A Study on the Traffic Safety of Electric Wheelchair for Disabled Persons (장애인 전동휠체어 교통안전에 관한 연구)

  • In this study, through a survey on traffic safety campaigns for electric wheelchairs for the disabled, we found out what is necessary to solve the inconvenience of disabled people driving electric wheelchairs and living in society. The conclusions for each role of the severely disabled are as follows. The government has enacted a law on fostering convenience facilities for the disabled in accordance with reality so that the disabled, who are vulnerable to transportation, do not have any inconvenience in their social lives. However, it is not kept in reality, so there are many obstacles to the social activities of the disabled. In addition, local governments should subscribe to electric wheelchair insurance for the disabled to minimize the damage to the disabled in the event of an electric wheelchair accident. Organizations related to the disabled provide safety wheelchair driving education to prevent electric wheelchair accidents in advance and receive complaints about inconvenience. It can be concluded that people with severe disabilities can prevent accidents in advance by installing a moving ring tone on an electric wheelchair so that they can know the movement of the surrounding wheelchair.

Analysis of Intersection Accident Trend of Autonomous Emergency Braking system Vehicle based on Actual Accident (실사고 기반 자동긴급제동장치 차량의 교차로 사고 경향 분석)

  • The purpose of this study is to predict how the actual accident changes by reconstructing the accident with an Autonomous Emergency Braking system (AEB) based on the actual accident of the LTAP-OD (Left Turn Crossing Path - Opponent Direction) intersection. A virtual AEB sensor was developed, and 150 head-on collision accident reports were secured to the insurance company to reconstruct the accident. As a result of the accident type analysis, a total of 13 types of head-on collision accidents were derived, and it is the LTAP-OD intersection accident with the highest frequency. In the LTAP-OD intersection accident, the simulation was conducted by applying the virtual AEB of each vehicle, the accident rate decreased by 90% or more when the AEB of the left-turn vehicle was applied, and the accident rate decreased by 50%. In addition, the most frequent collision types in LTAP-OD accidents were the front bumper on the driver's side of a vehicle going straight and the front bumper on the passenger's side of a vehicle turning left.

  • The Korea Post plays a public role in providing postal services such as mail, savings, and insurance to the public. Although postal machines are becoming automated, workers are still exposed to various industrial accidents caused by being caught in the mail, and musculoskeletal disorders. Therefore, occupational safety and health activities are needed to prevent serious accidents. In this study, the level of safety and health consciousness was analyzed for employees working in the postal logistics center The tasks such as regulations and procedures, organization composition, and safety and health education method improvement, were classified into five items and proposed, and efficient industrial accident prevention was presented.

  • The development of the aviation industry has exponentially increased the volume of passengers and cargo and gradually expanded the damage scope of all kinds of accidents in the process of transportation. As a result, the need for aviation insurance has accordingly grown bigger and bigger every day. That is why most nations have a law to force mandatory insurance on the aviation industry. However, the Montreal Convention of 1999, which Korea also signed and today has the most extensive effect in the international civil aviation community, offers no clear interpretations about the coverage of aviation insurance along with the Air Transport Business Promotion Act of Korea. The advanced nations of air transport business such as EU, the U. S. A. and Canada prescribe the coverage of aviation insurance and have a law that makes it mandatory for all the passengers and third parties to cover air carrier's liability. EU requires them to include cargo and baggage in scope of coverage, and the U. S. A. and Canada recommend insuring by having a shipper receive a written notice containing information about whether the concerned cargo is insured or not. Making the scope of coverage of aviation insurance clear by law serves several purposes including diversifying risks for air transport companies, providing the victims with enough protection, observing the international accountability required in the air transport industry, and promoting the productive and sustainable growth of the aviation industry. Thus problems with Korea's aviation insurance should be resolved by clearly stating the coverage of aviation insurance that the Korean air carriers and operators need to insure according to the current state of Korea's air transport by consulting the legislations of the advanced nations in air transports. and enacting a law to comprehensively govern Korea's aviation insurance.

Analysis on the safety perception of ocean leisure business owners (수상레저 사업자의 안전의식 실태 분석)

  • This study came to the following conclusions through the survey which was conducted to ocean leisure business runners to find out current business situation and the perceptions about the revised regulations the safety law of water leisure. This survey showed that most of the respondents agreed about receiving water safety training for regulated time when they obtain or renew their licenses. 63.5% answered that water safety training is needed. There was a considerable demand for registration system of leisure boots. 70.3% presented that registration system of private leisure boots should be introduced. It is confirmed that insurance is an essential fact for ocean leisure activities. 81.1% for leisure boots and 70.3% for non-leisure boots respectively answered that private insurance or fraternal insurance need to be imposed as a compulsory condition in case of accidents during ocean leisure activities.

  • In this study, the risk factors of coastal purse seine fisherman were analyzed through a survey of fishery workers of coastal purse seine fishery and the accident compensation insurance data of the fisheries workers of the National Federation of Fisheries Cooperatives (NFFC). The classified fishing operation accident data was analyzed through 4M (Man, Machine, Media, Management) model of the National Transportation Safety Board (NTSB) and the accident prevention measures were presented using Harvey's 3E (Engineering, Education, Enforcement) model. The rate of accidents on coastal purse seinens each year was 75.8‰, 36.7‰ and 74.8‰ from 2015 to 2017. The accident frequency resulting from slipping was the highest, and the risk of a contact with gear was low. When comparing each insurance data, the average value of the contact with gear accident was the highest. This research result is expected to be important data in identifying and preventing safety hazards of coastal purse seiner fisherman in the future.

