고령화 사회에서 고령사회로 급격하게 변화하는 시점에서 노인의 특성과 생활실태를 정확히 파악하여 사회전반에서 발생하는 변화의 양상을 인식하고, 이에 대하여 효과적이고도 적극적으로 대응해야 할 필요성이 있다. 본 연구에서는 2008년도에 전국적으로 조사된 노인생활실태 및 복지욕구조사자료를 바탕으로 가구와 개인정보에 대한 노인생활실태를 파악하고 이러한 변수가 생활 만족도에 미치는 영향에 대하여 통계자료분석을 실시하여, 현실적 타당성과 적합성을 지닌 고령사회의 사회정책수립에 도움이 되고자 한다.

Recently, the small-scale local governments of japan are enlarging and enriching the service of health, medical and welfare facilities for the elderly . Intensive arrangement of the three types of facilities is one of the effective ways especially for the small-scale local governments. The service network between facilities benefits by the intensive arrangement. Benefits include the network of the medical service, the share of care information, the share of space and equipment. It can be a notable feature in the intensive arrangement that the elderly were taken from welfare facilities (especially dayscare center) to hospital of high movement frequency quickly. Instead of EV path as possible, It is desirable to stand close between facilities of high movement frequency. For large area, the heavy snow made low daycare ratio. Therefore, it is desirable to construct a branch office at a long distance.

Purpose: The number of people using the internet to meet their health information needs is growing. However, little is known about the characteristics of the senior internet health information seeker. The purpose of this study was to identify the socio-demographic and health-related characteristics, as well as the internet health information seeking behaviors and attitudes in the elderly. Method: Data was collected from 385 elderly subjects(aged 55 years or older) and living in Seoul and Gyeonggi. We used questionnaires developed by researchers in this study. Data was analyzed using the following methods: descriptive statistics, t-test, $X^2$-test and Fisher's exact test. All statistical tests were performed using the SAS version 9.13. Results: The elderly using the internet to seek health information had relatively good subjective health and were living with a spouse. In general, the purpose of internet use was to search for information, and mainly used at home. The search in the disease management area was higher than the frequency of searches for health promotion. The elderly showed a generally positive attitude regarding health information. Conclusion: It is needed to increase the use of the Internet for finding health information and promote accessibility for internet health information in the elderly.

최근 우리나라 사회에서는 노약자 및 장애인에 대한 복지문제가 대두되고 있다. 관공서 및 여러 사회기관에서는 노약자 및 장애인들을 위한 편의시설의 설치가 법적으로 의무화 되고 있으며, 이에 따라 다양한 편의시설이 설치되고 있다. 그러나 이러한 편의시설의 설치만 이루어질 뿐 시설에 대한 정보 부재로 인해 실제 활용도는 매우 낮은 실정이다. 따라서 본 논문에서는 노약자 및 장애인들의 이동성을 위해 웹 또는 모바일 어플리케이션을 통한 편의시설 정보제공 시스템을 구현한다. 본 시스템은 노약자 및 장애인들이 이용하는 편의시설에 대한 정보를 시각적으로 제공하는 것을 목적으로 한다. 또한 시스템 내에서 사용되는 데이터들의 효율적인 관리와 시스템 종속성을 낮추기 위해 웹 서비스를 활용한다.

본 연구는 노인의 디지털 정보활용능력이 삶의 만족도에 어떤 영향을 미치는지에 대해 분석하고 노인의 디지털 정보활용능력과 삶의 만족도의 관계에서 자기효능감이 매개효과를 갖는지를 실증적으로 검증하고자 하였다. 이를 위해 D광역시 소재 노인복지관을 이용 중인 노인 396명을 대상으로 하여 디지털 정보활용능력 수준이 어느 정도인지 살펴보고, 삶의 만족도에 대한 관련 변수들의 영향력을 살펴본 후, 노인의 디지털 정보활용능력과 삶의 만족도의 관계에서 자기 효능감의 매개효과를 검증하기 위하여 위계적 회귀분석을 실시하였다. 연구결과 첫째, 노인의 디지털 정보활용능력이 높을수록 삶의 만족도가 높게 나타났다. 둘째, 디지털 정보활용능력과 자기효능감은 정적 상관관계로 나타나 디지털 정보활용능력이 높을수록 자기효능감에 긍정적인 영향을 미치는 것으로 확인되었다. 셋째, 노인의 디지털 정보활용능력이 삶의 만족도에 미치는 영향을 살펴본 결과 디지털 기기를 활용한 정보활용능력의 수준이 노인의 삶의 만족도에 직접적으로 긍정적인 영향을 미치며 자기 효능감을 매개하여 노년기 삶의 만족도를 높이는 것으로 나타났다. 본 연구 결과를 바탕으로 노인의 디지털 정보활용능력과 자기효능감, 삶의 만족도를 향상시키기 위한 실천적 함의를 제시하였다.

우리나라는 그동안 급속한 산업화와 경제발전, 의료기술의 발달로 평균 수명이 늘어나고 있는 추세이며, 특히 개관 초기에 1990년에 노인인구가 전체 인구의 5.1% 밖에 지나지 않았으나 30년이 지난 현재는 65세 이상 고령인구는 2015년 654만명, 2017년에는 14%로 고령사회 접어들어 들었다, 고령인구들이 일상적으로 여가를 보내는 시설 대표인 노인종합복지관에서 서비스 품질이 어르신들의 삶의 만족도를 높이는데 매우 의미있는 상관관계가 있다. 이에 따라 연구조사를 통해 어르신이 생각하는 바람직한 상태와 어르신이 경험하고 있는 현재 상태를 파악하고 그 차이를 찾아냄으로써 노인종합복지관이 제공해야할 정보와 서비스가 무엇인지 확인하고자 한다. 관악노인종합복지관은 설립 이래 30년 동안 지역사회의 어르신을 위한 전문적인 노인복지서비스를 제공하고 노인복지정책 수립에 경험적 바탕으로 많은 기여하고 있다. 향후 다가오는 국민소득 3만불시대, 국민연금 시대, 평균수명 100세 시대 등은 새로운 창조적 노인복지 프로그램 -양적 중심이 아닌 질적 중심인 프로그램, 다수가 아닌 소수 중심의 프로그램, 무료가 실비 프로그램, 수동적 프로그램에서 창조적 프로그램, 획일적인 대상 중심에서 대상의 다양성 등-의 변화는 향후 30년을 방향을 제시하고자 한다.

