This study is a preceding research designed to deduct an institutional supplementary measure that minimizes any inevitable side effects from the improvement of artificial intelligence (AI) technology, which is the core element of the Fourth Industrial Revolution. In this specific case in which the Robo-Advisor, the representative type of AI-applied technology, was hacked by a third party and ended up manipulating prices, the study was intended to examine the responsibility relationship of the current legal framework. Although the current legal framework strictly prohibits acts such as hacking and manipulation, it was confirmed that if the Robo-Advisor management firm acts in compliance with protection measures regarding hacking, the firm is free from any legal liabilities and there is insufficient legal protection available for ordinary investors with grand-scale damage from price manipulation Based on this study, further studies are needed to derive more institutional supplementary measures on overcoming these problems.
Purpose: The traditional ethical study only suggests a blurred insight on the research using medical big data, especially in this rapid-changing and demanding environment which is called "4th Industry Revolution." Current institutional/ethical issues in big data research need to approach with the thoughtful insight of past ethical study reflecting the understanding of present conditions of this study. This study aims to examine the ethical issues that are emerging in recent health care big data research. So, this study aims to survey the public perceptions on of health care big data as part of the process of public discourse and the acceptance of the utility and provision of big data research as a subject of health care information. In addition, the emerging ethical challenges and how to comply with ethical principles in accordance with principles of the Belmont report will be discussed. Methods: Survey was conducted from June 3th August to 6th September 2020. The online survey was conducted through voluntary participation through Internet users. A total of 319 people who completed the survey (±5.49%P [95% confidence level] were analyzed. Results: In the area of the public's perspective, the survey showed that the medical information is useful for new medical development, but it is also necessary to obtain consents from subjects in order to use that medical information for various research purposes. In addition, many people were more concerned about the possibility of re-identifying personal information in medical big data. Therefore, they mentioned the necessity of transparency and privacy protection in the use of medical information. Conclusion: Big data on medical care is a core resource for the development of medicine directly related to human life, and it is necessary to open up medical data in order to realize the public good. But the ethical principles should not be overlooked. The right to self-determination must be guaranteed by means of clear, diverse consent or withdrawal of subjects, and processed in a lawful, fair and transparent manner in the processing of personal information. In addition, scientific and ethical validity of medical big data research is indispensable. Such ethical healthcare data is the only key that will lead to innovation in the future.
The $4^{th}$ Industrial Revolution, symbolizing the explosive innovation of digital technologies, is expected to have a great impact on labor relations and produce a lot of contested issues. The labor-management issues, created by the $4^{th}$ Industrial Revolution, are as follows: (1) employment restructuring, job re-allocation, and skill-reformation, driven by the technological displacement, resetting of worker-machine relationship, and negotiation on labor intensity and autonomy, (2) the legislation of institutional protection for the digital dependent self-employed, derived from the proliferation of platform-mediated labor, and the statutory recognition of their 'workerness', (3) unemployment safety net, income guarantee, and skill formation assistance for precarious workeforce, (4) the protection of worker privacy from workplace surveillance, (5) protecting labor rights of the digital dependent self-employed and prcarious workers and guaranteeing their unionization and collective bargaining. In comparing how labor unions in Western countries have responded to the $4^{th}$ Industrial Revolution, German unions have showed a strategic approach of policy formation toward digital technological innovations by effectively building and utilizing diverse channel of social dialogue and collective bargaining, while those in the US and UK have adopted the traditional approach of organizing and protesting in attempting to protect the interest of platform-mediated workers (i.e. Uber drivers). In light of the best practice demonstrated by German unions, it is necessary to build the process of productive policy consultation among three parties- the government, employers, and labor unions - at multi levels (i.e. workplace, sectoral and national levels), in order to prevent the destructive damage as well as labor-management confrotation, caused by digital technological innovations. In such policy consultation procesess, moreover, the inclusive and integrated approach is required to tackle with diverse problems, derived from the $4^{th}$ Industrial Revolution, in a holistic manner.

Purpose - This study attempted to analyze news big data in order to examine the trend of change in housework due to technological innovation and family changes. Research design, data, and methodology - News big data was collected from Bigkinds for the purpose of trend analysis. A total of 8,270 articles containing 'housework' were extracted from news articles between January 1, 1990 and December 31, 2021. 11 general daily newspapers and 8 business newspapers were selected and were analyzed by dividing them into five-year units. Result - The change of trends in housework that appeared through news big data analysis can be summarized as below. First, the tendency to regard housework as work of women or housewives is gradually weakening. Instead, the centrality of connection with double income is increasing. Second, there is a tendency to strengthen the institutional approach to evaluation of the productivity of housework. Third, the possibility of market substitution for housework is expanding. Conclusion - In the era of the 4th industrial revolution, examining the impact of technological innovation and family change on housework not only enables the prospect of an industry, but also provides implications for policies related to housework. In addition, this study is differentiated in that it contributed to expand the field of housework research previously limited to analyzing survey data.
