A Study on the Technical Demand of Human Sensibility Ergonomics (감성공학 기술수요분석에 관한 연구)

  • Human Sensibility Ergonomics could be termed as an engineering approach to realize image or feeling of human into product design. Therefore, we measure qualitatively, quantitatively and scientifically the sensibility of human and apply it to design of product and environment, Later, we will try to help to manufacture products conveniently and comfortably for more pleasent human life. As the concept of products is changed from producer oriented products to consumer oriented, the technical trend of Human Sensibility Ergonomics improves and the demand of it increases. As we recognize the concept and importance of Human Sensibility Ergonomics in the country, we are going to apply to automobil, home appliance, etc. So, it is important to analyze the technical trend, survey the demand of Human Sensibility Ergonomics in the inside and outside of country, because it contributes to set up research direction and of Human Sensibility Ergonomics and to estabilish the priority of R&D, etc. This study is the analysis of the technical trend and character by fieldes of Human Sensibility Ergonomics in the country, surveyed the technical demand on automobile, home appliance in product field and the sensor of the five senses and processing technology in the infra technology field of Human Sensibility Ergonomics.

Using Contingent valuation Methods to Measure the Potential Demand for a New Cable Television Service (케이블TV 방송 신제품의 잠재적 가치평가;조건부 가치측정법의 적용을 중심으로)

  • The purpose of this paper is to introduce and test an extension of dichotomous choice contingent valuation(DC-CV) methods of pre-test-market evaluation using the specific case of a cable telev-ision service. Specifically we used a double-bounded DC-CV approach. On the whole respondents accepted the contingent market and were willing to contribute a significant amount on average. This willingness varies according to individual characteristics and concerns about the service. It is concluded that the methods are potentially a useful tool for decision-makers in measuring the po-tential demand for a new cable television service and considering the provision of the service.

  • This study is estimates telephone service demand based on empirical studies of telecommunication service demand model. First, the telephone charge(call price index) by each location and subscription fee bring about a negative effect to telephone distribution rate: while the other explanatory variables bring about a positive effect. Second, the flexibility of telephone charge in A location(relevant location) and the flexibility between the distance of A location and B location are negative values, while the flexibility of other explanatory variables is represented in a positive value. This means that the long distance call numbers from A location to B location are in inverse proportion against the phone charge(call price index) of A location and against the distance between A location and the distance of other locations except A location, while they are in direct proportion with an average call number per minute from A location to other locations except A location, and also with subscription numbers of A location, other subscribers in locations other than A location, and the total expenditures of A location.

  • This paper is to categorize the innovation patterns of advanced materials technologies Many existing taxonomies of innovation pattern consider the whole of industries and the system sector rather than a specific sector. On the basis of the interactions between materials sector and user sectors, this paper suggests four innovation patterns, push-type material innovation, needs-type materials innovation, push-type process innovation and needs-type process innovation. This categorization of innovation pattern not only provides a new approach to the analysis of materials technology innovation processes but also has many useful implications for policymaking. Suggestions for policymakers of the materials technology are presented.

Public Procurement for Innovation in Vietnam: Rationales and Perspectives

  • Public procurement for innovation (PPI) is a new approach in stimulating innovation, and currently attracts considerable attention from policymakers and academics. This paper discusses the rationales and perspectives of PPI in Vietnam. The rationales for public procurement for innovation policy in Vietnam compared to theoretical and international practice are discussed. From such a comparison, the paper concludes that R&D results-procurement policy in Vietnam shall be understood and implemented as regular PPI both theoretically and practically. However while designing the policy, policymakers must consider the characteristics of the STI system of the country in order to make the policy adaptable to context. The paper identifies that PPI in Vietnam can be implemented with a ready legal framework (intellectual property rights, R&D contracts, standardization, etc.), the prepared capabilities of R&D institutions, businesses, and public agencies in innovation processes, and the provision of a demand-supply network and other procurement incentives.

