in this extremely attractive and growing services segment, academics, as well as practitioners, would benefit from investigating the relationships among the players' intention to play, social norms, word of mouth, flow, and the impacts of several other key game-related constructs. A conceptual framework is proposed and a simultaneous equation model is developed. This paper develops the exploratory LISREL model for identifying the factors affecting the players' intention to play for on-line games. Based on data collected from on-line questionnaire survey in China, the validity of the model has been tested and interesting conclusions have been developed concerning the relationships between the game-related constructs. It is hoped that this result might provide the useful guidelines for developing the successful on-line game contents. With better understanding of the players' behavioral intentions, Korean on-line game developers should be able to penetrate the China market with sustainable advantage over their competition.

The paper shows that Uganda lacks an adequate institutional framework to achieve agriculture modernization. Based on constellation model, the paper proposes an effective way to promote agricultural development through policy and institutional partnerships at various levels of governance and action by various stakeholders in the sector. From this theoretical perspective, the paper raises salient research questions: Why is Abim District an important focus for Agricultural development? What is the effect of institutional arrangements and partnerships in agriculture development in Abim District? What forms of institutional partnerships and collaboration framework can effectively address the challenge in the District and Northern Uganda as a whole? These concerns are important obstacles to improved agricultural performance in Uganda as dysfunctional institutional arrangements and norms are majorconstraints to agricultural development. The findings demonstrate that institutional gaps, bureaucracy, institutional proliferation and overlapping roles have derailed agriculture modernization. Hence, the development strategy proposes creating and rejuvenating all essential players operating in the region, developing or deepening their inter-linkages through judicious and sustainable partnerships with all the principal players in Abim District.
This study explored the relationships among perceived values of environment friendly-cars and shared cars, product attitudes, subjective norms, and usage intentions. The study also examined the difference between the consumer attitudes toward environment friendly-cars and shared-cars. 357 survey responses of Chinese consumers were analyzed with structural equation modeling. The results indicate that the perceived values of environment friendly-cars had positive effects on the product attitude, while the environmental as well as economic value of shared-cars had positive effects on the product attitude. The product attitude, subjective norm and anticipated guilt had positive effects on the usage intention. The results are expected to provide useful marketing strategies related to both environment friendly-car and shared car industries.

The energy corporation of Kosovo continuously monitors and analyzes the impact of its own activities on the environment. Regarding the environmental situation, energy corporation of Kosovo- ECK regularly informs and reports objectively to the competent state institutions, local municipal institutions and interested parties. ECK, through numerous contacts with the competent authorities, firstly with different ministers, harmonizes the positions regarding environmental issues in the direction of achieving certain environmental standards or legal requirements in order to gradually be in accordance with them, based on the real possibilities, especially the financial ones. From this point of view, the environmental issue is very sensitive, quite complex and represents one of the biggest challenges of society currently and in the future. The researched variables show a continuous increase in the need for electricity production in Kosovo and this increase in production conditions a wide range of environmental impacts both at the local, regional and global levels. The aim of the work is to reduce the emission of pollutants through the main variables without inhibiting the economic development of the country, i.e. to bring the pollution as a result of the activities of the ECK operation into compliance with the permitted environmental norms. As a result of ECK's operational activities, the following follows: Air pollution mainly as a result of emissions from TCs in the air, transport, etc. Water pollution - as a result of technological water discharges, Land degradation - as a result of surface mining activities of the entire mining area. The purpose of the paper is to research and analyze the main water variables in the area of the Kosova B power plant, which is to determine the degree of their pollution from the activities of the power plants, as well as to assess the real state of surface water quality and control the degree of pollution of these waters. Methodology of the work: The analyzes of the water samples were done in the company Institute "INKOS" JSC by simultaneous methods using different reagents.

