Lattice towers and tubular steel poles have been commonly used for electrical power transmission in Korea. They are durable, structurally stable, simple and can easily be constructed in limited spaces. However, residents are opposed to construct transmission lattice towers in their areas because they are not visually attractive, and electrical field occur at the transmission lines. Underground transmissions have been used instead of the traditional towers to resolve these problems, however they are not cost effective to construct and run. Therefore, we have developed eco-friendly towers that are more attractive, well blending into the surrounding environment, and much more economical than underground transmissions. There are four categories of the eco-friendly electric transmission towers about design aspects. Firstly, there is decoration type such as tree tower and ensemble tower. Tree tower looks like actual trees with leaves and branches so it blends into surroundings. Ensemble towers were designed after pair of crane birds. Those towers have decoration features and art works. Structural examination and manufacturing this type would be very similar to the conventional transmission towers. Secondly, there is arm design type such as traditional tower. Design features are added to the existing towers. As partial design can be adoptable on these types, it can easily meet height regulations and attach to conventional lattice towers and tubular steel poles. Also, these towers are more economical than others. Third category is multipurpose type such as Sail Tower. These towers have simple pole or tubular structure with features which can be used as information message board, public relations and much more. This type will face greater wind pressure because of the area of the board, also visibility must take into consideration. Lastly, there is moulding type such as arc pylon. It is different shape to the conventional towers - lattice towers and tubular steel poles. Dramatic design changes have been adapted - from a hard and static tower to a soft and curved tower. These towers will well stand out in the field. However, structural examination and manufacturing this type would be difficult and costly. Also certain towers of this type would require scaffolding or false work to construct, which will result in limitations of the construction area. This paper shows KEPCO 154 kV Sail tower in detail. KEPCO 154 kV Sail tower that is included in fabrication of sample tower and tower testing has developed and the results are presented in this paper. We hope that sail tower is also considered as a solution to have public acceptance or to create a familiar atmosphere among towers and people in coastal area.
The flammable liquid conductivity is an important factor in determining the generation of electrostatic in fire and explosion hazardous areas, so it is necessary to study the physical properties of flammable liquids. In particular, the relevant liquid conductivity in the process of handling flammable liquids in relation to the risk assessment and risk control in fire and explosion hazard areas, such as chemical plants, is classified as a main evaluation item according to the IEC standard, and it is necessary to have flammable liquid conductivity measuring devices and related data are required depending on the handling conditions of the material, such as temperature and mixing ratio for preventing the fire and explosion related to electrostatic. In addition, IEC 60079-32-2 [Explosive Atmospheres-Part 32-2 (Electrostatic hazards-Tests)] refers to the measuring device standard and the conductivity of a single substance. It was concluded that there is no measurement data according to the handling conditions such as mixing ratio of flammable liquid and temperature together with the use and measurement examples. We have developed the measurement reliability by improving the structure, material and measurement method of measuring device by referring to the IEC standard. We have developed a measurement device that is developed and manufactured by itself. The test results of flammable liquid conductivity measurement and the data of the NFPA 77 (Recommended Practice on Static Electricity) Annex B Table B.2 Static Electric Characteristic of Liquids were compared and verified by conducting the conductivity measurement of the flammable liquid handled in the fire and explosion hazardous place by using Measuring / Data Acquisition / Processing / PC Communication. It will contribute to the prevention of static electricity related disaster by taking preliminary measures for fire and explosion prevention by providing technical guidance for static electricity risk assessment and risk control through flammable liquid conductivity measurement experiment. In addition, based on the experimental results, it is possible to create a big data base by constructing electrostatic physical characteristic data of flammable liquids by process and material. Also, it is analyzed that it will contribute to the foundation composition for adding the specific information of conductivity of flammable liquid to the physical and chemical characteristics of MSDS.
The Cadastral Renovation is a National project to investigate and survey the registration of Cadastral Record and replace the existing Cadastral Record with a new Cadastral Record by digital, and to correct the registration of Cadastral Record if the registration of Cadastral Record does not match the actual status of the land. The Business Period generally takes about one year and six months to two years. The time required is getting longer due to problems that occur in the course of the Adjustment amount after the cadastral resurvey survey due to complex structure and internal conflict due to the interest between landowners. After Boundary Decision of the real boundary, the land area is confirmed by the landowners, and the cadastral office is to settle the Cadastral Renovation by calculating the Adjustment amount according to the confirmed area and the increase and decrease of the cadastral area. Therefore, the solution plan was suggested so that reasonable Adjustment amount can be applied through empirical research applied to the time of calculation of Adjustment amount and the method of calculation of Adjustment amount. The improvement method showed the expected effect that can lead the agreement with the landowner to the shortest period, and it was also possible to set the real boundary that meets the purpose of the Cadastral Renovation. This study suggests improvements in the method of calculating standard Adjustment amount, the method of imposing Adjustment amount, and the method of boundary adjustment that does not impose adjustment amount through the cadastral Renovation and parallel studies, and it is expected that the Cadastral Renovation will be completed by 2030.

