The electronic voting becomes new challenging area in cryptographic application. A variety of schemes are designed and implemented based on cryptographic protocols. Initiated by ICU, one of best practices was votopia[1] which was successfully served into the Internet voting based on modified Ohkubo et al.'s scheme[2] under Public Key Infrastructure (PKI) and Java technology. Votopia was used to select the Most Valuable Player and Best Goal Keepers of 2002 FIFA World Cup Korea/Japan$\^$TM/ through the Internet where most voters can access and cast their ballots from any place and at any time. However, votopia assumed that the resources of the Internet voters only connected via wired environment. In this paper, we suggest how to extend votopia to mobile voting which has limited computing resources.

The paper tests the above socio-cognitive model with four empirical case studies of leading Korean science and technology research and technology transfer organizations. The case studies demonstrate clear differences in individuals' frames about the technology transfer process and arising conflicts. As a result, technology transfer process is not fully controllable and is highly contextual. We argue, whereas public policy in countries approaching technology frontier provides essential support for defining and exploiting best practices (routines/pathways) for technology transfer at organizational level, they have not matured enough to support the timely identification and resolution of conflicts between individual actors, hence the inefficiencies. Therefore, among others, public policy for technology transfer could consider allowing an inclusive approach to recognition of best practices for technology transfer and innovation processes, increased social interactions between technology transfer actors, and their training on resolution of individual level cognitive conflicts.

The Saudi Arabian Special Education Regulations define the role and requirements from teaching assistants within the educational process. Although all public special education programs are subject to such regulations, their implementation in practice sometimes appears contradictory. Therefore, special educators frequently encounter a range of problems when they fail to comply with such regulations. This article discusses how teaching assistants influence the teaching practices delivered to students with disabilities in special education settings. A qualitative case study approach was conducted using 22 semi-structured interviews. The results suggest a need to focus on the role of the teaching assistant in special education classes to ensure exposure to effective learning practices for students with disabilities. Based on these findings, a number of important implications for future practice, in terms adopting appropriate provisions are suggested.

This paper presents incentive application strategies and delay prevention strategies as schematic approaches to improve time performance of highway construction contracts. This research recognizes the importance of improving time performance during highway construction. Strategic solutions of the most core issues on time performance incentive contracting are identified. The suggested incentive application strategies develop criteria for applying time classification to projects, for assigning project time classifications to contractors and designers, and for determining appropriate incentive values in A (cost) + B (time cost) and other performance incentive contracts. The suggested delay prevention strategies develop criteria for determining the appropriate subsurface utility engineering (SUE) level and to develop best practices for avoiding utility relocation delays. A schematic approach for each strategy is developed. This paper also introduces current incentive contracting practices in Florida. The researchers obtained the information from experienced persons in the highway construction industry, including key highway contractors, designers, and Department of Transportation (DOT) and Federal Highway Administration (FHWA) personnel. The major focus of this research is to develop strategies and suggest approaches to improve time performance of highway construction contracts. For future study, practical tools to facilitate implementation of the suggested strategies should be developed, so that the criteria, implementation processes, and best practices developed may contribute to the current industry-wide effort to improve time performance.

This is an extended research paper focusing on the applications of Machine Learing and Artificial Intelligence in virtual learning environment. The world is moving at a fast pace having the application of Machine Learning (ML) and Artificial Intelligence (AI) in all the major disciplines and the educational sector is also not untouched by its impact especially in an online learning environment. This paper attempts to elaborate on the benefits of ML and AI in E-Learning (EL) in general and explain how King Khalid University (KKU) EL Deanship is making the best of ML and AI in its practices. Also, researchers have focused on the future of ML and AI in any academic program. This research is descriptive in nature; results are based on qualitative analysis done through tools and techniques of EL applied in KKU as an example but the same modus operandi can be implemented by any institution in its EL platform. KKU is using Learning Management Services (LMS) for providing online learning practices and Blackboard (BB) for sharing online learning resources, therefore these tools are considered by the researchers for explaining the results of ML and AI.

The paper introduces a model for evaluating and prioritizing mobile quality attributes and refactoring techniques through the examination of their effectiveness during the mobile application development process. The astonishing evolution of software and hardware has increased the demand for techniques and best practices to overcome the many challenges related to mobile devices, such as those concerning device storage, network bandwidth, and energy consumption. A number of studies have investigated the influence of refactoring, leading to the enhancement of mobile applications and the overcoming of code issues as well as hardware issues. Furthermore, rapid and continuous mobile developments make it necessary for teams to apply effective techniques to produce reliable mobile applications and reduce time to market. Thus, we investigated the influence of various refactoring techniques on mobile applications to understand their effectiveness in terms of quality attributes. First, we extracted the most important mobile refactoring techniques and a set of quality attributes from the literature. Then, mobile application developers from nine mobile application teams were recruited to evaluate and prioritize these quality attributes and refactoring techniques for their projects. A prioritization-based model is examined that integrates the lightweight multi-criteria decision making method, called the best-worst method, with the process of refactoring within mobile applications. The results prove the applicability and suitability of adopting the model for the mobile development process in order to expedite application production while using well-defined procedures to select the best refactoring techniques. Finally, a variety of quality attributes are shown to be influenced by the adoption of various refactoring techniques.

