The core purpose of the paper is to explore perceptual displays of rural India towards the role and impact of ICT in transforming the lives through education and telecommunications. After meticulous review of pertinent literature on ICT, and its policy framework, the researcher administers both quantitative and qualitative field data collected from the villages of Andhra Pradesh, Karnataka, Kerala, and Tamil Nadu with a sample of 250 from each state. More than 90 percent of respondents from the four southern states in India clearly thought that the role and impact of ICT is very momentous. Predominantly, cent percent respondents from Kerala evinced that ICT is the major reason for achieving the tag of "100% Literacy State". And also in the remaining three states viz., Andhra Pradesh, Karnataka, and Tamil Nadu, the literacy rate has crossed mind-boggling figures only because of ICT's reinforcement. Even in the arena of telecommunications, these four states average telecom density is more than the country's average. The paper concentrated only on how ICT function empirically to build human capacity in rural south-India through the sectors of only education and telecom. This study is first of its kind and precious to all stakeholders of the ICT sector like educational institutional, telecom firms, customers, employees, and governments, etc.

To estimate collusion effects on bid award in Public Construction works, this paper uses Logit Model, which is a choice variable model. Price, design, competition, and other factors are included, with a special focus on collusion, as independent variables in the model. The empirical results are as follows. First, collusion has little effects on bid award, but great impacts on bidding behavior. Secondly, the score of design is the most important and significant factors among all variables. Thirdly, competition has also significant effects on bid award. Finally it is analyzed that institutional framework and characteristics of public work have some effects on bidding award.
Radio Frequency Identification(RFID) is rapidly growing the attention of many firms as a care technology for their businesses. As RFID moves into the mainstream, it replaces the standard barcodes that is used to identify and track products for a long time. With the intention of gaining competitive advantages, some firms have started the changeover to RFID technology while others have been disinclined to adopt it. Thus, this study examines firms as an attempt to identify key organizational characteristics driving the ear1y adoption and successful implementation of RFID. Results from 228 adopting organizations show Organizational Needs(Ubiquity and Performance Gaps), Technological Factors(Perceived Benefits and Perceived Cost Savings) and RFID Reduced Risk have a significant influence on RFID initiation. In addition, Trust Factors(Institutional Trusts and Inter-organizational Trusts) have a significant impact on RFID Reduced Risk. Finally, Organizational Readiness(Financial Resources and Technological Knowledge) have a significant influence as moderating effects between RFID initiation and adoption. The implications of the findings propose a new theoretical framework for the future IT/IS adoption study and offer suggestions for RFID researchers and practitioners in the development of the technology.

Technical standards for broadcasting and communications facilities are mandatory standard enacted by country and defines the essential matters the communication operators and related agencies should comply. Technical standards should be able to reflect the timely development of new communications services and technologies that it can provide the institutional framework for domestic adoption. This paper is to discuss the methodology for the development of a roadmap of technical standards and the direction of the revision of medium short-term technical standards.
The International Seabed Authority (ISA) formally came into existence upon the entry into force of the UNCLOS on 16 November 1994. By adopting the Implementing Agreement in 1994, UNCLOS has the universality as a Magna Carta of International Ocean Regime, and the Deep Seabed Mining Regime could be operated as a unique one for the benefit of mankind. During last 10 years, ISA established the institutional framework successfully and made substantial and tangible progress in formulating the rules, regulations and procedures for the prospecting and exploration for polymetally nodules. Furthermore, RPI's obligations had been carried out completely, and the 7 RPI made contract with ISA to become a contractor who has an at least 15 you exclusive right for exploration in their allocated site. However, due to the uncertainty of commercial mining, the number of representatives from developing countries has been getting looser and looser and ISA has a problem of quorum of the Assembly. Land-based producers took a very strong opposite position to the contractors to make their loss in the minimum level. For the next decade, it might be prospected that ISA will focus on monitoring the contractor's activities, making rules, regulations and procedures for exploration on cobalt rich crust, sulphide and methane hydrate and implementing environment studies.
This paper examines the Dutch policy for architecture and spatial design within the framework of the theory of creative industries. Creative industries are a young concept that emerged in the mid 1980's as a form of commercial cultural production associated with consumerism. The definition of the cultural industry is rather ambiguous in terms of its scope and its relation to the traditional field of art and cultural heritage. The paper describes the theory of the creative industry and relates the Dutch policy for architecture and spatial design to the creative industries theory. The sector of architecture and spatial design in the Netherlands has since the early 1990's been systematically supported by a national policy. Within this period a sophisticated infrastructure of institutions and funding incentives has created a successful and active culture of architecture, spatial design, architectural curating, architecture criticism, education, talent development, and research. Critical success factors for the Dutch policy are the separation of the cultural policy for architecture and spatial design from the art and cultural heritage sector, the 'depth' of the Dutch policy extending into fields not directly related to architecture and spatial design as well as the pro active role of the public sector assigning a central role to the architect and involving him in the beginning of the process.

This study investigates the possibility of applying food waste leachate to a municipal solid waste incinerator in order to effectively dispose of the material and to reduce the environmental impact. The spray positions and the quantity of the food waste leachate in municipal solid waste incinerator were adjusted to examine the stability of the process and the environmental effect. The rear of the first combustion chamber was found to be the desirable location for an environmental perspective in this study. At a food waste leachate injection rate of $2m^3/h$, the concentration of the emitted NOx decreased from 130 ppm to 40 ppm. The consumption of ammonia water was reduced by about 36% after adding the food waste leachate. The inclusion of the food waste leachate to the municipal incinerator also increased the amount of steam that was produced. The results of this research indicated that a positive outcome can be expected in terms of diversifying the treatment options for food waste leachate. The results also provide guidance for institutional framework to manage the incineration of the food waste leachate.
Objectives: Overactive bladder(OAB), defined as 'urgency, with or without urge incontinence, usually with frequency and nocturia', is a major burden for patients and impairs quality of life. The aim of this study is to evaluate the cost-effectiveness of antimuscarinic agents for the treatment of overactive bladder including quality of life in societal perspective. Methods: A decision-analysis model was developed to compare the cost-effectiveness of solifenacin and tolterodine IR over 12 weeks. We used data from the published literature to develop the framework for the model. Resource utilization and costs were calculated with public institutional data and supplemented this information with clinical expert opinion, where necessary. Results: The expected costs per patient for solifenacin were 48,762 KRW less expensive than tolterodine IR over 12 weeks. Also, all outcomes including quality of life for solifenacin were more effective than tolterodine IR over 12 weeks. In conclusion, solifenacin dominates tolterodine IR and appears to be cost-effective options for the management of overactive bladder.

A survey was conducted among site personnel (Project Manager PM and Project Participants) to generate an institutional framework to efficiently manage this and project management process support. Through this, the importance of element technology and fragility of software development project management must be understood and an improvement of the element technology must be generated. By using this, a very relevant result that presented a logical basis was obtained in the decision making of the importance of project management and the role of overall project manager and core project management fields.
