지역별 혁신 네트워크의 차이와 영향요인 분석: 국가연구개발사업 참여 혁신주체의 관점에서 (Analyzing Regional Innovation Network Differences and Influencing Factors: Focusing on Actors in National R&D Projects)

  • 본 논문은 지역별 혁신과정에서 이루어지는 네트워크를 혁신주체를 중심으로 비교분석하고, 혁신주체 간 네트워크의 결정요인을 규명함으로써 정책 입안자들에게 유용한 정보를 제공하는데 있다. 혁신주체의 활동에 대한 실제적인 내용을 분석하기 위해 국가연구개발사업 데이터를 활용하여 사회네트워크 분석을 수행하였다. 사회네트워크 분석을 통해 도출된 결과를 바탕으로 혁신주체 네트워크의 결정요인을 파악하기 위해 QAP분석을 실시하였다. 연구 결과 첫째 지역마다 대표적으로 활동하는 혁신주체는 지역마다 차이가 존재하고 혁신주체의 활동은 시기적으로 변화가 이루어지는 것을 알 수 있었다. 둘째, 혁신활동의 네트워크는 수도권과 대전을 제외하고는 지리적으로 가까운 지역과 공동연구개발을 많이 수행한다. 그리고 전체적인 공동연구의 건수가 증가하더라도 지역 내 국지적인 네트워크를 발생시키지 않았다. 셋째, 혁신주체의 네트워크는 지리적 근접성과 연구비의 규모 차이가 영향을 미치기는 하지만 과거의 지속적인 관계가 강한 연구네트워크를 형성하는 것으로 나타났다.

  • 혁신체제론, 혁신클러스터론, 트리플 힐릭스 모형 등 이론의 차별성에도 불구하고 혁신주체들의 상호작용과 지식관련 학습이 기술혁신의 중요한 요소로 강조하는 점에서는 차이가 없다. 본 연구는 연구개발특구 지정 등 혁신클러스터 정책으로의 전환 이후에 대덕연구개발특구 내 혁신주체 간 상호작용이 어떻게 변화하고 있는지 분석하였다. 입주기관 수의 변화, 연구개발특구 통계 및 특허 공동출원 데이터 등을 활용하여 분석한 결과, 대덕연구개발특구는 혁신시스템 상에서 혁신클러스터, 지역혁신체제와 국가혁신체제가 직접적이고 중첩적으로 작동하는 다층적 거버넌스 구조의 특징을 가지고 있으며, 연구개발견인형 혁신클러스터로써 발전단계상 성장기에 완전히 진입하고 있음을 확인하였다. 또한, 트리플힐릭스 모형 측면에서는 각 주체간 상호작용의 영역(중첩영역; tri-lateral network)이 지속적으로 증가하고 있어 방임주의 모형(laissez-faire model)에서 새로운 네트워크와 조직을 창출하는 규범적 모형(normative model)으로 진화 중에 있는 것으로 나타났다. 본 연구에서는 대덕연구개발특구가 세계적 혁신클러스터로 성장하기 위해 필요한 혁신주체 간의 상호작용 강화 방안으로 지리적 접근성을 탈피한 네트워크 활성화, 민간 중간조직의 육성, 기업가적 대학의 육성과 특구내 대학의 역할 강화, 그리고 지역혁신의 역설을 극복할 수 있는 정책적 차원의 관심과 지원 등을 제시하였다.

  • The collaboration among academia, industry, and public research sector gains importance in these days. This is essential for implement competent regional and national innovation systems. There have been many governmental programs for activating collaboration among innovation actors. Most policy programs for collaboration have aimed at increasing S&T and innovation potential and constructing S&T infrastructure. However, Korea has not produced a sufficient level of collaboration, especially on regional level. Most policy programs could not reach regions and many regions have no enough innovation actors. In order to activate R&D collaboration, therefore, we suggest that Korean S&T community should build and implement "collaborative research centers" all over the regions. This concept is very new approach, especially because it focuses on collaboration among regional innovation actors. In this paper, we discuss a concept, type, and execution strategy of collaboration research centers. We expect that these centers will play an important role in implementing successful regional innovation systems, as they will link regional innovation actors very closely.

