저출산의 요인분석과 사회복지적 함의 (A Study on the Factors Affecting Low Fertility and the Implication of Socal Welfare)

  • 본 연구는 저출산과 관련된 요인을 고찰하기 위해 인구학적 요인, 사회경제적 요인, 그리고 가치관적 요인으로 나누어 이들의 영향력을 분석하고 사회복지적 함의를 찾고자 하였다. 분석 결과 첫째, 현재 자녀수에 영향을 미치는 요인은 인구학적 변수 중에서는 결혼기간이, 사회경제적 변수 중에서는 소득수준이, 가치관 변수 중에서는 자녀의 필요성이 결정요인이었다. 둘째, 향후 출산 여부를 결정하는 요인은 인구학적 변수 중 결혼기간과 현재 자녀수, 그리고 첫 자녀의 성별이었고, 사회경제적 변수 중에서는 소득수준, 가치관 변수 중에서는 결혼의 필요성과 남아선호, 자녀에 대한 대리성취욕구 등이었다. 셋째, 자녀 출산을 연기하는 주요 요인은 자녀보육비 및 교육비 부담, 자녀를 안심하고 맡길 곳이 없음 등이었다. 이러한 결과를 통해 본 연구는 저출산 극복을 위한 사회복지적 측면에서 출산환경 조성의 중요성을 제기하며, 또한 인구정책을 비롯한 여성정책, 가족정책, 보육정책, 교육정책, 고용정책 등이 통합된 형태로 이루어지는 인구복지정책 개발의 필요성을 제기한다.

인체의 위해성과 수생태계를 고려한 수질환경기준 설정에 관한 연구 (A Study on Water Quality Standard for the Protection of Human Health and Aquatic Life)

  • There are about 40,000 chemicals used in Korea and 300 new types of chemicals are added to the list every year, influencing quality of air, soil and water. Water quality standards that serve as the basis for water quality management have been proved inefficient and insufficient compared to those of advanced countries. This study aims to improve the existing water quality standards. Most importantly, the water quality standards need to take into account not only protection of human health but also aquatic resources. To that end, water quality criteria need to be set by monitoring each watershed every year and conducting risk assessment. Criteria for human health are set at $10^{-6}$ cancer risk level, and for aquatic life at conservative level, adopting the methodology of the U.S. and Australia, respectively. After carrying out technical and economic feasibility studies, more conservative criteria will be used to decide final water quality standards. The development of this system to establish integrated water quality standards for both human health and aquatic resources protection is urgently needed.

국내 해운기업의 물류통합 전략에 대한 연구 (A Study on Logistics Integration Strategies of Korean Shipping Companies)

  • After the COVID-19 pandemic, a global economic downturn and a recession in the shipping market are expected, it is important for domestic shipping companies to establish appropriate strategy in response to the recession. Accordingly, domestic shipping companies should grow into integrated logistics companies that combine shipping and logistics in the future. And for this purpose, it is necessary to actively promote logistics integration with external shipping and logistics companies. This paper presents the direction of logistics integration for domestic shipping companies to develop as integrated logistics operators with competitiveness in the global shipping market, and presents detailed alternatives. Domestic shipping companies lack the infrastructure such as ships, port terminals, and warehouses, so they have a weak capacity to independently promote logistics integration. At the shipping company level, a logistics integration promotion strategy should be established, and accordingly, logistics infrastructure, service network, and logistics integration operating system should be established. The government should provide tax benefits for logistics integration, financial support for M&As led by domestic shipping companies, a standardized information sharing system, and preparation of educational courses for nurturing digital manpower.

디지털콘텐츠산업 활성화를 위한 국가적 통합협력 시스템 (A National Integrated Cooperation System for Invigorating the Digital Content Industry)

  • For the domestic digital contents, it is particularly important that the planning and mediating functions should cover the whole Industries so that dividends and assistance to reach all the way back to the primary contents-creating level, where economic risks are especially high. A proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We can broadly define cooperation frameworks into two; one between the central and the local governments and another among private-sector groups, such as companies, associations and groups. These players in the framework have differing, sometimes, conflicting views regarding the digital contents industry whether the digital contents should aim for skilled applicability or the abstract or whether the emphasis should rest on public interest or profitability. Immature competition and lack of trust among these players also give rise to such inefficiencies as overlap in investments, inexpertness and inefficient use of resources. We have proposed and realized the National Integrated Cooperation System to bridge these gaps among the major players in the industry. The National Integrated Cooperation System rests on the following major functions. The first major function of the NICS is to decipher any ambiguity that may be embedded in external Inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our NICS has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. NICS has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.

