Web Services have been utilized in a wide variety of applications and have turned into a key technology in developing business operations on the Web. Originally, Web Services can be exploited in an isolated form, however when no single Web Service can satisfy the functionality required by a user, there should be a possibility to compose existing services together in order to fulfill the user requirement. However, since the same service may be offered by different providers with different non-functional Quality of Service (QoS), the task of service selection for Web Service composition is becoming complicated. Also, as Web Services are inherently unreliable, how to deliver reliable Web Services composition over unreliable Web Services should be considered while composing Web Services. In this paper, we propose an approach on a QoS-aware Web Service selection for reliable Web Service composition. In our approach, we select and classify Web Services using Decision Tree based on QoS attributes provided by the client. Service classifier will improve selection of relevant Web Services early in the composition process and also provide flexibility to replace a failed Web Services with a redundant alternative Web Services, resulting in high availability and reliability of Web Service composition. We will provide an implementation of our proposed approach along with efficiency measurements through performance evaluation.
Objectives: This paper describes an experience of implementing seamless service trials online and offline by adopting Internet of Things (IoT) technology based on near-field communication (NFC) tags and Bluetooth low-energy (BLE) beacons. The services were provided for both patients and health professionals. Methods: The pilot services were implemented to enhance healthcare service quality, improve patient safety, and provide an effective business process to health professionals in a tertiary hospital in Seoul, Korea. The services to enhance healthcare service quality include healing tours, cancer information/education, psychological assessments, indoor navigation, and exercise volume checking. The services to improve patient safety are monitoring of high-risk inpatients and delivery of real-time health information in emergency situations. In addition, the services to provide an effective business process to health professionals include surveys and web services for patient management. Results: Considering the sustainability of the pilot services, we decided to pause navigation and patient monitoring services until the interference problem could be completely resolved because beacon signal interference significantly influences the quality of services. On the other hand, we had to continue to provide new wearable beacons to high-risk patients because of hygiene issues, so the cost increased over time and was much higher than expected. Conclusions: To make the smart connected hospital services sustainable, technical feasibility (e.g., beacon signal interference), economic feasibility (e.g., continuous provision of new necklace beacons), and organizational commitment and support (e.g., renewal of new alternative medical devices and infrastructure) are required.

As information technologies are applied to the libraries in information society, the library services have been changing its feature. Therefore, the purpose of this paper is to explore and to establish a paradigm of the library services in information society. It is hypothesized that the application of information technologies leads to the change of the library services in information society. To prove the hypothesis, the data were collected from various research results carried out in the developed countries and by observing various libraries where the information technologies are extensively applied. The findings are as follows: 1. As information technologies are applied to the library, many new library services emerge for the society. 2. As the electronic data replace the paper data, the collection of a library becomes the collection of the libraries in the world. Therefore, the accessibility to the information network is more important than to own information in the library. Librarians select various electronic data according to the library policy which distinguishes their own library collection from others. The policy also solves the various problems related to weeding and preserving library collection. And the use of CD-ROM selection tools enable library users to select their own data. Now, the censorship becomes the concems of the library users, not the library. 3. The catalogs are reorganized for the electronic data for the international use. The most important information in the catalog is the location of the data and the multi access to the data are necessary. 4. As the information technologies are applied in book selection, cataloguing, information retreival and circulation, the library users are enable to service themselves in the library. And most of the routine works related to the information service are taken over by the library staffs. Professional librarians engage in user education, information marketing and fund raising. 5. Public libraries in information society serves those who have no access to the information. They help the illiterates. patients in the hospital, prisoners, and homeless in the city. Therefore, the information technologies enhance the role of librarians in professional work in the library as well as in the information society.

