Study on Establishing Essential Framework for Importing Asset Management System of National Road (일반국도 자산관리시스템 도입을 위한 기본체계 구축에 관한 연구)

  • The government policy had placed new construction as the kernel of the investment in the road department. This had been shifted, however, since the government's budget of the road department reached its peak in 2000, new construction had came to a downsizing phase while the maintenance increased gradually. Considering this recent trend, the necessity of a new paradigm in the road policy had came to a fore, in order to prove the justification of increase in the maintenance budget as well as successfully fulfill the user's needs in the service quality. The developed countries that had intensively constructed social infrastructure in 1950-60s are enjoying a great achievement by applying the asset management concept in coping with the deterioration of the public facilities. This research suggests the basic framework in establishing "Korean Road Asset Management System" designed to efficiently manage the national road. The main feature of this system is to absorb economic analysis course into the current pavement management system, in order to form not only long-lasting but also preventive road management policy.

A research framework for development of a LCCA based tunnel asset management system (LCCA기반 터널 자산관리 시스템 개발을 위한 연구개발 프레임웍 설계)

  • As many parts of Korea are mountainous, many tunnels have been constructed to be in step with rapid economic development since 1970's. However, the interest on maintenance of tunnels is far less than the awareness of need for tunnels. As the tunnel maintenance system is the responsive maintenance system which responds to the problems found during the inspection, it will be very difficult to respond to each problem with the limited budget and manpower of the government agencies when the number of aged tunnels rapidly increase in the future. As such, this study presents the need for the LCCA (Life Cycle Cost Analysis) based tunnel asset management system to transform the tunnel maintenance to a preventive management system in a strategic and long-term viewpoint and proposes the framework for development direction. It observed the asset management implementation cases of social infrastructure in other countries and analyzed the need for asset management technique to manage the tunnels in Korea. Moreover, it applied the LCCA model, which is the economic and engineering quantitative decision making technique, for tunnel asset management to present the concrete direction for development of an asset management model and designed the R&D framework to systemize it.

A Study on the Asset Valuation Method Based on the Performance Information of Bridge (교량 성능 정보에 기초한 자산가치 평가 방법 연구)

  • Asset valuation of social infrastructure is essential for rational decision-making for efficient management of assets. In addition, it can be an indicator for correctly recognizing assets. In general, Korea applies depreciated replacement cost based on the straight-line method to evaluate asset value, yet this is unsuitable for evaluating actual value because it is depreciated at a constant rate over the useful life period. In order to evaluate the asset value considering the performance of the bridge, the performance index of the bridge is estimated using the Weibull distribution. Using the estimated performance indicators and defect index, a new asset value evaluation method is proposed and compared and analyzed with the existing method. The proposed valuation method can take into account the performance of the bridge, so it is judged to be more objective and reasonable than existing method.

  • Most of the national critical key infrastructure, such as power, piped gas and water supply facilities, or the high-speed railroad, is run on the SCADA system. Recently, concerns have been raised about the possibility of these facilities being attacked by cyber terrorists, hacking, or viruses. Thus, it is time to adopt the relevant security management techniques. This paper attempts to propose such security management techniques, including information protection measures and troubleshooting, based on a risk analysis process concerning assets, threats/vulnerability, and hazards, and to examine the security management status of critical key infrastructure in the U.S. and Japan.

Correction of Latent Errors in Pavement Deterioration Data using Statistical Methods (통계기법을 활용한 포장파손자료의 잠재오차 보정)

  • Successful implementation of infrastructure asset management system can be started with rich and reliable data. However, measurement errors in the data have always existed in the real world caused for many unknown reasons. It disturbs maintenance activities of agencies, and makes negative effects to reliability of research results on forecasting deterioration process and life cycle cost. Above all, it makes a contradiction that road agencies cannot believe their inspection data surveyed by their hands. It is particularly serious in the road pavement management field. Although road agencies are well recognized the fact, inspecting without measurement error would be a great challenge. Considering the facts, this paper aimed to suggest statistical error processing methods to correct latent error included in pavement surface inspection data. As alternatives, this paper suggested two methods based on probability distribution to consider structure of error and reliability of the data. The suggested methods were empirically tested by using pavement inspection data from Korean National Highway. As the result, this paper confirmed that conventional error processing that just removes only visible errors is not enough to cover uncertainty in pavement deterioration process. The suggested methods would be useful for improving reliability of analysis results required for road infrastructure asset management.