노인복지분야의 통합적 케어와 사회복지사의 역할 (Integrated Care Setting for the Elderly and the Roles of Social Workers)

  • 본 연구의 목적은 노인대상 통합적 케어 프로그램의 구성 요소와 효과를 탐색하고, 이러한 프로그램에서 다학제팀의 일원으로 활동하는 사회복지사의 역할을 기술하는 것이다. 연구를 위해 신속 체계적 문헌고찰을 실시하였으며, 데이터베이스 검색과 수기 검색을 단계적으로 진행하였다. 주요 연구결과는 다음과 같다. 첫째, 노인대상 통합적 케어 프로그램의 주요 요소는 케이스매니지먼트, 개별케에플랜, 서비스 특성, 클라이언트 욕구중심, 환자교육, 자기관리로 나타났다. 둘째, 참여노인의 케어경험과 건강 및 경제적 측면에서, 결과가 혼합되어 있긴 하지만, 대조군에 비해 프로그램 참여노인에게 어느 정도 긍정적인 효과가 나타났다. 셋째, 통합적 케어 프로그램의 다학제팀에서 사회복지사는 케이스매니저, 케어매니저, 케어코디네이터, 그리고 직접 서비스 제공자의 역할을 수행하고 있는 것으로 나타났다. 연구결과를 바탕으로 노인대상 통합적 케어를 준비하기 위해 필요한 교육과 정책에 대한 제언을 하였다.

An Integrated Epidemiological and Economic Analysis of Vaccination against Highly Pathogenic Porcine Reproductive and Respiratory Syndrome (PRRS) in Thua Thien Hue Province, Vietnam

  • The purposes of this study are to assess pig farmers' preference for highly pathogenic porcine reproductive and respiratory syndrome (PRRS) vaccine, and estimate the cost and benefit of PRRS vaccination in Vietnam. This study employed an integrated epidemiological and economic analysis which combined susceptible-infectious-recovered (SIR) model, choice experiment (CE) and cost-benefit analysis (CBA) together. The result of SIR model showed the basic reproduction number ($R_0$) of PRRS transmission in this study is 1.3, consequently, the optimal vaccination percentage is 26%. The results of CE in this study indicate that Vietnam pig farmers are showing a high preference for the PRRS vaccine. However, their mean willingness to pay is lower than the potential cost of PRRS vaccine. It can be considered to be one of the reasons that the PRRS vaccination ratio is still low in Vietnam. The results of CBA specified from the whole society's point of view (Social perspective), the benefits of PRRS vaccination are 2.3 to 4.5 times larger than the costs. To support policy making for increasing the PRRS vaccination proportion, this study indicates two ways to increase the vaccination proportion: i) decrease vaccine price by providing a subsidy, ii) provide compensation of culling only for PRRS vaccinated pigs.

고용보조지표를 활용한 청년실업과 경기상관 분석 (Business Cycle Analysis on Korean Youth Labor Market using Alternative Unemployment Measures)

  • 본 논문은 최근 높아진 청년실업의 경기상관성에 대한 특징을 분석하여, 거시경제학적 관점에서의 시사점을 도출하고자 하였다. 실증분석 결과, 청년실업은 경기상관성이 다른 연령층에 비해서 상대적으로 낮은 것으로 보이며, 최근 잠재경제활동인구를 중심으로 지속적으로 상승한 것을 경기변동 요인만으로 해석하기에는 어려운 것으로 판단된다. 한편, 잠재경제활동인구를 포함한 확장된 개념의 청년고용보조지표는 장기적인 상승 추세를 보이며, 총산출과의 공적분 관계를 지니고 있는 것으로 추정되었다. 이러한 추세적인 증가는 다른 연령층과는 달리 우리나라의 경제성장 경로 상에 내재되어 있는 구조적인 요인들로 부터 영향을 받았을 가능성이 있다는 것을 시사한다. 한편, 기업 규모에 따른 임금 격차가 외환위기 이후로 꾸준히 커졌다는 점과 상대적으로 양질의 일자리를 제공하는 대기업 취업자 비중이 주요 선진국에 비해서 상당히 낮은 수준이라는 점은 청년층 노동시장의 구조적인 변화를 반영한다고 볼 수 있다. 이러한 구조변화 속에서 청년층의 구직활동 기간이 길어지는 현상이 앞선 실증분석 결과로 나타난 것으로 사료된다.