CDMA와 WIPI 기술정책의 성과요인 비교분석 : 혁신시스템, 거버넌스구조, 경로의존성을 중심으로 (A Comparative Analysis on the Performance Factors of CDMA and WIPI Technology Policies : Focusing on System of Innovation, Governance Structure, and Path Dependence)

  • This study comparatively analyzes the cases of CDMA (Code Division Multiple Access) and WIPI (Wireless Internet Platform for Interoperability) to find out the success and failure factors of technology policies in the field of mobile communication industry. For this purpose, the two cases are analyzed through a new analysis framework, which is made by combining System of Innovation with a range of variables derived from precedent studies, such as external environment, institutions, technological system, governance structure, and interactions of actors. The results of analysis show that in the CDMA case, the following factors led to success ; Korea made good use of the external opportunities in the early stage of digital communication technology and adopted a suitable governance structure for the technological system. Main actors in Innovation System had strong will for success and engaged in cooperative interaction. For the WIPI, however, the timing of technology policy was inappropriate and a unsuitable governance structure for technological system was chosen because of path dependence. The Innovation System failded to respond efficiently to the situation where conflicts among actors had intensified, US trade pressure had increased and innovative smartphones emerged. The results of this study provide the practical implications for the success of technology policy; namely it is important to choose a governance structure that suits the external environment and characteristics of technology and to activate cooperative interactions among actors in Innovation System.

National Biotechnology Innovation System in the United States

  • Biotechnology has strategic importance related to the development of start-up companies, industries and nations in the near future. Therefore, many countries have promoted and developed biotechnology. The United States has led the world in promoting biotechnology. American biotechnology policies are diverse, and thus no comprehensive systematic studies have been done on it. In our paper, we will discuss American biotechnology policy in detail. For effective analysis, we will rely on the concept of a national innovation system, which emphasizes the institutional settings of innovation actors and their interaction. This paper deals with the American national innovation system for biotechnology. We will analyze the role of major actors, academia, public research institutes, and venture companies and their interactions. The American biotechnological innovation system is composed of diverse actors and numerous start-up companies in the biotechnology industry. In addition, there are many diverse policy programs for promoting biotechnology. Because of country-specific frame conditions, every country has different institutional settings and policies for promoting biotechnology. Our paper will render meaningful implications for various countries. We also think that this paper will be of interest for international readers.

Examining the dynamics among multiple actors through the mobilization of Public Procurement for Innovation in South Korea

  • This research focuses on examining the mobilization of Public Procurement for Innovation (PPI) in South Korea as a case study in technology innovation. By using the lens of policy mobility and qualitative research methodologies, it emphasizes the circulation of PPI is an outcome of an assemblage of multiple actors who are responsible for the introduction of PPI. The Public Procurement Service in South Korea has actively sought to understand and adopt the concept of PPI from developed countries. This initiative has been localized under the umbrella of 'innovative technology and product.' Throughout the mobilization, a cadre of technocrats, the Innovation Procurement Competence Center plays a pivotal role, and particularly encourages Small and Medium Enterprises to bolster their export capabilities, resulting in a reciprocal circulation of policies and programs from South Korea to foreign countries as well as within intra-urban area. Consequently, the above findings, revealing the nuanced evolution of policy mobility in local contexts, hold practical significance as they provide valuable insights and lessons for urban studies.

테마파크 에버랜드의 혁신시스템 (Innovation System of a Theme Park: A Case Study of Everland in Yongin, Korea)

  • 본 연구는 우리나라의 대표적 테마파크인 에버랜드의 혁신시스템의 실태 및 혁신장애를 분석하여 앞으로의 발전방향을 제시하였다. 에버랜드의 혁신 네트워크는 기업내 그리고 고객, 공급자 네트워크는 비교적 강하나, 경쟁자 및 대학과의 네트워크는 약하다. 기업내에는 혁신정보 네트워크가 구축되어 있으나, 그 상호학습 수준은 낮아 정보교환의 부족, 매개기관의 네트워크 부족, 연구와 실제 운영간의 갭 등의 혁신장애가 발생한다. 이의 극복을 위해서는 협력과 신뢰 등의 사회자본을 축적시켜 에버랜드는 기업내 혁신원천들과의 네트워크를 강화시키고, 이를 외부로 확산시켜 지역혁신시스템으로 확대 구축하여야 한다. 나아가 이를 통하여 기업내와 지역내의 혁신주체들간의 집단적 상호학습과 혁신창출의 과정을 통해 지역과 에버랜드 양자가 하나의 학습지역화가 되어야 한다.