Domestic franchised businesses have been showing relatively fast growth, but the growth is expected to slow down as in those developed countries. In face of this changing market environment, domestic franchisers will have to turn their eyes abroad to achieve sustainable growth. On the other hand, more international franchisors could pursue expanding into the Korean market due to economic or strategic reasons in their home countries. In general, enterprises are faced with several barriers when entering foreign markets by franchising their operation. Issues relating to such entry barriers can be broadly classified into legal and managerial. To begin, international franchising necessitates enterprises to handle various aspects of legal issues. There are no internationally unified rules for franchise agreements as in international goods purchase contracts. This forces franchisors to have deep knowledge of concerned regulations and practices of each of the individual target countries, in particular franchising practices which differ from those of their own countries in terms of rights and obligations of the involved parties. Having regard to this situation, this study reviewed the EU's PEL CAFDC and other domestic and overseas regulations governing franchising. From the results, several contractual obligations were derived that need to be taken into account when handling the issues around the international franchise agreement. In closing this paper mainly having in mind enterprises in various business lines seeking to expand into international franchising, some unmet needs are worth commenting. First, there is an urgent need to establish practical guidelines along with the model agreement addressing the issues of international franchising in the absence of any unified international rules. Second, to meet the first need above, it is needed that the relevant authorities conduct a comprehensive review of the existing franchising regulations available across overseas countries and, based on the results, embark on gathering good common elements in the existing franchising regulations in individual countries, ultimately developing the best possible guidelines and examples.

In global advanced countries, various efforts about maker education with maker-space into the formal education has been made. However, in Korea, the physical infrastructure and instructional supports for the maker education in connection with K-12 curriculum are insufficient. Therefore, this study aims to suggest how to promote maker education in domestic K-12 education field by examining best practices of maker education in the globe. To achieve the objective, 7 best practices, which consist of 3 cases led by a government-driven policy, 2 cases initiated by world-class universities, and 2 cases made by international schools, are examined and analyzed. As a result, the recommendations to integrate and promote maker education into the K-12 school level in Korea in terms of 3 different perspectives, the policies which government should consider, the efforts and considerations the institutions should be made, and the roles teachers and instructors play were drawn.

The global surge in depression and anxiety, intensified by challenges such as cost and stigma, emphasizes the pressing need for accessible, evidence-based digital solutions. The research centers on the creation of a mobile application specifically designed to address mental health challenges. By integrating cognitive behavioral therapy techniques and features like appointment bookings and mindfulness feedback tools, the app is positioned to improve user outcomes. Utilizing platforms like React Native and React, combined with NestJS for enhanced backend security, the application adheres to the rigorous standards required for mental health interventions. Collaborative efforts with experts, notably the counseling unit of IIUM, ensure the app's alignment with contemporary best practices and research. Preliminary findings indicate a promising tool with the potential to address the global mental health treatment disparity.

Arbitration is an essential methods of settlement for disputes in international commercial transaction. UNCITRAL Arbitration Rules have been in force after adoption in 1976. Over the 30 years, UNCITRAL Arbitration rules have been modeled for domestic and international arbitration institutes for setting and revision on their arbitration rules. UNCITRAL Committee has published the revised Arbitration Rules which entered into force after 15 August 2010. Therefore new version of arbitration rules are substituted for the previous version of UNCITRAL Arbitration Rules 1976 since its enforcement. The revised arbitration rules of UNCITRAL have been changed in various items for convergence with new trends and modern practices on arbitration including information communication and technology. The revision of arbitration rules focused on resolving problems in practice and codifying best practice to enhance the efficiency of arbitration conducted under the rules. There are considerable in a number of important respects on the removing the restricted in writing requirement for information technology, adapting the multiparties arbitration, joinder arbitration, truncated arbitral tribunal and adjustment in terms and condition and construction simply. Also a number of provisions have been refined, varied and clarified with new articles included. Conclusively the new revised arbitration rules fill a number of gaps which became apparent in the UNCITRAL Arbitration Rules 1976 to bring into line with new modern practices of international arbitration rules in international commercial disputes. This paper focus on the study the problems and inspired points on significant revised provisions and its considerable points in arbitration environment. This paper is approaching to the comparisons of UNCITRAL revised Arbitration Rules 2010 with previous Arbitration Rules 1976 of UNCITRAL and International Arbitration Rules 2011 of KCAB.