A comparative analysis of the state and results of the functioning of the education system of Ukraine with the national educational systems of the USA and Great Britain was carried out. Based on which we found out similar and different in the process of developing the system of training specialists in higher education institutions of the USA, Great Britain, and Ukraine. Describing the main quantitative indicators of education in the UK, USA and Ukraine, we found common features and distinctive features. Consideration in the comparative aspect of trends in the development of higher teacher education in the United States, Great Britain and in Ukraine gives grounds for conclusion. For these countries, such groups of norms as types of educational institutions, forms of Education; introduction of a unified system of credit units in order to create conditions for broad mobility of students; availability of different levels of training; study of the best experience of educational activities of other states and its introduction into the educational process in combination with the cultural traditions of Ukraine coincide. Describing the main quantitative indicators of education in the analyzed countries, we found distinctive features.Teacher development systems in the UK, USA and Ukraine are compared. It was found out that the use of methods of Great Britain and the United States on the organization of independent work in the process of professional development of teachers will have a positive impact on training in the system of advanced training of teachers in Ukraine. The article examines the information culture of future specialists, which is based on knowledge about the information environment, the laws of its functioning and development, and the perfect ability to navigate the limitless modern world of information.

This paper analyzes the characteristics of various types of unmanned aerial vehicles (drones) for military use and how each type can be utilized in military operations. The scope of the study focuses on the structural features, advantages and disadvantages, and military application cases of fixed-wing, rotary-wing, hybrid, and swarm drones. It also discusses the development direction of drone technology, changes in military strategy, opportunities, and challenges. The results show that each type of drone plays a crucial role in various military operations such as reconnaissance, surveillance, strike, logistics, search, and rescue. With advancements in artificial intelligence, autonomous flight, and swarm technologies, the range of drone applications is expected to expand further. However, ensuring the safety and ethics of drone operations and establishing international norms have emerged as major challenges.

This study analyzes the development process of Environmental, Social, and Governance (ESG) policies in Korea and corporate response strategies, comparing them with cases from major countries. The results show that while Korea has established a basic framework for ESG policies through the K-ESG guidelines and plans for mandatory ESG disclosure, these policies lack the specificity and enforceability seen in major countries. In terms of corporate response, large companies are actively formulating ESG strategies, but strengthening ESG capabilities of small and medium-sized enterprises (SMEs) remains an urgent task. Industry-specific ESG strategies reflect the characteristics of each sector, such as carbon neutrality in manufacturing, expansion of responsible investment in finance, and enhanced data security in IT. This study suggests improving Korean ESG policies by enhancing the alignment of ESG disclosure standards with international norms, strengthening tailored support for SMEs, and developing industry-specific policies. For effective corporate ESG response, the study proposes strategic integration of ESG, enhanced communication with stakeholders, and improved ESG data management capabilities.
The purpose of this study is to examine the appropriateness of Regulatory Impact Analysis(RIA) in terms of the technological regulation impact assessment in order to confirm whether the current RIA process reflects the important characteristics of technological regulation. This paper develops a logical framework for analysis of technological regulation and evaluates the appropriateness of the RIA statements submitted by the government departments. From the viewpoint of [technological feasibility of regulation], [synthesis of domestic technological norms], [synthesis of international technological norms], as a result of evaluating the contents of the actual RIA statement on the basis of objective facts, feasibility of alternative analysis, and expert judgment, only 23.4% of the RIA statements were judged "appropriate", and there were no particular differences among the government. As a result of reviewing the appropriateness of RIA statements according to regulatory attributes, the appropriateness of RIA statements on technological regulation with social regulatory and indirect regulatory attributes was rather high. In sum, the level of Korean RIA statements is insufficient to carry out the practical meaning of technological regulation impact assessment. That is, as each government department adopts technological regulation, the understanding of the technological properties of the regulation may not be complete. The RIA statement that does not adequately reflect the technological rationale, hinders the careful review of other regulatory alternatives by exaggerating the feasibility of the technology regulation, at the same time leads to the serious problems that impede the acquisition of competitiveness of companies and the public in the global competition system.