Background: In Korea, Symplocos prunifolia Siebold. & Zucc. is only found on Jeju Island. Conservation of the species is difficult because little is known about its distribution and natural habitat. The lack of research and survey data on the characteristics of native vegetation and distribution of this species means that there is insufficient information to guide the management and conservation of this species and related vegetation. Therefore, this study aims to identify the distribution and vegetation associated with S. prunifolia. Results: As a result of field investigations, it was confirmed that the native S. prunifolia communities were distributed in 4 areas located on the southern side of Mt. Halla and within the evergreen broad-leaved forest zones. Furthermore, these evergreen broad-leaved forest zones are themselves located in the warm temperate zone which are distributed along the valley sides at elevations between 318 and 461 m. S. prunifolia was only found on the south side of Mt. Halla, and mainly on south-facing slopes; however, small communities were found to be growing on northwest-facing slopes. It has been confirmed that S. prunifolia trees are rare but an important constituent species in the evergreen broad-leaved forest of Jeju. The mean importance percentage of S. prunifolia community was 48.84 for Castanopsis sieboldii, 17.79 for Quercus acuta, and 12.12 for Pinus thunbergii; S. prunifolia was the ninth most important species (2.6). Conclusions: S. prunifolia can be found growing along the natural streams of Jeju, where there is little anthropogenic influence and where the streams have caused soil disturbance through natural processes of erosion and deposition of sediments. Currently, the native area of S. prunifolia is about 3300 ㎡, which contains a confirmed population of 180 individual plants. As a result of these low population sizes, it places it in the category of an extremely endangered plant in Korea. In some native sites, the canopy of evergreen broad-leaved forest formed, but the frequency and coverage of species were not high. Negative factors that contributed to the low distribution of this species were factors such as lacking in shade tolerance, low fruiting rates, small native areas, and special habitats as well as requiring adequate stream disturbance. Presently, due to changes in climate, it is unclear whether this species will see an increase in its population and habitat area or whether it will remain as an endangered species within Korea. What is clear, however, is that the preservation of the present native habitats and population is extremely important if the population is to be maintained and expanded. It is also meaningful in terms of the stable conservation of biodiversity in Korea. Therefore, based on the results of this study, it is judged that a systematic evaluation for the preservation and conservation of the habitat and vegetation management method of S. prunifolia should be conducted.
Landscape composition and structure are important factors determining biological diversity including pests and natural enemires in agricultural ecosystem. This study was conducted to indentify effect of landscape composition on occurrence of lepidopteran pest population in Geochang, Gyoungdnam. For this, orchard characteristics and management practices were surveyed in 80 conventional apple orchards in Geochang, Korea, along with the monitoring of pest population densities. The landscape features of each surveyed orchard also obtained by extracting information from the public-service map. Grapholita molesta was the most dominat and damaging pest followed by Phyllonorycter ringoniella and Carposina sasakii in trap catches. Adoxophyes paraorana occurrences were low. Farmers spray insecticides and fungicides ap. 12.4 times per year respectively while acaricides were sprayed 2.4 times. Major landscape features such as surrounding apple orchard or paddy field did not influence the pest populations but presence of plum, peach, wild peach, graph, and even abandoned orchards significantly resulted in higher pest population mostly on G. molesta. C. sasakii population was higher in orchards with grape, peach, and P. ringoniella with peach, grape, abandoned orchards and jujube. Results highlight the need of landscape management not only for the rural amenity but also for increasing functional diversity of agroecosystem as well as reducing pest population.

