과학기술정보자원은 모든 연구개발의 동력에 해당되므로, 선진국들은 폭발적으로 늘어나는 자국 국민들의 과학기술정보자원의 수요에 적극 대응하고자 효율적인 지식정보인프라 구축 차원에서 국가과학도서관의 건립 및 운영을 필수불가결한 사항으로 인식하고 있다. 그동안 우리나라에서도 국가 대표 과학기술정보의 수집, 관리 및 유통 기관으로서 국내적 위상 제고와 국제적 경쟁력 확보를 위해 국가적 차원의 첨단연구정보 전진기지로서 국가과학도서관의 건립이 부단히 요청되어 왔다. 한 나라의 국가과학도서관은 국가 발전과 번영을 위해 핵심적인 과학기술지식정보 인프라로서, 새로운 지식정보의 생산능력은 이러한 인프라의 용량에 의존하며, 새로운 이론과 기술 및 새로운 비전의 창출은 그 기능에 달려 있는 것이다. 이는 국가적 차원에서 정보주권의 수호와 국가예산의 중복투자 지양이라는 관점에서 다루어지면서, 동시에 충분한 지식정보의 확충을 기반으로 이용자가 만족할 수 있는 인프라로 개발 운영되어져야 하기 때문이다. 향후 우리나라가 지식정보사회에서 선진제국의 지식정보 식민지화나 과학 기술 예속화를 지양하고, 과학기술산업 부문에서 국제경쟁력을 제고하기 위해서라도 이러한 도서관의 건립은 피할 수 없는 과제라고 하겠다. 따라서 본 논문에서는 그동안 국가차원에서 심각한 과학기술정보자원의 부족 및 정보서비스를 활성화하고자 몇 차례 시도된 바 있는 우리나라 국가과학도서관의 건립 및 운영을 연구의 목적으로 설정하고, 이를 달성하기 위해 다음과 같이 세부적으로 고찰하고자 한다. 첫째, 국가과학도서관 건립의 필요성을 살펴보고, 둘째, 그 기능 및 역할을 규명하며, 셋째, 지금까지 논의된 도서관 건립의 과정을 조사 분석하고, 넷째, 최근 국립 과학기술 농학 의학도서관 등 설립 추진 계획이나 세종시의 성격 변화와 같은 주변 환경 등의 변화를 고려하면서 향후 도서관 건립의 문제점 및 발전 방향을 도출하여 제시하고자 한다.

세계는 지식과 지식경영을 21세기 글로벌 문명의 키워드로서 자리매김 하는데에 동의하고 있다. 이 글은 현재까지 주로 경영학적 측면으로 다뤄지고 있는 지식경영의 문제를 $\ulcorner$지식$\lrcorner$을 객체로 하는 정보학적 시각으로 접근하여 지식의 구조에 터잡은 효율적 관리방법으로 해결하려는 것이다. 왜냐하면 지식경영의 본질은 지식이며, 나머지 영역은 지식을 효율적으로 운용하기 위한 여러가지 환경적 요소들-사람, 조직. 문화등 이기 때문이다. 이 글에서는 지식경영의 핵심요소를 지식 공유 시스템의 구축이라고 보고. 지식 공유 작업이 지식을 자원으로서 인식하는 수준이 아닌 그 진위여부와 가치의 평가, 신선한 지식창고로 유지 관리하는 과정으로 보다 신중하고 비중있게 검토되어야 한다는 사실을 지적한다. 아울러 지식의 관리에서 우선적인 것은 정보기술이 아닌 지식의 내용과 표현이므로 지식경영의 일반적 프로세스 중 '정보기술인프라' 는 '정보인프라' 로 수정되어 연구될 것을 제기한다.