  • This study looked into the current conditions in Korean and Japanese care management for the elderly, cases of consumer counseling in these countries, and the supporting institutions for Japanese users regarding the use of care management for the elderly. The number of recipients of care management for the elderly in both Korea and Japan is growing every year, and more Japanese users receive various services compared to Korean users. The results of an analysis on consumer counseling regarding the use of Korean and Japanese care management revealed, two types of complaints: counseling for the improvement of the institution and complaints related to the procurement of service. Regarding the insurance system, the complaints were mostly related to affirmation of a rating and the burden incurred by cost-sharing. Regarding the use of service, such key impairment cases were related to in-service medical accidents, illegal acts including caregiver contract violations and forced retirement, careless service by workers, and human rights violations of the elderly. Japan has developed governmental and, related-administrative and business services as well as a local governmental system to redress customer impairment issues as this pertains to service for better quality care management. In addition, they have enlarged the locally closed service, provided exact information about the services offered, and improved service appraisal techniques. The Japanese cases will serve as a good reference to improve the Korean system. In particular, the construction of a system that reduces customer losses and the availability of more counseling information are urgently required to improve the system in terms of customer experiences when they seek care management.

Factors Determining the Economic Preparation for Later Life of the Elderly with Industrial Injury: Based on Andersen Behavioral Model of Health Care Utilization (산재경험 고령자의 경제적 노후준비에 관한 연구: 앤더슨 모형을 중심으로)

  • This study aims to address factors affecting economic preparation of the elderly with industrial injury using Andersen model. In addition, it is also to explore differences in accordance with changes in the employment status between regular employees and non-regular employees. The authors analyze Panel Study of Worker's Compensation Insurance(PSWCI)'s 1st wave data in the logistic regression model. The authors found gender and education were related to economic preparation. In addition, earned income, national health insurance and the degree to which pain interferes with daily life and the lives caused by industrial accidents were associated with economic preparation. But national pension was not statistically significant to economic preparation. Based on the findings, the researchers addressed political implications to enhance financial security of injured workers.

An Analysis on the Difference of Death Rates Between the Insured with Medical Examination and the Insured Without Medical Examination (생명보험(生命保險) 유진사(有診査) 및 무진사가입자(無診査加入者)의 사망(死亡)에 관한 고찰(考察))

  • In Korea, life insurance policies are sold to the policy holders by insuring either the insureds undergo a medical examination at a clinic or the insureds' report their history of diseases ever experienced that replaces the medical examination. This study aimed to measure the level of death rates for the insureds between those who received medical examination and those who did not receive medical examination, and to examine differences of the rates in terms of the insureds' characteristics such as age, sex, cause of death and duration. A total number of 32,358 insureds were selected for the population of this study from the D. Life Insurance Company located in Seoul City. Out of the 32,358 insureds, 2,997 received medical examination and the rest of 29,381 did not received any medical examination. Results of analysis are summarized as follows: 1. Death rate per 100,000 insureds for the all was 19.3 in the first year, 96.3 in the second year, 143.8 in the third year 93.4 in the fourth year. For the group of medical examination received, the rate was zero in the first year, 41.3 in the second year, 55.4 in the third year and 268.8 in the fourth year, and for the group of non-medically examined the rate was 21.3 in the first year, 101.9 in the second year, 152.2 in the third year and 76.8 in the fourth year. The levels of death rates between the insureds with medical examsination and the inureds without medical examination were non-significant in the differences by duration except the levels of the third year, which indicated the death rate of non-medically examined group was higher than that of the medically examined group. 2. 73.0 per cent of the total deaths observed during the insured period were caused by various diseases and the rest of 27.0 per cent deaths were due to accidents. For the group of medical examination received, 55.6 per cent deaths were caused by diseases, and for the group of nonmedically examined, 74.7 per cent of deaths were due to diseases. 3. cancer was the most frequent cause which accounted for 22.0 per cent of the total deaths. Proportion of deaths due to cancer from the group of medical examination received was 22.2 per cent, and the corresponding rate for the group of non-medically examined also showed high rate of 22.0 per cent.

An Analysis on the Employment Duration of the Workers Injured in Industrial Accidents (요양종결 이후 산재근로자의 취업기간 분석)

  • The work history of the workers injured in industrial accidents was recomposed by combining the database on compensation for industrial accidents with the database on employment insurance among those who were newly classified as disabled during the period from 1998 to 2000. It shows that the injured workers mainly returned to the original workplaces, and such workers had higher job retention rate. It is in contrast with the higher separation rate of the workers who started to work at the new workplace after medical recuperation. And it is found that 61% left or lost their jobs out of the injured workers who returned to work, and 77% of the job separators had job tenure less than one year. The analysis based on competing risks model shows that the workers at the smaller workplace have the shorter the employment duration, and the longer job-searching period has the negative effect on the employment duration of the job losers. In addition, the longer employment duration at the first job after medical recuperation is more effective on the reemployment and job stability after separation.