기술 및 수요속성에 따른 정보통신서비스 확산 패턴

  • Since technological innovation, adoption, and diffusion is a fundamental engine for a company's competitiveness and in turn a nation's industrial development, diffusion of technological innovation has been one of popular research themes to many researchers and scholars for decades. Especially, in today's knowledge-based economy, the IT technology became a fundamental infrastructure for a nation and thus their impact on a nation's economy has grown to be tremendous. This paper investigates the patterns of technological diffusion of 16 telecommunications services. Firstly, we identify the optimal diffusion model which represents the 15 IT innovation best in terms of goodness-of-fit. Secondly, based on the best model identified we cluster the 16 IT innovations according to their diffusion characteristics such as penetration rate and diffusion speed. Lastly, we categorize the innovations in terms of technology (voice-based innovation and data-based innovation) and demand (household-use and business-use) attributes, and compare their diffusion patterns and found some meaningful difference in diffusion patterns. We hope the result helpful to corporate managers as well as policy makers in relevant areas.

  • As the strategy to support SMEs' innovation has shifted to induce market-oriented innovation, the Korean government increasingly invests in grant-type R&D projects proposed by SME firms. This study reveals the characteristics of grant-type R&D projects proposed by SME firms through a transition of national R&D strategy and demand-pull innovation perspectives. This study also examines the differences between grant-type R&D projects proposed by firms and R&D projects led by the government through logit-analysis and propensity score matching methods. As a result, we found that a national R&D project for SMEs yields better innovation performance when the project is proposed by a company than led by the government.

The Structure and Characteristics of the Korean National Innovation System (한국 국가혁신체제의 구조와 특성)

  • This paper summarizes the research results on the structural characteristics of the Korean innovation system. The Korean NIS has functioned well in the foreign technology imitation stage. However, there are many drawbacks to advancing to the stage of technological innovation. Weak infrastructure and linkages among technological institutions are detrimental factors that affect technological innovation. The immobility of professional manpower is a serious bottleneck to knowledge diffusion. Especially, the inactivity of university research prevents universities from being able to play a relevant role in the national innovation system. The drawbacks of the Korean innovation system are mainly associated with the public sector and social culture. Weak linkages among organizations are due to the lack of trust among people and organizations, and absence of demand-oriented management in public institutes. Weaknesses in technological infrastructure, university research and the social and cultural environment are tile result of the lack of government will. However, the private sector was evaluated as being relatively active in innovation. Particularly, Chaebols deployed aggressive strategies to acquire their own technological capabilities. The findings of this study suggest that to strengthen the Korean innovation system, the government continues to be important, as in the past, in order to shape social institutions and a culture that is learning friendly, diffusion friendly and, consequently, innovation friendly.

  • The significance of intellectual property in the knowledge-based society has been increasing and as a result, the patent customer's demand for a top quality patent administration service has increased as well. Therefore, Korean Intellectual Property Office(KIPO) adopted 6 sigma as a tool for KIPO's innovation to improve the quality of patent administration and enhance customer satisfaction. KIPO's steadfast promotion of 6 sigma resulted in many successful outcomes such as improvement of policy and service process from customer's point view, streamlining the administrative procedures, increased work efficiency, capability enhancement of core personnel, and so on. Since 6 sigma has proved itself to be equipped with features suitable for innovation in public sector, it can be used as an extensible innovation tool to meet the challenges in rapidly changing administration environment and to achieve a competitive edge.

The Technology Innovation System for Complex System Product Development of Public Research Institutes (공공연구기관에서의 복합제품개발을 위한 기술혁신시스템)

  • Government-Supported Research Institutes(GSRI) have done complex product(CP) development with national needs. The products to be developed have very limited demand. The most important things at CP development are technology innovation through knowledge creation and acquisition. Then, this paper suggests the technology innovation system for CP development. In CP development like satellite, government must do strategic management at national level and technology management at program level. Two managements are tools to achieve the strategic goals. The key points in CP are integration and interface among subsystems and person. From these factors and innovation system, R&D planning and practice are based on sharing and creation of knowledge. CP development projects ought to overlap and parallel for sustainable acquisition and creation of knowledge.