과거의 IT가 인프라 기술 중심이었다면 현재는 서비스 중심이라고 할 수 있다. 많은 기업들이 IT 서비스 지원에 대한 비용 절감과 품질 개선을 위하여 많은 노력을 하고 있다. 2000년대 후반 이후로는 ITIL(Information Technology Infrastructure Library)기반의 IT 서비스 관리 시스템 개발을 통하여 조직문화로 정착시키기 위한 내재화에 힘쓰고 있다. 특히 ITIL 버전3의 구성요소 중 하나인 IT 서비스 운영은 내재화와 밀접한 관계가 있으며 중요성이 커지고 있는 실정이다. 하지만 ITSM 시스템을 성공적으로 도입함에도 불구하고 서비스 사용자들로 인한 여러 이슈사항 발생으로 IT 서비스 관리의 효율성이 나아지지 않고 있다. 따라서 본 연구에서는 효율적인 IT 서비스 관리를 위하여 이슈사항들의 지침서를 정의하고, 데이터베이스화하여 사용자 중심 교육 시스템을 개발하였다. 구현된 시스템은 ITSM 시스템의 운영 부분과 연동시켜 사용자들이 정기적인 학습을 통하여 효율적으로 문제 해결을 할 수 있도록 하였다. 본 연구의 결과를 기반으로 기존에 가지고 있었던 ITSM 시스템의 서비스 운영 한계를 극복하고 효율적인 IT 서비스 관리를 할 수 있을 것으로 기대한다.

연구 생산성의 향상을 위해서는 최신의 정보를 빠르게 습득하는 것이 무엇보다 중요하다. 이를 위해 연구자들은 다양한 경로와 방법으로 정보 자원을 찾고 이를 연구개발 과정에서 활용하고 있다. 한국과학기술정보연구원(KISTI)에서 연구정보 생태계를 지원하기 위해 사이언스온(ScienceOn)이라는 과학기술 지식인프라 통합서비스를 개발하여 전문정보를 비롯하여 인프라 자원, 산업 및 기술 분석 자원들을 한곳에서 제공하고 있다. 이를 통해 다양한 정보와 서비스들의 연계와 융합을 통한 접근성과 활용성을 높여주고 있다. 본 연구에서는 과학기술 학술정보 통합서비스에 대한 최근 연구개발 동향과 과학기술 지식인프라들을 분석하여 이용 목적에 따라 묶음 형태로 활용이 가능한 추천 패키지서비스를 제안하였다. 과학기술 학술정보에 대한 연계 및 융합서비스를 통한 국가 R&D 생산성 향상을 기대해 본다.

Increasing number of corporations applies IT service management systems to optimize IT service delivery and support processes. For this reason, implementation experiences and effect of IT service management system are growing concerns for IT managers and researchers. This case study analyzes implementation experiences on an ITIL based service management systems in an medium sized corporation. The exploratory case analysis revealed that systems and service quality were improved from the implementation. This study will contribute to the successful implementation of IT service management system and developing a research model of IT service management process.

This article assesses the recent development of libraries in Myanmar and efforts to build the sector's capacity leading up to and after the first democratic elections held in the country in nearly 50 years, at the end of 2015. Cyclone Nargis in 2008 is viewed as a 'framing event' (Birkland, 1998) that led to national legal and policy reforms, an increase in national and international projects to support development of Myanmar libraries, and the strengthening of local actors including the Myanmar Library Association to coordinate and lead development activities. Although in need of modernisation, networking, and professional skills, the existence of a widespread number of all library types across the country provides an important foundation for further development. The current status and readiness of libraries is explored in the broader context of the rapid leap from limited to more widely available access to information and technology. The article finds that there is great potential for libraries in Myanmar to support the continued transition to democracy as evidenced by the role of libraries and access to information in other countries that have transitioned. Remaining challenges include the potential of backsliding on national reforms, and the need for significant investments in infrastructure and skills. Libraries must be transformed to meet the changing needs of information users in a young democracy.

