중국 단기수출신용보험 민영화에 대한 연구 (A Study on the Privatization of Chinese Short-term Export Credit Insurance)

  • With WTO system starting since 1995, the international trade business has been getting more competitive and fairer especially with the agreement on subsidies and countervailing measures. The export credit insurance, as the only institution of supporting export business under WTO system, is getting more significant in major economies as an indirect means to support export business. In China, SINOSURE has been monopolizing its export credit insurance market for a long time. Since January 2013, however, the Chinese government permitted several commercial insurers to compete in the market and they include PICC, PING AN, CPIC, China Re. This study is to discuss how to improve the Chinese export credit insurance after analyzing performance of privatization of short-term credit insurance and real cases of success and failures. With the 'Go Global' and 'One Belt, One Road' policy of Chinese government, the role of export credit insurance is expected to be more significant. Thanks to the Korea-China FTA since December 2015, international trade between the two countries will be greater especially in finance and insurance area. Because Korean insurance industry is very much interested in getting into Chinese export credit insurance market, they need to study carefully the performance of privatization of Chinese short-term export credit insurance. For their policy decision makings the Korean authorities need to get lessons from the privatization of Chinese short-term export credit insurance business.

자동차보험시장에서의 브랜드로열티와 브랜드변경행태 (Brand Loyalty and Brand Switching Behavior in Car Insurance Market)

  • In this paper, an approach for analyzing brand loyalty and brand switching behavior in car insurance market is presented. A two-choice model by Blumen, et al. that uses Markov chain is adopted as a main technique for estimating brand parameters. Survey data have been collected through personal interviews with questionnaires. Following the application of the model to the data, it is found that there are five leading companies in car insurance market where the number of potential brand switchers is larger than that of brand loyal customers. Therefore, differentiation of this product along with the conversion of this low-involvement product to a high-involvement one could make car insurance stand out against a somewhat undifferentiated field of competitors.

  • Insurance medicine has been known to medical risk selection. The role of insurance medicine is sound maintenance of insurance system. So it's function is medical underwriting of life risks. However, emerging market has insufficient medical epidemiological research that is necessary for estimation of extra-risk and such market is usually lack of full understanding of life insurance among insurance customers. This problem makes difficult of performing the medical underwriting, as an original insurance medicine. Medical contributions at the stage of claims adjudication comparing the coverage provided in the product, with the information provided in the claims, based on medical records and the agreement between them. This is called medical verification. The insurance doctors can also use their medical knowledge to help the claims staff with informing claimants about the medical basis of claims decisions.

중국 민간의료보험의 발전경로와 의료보장체계에서의 역할 (The Development Path of China's Private Health Insurance and Its Role in the Health Care System)

  • This article summarizes the structure of China's current social health insurance system and reviews the development status of China's private health insurance (PHI). China's medical security system is mainly composed of two parts: basic medical insurance (BMI) and PHI. Among them, the BMI provides reimbursement of basic medical expenses for the insured persons according to different proportions. PHI is a necessary supplement to the BMI and provides assistance to the insured persons in the event of illness or accident. By having PHI, people can obtain medical protection outside the coverage of BMI. In the development of PHI in China, the total medical cost is high and the insurance market size is large, but the proportion of PHI expenditure is low and the personal burden is high. Through this Chinese case, it will be helpful for mutual development between Korean PHI and national health insurance, for Korean insurance companies to enter the Chinese market, and for removing the medical burden on the people.

  • In the meantime Korean Insurance Industry has been developed a steady growth under government's political protection. But insurance market seems to be opened unavoidably owing to the liberalization of international trade by the Agreements of UR and the bloc of economy by EC Integration and the Organization of NAFTA. By the above reason, especially, in case of hull insurance, the rate of hull insurance is being instituted as a problem. Accordingly the recognition for the problem like this, in thsi study, explained the major objectives of rate making and described the basic rate making methods that are used in property and liability insurance, and searched the rate making schemes of hull insurance rate of the major nations by comparing method. And as a conclusion, the writer presented several schemes including new rate making scheme of hull insurance rate and the security of statistical data about loss ratio, and the establishment of Korean Hull Insurance Association.

노동시장 구조가 사회보험 배제에 영향을 미치는 메커니즘에 관한 연구 (An Empirical Study on the Effect Mechanism of Labor Market Structure on Access to Social Insurance)

  • 이 연구는 사회보험에의 배제 구조를 규명하기 위한 작업의 일환으로, 노동시장 구조가 사회보험 배제를 가져오는 메커니즘을 분석하였다. 분석자료는 2007년에 조사된 한국복지패널 2차 자료이며, 이 중에서 임금근로자 3,790명을 분석대상으로 하여 Mplus 프로그램을 이용하여 경로분석과 구조방정식 분석을 수행하였다. 분석결과, 첫째, 특정 업종과 직종, 사업장규모, 고용형태, 소득수준 등의 일련의 노동시장 구조적 측면들은 높은 인과적 경로관계를 형성하고 있어 노동시장의 불평등성을 보여주었다. 둘째, 사회보험 배제는 근로자의 개인적 속성에 따라 개별적으로 결정되기보다는 노동시장의 구조적 측면들의 결합적 작용에 의해 체계적으로 발생하는 것으로 나타났다. 셋째, 영세 소규모 사업장, '비정규직'(혹은 고용형태) 등이 사회보험 배제를 설명하는 주요한 노동시장 요인으로 밝혀졌다. 마지막으로, 여성은 노동시장의 구조화된 불평등과 사회보험 배제를 집약적으로 경험하고 있음을 확인하였다.

