Review on Need for Introduction of New Legal Framework of Investigation and Criminal Sanctions for OSH Fatal Accidents

  • Current OSH system was analyzed in this paper to explain why high fatal incidents and disasters are continuously repeated for recent years in Korea. It was found that we have Dichotomous Perceptional Misconception of prevention before accident and compensation after accident and there is a significant lack of proper feed­back reward system for OSH performance. It was assumed that no reduction of accident rate and fatality rate have not been achieved recently despite of a great effort and increased resource allocations. Some statistics for proving weak punishment were analyzed. In the current system, the will of administrative agency would have been very limited particularly in the legal aspects. The Industrial Safety and Health Act is not suitable to after-injury punishment for employer and/or corporate since it is based on a framework for enforcement of prevention. Based on these analyses, it was concluded that there was a need to consider a special law for Corporate Accountability for Fatal Accidents. Because it is necessary to consider seriously for introduction of a new legal system for after injury punishment to repair the current system where it was found lack of proper feedback system. Also, there was no proper sanction measures for corporate with the current OSH legal system, and the most urgent problem in OSH area is the high fatality rate. it is necessary to consider seriously for introduction of a new legal system for after injury punishment. 모 금속 제조 업체에서 5년간 발생한 안전사고에 관한 조사 (A Study on Safety Accidents Occurred for 5 Years at a Welding Material Manufacturing Factory)

  • To assess the status of safety accidents, authors reviewed and analysed the records of safety accidents of a welding material manufacturing factory at Pohang city from January 1989 to December 1993. The results are; 1. The total incidence of safety accidents was 295 spells for five years. 2. Average age of workers with accident was 35.7 years. Average duration of employment was 6.2 years and the duration of employment increased as the year increased. 3. There was no statistical significance on season, month, weekday and time by year in the incidence of safety accidents. The most frequent part of body injured was upper extremities and the most frequent type of injury was abrasion. 4. Mean admission rate of safety accidents was 12.6% and the ratio of treated spells as occupational injury was 7.8%. 5. The most frequent cause of injury was worker's mistake and the most frequent action for the prevention of further accidents was safety education. 6. The incidence rate of safety accidents on 1993 was 116.2 spells per 1,000 persons. Above results suggest that to prevent safety accidents, safety education should be done continuously, the environmental and human factors were controlled and more exact reporting system of safety accidents was needed.

  • The occupational safety and health expenses in construction since 1988 has contributed significantly to the reduction of injury occurrence rate. But accounted basis and criteria used of the occupational safety and health expenses have been pointed out so many issues. The purpose of this study, perform analysis of the effectiveness of the occupational safety and health expenses through the reviewing of several issues about the current system and analysis of existing statistical data. Based on the result of the research, it is concluded that the contribution survey of the occupational safety and health expenses on the safety accident prevention program qualitatively evaluated as an average of 4.39(standard deviatin 0.652) on the five point scale based was very positive.

Effects of Job Satisfaction, Organizational Support and Risk Perception on Safety Consciousness in Confined Space Workers

  • Objective: This study aims to investigate the effects of organizational support, risk perception and job satisfaction on safety consciousness in confined space works. Background: Confined space works are rated as hazardous works with high injury frequency and fatalities. But there were few researches for the occupational injury of the confined space workers. Method: Questionnaire survey targeting 236 workers working in confined spaces were carried out to construct the structural equation model on safety consciousness. The participants were all male workers, and they install and maintain or clean facilities mainly in the confined spaces. Results: A structural equation model for safety consciousness was proposed, and validated based on perceived organizational support, risk perception and job satisfaction factors. Perceived 'organizational support' contributed significantly to 'worker's safety consciousness' both directly and indirectly. Also, perceived 'worker's safety consciousness' was also affected by perceived 'job satisfaction' and 'risk perception'. In terms of magnitude of relationships, the direct effect of perceived 'job satisfaction' on 'worker's safety consciousness' was the greatest among the interrelationships among latent factors. Conclusion: Workers' safety consciousness can function as a leading indicator for safety and hazard prevention of workers. Application: The results can be used in developing safety prevention programs for confined space workers.

