Designing Practical Strategies Implementing Informatization in North Korea Region for Unification Era: The Resolution of Information Devide Approach (통일시대 북한지역의 정보화 추진 실행 전략 설계: 정보격차해소 관점으로)

  • Obviously, "informatization" is one of the most effective means for improving national competitiveness. In particular, South Korea is a representative successful case implementing informatization in the world. On the contrary, North Kora does not because of serious information devide matter. Given the assumption that information devide is caused by three aspects: the access to information devices or database(information accessibility); the ability to utilize information resources(information mobilization); and the ability to differentiate the quality of information(information consciousness). Based upon three aspects of information devide, we design practical strategies to implement informatization for North Korea region. The purpose of this study is to investigate how to successfully build in informatization of North Korea region for unification era. Drawing on the analysis of successful cases of South Korea, we suggest the valuable guidelines and directions toward success of building informatization of North Korea region. Therefore, this study provides government with specific and practical success strategies for unification era.

Development of Indicator and Criteria for Level Measure of Educational Informatization of Students, Teachers, and Parents (학생, 교사, 학부모의 교육정보화 수준 측정 지표 개발 및 준거 설정)

  • This study has developed indicators and criteria for measuring educational informatization level of students, teachers and parents with regard to the national educational policy. The criteria for indicator of each group are also set up. As the results of the analysis, first, 4 areas, 10 elements, 24 sub-indicators are generated as the result of development of indicator for level measure of educational informatization. And different weights are established for each area, element and sub-indicator considering the characteristics of each category. Second, generated criteria are evaluated by specialists based on the indicator of education informatization and on a scale of 100. The criteria for students are evaluated to be 80.64, the criteria for teachers to be 80.90 and the criteria for parents to be 76.52 which was found to be the lowest. Therefore, this research was completed to determine which aspect should be supported more intensively when setting the directions of future educational informatization.

New Media-Informatization Policy and Problems of Developmentalism in Korea (뉴미디어-정보화 정책과 개발주의 패러다임의 문제)

  • Based on the development of IT(information technology), the explosive diffusion and growth of the new media and services in Korea has attracted keen international attention. The construction of IT infrastructure driven by the proactive social informatization policy of the government has also been spectacular. Korea has persistently pursued strong 'new media-informatization policy' with three main objectives in mind: 1)Industrial-economic value creation; 2)socio-cultural value creation; and 3)building of the knowledge society-knowledge state. But its consequence is rather paradoxical. While its performance is excellent in terms of quantity growth of industry and technology, quality development of society, culture and knowledge creation is lagging far behind. This paradoxical outcome originates, not from any simple policy error, but from a structural problem inherent in new media-informatization policy in Korea which has long been captured by developmentalism. In order for Korea to harvest the reward of strong new media-informatization infrastructure, it needs to institute a policy structure based on a knowledge IT strategy such as research and development of core and patent technologies, design and production of quality contents, networking knowledge bases of society, etc.

Analysis of Overseas Educational Informatization Infrastructure Evaluation Indicators (해외 교육정보화 인프라 평가 지표 분석)

  • The purpose of this study is to examine overseas educational informatization infrastructure evaluation indicators and create data for establishing and developing educational informatization policy directions in the future. We analyzed the cases of OECD PISA, UNESCO, ITU, the German Wetelsmann Foundation, the U.S. Department of Education, and China as educational indicators. As a result of the analysis, evaluation items for electrical and telecommunication facilities such as the school's Internet connection network were commonly found in all indicators, and the ratio of learners to PCs (LCR) was also found in 3 out of 4 indicators. Through this study, it is expected that it will be of great help in conducting educational informatization evaluation suitable for the rapidly changing modern society and developing evaluation tools.

  • With the full-fledged start of the 4th Industrial Revolution, the quality of administrative services through intelligent information technology and demand increased rapidly. Accordingly, the government is in full swing to establish a "digital platform government" through digital innovation in existing e-government operations such as organizational operations and administrative services. As local governments also promoted the establishment of a digital-based Agile government as a key strategy, this study investigated and analyzed the operation of informatization experts in metropolitan and basic local governments to support digital transformation policies and projects through intelligent informatization. Through this, the necessity and implications of expanding the size of human resources for successful digital transformation were derived, and two measures were proposed to enhance capabilities and expertise in the process of securing new manpower.