전통시장 안전성 확보를 위한 개선방안: 화재보험 가입실태를 중심으로 (A Study on the Current Fire Insurance Subscription and Solutions for Ensuring the Safety of the Traditional Market)

  • 전통시장의 화재발생 위험요인은 대부분 도심이나 주택가 밀집지역에 위치해 상권상의 입지여건은 양호하나 시설 낙후와 재난 시설의 미비로 인하여 화재 발생시 대형화재로 전이될 위험성을 가지고 있다. 또 많은 사람들이 밀집돼 있다 보니 전기·가스시설의 무분별한 사용과 겨울철 난방기의 과도한 사용으로 화재발생 요인이 높다. 이처럼 전통시장은 화재에 취약한 점으로 인해 화재보험가입도 어려워 대부분 영세 상인들의 정신적 피해와 막대한 물질적 피해를 입게 됨에도 불구하고, 전통시장의 대다수 상인들이 생계형 상인으로 안전의식 부족 및 안전 시설관리가 미흡한 실정이다. 영세 상인이 다수로 화재시 기초적 생계 곤란과 경제적 부담 등을 이유로 대다수 시장의 화재보험 가입률이 저조하고, 노점상의 가입은 전무하여 사후 보상에도 한계를 가지고 있다. 이러한 문제점에 따라 본 연구는 전통시장의 시설 낙후성, 화재 취약성 등에 노출된 시장의 보험가입 실태 파악하고자 한다. 그리고 문헌 연구를 통한 이론적 고찰과 관계자 인터뷰를 통한 현장사례 연구, 재래시장 보험실태조사를 통해 문제점을 분석하였다. 전통시장 108여개와 점포 981개를 대상으로 화재보험가입자및 실태조사를 실시하였다. 조사방법은 설문지에 따라 직접 개별점포를 방문하여 일대일 개별면접조사 방법으로 조사를 실시하였다. 조사내용은 보험가입현황과 보험에 대한 인식을 조사하였다. 이러한 분석을 토대로 전통시장의 화재발생 안전성 확보를 위해 화재보험 가입을 위한 대안 제시와 중앙정부에서의 시설 현대화 사업의 정책 중 안전부문을 보강할 수 있는 개선 방안을 제시하였다.

동태적 패널모형을 통한 무역보험의 거시경제효과 연구 (A Study on the Macroeconomic Effects of Trade Insurance Using Dynamic Panel Models)

  • The purpose of this study is to measure the trade insurance's macroeconomic effects by analyzing the causality between major economic variables(GDP per capita, market interest rate, inflation, unemployment rate, exchange rate) and trade insurance variable. I conducted empirical analyses using First-difference GMM(Generalized Method of Moments), System GMM and Panel-VAR Model, with panel data from 11 countries(Korea, United States, Japan, BRICs, Indonesia, Singapore, Hong Kong, Vietnam) between 1992 and 2011. There are several important findings. Above all, Trade insurance is positively and significantly related to GDP. This results show that trade insurance serves to increase economic growth. In other words, trade insurance leads to economic growth by helping increase GDP per capita. Especially, trade insurance negatively related to unemployment rate, it is for sure that trade insurance contribute to decrease unemployment rate. And trade insurance helps control of inflation. It is also confirmed that trade insurance contributes to price stability, which in turn serves to stabilize the overall economy. And this research finds as uncertainty in the market increases, seen it as increase of exchange rate, increasing trade insurance supply is stabilize the exchange rate.

한국수출의 독점정도에 따른 수출보험의 수출촉진 효과 분석 (The Role of Export Insurance for the Korean Export Promotion: Reflecting the Market Share of Korean Export in Trading Partner Countries)

  • This paper empirically analyzes the influence of export insurance on export promotion using panel data for the Korean case during the sample period from 2003 to 2006. We use the Korean export's share in trading partners' imports as a weight for the weighted least square (WLS) estimation to measure the effect of export insurance on the export promotion. Our main finding is that export insurance subsidy seems to enhance the export performance when the Korean export takes greater share in other countries' markets. On the other hand, under weaker monopoly power of the Korean export, export risk and trading partners' GDP growth rate has more influence on the export promotion rather than export insurance subsidy. Our finding implies that policy makers and practitioners should discern the Korean exports' monopoly power differential across trading countries for better performing export insuarnce policy.