Recently changes in the technological environment of marine transportation and the increase of traffic volume have fostered a revolution in the design and operation of port and also playing a major role in the development of new types of port in Asian. These changes are dynamic and will continue to influence port physical distribution system. The port of Pusan has been hardly able to handle the traffic increases in recent years by expansion increased mechanization and other operational and institutional improvements but, further traffic increases bring about critical congestion and such congestion is an economic cost to the country in terms of cost of physical distribution. This paper treats the development of entirely new port of Pusan and related transportation system by considering the existing or expected need for improved port capacity and services. The western part of GADUK island is selected as the optimum port site through the detailed analysis of the physical requirement and careful consideration of regional development and since the lead time of the national development plan including the port project from initial planning to implementation is considered as long as 7 to 10 years the aggregated master plan for port development is made and implemented in the year of 2012.
The purpose of this study is to contribute to the revitalization of the green logistics of Korean companies by presenting the current status and problems of Korean logistics as influenced by government policies. This paper analyzes green logistics from a legal and institutional perspective. Analysis focuses on low-carbon green growth measures and government policy, especially for CO2 reduction. It considers how policies can be enacted to promote green logistics. This study reports several findings on green logistics in Korea. First, it reports the theoretical considerations of the Republic's green logistics. Second, the study details the current status and problems of green logistics. Third, it considers ways to implement a green economy, green technology, and green transportation, while also considering arguments for avoiding these eco-friendly solutions. This study tried to suggest ways to improve the indicator system to strengthen the personal information protection. For this purpose, the components of indicator system are derived through domestic and foreign literature, and it was selected as main the diagnostic indicators through FGI/Delphi analysis for personal information protection experts and a survey for personal information protection officers of public institutions. As like this, this study was intended to derive an inspection standard that can be reflected as a separate index system for personal information protection, by classifying the specific IT technologies of the 4th industrial revolution, such as big data, cloud, Internet of Things, and artificial intelligence. As a result, from the planning and design stage of specific technologies, the check items for applying the PbD principle, pseudonymous information processing and de-identification measures were selected as 2 common indicators. And the checklists were consisted 2 items related Big data, 5 items related Cloud service, 5 items related IoT, and 4 items related AI. Accordingly, this study expects to be an institutional device to respond to new technological changes for the continuous development of the personal information management level diagnosis system in the future.
In order to implement smart cities that will become living spaces in the fourth industrial revolution era, detailed privacy information such as residents' living information, buildings and facilities information must be collected and processed in real time. While city functions and convenience for individuals are being facilitated, threats to personal information exposure and leakage are also likely to increase at the same time. Therefore, the design concept for personal information protection should be considered and accordingly reflected from the stages of smart city design, technology development and operation planning of intelligent information (AI) facilities. The results of the analysis show that for activation of smart cities and operation of data-driven cities, the concept of Privacy by Design (PbD) has already been introduced in the institutional, industrial and technological aspects, particularly in the cases of European countries and the US. In order to strengthen the local and global competitiveness of smart cities and the country, Korea also needs to actively deploy PbD as a strategy to secure a data-driven economy, which is the core strategy for smart cities. Therefore, the study suggests policy implications focused on approaches to legislative improvement and technology development support, which reflect the basic properties of PbD as defined in the study.
This study discusses mass unemployment and job insecurity due to the 4th industrial revolution and technological progress. In particular, the construction automation service method can contribute to increasing work productivity, preventing on-site safety accidents, and enhancing the competitiveness of the construction industry according to rapid development and convergence between technologies. However, there is great concern that the position of workers will decrease and the income distribution will deteriorate. Therefore, this study is necessary to alleviate the anxiety of the labor market and to find a direction for the government and all walks of life to ponder. To carry out this study, in-depth interviews were conducted with two experts currently engaged in the construction field, and through analysis, we intend to derive meaning and identify current trends, identify necessary improvement measures and institutional areas and suggest research directions. As a result of the analysis, it is possible to suggest a response strategy in a total of three themes: purpose, implication, and strategy. Based on this, there are response strategies in four areas: (1) industrial site response, (2) worker response, (3) education, and (4) training response, and government and corporate response. Through this study, it is necessary to revitalize economic and sociological discussions in the future so that the improvement in productivity and efficiency of society as a whole due to technological innovation of construction automation services does not lead to social problems such as an increase in the unemployment rate and a decrease in jobs in the labor market.