The Effects of Digital Informatization Level Among North Korean Defectors on Daily Life Satisfaction and the Mediating Effects of Social Capital (북한이탈주민의 디지털정보화수준이 생활만족에 미치는 영향과 사회적 자본의 매개효과)

  • This study aims to investigate the factors influencing the life satisfaction of North Korean defectors in the ongoing situation of difficulties. Specifically, it examines the impact of the digital informatization level, and social capital on their life satisfaction and aims to verify the mediating effect of social capital in the relationship between the digital informatization level and life satisfaction. To achieve this, a structural equation model was utilized to validate the research model using data from 679 North Korean defectors who participated in the 2021 Report on the digital Divide. The research results confirm the direct influence of the digital informatization level and social capital of North Korean defectors on life satisfaction. Additionally, the study identifies the mediating effect of social capital in the relationship between the digital informatization level and life satisfaction. Based on these research findings, recommendations are proposed for enhancing the life satisfaction of North Korean defectors.

  • In the network economy, the informatization of Small and Medium enterprises(SME) plays an important role in determining productivity while being competitive in the businesses. Informatization of SME has become important along with the recent trend of the fourth industrial revolution. Based on the IT Business Value Model, this study analyzes the key factors of information service of SME with the structure model. In addition, multi-level model was conducted by dividing the layers according to the size of the SME. The analysis confirmed that complementary organizational resources are a key factor in determining the informatization of SME. In addition, the effect of informatization of SME on the scale of SME varies depending on the type of entry into the industrial complex.

A Study of Local Informatization and Elderly Social Activity(Employment) Programs Participatory Intention: Economic Activity as a Moderating Variable (지역정보화와 장· 노년층의 노인사회활동(노인일자리) 지원사업 참여의지에 관한 연구 - 경제활동을 조절변수로-)

  • The purpose of this study is to analyze the factors of Elderly Social Activity (Employment) Programs participatory intention of middle and old aged and to figure out the undertone of research results. To achieve this aims, we conducted a literature survey on Elderly Social Activity Programs and local informatization, and then designed a questionnaire including the demographic information and the five variables, i.e., satisfaction on local informatization, satisfaction on health condition, satisfaction on economic condition, satisfaction on human relationship, and participatory intention of Elderly Social Activity (Employment) Programs. The data were collected through online and offline survey targeted those aged over 50 and participated in information literacy program in Korea. A total of 333 valid data were analyzed using SPSS and AMOS statistical packages. The results can be summarized as follows: satisfaction on local informatization and satisfaction on health condition have a statistically significant effect on Elderly Social Activity (Employment) Programs participatory intention. In the comparative analysis of two groups between economic active group and economic inactive group, only health has a statistically significant effect on their participatory intention in economic active group, not only health but also local informatization has a statistically significant effect on the their participatory intention in economic inactive group. Therefore, local informatization is an essential prerequisite and local informatization should be improved for the middle aged and elderlies who have willingness to participate in Elderly Social Activity (Employment) Programs.

  • The ROK military is making a great effort and investment in establishing network-centric warfare, a future battlefield concept, as a major step in the establishment of a basic plan for military innovation. In the military organization level, an advanced process is introduced to shorten the command control time of the military and the business process is improved to shorten the decision time. In the information system dimension, an efficient resource management is achieved by establishing an automated command control system and a resource management information system by using the battle management information system. However, despite these efforts, we must evaluate the present level of informatization in an objective manner and assess the current progress toward the future goal of the military by using objective indicators. In promoting informatization, we must systematically identify the correct areas of improvement and identify policy directions to supplement in the future. Therefore, by analyzing preliminary research, workshops, and expert discussions on the major informatization level evaluation models at home and abroad, this study develops an evaluation model and several indicators that systematically reflect the characteristics of military organizations. The developed informatization level evaluation model is verified by conducting a feasibility test for the troops of the operation class or higher. We expect that this model will be able to objectively diagnose the level of informatization of the ROK military by putting budget and resources into the right place at the right time and to rapidly improve the vulnerability of the information sector.