The reliability modeling of distributed systems requires a good understanding the reliability of the components. For thousands of web users, competitiveness in web services means a successful presence on the web. Mean time between failures of a web site on SOAP12/HTTP is considered, where SOAP12 is a protocol intended for exchanging structured information in a decentralized, distrbuted environment. Data were collected from statlab.cam.ac.uk/webstat/stat.html via the internet.
In this study, we formulated rational criteria to efficiently provide traffic information services via a crafted approach. By utilizing this, we presented a detailed traffic information service providing method that can overcome the limitations of existing link unit information provision system. Three methodologies such as user survey, data mining, and KHCM (Korea Highway Capacity Manual) utilization method were applied to formulate a rational expression standard for traffic information service. Each method was designed to establish a quantitative criterion for various traffic conditions and to enable user-oriented traffic information service in consideration of the traffic principal/compatibility. Considering the results of each methodological analysis in a comprehensive manner, the basic expression standards for traffic information service was formulated. Then we presented improvements such as traffic condition step by road, speed range of traffic condition, expression term of traffic condition and so on. In order to complement the problems of the information provision system of the existing link unit based on the derived improvement criterion, we presented the detailed traffic information service provision method by using the traffic speed data of the second order. And we applied this to the two links of Daegu city. The method presented in this research can improve the quality of traffic information service. Not only it can be used for various fields such as optimal route search, traffic safety service and so on.
This study was carried out to analyze different types of information services to industries, provided by the Technical Information Department of government-supported research institutes. Today, demands on information of new technology have been rapidly increased with the expansion of information mind in enterprises. Managers, specially in profit organizations, are hunting for the technological information since they recognize that acquisition of information is directly connected with the success of business and technological innovation. However, it is not easy for them to get appropriate information due to such factors as competition, information blocking among profit organizations, shortage of holding library, etc. The roles of SciTech libraries can be divided into two parts; the first one is to promote information exchange among organizations, and the second one to supply users with proper information, processed and analyzed by the specialists. In this study, fifteen Technical Information Department of government-supported research institutes are surveyed to investigate their information services to industries. The results of survey show that their services are not enough to support industries successfully.

In this study, U-City to effectively manage information as a basis for studies of U-City Info characteristics were analyzed. U-City services are currently being discussed which is about 228. Short-term possibility of applying these services, the service's practicality and availability of services based on public services analyzed, 39 were selected. Next, the selected U-City to target services to analyze the flow of information and analysis based on the characteristics of U-City information was derived. U-City information derived from this study, the characteristics of real-time information, and service-specific mandatory and optional information, melting complex information, dynamic information, large amounts of data, user-customized information, and information security vulnerabilities, revealing personal information and privacy is. The results of this study, governments and municipalities to promote the construction of the U-City can be used effectively. To do so, considering the characteristics of U-City information, information management standards should be established.
The Internet cyber space has become more important as it enters the intelligent information society of the 4th Industrial Revolution beyond the information age through the development of ICT, the expansion of personalized services through mobile and SNS, the development of IoT, big data, and artificial intelligence. The Internet has formed a new paradigm in human civilization, but it has focused only on the efficiency of its functions. Therefore, various side effects such as information divide, cyber terrorism, cyber violence, hacking, and personal information leakage are emerging. In this situation, facing the intelligent information society can lead to an uncontrollable chaos. Therefore, this study classifies the cyber dysfunction of intelligent information society and analyzes social cognition, suggests cyber dysfunction standard of intelligent information society, and examines the seriousness of dysfunction, and suggests technical research directions for future technologies and services. The dysfunctional classification of the intelligent information society was classified into five areas of cyber crime and terrorism, infringement of rights, intelligent information usage culture, intelligent information reliability, and social problems by FGI methodology. Based on the classification, the social perception of current and future cyber dysfunction severity was surveyed and it showed female is more sensitive than male about the dysfunction. The purpose of this study is to analyze the Elementary and Secondary Education Act(ESEA) of the U.S. reauthorized by the Every Student Succeeds Act in 2015 from the viewpoint of the library and information services, and to derive implications for improving the library and information services. For the first time, ESEA includes effective school library programs and school librarians, and links school library programs and school librarians with literacy, digital literacy, books, resources, up-to-date materials, technology, library services and educational services. It provides a financial and institutional base for library and information services in elementary and secondary schools of the US to be more conducted. In addition, school librarians are required to participate in personalized learning experiences, evidence-based assessments, and professional development in the law, so school librarians must provide library and information services to students, staff, and parents in order to improve student achievement and digital literacy. Based on these analyses, this study discussed strengthening access to the school library, specifying the work of the teacher-librarian's library and information services, strengthening collaboration with school members, educational activities based on evidence base, sharing educational effects and developing of library and information curriculum.