This research purposes to design a methodological framework to suggest the optimal method to resolve the conflicts of stakeholders surrounding the water use charge of the Han River region, and to use the analysis results to provide the direction of policy. For this, it was preceded that the process of understanding the mechanisms of the multifaceted conflict between decision makers taking different positions over water use charge of the Han River region, and an optimal method to resolve the conflict of water use charge of the Han River region was derived by using a graph model for conflict resolution(GMCR). According to the analysis results, the optimal state to find a solution to the water use charge of the Han River is that the Seoul-Incheon-Gyeonggi region pays the charge according to the original rate while Seoul-Incheon requesting discount the water use rate. In addition, the Han River management committee should establish policies desired by Seoul-Incheon-Gyeonggi region including rationalization of the decision-making structure to determine the rate of water use charge, making the basis to support the Han River management fund system for the Seoul-Incheon region, and transparent management of the Han River management fund system considering the characteristics of beneficiary regions and residents. This study is expected to provide objective decision-making information in establishing environmental policy directions related to conflict resolution in the water use charge of the Han River region and to offer a methodological basis for similar follow-up studies related to conflicts derived from sharing nature environment.

In the political field of news articles, there are polarized and biased characteristics such as conservative and liberal, which is called political bias. We constructed keyword-based dataset to classify bias of news articles. Most embedding researches represent a sentence with sequence of morphemes. In our work, we expect that the number of unknown tokens will be reduced if the sentences are constituted by subwords that are segmented by the language model. We propose a document embedding model with subword tokenization and apply this model to SVM and feedforward neural network structure to classify the political bias. As a result of comparing the performance of the document embedding model with morphological analysis, the document embedding model with subwords showed the highest accuracy at 78.22%. It was confirmed that the number of unknown tokens was reduced by subword tokenization. Using the best performance embedding model in our bias classification task, we extract the keywords based on politicians. The bias of keywords was verified by the average similarity with the vector of politicians from each political tendency.

This study constructed a new simulation platform, including mesh generation process, numerical simulation, and post-processing for results analysis based on exploration data to perform real-scale numerical analysis considering the actual geological structure efficiently. To build the simulation platform, we applied for open-source programs. The source code is open to be available for code modification according to the researcher's needs and compatibility with various numerical simulation programs. First, a three-dimensional model(3D) is acquired based on the exploration data obtained using a drone. Then, the domain's mesh density was adjusted to an interpretable level using Blender, the free and open-source 3D creation suite. The next step is to create a 3D numerical model by creating a tetrahedral volume mesh inside the domain using Gmsh, a finite element mesh generation program. To use the mesh information obtained through Gmsh in a numerical simulation program, a converting process to conform to the program's mesh creation protocol is required. We applied a Python code for the procedure. After we completed the stability analysis, we have created various visualization of the study using ParaView, another open-source visualization and data analysis program. We successfully performed a preliminary stability analysis on the full-scale Dokdo model based on drone-acquired data to confirm the usefulness of the proposed platform. The proposed simulation platform in this study can be of various analysis processes in future research.

Recently, there has been active studies to provide a user-friendly interface in a virtual reality environment by recognizing user hand gestures based on deep learning. However, most studies use separate sensors to obtain hand information or go through pre-process for efficient learning. It also fails to take into account changes in the external environment, such as changes in lighting or some of its hands being obscured. This paper proposes a hand gesture recognition method based on deep learning that is strong in external environments without the need for pre-process of RGB images obtained from general webcam. In this paper we improve the VGGNet and the GoogLeNet structures and compared the performance of each structure. The VGGNet and the GoogLeNet structures presented in this paper showed a recognition rate of 93.88% and 93.75%, respectively, based on data containing dim, partially obscured, or partially out-of-sight hand images. In terms of memory and speed, the GoogLeNet used about 3 times less memory than the VGGNet, and its processing speed was 10 times better. The results of this paper can be processed in real-time and used as a hand gesture interface in various areas such as games, education, and medical services in a virtual reality environment.