The purpose of this study was to analyze the expenditure state of midlife households for elderly life stage and to find out the variables that have influence upon these expenditure. The findings are follows: 1) The expenditure state was influenced by various as like wife’s age, couple’s education, number of children, husband’s retiring allowance, monthly savings, whole assets of households, level of dependence upon own children, etc. 2) The demand for economic preparation, program about elderly life, information and welfare system was related to the practical expenditure state absolutely and relatevely. The result showed that the husbands’retiring allowance was the most effective variable to the expenditure state for the elderly life. In conclusion the rational distribution of economics resources according to the family life stage is very important for the economic welfare of households.

고령사회가 아니라도 노인복지 문제는 존재한다. 다만 고령사회에서의 노인복지는 양적측면에서 증가할 수밖에 없고 질적 측면에서도 복지내용이나 성격을 달리할 수밖에 없는 것이다. 특히 노인을 위한 소득보장제도는 수혜대상이나 급여수준이 제한적이어서 실질적인 도움을 주지 못하고 있다. 주택보장정책에서도 저소득층의 주택유지능력에 관계없이 주택공급에만 치중을 하고 있어 노인들이 주거생활을 영위하는데 어려움을 겪고 있다. 또한 전달체계가 연계되지 않으면서 여러 노인시설이나 인력에 대한 관리의 미흡 등 체계화되지 못한 부분이 산재되어 있다. 따라서 이제 우리나라의 현실적인 문제에 맞는 노인복지제도를 구축하기 위한 문제점을 분석하여 법제도적 대응방안이 필요하다.

Implementing a home modification to enable elderly's safe and independent living is the key plan to realize their aging in place. South Korea in which had entered an aged society is not yet vitalized in home modification for the elderly compared to that of welfare-developed countries, and South Korea provides support that is limited to the low-income elderly. Therefore, this purpose of this study was to analyze the laws related to the home modification, the present condition of home modification support, the standards and guidelines in home modification, the support in house modification cost, and supporting organization and working force in the home modification. Through the analyzing process, this study examined the current situation and problems of institutional support in the home modification for elderly and the proposed plan for institutional improvement. The suggestions based on the results are as in the following. 1) Home modification support law(act or regulation) is required to be improved 2) Home modification support system correspondent to aging process should be provided regardless of their income levels. 3) Delicate plan standard and guideline are necessary for a process of implementing the home modification for the elderly. 4) Information on life behavior is in need for the implementation of elderly-customized home modification. 5) Cost for the home modification should be considered to cover by the Act on Long-Term Care Insurance for the Aged. 6) Housing Welfare Center and Housing Welfare Professional should be actively utilized for the home modification support institution and work force.

본 연구는 일상생활정보 이론을 기반으로 A자치구 66명의 장애인과 노인의 정보활동과 도서관 이용 경험에 대하여 조사하였다. 계량적 분석과 더불어 11명의 심층인터뷰를 통해 이들이 경험하는 일상생활 정보활동에 대한 맥락적 상황을 분석하였다. 연구 결과 장애인과 노인은 신체적, 심리적인 고립감이 비대면 시기에 심화되고 있고, 도와줄 인적 자원이 없으며, 온라인 정보기술의 활용과 정보 판단의 어려움을 겪고 있음이 나타났다. 이들의 정보 습득 경로는 가족이나 지인 등을 통해 얻기 보다는 지역 복지관을 주로 이용하는 것으로 나타났다. 반면에 새로운 것을 배우고, 다양한 문화적 활동을 체험하며, 책을 통해 마음의 위로를 받기 위해서 도서관을 이용하고자 하였다. 도서관을 이용해 본 경험이 있는 장애인과 노인의 경우 도서관 서비스에 대한 만족도가 매우 높았으며 삶의 활력, 시간의 유용성, 배움의 기회, 미래에 대한 긍정성을 갖게 되었다. 비대면 시기에 폭증하는 온라인 정보의 옳고 그름을 판단하는 능력과 사람들과 교류할 수 있는 디지털 기술의 활용 등 디지털리터러시 위한 교육은 절실함이 나타났다. 본 연구는 지식정보취약계층이 디지털 시대의 사회참여자로서 문화적 향유를 누리며 삶에서 새로운 가치를 주체적으로 만들어 내기 위해서 정보격차 불평등을 완화시키는 것이 필수적이며 그 중심에 도서관이 있음을 제시하였다. 매슬로우의 5단계 욕구 중 생리적 욕구, 안전 욕구의 기초복지를 기반으로 사회 참여, 존중, 자아실현의 욕구 등 문화복지, 정보복지 영역으로 확장해야 한다고 제언하였다. 이를 구현하기 위해서 지역사회 공공도서관이 특수도서관, 유형별 복지관, 행정 기관 등과 유기체적으로 협력하여 아웃리치 서비스, 인적 리에종 서비스 강화, 협력 장서 개발, 문화복지 프로그램 개발이 필요함을 제시하였으며, 가장 중요한 요소로 이들을 진심으로 이해하고 다가가는 인적 서비스임을 강조하였다.
