The importance of an efficient information delivery service cannot be overemphasized in the information society. In this context, this study, based upon the importance of information intermediary on the internet, tries to suggest the use of Avatars in information services. This study first examines the concepts, theories, and characteristics of information services and internet, along with the meaning and role played by Avatars. Also, by suggesting the use of Avatars in information services, this study alms at enhancing our understanding on the internet and providing efficient information services.

The purpose of this study is to provide users with satisfactory information services that are utilizing Voice of the Customers(VOC). Voice of the Customers(VOC) toward organizations that provide information services is important information for decision-making to improve customer satisfaction and information services. K institute manages customer requests and feedbacks for NDSL(National Digital Science Library) using the Voice of the Customer Management System(VCMS). In this study, we analyzed the total number of 1,738 VOCs and suggested improvement strategies for information services. The results can be utilized as basic information by libraries and information centers that provide information services through analysis of VOC.

Context-aware technologies for ubiquitous computing are necessary to study the representation of gathered context-information appropriately, the understanding of user's intention using context-information, and the offer of pertinent services for users. In this paper, we propose the WS-CAM(Web Services based Context-Aware Middleware) framework for context-aware computing. WS-CAM provides ample power of expression and inference mechanisms to various context-information using an ontology-based context model. We also consider that WS-CAM is the middleware-independent structure to adopt web services with characteristic of loosely coupling as a matter of communication of context-information. In this paper, we describe a scenario for lecture services based on the ubiquitous computing e e e e e e to verify the utilization of WS-CAM We also show an example of middleware-independent system expansion to display the merits of web-based services. WS-CAM for lecture services represented context-information itodomaits as OWL-based ontology model effectively, and we confirmed the information is inferred to high level context-information by user-defined rules. We also confirmed the context-information is transferred to application services middleware-independently using various web methods provided by web services.

While ubiquitous healthcare (u-health) services were expected to propagate along with conventional healthcare services, recent progress indicated rather limited market acceptance. In this paper, we investigated the fundamental causes of why the consumer acceptance level of u-health services has been low. We draw upon innovation adoption theories to analyze the consumer readiness of the typical u-health services. The comparative analysis between innovative u-health services and conventional services was performed using analytic hierarchy process (AHP). Subsequently, policy and business implications including technological breakthrough insights were discussed based on the customer perspective comparative adoption analysis. The propositions captured through this study provide useful insight to further studies on u-health services.

This paper is to introduce recent collaborative activities in agricultural weather information services among institutions in Korea as well as key concepts for understanding agrometeorological services. KMA and RDA have agreed upon the establishment of the Joint Committee for Agrometeorolgy at national level to strengthen the national agrometeorological services in data collection, information production, research, and services to end-users of agrometeorological information in Korea. Several on-going joint projects in agrometeorology by RDA/KMA are introduced in brief. The projects being developed are : Strengthening of the Joint Committee of agrometeorology, Extension of observation network for agricultural weather, Production of the detailed agrometeorological information based on numerical weather forecasts, Development of seasonal and interannual weather forecasts for agricultural applications, Information network system for supporting agrometeorological research, and Improvement of agrometeorological information services at national and regional level. Strengthening of programs for the education and training of agrometeorologists will be impending responsibilities of the government. The government must consider establishment of organizations dedicated to and in charge of national agrometeorological services to end-users. RDA and KMA should play a major role to obtain this goal, based on a close cooperation with universities, scientific societies, and other relevant institutions. If this plan is successful, major infrastructures and services in agrometeorology shall be established in the next 5 years, and we can contribute to regional and global societies through sharing experiences and know-hows.

The first thing to be prioritized is to set the scope of the management system when establishing an information security management system for systematic and effective information security management. It is important to set the scope for an organization's information security goals due to the scope affects the organization's overall information security activities. If the scope is set incorrectly, it might become impossible to protect important services and therefore, the scope of the management system should be determined in consideration of the core business services of the organization. We propose a core service selection model based on the organization's mission-critical service and high risk service in order to determine the effective information security management system scope in this paper. Core service selection criteria include the type of service, contribution to sales, socio-economic impact, and linkage with other services.

Pricing information services, where congestion can threaten the efficient operation of information systems, has been studied in economics and information systems literature, Recent explosion of the Internet ana proliferation of multimedia content over the Internet have rekindled the research interest in designing pricing schedules for differentiated information services, In order for the information system to effectively serve users having heterogeneous needs, pricing rules for discriminated services should be considered. At the same time, when individual users' interest does not align with that of the organization that individual users belong to, organization-wide pricing policy should be devised to improve the value of the services rendered by the system. This paper, using a priority queuing model, addresses the need for such on incentive-compatible pricing for different information services.

Location-based services are a recent concept that integrates a mobile device's location with other information in order to provide added value to a user. Although Location-based Services provide users with comfortable information, it is a complex task to manage and share heterogeneous and numerous data in decentralized environments. In this paper, we propose the Semantic LBS Model as one of the solution to resolve the problem. The Semantic LBS Model is a LBS middleware model that includes an ontology-based data model for LBS POI information and its processing mechanism based on Semantic Web technologies. Our model enables POI information to be described and retrieved over various domain-specific ontologies based on our proposed POIDL ontology. This mechanism provide rich expressiveness, interoperability, flexibility in describing and using information about POls, and it can enhance POI retrieval services.

Geographical Information Service of local authorities is already considerable interest to private and public organizations. This paper presents the application of private investment aimed to promoting the extent of geographical information services in local authority. For it, the theoretical backgrounds of geographical information services are represented. On the basis of the empirical evidence, the paper represent a policy how a various issues should be dealt with promotion of geographical information services in the private investment.

The present research addresses the system design for building a geospatially-based web services application for mobile users. In recent years, geospatial information(GI) and Geographic Information Systems(GIS) are significant resources in decision-making analyses at various levels of society and activities. Recently, the integration of GIS and web services, called GIS web services, provides the wider implementation of GIS. At the present time, accessing, presenting, and manipulating updatedgeospatial information to locate geo-related facility services are real challenges related to application developers to implement for foot-travelers properly. The present paper investigates how the web services work in a GIS for discovering geo-related facility services such as a restaurant and post office in the user's vicinity. Thus, a prototype, with an architecture consisting of a windows application on the client side as well as facility services and geo-engineon the server side, were designed and implemented with the proposed GIS web services platform. On both the client and server sides, visual studio .Net technology was used. A geo-engine on the server side was also built with ESRI's MapObjects. Following successful implementation of the prototype presented in this study, the mobile user is able to invoke remote web services to assess the location of various facilities such as restaurants. Moreover, the present research demonstratesthat web services are not restricted only to web-based use, but can also be utilized by any web-connected application.
