  • India faces a formidable challenge in ensuring security of access to modern energy carriers to majority of its population. The fossil-fuel dominated centralized energy system has proved to be ineffective in creating sustainable access to energy, which suggests need for a radical and innovative approach. We present such an approach. First, the need for innovations given the implications of lack of energy access on sustainable development is assessed. Next, possible innovations with respect to technologies, policies, institutions, markets, financial instruments and business models are discussed. Finally, an economic and financial feasibility of implementing such innovations are analyzed. The results indicate that such a proposal needs an investment of US$ 26.2 billion over a period of 20 years for a GHG mitigation potential of 213Tg $CO_{2e}$. The proposition is profitable for the enterprises with IRRs in the range of 39%-66%. The households will get lifeline access to electricity and gas for cooking at an affordable monthly cost of about US$ 5.7.

  • This study focuses on the mediating role of creativity on the knowledge management process. To confirm focal hypotheses, we conducted survey on 538 employees of foreign subsidiaries of global enterprises. Main findings are: first, creativity turned out to positively mediate the effect of knowledge transfer on the firm's performance; second, the mediating role of creativity differs depending on the domain of acquiring knowledge such as exploitation and exploration. This research found that the influence of exploitative knowledge on knowledge creation and innovative performance was stronger. As such, among tension view and foundational view, which are two competing views on the relationship between knowledge and creativity, the latter is more soundly supported.

  • Public procurement for innovation is used as one of the major policy tools to stimulate innovation and promote growth of small and medium-sized enterprises (SMEs) in Korea. However, it is evaluated that this policy has not been so effective in promoting technological innovation among SMEs largely because it heavily depends on price competitiveness of SMEs products and services. In order to draw some policy implications, this study examines the PPI policies of selected countries as comparative references and conducts an empirical analysis on Korean Public Procurement Services (PPS) data for identifying challenges of the current policy in Korea. We conclude that in order to enhance technological innovations of SMEs, PPI policy in Korea should 1) focus more on the potential competitiveness of SMEs, 2) enlarge public demands especially on R&D services, 3) encourage private sector participation in the public procurement market, 4) improve the assessment criteria for public procurement market registration, and 5) restructure the responsible organizations.

  • This paper provides a theoretical setup for an analysis of strategic relationships inherent to activities of an innovative multinational enterprise (MNE) and a local company in a host country. Additionally, we explore the incentives of the host country's government to provide subsidies to attract foreign direct investment (FDI) and to protect outcomes of R&D activities conducted by the MNE. We show that the MNE's commercial interests may collide with local companies' over protection of IPRs. Therefore, the extent of knowledge spillovers from the MNE to the local company and the magnitude of incentives to the MNE perform a crucial function in determining the optimal policy mix of IPR protection and FDI subsidies of the host country's government.
