Analysis on value research trend and building the resource and competence based research framework for value creation (가치 연구의 동향 분석 및 가치창출에 대한 자원 및 역량기반 연구체계 구축)

  • A value creation is understood as important business strategy these days in both academics and industry. But this phenomenon is not fully understood based on systematized framework. In this paper, we summarized value research trend based on exploratory research and inductive reasoning by exploring both international and domestic journals. And we built a research framework that can analyze value creation between supplier and customer. Value research prior to 2004 is primarily divided into values of goods or services and relationship values. After 2004, service-dominant (SD) logic has been outlined. There are other research trends to see the relationship value in terms of relationship benefits and relationship in the network or supply chain. 4 critical resource types (financial resource, knowledge resource, efficiency resource, and intellectual resource) and 5 competence types (relational capability, collaboration capability, innovation capability, managing capability) are constructed as principal factors for value creation from inductive reasoning based upon a resource-based view (RBV) and a competence-based view (CBV). The research framework was built based on 4 resources and 4 competences.

  • Recently, cyber attacks against public communications networks are getting more complicated and varied. Moreover, in some cases, one country could make systematic attacks at a national level against another country to steal its confidential information and intellectual property. Therefore, the issue of cyber attacks is now regarded as a new major threat to national security. The conventional way of operating individual information security systems such as IDS and IPS may not be sufficient to cope with those attacks committed by highly-motivated attackers with significant resources. In this paper, we discuss the technologies and standard trends about actual cyber threat and response methods, design the collaborative response framework based on the security information sharing in the inter-domain environments. The computation method of network threat level based on the collaborative response framework is proposed. The network threats are be quickly detected and real-time response can be executed using the proposed computation method.

  • Recently, the standard work of the copyright of the Digital content is not completed. And the content providers are developing self's copyright protecting technique. here is some problem such as the confusion existed in the copyright protecting and management system. The reason is that the company using different technique when developing the Digital Contents. Now, there is a standard working leaded by the MPEG. It's called MPEG-21 Multimedia framework and the REL is parted of the Intellectual Property Management and Protection included the framework. And the REL's standard working is completed. The Intellectual Property Management and Protection system contain license server, tool server, metadate server and consume server. In this paper, In order to management and protect the Digital Content copyright, We applying the REL, One of the contents of the MPEG-21 framework to design and implementation the License Server manage the settlement and the consumption information and the Tool Server manage and transport the Tools used from Digital Contents formation to the Digital Contents consumption.

An Exploration of the Possibility of Implementing 'Responsive Teaching' (RT) in Elementary Science Classrooms (초등 과학 수업에서 '반응적 교수'의 실현 가능성 탐색)

  • The purpose of this study was to explore the possibility of implementing 'responsive teaching (RT)' in elementary school science classrooms. A review of relevant literature yielded a tentative framework of RT which consisted of three characteristics of RT and example practices for each characteristic. The RT framework was used to analyze elementary science lessons on the topic of the transpiration in plant leaves. The data sources were audio recordings of three $5^{th}$ grade classrooms which included both the whole-class instruction and student group activities. The data were examined through collaboration between the teacher who had taught the lessons and a university-based science education researcher. It was revealed that the implementation of RT was limited when the teacher's intervention was focused on completing tasks; when it was out of the contexts of student activities; when the teacher provided earlier what students were supposed to find out by themselves; and when the teacher's comments were evaluation-centered. By contrast, the implementation of RT was made highly possible when the teacher's intervention induced an intellectual debate among students; when the teacher negotiated meanings with students; when the teacher connected what students shared to scientific knowledge; and when the teacher prompted students to solve a new problem. Implications about implementing and studying RT were discussed.

  • Recently research interest in Knowledge Management (KM) has grown rapidly. Companies regard intellectual capital as important asset and strive to deploy KM in an organization to gain a competitive edge. Many organizations currently engage in knowledge management in order to leverage knowledge both within their organization and externally to their shareholders and customers. Most of the previous research related to KM are dedicated to investigate the role of information technology in extracting, capturing, sharing, coverting organizational knowledge. Knowledge workers, however, are paid less attention though they are the key players in KM activities such as knowledge creation, dissemination, capture and conversion. We regard knowledge workers as a major component of KM and starting point of understanding organizational knowledge activities. Therefore we adopt a method to understand and analyze knowldge workers' social relationships. In this paper we investigate Social Network Analysis (SNA) as a tool for analyzing knowledge network. We introduce the basic concept of SNA and suggest a framework for implementing knowledge network by explaining how SNA can be used for analyzing knowledge network. We also propose a numerical method for identifying knowledge workers using SNA after classifying knowledge workers. The suggested method is expected to help understanding key knowledge players within an organization.