통합형 도시재생사업으로서 마르세유 유로메디테라네의 특성과 시사점 (Characteristics and Implications of Marseille's Euromméditerranée as an Integrated Urban Regeneration Project)

  • 본 연구의 목적은 마르세유의 유로메디테라네의 사업 현황과 특성을 살펴보고, 국내 도시재생사업의 활성화를 위한 정책적 시사점을 도출하는 것이다. 연구결과를 요약하면 다음과 같다. 첫째, 유로메디테라네는 마르세유의 도시재생사업으로, 중앙정부와 지방정부가 공동으로 출자・협력한 거버넌스형 사업추진기구인 EPAEM을 통해 사업을 수행하여, 유로메디테라네가 마르세유의 활성화와 삶의 질 개선에 의미 있는 성과를 보임을 확인할 수 있다. 둘째, 도시재생사업으로서 유로메디테라네의 특성으로는 전면 재개발과 수복재개발 방식을 결합한 복합적 접근방법의 활용, 하드웨어적인 물리적 재생과 소프트웨어적인 경제・문화・환경적 재생을 결합한 통합적 재생의 활용, 거버넌스형 도시재생 사업구조의 활용을 들 수 있다. 마지막으로, 국내 도시재생사업의 활성화를 위한 정책적 시사점으로 도시재생사업 단위의 복합화 및 대형화, 국가차원의 거버넌스형 추진기구의 활용, 적절한 민관 파트너십의 활용을 제안하였다.

우리나라 의약품 경제성평가의 현황과 과제 (Current State and Challenges of Pharmacoeconomic Evaluation in Korea)

  • Since the positive listing system for prescription drug reimbursement has been introduced in Korea, the number of pharmacoeconomic evaluation studies has increased. However it is not clear if the quality of pharmacoeconomic evaluation study has improved. Due to the lack of randomized clinical studies in Korean health care setting, Korean economic evaluation studies have typically integrated the local cost data and foreign clinical data. Therefore methodological issues can be raised in regard to data coherence and consistency. But the quality of data was not questiened and the potential bias has not been investigated yet. Even though changes in policy have encouraged the undertaking of pharmacoeconomic evaluations, there is few public-side funding for validation study of cost-effectiveness models and data. Several companies perform economic evaluation studies to be submitted on behalf of their own products, but do not want the study results to be disclosed to the academic community or public. To improve the present conduct of pharmacoeconomic evaluations in Korea, various funding sources need to be developed, and, like other multidisciplinary areas, the experts in different fields of study should collaborate to ensure the validity and credibility of pharmacoeconomic evaluations.

A Study on the Effect of the Improvement of Investment Environment with Investment Incentive on National Economy

  • This research is to investigate the effect of the improvement of investment environments with investment incentive on Korean national economy by looking into the foreign investment support system in Korea. To this end, first research model was set up based on our literary study and case study was conducted on 150 foreign companies that were located in industrial complex for foreign companies, received the tax benefit and government subsidization. And it was found that even though the foreign companies were contributing to the national economy in general such as in the area of production, export, employment, development of technology, there was no significant contributory difference between the investment incentive beneficiary and non-beneficiary foreign companies. Therefore it deemed reasonable to reconsider the way Korean government supports foreign companies in Korea and to reinforce foreign companies' relevance to national policy agenda with additional incentives to foreign companies located in comparatively less developed areas. As a way to promote foreign investment, promotion of investment infra such as improvement of follow-up services, openness to foreign investment, industrial deregulations in capital area, revitalization of free economic zone, efficient system to promote foreign investment and the reinforcement of public relations were considered necessary, especially the upgrading of economic structure and the integrated management of domestic and foreign investors deemed necessary for the optimal distribution of the industries.