EXPLORING POTENTIAL SUCCESS FACTORS FOR PROCUREMENT OF PRIVATELY FINANCED INFRASTRUCTURE

  • Australia has joined many governments to adopt public-private partnership (PPP) as a major strategy for procuring infrastructure for decades. However, failures have occurred although the market has been considered to be a mature and sophisticated one. Failures have typically been traced back to inappropriate economic evaluation and a lack of value-for-money. In particular, a literature review has identified that there was no holistic consideration on the evaluation of procurement transactions of PPP projects. The transaction costs of PPPs were not handled properly. In this paper, theories of transaction cost economics are proposed for the purpose of such a holistic institutional economic evaluation. These theories are analysed in order to identify potential critical success factors for a strategic infrastructure procurement framework. The potential critical success factors are identified and grouped into a number of categories that match the theories of transaction cost economics. These categories include (1) Asset Specificity, (2) Organizational Capability, (3) Transaction Frequency, (4) Behavioural Uncertainty, and (5) Environmental Uncertainty. These potential critical success factors may be subject to an empirical test in the future. The proposed framework will offer decision makers with an insight into project life cycle economic outcomes needed to successfully deliver PPPs.

  • As data is evaluated as a key asset for digital transformation, efficient and stable management of data, smooth sharing data, and provision of services using data are also required in the defense. To support this, the Korean military is laying the foundation for the Military Artificial Intelligence Platform which is a defense data management infrastructure. In this paper, we examine the data strategies and data platform promotion directions of Korea and major advanced groups, and we look for suggestion and present the direction of development of the Military Intelligent Platform. We are expected that it can contribute to the establishment of a safe and efficient defense data management infrastructure for the Korean military.

  • According to Korean Ministry of Land, Transportation and Maritime Affairs, total national SOC(Social Overhead Capital) stock comes up to 500 billion dollars. Until now, although the construction of SOC is more important than the maintenance of them in Korea, it is necessary to introduce of valuation based total asset management concept in nowadays. In this paper describes problems of exsiting data collection method, needs of Information Technology and introduction of RFID/USN(Radio Frequency IDentification/Ubiquitous Sensor Network) in data collection stage.

  • The systematic management of technology infrastructure increasingly becomes critical as it represents the driving power for creating competitive advantage of nations and enterprises. In this sense, public facility and equipment, which is one major asset of technology infrastructure, should be managed effectively, systematically and efficiently to increase its overall equipment effectiveness. However, the manual and off-line communication was the unique way to communicate between the suppliers who provide facilities in the public sector and the customers who utilize the facilities in the industrial sector. This communication way caused invisibility of available usage time and increase of idle time, thereby decreasing the equipment effectiveness. This paper presents an web-based scheduling system that enables real-time collaboration and information sharing for increasing the equipment effectiveness. The designed system performs scheduling, facility management, order management and customer relationship management in an on-line platform, and carries out the processing and storing of relevant information in an integrated database. The paper includes a development approach to identify business process models and standardized system models by using object-modeling technique. The deliverable of the present work will contribute to increasing the equipment effectiveness by enhancing visibility, transparency and predictability by means of the integration with a legacy Enterprise Resource Planning.

  • 공공시설 자산관리는 새로운 시설물 유지보수 개념으로 유지관리체계를 넘어 자산의 가치를 높이는 관리체계이다. 이 연구의 목적은 도로 및 교량 같은 공공시설에 자산관리체계를 지원하는 정보시스템을 구축하는데 필수적인 자산의 가치와 가치비용을 평가하는 방법을 개발하는 것이다. 따라서 자산가치를 자산평가 척도인 LoS(Level of Service)를 바탕으로 금전적인 값어치로 공학적 관점에서 계산하는 이론적 방법을 연구하였다. 가치개념을 정립하기 위해 성능은 LoS를 적용하였고, 비용은 유지관리를 위한 직접 투입비용을 적용하였다. 연구목적상 기존 연구결과인 자산비용과 가치비용의 개념을 적용하였으며 합리적인 시설물의 가치비용을 추정하기 위해 추가적으로 자산의 규모, 시설물의 현재 상태, 투입예산의 효과, 시설물의 중요도를 고려하도록 제안하였다. 제안한 자산비용을 바탕으로 하는 가치비용이 최대가 되는 유지관리대안을 선정한다면 최적의 시나리오가 될 것이다.