This study aimed to determine eco-friendly factors on the aspects of library service, materials provided or handled by the library, and programs including educational programs. Furthermore, it was setup to perform a trial evaluation for the eco-friendliness of the library based on the determined evaluation standards by this study. Results are as follows; First, regarding the question of 'Do employees of the library think that establishment of green libraries is necessary?', the employees of the libraries responded yes by 65.52%, but only 4.6% responded that it would not be necessary. Second, in analyzing the most important evaluation areas of green libraries according to the opinions of the libraries' employees, they were ranked in order: the indoor environment, energy and prevention of environmental pollution, and material and resource areas. Third, 11 areas were determined to evaluate the level of greening in the libraries; the highest averages were scored 510 for the area of energy and prevention of environmental pollution, 415 for the area of library resource, and 320 for the area of indoor environment. Last, the libraries were graded based on actual data according to the results to measure the level of greening, two libraries were graded as Diamond, the highest grade, accounting for 15.39% of all libraries; Gold and Silver grades accounted for another 15.39%, together five Certified graded libraries accounted for 38.46%, which was the highest rate among the libraries. Any library scoring less than 20% when compared to the full score was graded as Non-certified, and one library, which scored 15.06% fell into this category. The results of this study set up to serve as basic data for the direction of development for green libraries in our country, as well as reference for the employees of libraries in constructing or remodeling library buildings, establishing service infrastructure, providing information service, and planning library duties in an eco-friendly way.

Recently, the volume of knowledge information in the form of electronic media is quickly increasing in the library field along with the advancement of electronic communication technology. Libraries have both printed data and electronic data and are faced with the issue of corresponding with the access and use of knowledge information in terms of the space. This study is for building the layout of a sustainable knowledge information space based on the view that the library is the official infrastructure of the knowledge information based society. It is intended to analyze the meaning of knowledge information in the modern society, characteristics in the spatial organization and the transmission of knowledge information. The goal of this study is to understand and forecast the spatial structure where users access knowledge information and exchange with one another and developing the direction and guidelines for the spatial plan that today's libraries prefer through this analysis. For this, this study firstly prepared the base for the research on library space which can be considered as the physical realization of such concepts, through the theoretical review about the knowledge information and social concepts as well as characteristics of modern society. Also, it seized the characteristics in the transmission of knowledge information by conducting a structural analysis of the information service such as knowledge information and space, space and information media, space and space through the cases of 10 public libraries. The analysis resulted in basic data including the system of organizing knowledge information, system of knowledge information transferring elements and structure, and layout pattern of each library. These results are deemed meaningful for the promotion of communication with the user through the exchange, creation, and experience of knowledge information, the social role of today's public library.

As a new medium for knowledge diffusion, E-Journal is expected to be a general type of scholarly communication. However, the techno - economic problems have hindered the advancement of the E-Journal. For the technical aspects, there are problems such as the standardization of document format, automatization of the document preparation, forward and backward link between documents. Also there are necessities for the support of the information infrastructure of digital library and information superhighway. For the economic domain, reengineering of total publishing cycle is considered and the new paradigm of peer review is analyzed. We pointed out that the main difficulties in the diffusion of E-Journal are on the promotion of service and technological advance, not the price and marketing strategy.

본 연구의 목적은 R&D 활동에 도움이 되는 다양한 과학기술 지식인프라를 통합적으로 서비스하기 위한 통합서비스 구축 방법을 정의하고 실제 구축 사례를 보이는데 있다. 아이디어 생성/개발, 펀딩파악, 과제수행, 성과창출 확산 등 R&D 전주기별로 산재되어 있는 지식인프라들을 서비스·기능·정보·데이터 측면에서 세분화하여 연계, 융합함으로써 한 곳에서 이용자가 원하는 지식인프라를 적시에 제공할 수 있는 통합시스템 구축 방법을 제시하였다. 특히 본 연구에서는 통합서비스가 개별 지식인프라 서비스의 물리적 통합이 아닌 논리적 연계·통합을 고려하여 통합서비스 분류체계, 통합수준모델, 통합아키텍처, 이용자 통합인증체계를 정의하여 통합서비스 구축의 효율성과 유사 통합서비스 구축시 참조모델로의 확장성을 고려하였다.