학령전기 아동의 사고위험 지각 정도 (The Degree of Injury Risk Perception in Preschool Children)

  • Purpose: The purpose of this study was to measure (the degree of) injury risk perception in preschool children. Methods: The data were collected from child day care centers and kindergartens located in Seoul, and Gyeonggi and Kwangwon Province. A questionnaire consisted of 28 pictures was administered to 186 preschool children. Results: The mean score for the injury risk perception was 21.83 (${\pm}3.89$), and 77.98 converted into a 100-point scale. According to sub-categories, 'burn prevention' ($.96{\pm}.13$) was the highest, 'interpersonal safety' ($.44{\pm}.31$) was the lowest. There were significant differences in injury risk perception according to gender (t=-2.358, $p$=.019), age (t=-2.101, p=.037), experience of safety education (t=-3.719, $p$ <.001), area of residence (t=-3.445, $p$=.001), injury experience (t=3.212, $p$=.002), and mother's occupation (t=-4.858, $p$ <.001). The highest item in the percentage of correct answer item was 'making jump on the desk', the lowest item in the percentage of correct answer item was 'not wearing safety equipment when rollerblading'. Conclusion: Based on this study, studies should be continued to standardize the instrument. In addition, it is recommended that an injury prevention education program should be developed based on the results of this study to stimulate demand and interest.

  • The half of injuries by carrying-unloading machinery was injuries due to crane. The purpose of this study was to analyze present condition of injuries by the crane, to investigate hazard management model, injury prevention technique, and to suggest safety countermeasures of crane working. The hazard management model is composed of 5 rules and 10 methods. The rules are to remove, separate, protect, make up and correspond. Prior to this crane countermeasures, general protection for head, foot and hand are needed. Hazard prevention affects on industrial management economically and psychologically. The preparation of safety countermeasures are very important for the prevention of industrial injuries. The countermeasures are setting-up of safety culture, active and rationale safety education. As the industrial safety and health system should be performed for the employees' health and life, the industrial competitive power and productivity would be improved.

Analysis of Injuries in the Ghanaian Mining Industry and Priority Areas for Research

  • Background: Despite improvements in safety performance, the number and severity of mining-related injuries remain high and unacceptable, indicating that further reduction can be achieved. This study examines occupational accident statistics of the Ghanaian mining industry and identifies priority areas, warranting intervention measures and further investigations. Methods: A total of 202 fatal and nonfatal injury reports over a 10-year period were obtained from five mines and the Inspectorate Division of the Minerals Commission of Ghana, and they were analyzed. Results: Results of the analyses show that the involvement of mining equipment, the task being performed, the injury type, and the mechanism of injury remain as priorities. For instance, mining equipment was associated with 85% of all injuries and 90% of all fatalities, with mobile equipment, component/part, and hand tools being the leading equipment types. In addition, mechanics/repairmen, truck operators, and laborers were the most affected ones, and the most dangerous activities included maintenance, operating mobile equipment, and clean up/clearing. Conclusion: Results of this analysis will enable authorities of mines to develop targeted interventions to improve their safety performance. To improve the safety of the mines, further research and prevention efforts are recommended.

Safety Measure Developed Through Analysis of Firefighters' 『Investigation Report on Accidents to On-Site Workers』

  • The study has suggested a way to minimize safety accidents found in on-site firefighting activity by analyzing firefighters' [investigation report on accidents to on-sie workers]. The study result is described as follows. First, the result of [investigation report on on-site workers] shows that while accidents are found to most frequently have occurred to low-ranking firefighting officers such as Sobangsa and Sobanggyo and firefighting officers with career of less than 5 years, fire-extinguishing activity proved to be the most prone to accidents in the category of activity. Second, analysis performed to identify variance between injury extent and area based on cause of accident shows statistically significant variance. In addition, the result of verifying difference in cause of accident based on category of activity shows significant difference with 'falling over and sliding' being the highly likely cause of accident in fire containment and rescue activities and 'reckless move' being highly likely case of accident in emergency activities. Third, the result of verifying factors behind the extent of injury done to on-site workers shows that when accident is caused by 'incomplete behavior', it was found that the extent of injury is substantial. It was also found that rescue activity is accompanied by substantial extent of injury. As a solution to this, the study suggested ways to establish, extend and operate safety-specific curriculum for entrants, develop materials regarding risk prognosis training and explicate training-related regulations, set up safety management measure for a single squad team, upgrade performance of private protection equipment, institutionalize SOP by on-site activity stage, materialize and activate swift rescue team and increase objectivity and proficiency of safety accident investigation.