A Conceptual Framework for Value Co-creation in an Innovation Ecosystem: The Case of Technology-based Collaboration Network

  • Innovation Cosystems are Conceptualized as Organizational Networks of Economic Actors, Technologies and Social Contexts that Interact for Knowledge Production, use, and Adaptation. This Paper Proposed a Conceptual Framework to Describe Value Co-creation of Organizational Networks Engaged in Technology Innovation. We Adopted Theory-Based Approach by Integrating the Perspective of Service-Dominant (S-D) Logic Into the Evolutionary Model of the Triple Helix. The Framework Gives a Plausible Explanation on how Actors Collaborate to Create Value in Dynamic Contexts of an Innovation Ecosystem. The Innovation Ecosystem can be Considered as a Composite of Sub-Ecosystems, Including Knowledge, Sectoral, and Business Ecosystems. When these Sub-Ecosystems are Recursively Transformed by Coordination of Functional Mechanisms that Serve Value Co-creation in the Innovation Process, the Innovation Ecosystem will be Re-Organized and Evolve. The case of the Digital Living Network Alliance (DLNA) was Examined to Demonstrate the Fundamental Mechanisms for Value Co-creation that was Described in the Framework. The case Study Indicates Features of Value Co-creation when Implementing Innovation in Organizational Networks.

A Knowledge Broker in a Regional Innovation System: A Case of Gyeonggi Province in Korea

  • Many actors are involved in the development of regional innovation systems (RIS) such as universities, private firms, research institutions, governments, and public agencies. In a country like Korea, where the central government takes more than 95% of the total government R&D budget, the role of regional authorities in science, technology, and innovation are fairly limited, although in recent years some regional governments have tried to promote innovation activity in their localities. This paper looks into the Gyeonggi Institute of Science and Technology Promotion (GSTEP) in Gyeonggi Province and examines its emerging role and achievements in innovation policymaking. It was found out that GSTEP engages in knowledge brokering with the purpose of helping firms participate in regional technological innovation processes. The knowledge brokering roles of this regional authority are described along with their implications for regional innovation policy. This study aims for a deeper understanding of the nature of the regional authority's role in a RIS through the case study of regional actors transitioning from being subordinators to becoming active participants with greater participation on policymaking and implementation.

The Impact of ICT Costs on Innovation Activity of Digital Hubs in Regions of Kazakhstan: Universities, SMEs and R&D

  • Purpose: the study aims to examine the impact of ICT on the formation of digital hubs in regions of Kazakhstan, specifically the influence of ICT costs on the level of innovation activity of enterprises, the number of its actors as legal entities by size and region, small and medium enterprises, universities and research and development organisations. Research design, data and methodology: the research methodology is based on the collection of secondary data from the official statistical yearbooks of the Bureau of National Statistics of the Republic of Kazakhstan and the use of quantitative methods, in particular, correlation analysis and multiple regression. Five indicators related to the formation of digital hubs in the regions of the country were selected. Results: the study revealed that ICT spending has an impact on the formation of digital hubs in regions, in particular on the development of the number of legitimate enterprises, SMEs and R&D organisations as actors in digital hubs. A positive dynamic in the growth of the number of actors is visible. However, the hypotheses on the impact of ICT costs on the number of universities and the level of innovation activity were not supported. Conclusions: based on the results of the study, recommendations such as government proposals on strategy development, funding projects of innovation and digital hubs, and business proposals on engaging local entities in digital transformation for the formation of digital hubs in the country's regions have been developed.