  • This study aims to develop a framework to measure MOT competitiveness of enterprises while proposing a concept called management of technology competitiveness (MOTC). The framework of MOTC based on both resource-based view and competence-based view is consisted of technology competitiveness and management competitiveness. A variety of metrics to measure MOTC are extracted through substantial literature review. As technology competitiveness metric, this study examines R&D investment, R&D workforce, R&D facilities, intellectual property assets, and utilization of information and communication technology; as metric of management competitiveness, leadership competitiveness, maturity of the R&D systems, collaboration and partnership, learning and innovation, and commercialization are considered. We then confirm and derive the multi-dimensions of MOTC through its reliability and validity analysis. The study is expected to provide useful guidelines and references for enterprises' self-evaluation of technology and management competitiveness that is equally applicable to small, medium, and large enterprises that must compete in the global marketplace.

  • The article is based on a model, in the context of which there are two fundamental building blocks of basic library skills and skills in the use of information technology. The former are formed within the framework of educational programs for users of academic libraries, the latter are formed within the framework of initiatives such as the European Computer Driving License. Between the basic and the highest levels of the concept of "information literacy" there are seven heading skills and attributes, the repeated practice of which leads from the position of a competent user to an expert level of reflection and critical awareness of information as an intellectual resource. Freshmen will likely be at the beginning of the arrow, probably practicing only the first four skills, while graduate students and young scientists will be closer to the end and will use seven skills.

  • Electronic data management is getting important to reduce overall cost and run-time of clinical data management with the enhancement of data quality. It also critically needs to meet regulated guidelines for the overall quality and safety of electronic clinical trials. The purpose of this paper is to develop the performance evaluation framework in electronic clinical data management. Four key metrics in the area of infrastructure, intellectual preparation, study implementation and study completion covering major aspects of clinical trial processes are proposed. The performance measures evaluate the extent of regulation compliance, data quality, cost and efficiency of electronic data management process. They also provide measurement indicators for each evaluation items. Based on the key metrics, the performance evaluation framework is developed in three major areas involved in clinical data management - clinical site, monitoring and data coordinating center. As of the initial attempt how to evaluate the extent of electronic data management in clinical trials by Delphi survey, further empirical studies are planned and recommended.

Opportunities for Joint Cooperation in R&D for FEALAC Countries: On Nanotechnology and Biotechnology

  • The general purpose of this paper is to identify opportunities for and to measure existing collaboration on research and development between institutions from the countries of Asia and Latin America in FEALAC's framework, in the fields of biotechnology and nanotechnology and their convergence. The methodological approach includes scientific and technological surveillance and research seeking to identify both the R&D and innovation capacities of the countries as well as the degree of international cooperation between countries of the two regions; case studies and a study of the governance framework of international collaboration in R&D about issues considered global challenges. The study has three main findings. First, nanotechnology, biotechnology and their convergence contribute to solving the problem of contamination by heavy metals affecting most of the countries that are part of FEALAC and to address problems arising from the accelerated rate of energy consumption, which also contributes to environmental damage. In this scenario, important business opportunities arise from the adaptation and development of bio-refinery technologies. Second, the scientific relationship between FEALAC countries, mainly between Asian and Latin American countries, is weak as can be seen in research for articles and patents. But there is plenty of room and potential for improvement. Third, current and upcoming joint R&D programs and projects should be linked both to existing governance structures and to new ones that serve as experiments of STI public policy regarding innovative management of intellectual property and capacity building. Practical implications are included in lessons learned and a set of recommendations involving a couple of proposals. One proposal calls for research and innovation in promising fields for international cooperation. Another proposal creates mechanisms in the governance framework for sharing knowledge, capacity building, and funding.

A Study on the Methodologies of Economic Analysis for National R&D Program (국가 연구개발사업의 경제성분석 방법론 고찰 : 가치평가를 중심으로)

  • Technological, policy and economic factors are both important variables in maximizing the results of a national R&D program and key indicators in evaluating an R&D program's eligibility for financial support. Economic analysis, in particular, is used when selecting R&D programs, setting priorities, and estimating economic effects. This paper examines a series of methodological issues related to the economic analysis of national R&D programs within the framework of the current preliminary feasibility evaluation system, and proposes alternative approaches to each of the issues discussed. The issues include the definition of R&D valuation and establishment of valuation factors; estimation of sales attributable to R&D investment; assessment of the total economic value of R&D as intellectual assets; estimation of R&D benefits and assumption of related to sales; and the application of discount rates based on the weighted average cost of capital. Finally, this study presents directions for future research on analytical procedures and methods of improving the reliability of the results of economic analysis within the national technology planning system.
