This paper shows trends in domestic and foreign web accessibility. To disclose the web accessibility observance rate, seven central adminstration institutions and another seven north-eastern cities in Gyeong gi-Do and seven major IT companies were evaluated. KADO-WAH 2.0 was used for showing the observance rate. The evaluation criteria was that of Internet Web contents accessibility Guidelines 1.0. The evaluation was limited to Guideline 1 and Guideline 2 of non-text contents and the restricted frame usage and the keyboard-only operation. The average points for three items are as follows: 65.56% for North-Eastern cities in Gyeong gi-Do and 43.71% for Central adminstration institutions and the average 29.33% for major IT companies. The observance rate was highest by 99.3% in Human-rights committee among the central administration institutions. With the observance rate of 98%, Namyang-ju city came first in Gyeong gi-Do area. Samsung electronics was the highest with 63.66% in observance rate. The Central adminstration got lowered from the average 82.14% in 2006 to the average 54.28% in 2009, with the result of 27.86% down. Accordingly, the urgent improvement for Central adminstration and Local adminstration in web accessibility is asked for. The same is true with major IT companies in web accessibility.

The purpose of this study is to evaluate the Dublin Core metadata generated by ChatGPT using book covers, title pages, and colophons from a collection of books. To achieve this, we collected book covers, title pages, and colophons from 90 books and inputted them into ChatGPT to generate Dublin Core metadata. The performance was evaluated in terms of completeness and accuracy. The overall results showed a satisfactory level of completeness at 0.87 and accuracy at 0.71. Among the individual elements, Title, Creator, Publisher, Date, Identifier, Rights, and Language exhibited higher performance. Subject and Description elements showed relatively lower performance in terms of completeness and accuracy, but it confirmed the generation capability known as the inherent strength of ChatGPT. On the other hand, books in the sections of social sciences and technology of DDC showed slightly lower accuracy in the Contributor element. This was attributed to ChatGPT's attribution extraction errors, omissions in the original bibliographic description contents for metadata, and the language composition of the training data used by ChatGPT.
After being introduced into franchises industry, franchise has made a phenomenal growth in a short time and a substantial contribution to job creation and economic revitalization. Nevertheless, franchise business operators failed a business or low profit because of a lack of information and indiscriminate foundation. Therefore the first object of this study is characteristics of franchise's factors on disclosure agreement in franchise associate website. second is examinations about casual relationship between factor and franchise performance with using Excel and SPSS 18.0 versions. The findings of present study were as follows. First, franchises manage small business mostly(financial data, scale so on) and franchise's type focused the food service industry. Specially, a business district select unprotected contract. Second, in franchise's factors, we could find statistically significant effect on annual average sales and annual average net profit. However growth rate of franchise don't have statistically significant effect. Third, we could find statistically significant difference on analysis both franchises' factors and financial data. In conclusion, we must consider of franchise industry environment and success effect on performance in starting one's business. Furthermore franchises plan ways for their sustained growth and protection of rights and interests. Finally business operator draw up their information and upgrade continuously for franchises industry growth. Discussion and theoretical and managerial implications of the results were described along with future franchise research suggestions.

Recently, construction claims have been increased for protecting the rights of construction participants and effectively adjusting the changes under the contract. Thus, the importance of claim management has been emphasized in the construction industry. In domestic construction industry, some claim issues involved in construction activities are often being developed into disputes and even litigations because of the absence of methods or systems for the dispute resolution, and the lack of judicial precedents which can be provided as the references for resolving a particular dispute. In general, the judicial precedents related to the disputes and litigations occurred among construction participants would be extremely valuable in evaluating and analyzing current claims issues. However, such useful information has not been effectively accumulated and utilized in resolving the similar or sometimes identical types of disputes, thus requiring a large amount of additional costs, time and efforts. The primary objective of this study is to propose a web-based decision support system for construction claim management, which enables contractual participants to easily access and use the information of the judicial precedents related to the current construction claims. The decision support system is composed of 'prevention' and 'settlement' modules for avoiding and systematically resolving the construction claims.
Purpose: According to the Occupational Safety and Health Act of the Ministry of Employment and Labor, in order to prevent industrial accidents, the right to stop work must be exercised in the event of an imminent danger. This study conducted a fact-finding survey on whether employers fulfilled the right to suspend work in the workplace when an imminent danger, such as a typhoon, was encountered. Method: For two days from August 9 to October, when the impact of Typhoon Khanun No. 6 was significant, it was confirmed by wire whether or not the work suspension was carried out at the workplace, and the subjects of the survey were 1,649 construction sites, 830 manufacturing sites, and 278 other industries, for a total of 2,757 sites. Result: As a result of the fact-finding survey, 56% (1,555 locations) on August 9th and 77% (2,142 locations) on August 10th carried out full or partial work suspension. In particular, on August 10, when the typhoon landed, 40% of all workplaces completely stopped work. Conclusion: Through this study, it was confirmed that the right to suspend work by employers is being used in actual workplaces. In the future, when there is an imminent danger, in addition to the right to suspend work, flexible and telecommuting, working hour adjustments, etc. must be actively used to ensure the safety of workers and protect their lives.
On August 3, 2023, a brutal incident of unprovoked violence, termed as "Abnormal motivated crime," occurred in a multi-use facility, where retail and transportation facilities converge, near Seohyeon Station. The assailant drove onto the sidewalk, hitting pedestrians, and then entered a department store where a knife rampage ensued, resulting in a total of 14 victims. In the aftermath of this incident, numerous murder threats were posted on social media, causing widespread anxiety among the public. This fear was further exacerbated by the emergence of a "Terrorless.01ab.net" service. Purpose: This research aims to explore necessary institutional improvements for private security personnel who protect customers and employees in multi-use facilities, to enable them to perform their duties more effectively. Method: To assess the risk of Abnormal motivated crime, a time series analysis using the ARIMA model was conducted to analyze the domestic trends of such crimes. Additionally, Result: the study presents suggestions for improvements in the domestic security service law and emergency manuals for multi-use facilities. Conclusion: This is informed by a legal analysis of the indemnity rights for weapon use by private security guards abroad and their operational authority beyond weapon usage.
Purpose: Recently, there has been a movement to guarantee the right to watch sports for the disabled. However, the sports stadium is designed without considering the wheelchair users, so the right to move in the stadium is not secured. Restrictions on the movement of the disabled make the evacuation vulnerable in an emergency. This study aims to develop a plan to ensure the safety of movement and evacuation of wheelchair users by conducting simulations targeting indoor sports stadiums. Method: The simulation was performed by constructing a scenario with the shape of the stands as a variable. The effect of the installation of wheelchair seats on evacuation was confirmed. Result: The results according to whether wheelchair seats are installed, the evacuation route of wheelchair movement, and whether wheelchair seats are separately arranged were compared. The impact of wheelchair seat installation on evacuation and its characteristics were derived. As a result, upward and separation seat was the most vulnerable to evacuation. Conclusion: A plan to secure evacuation performance was derived for the top floors of upward and separation seat. It is judged that the content can be use as a way to secure the safety of movement and evacuation of the disabled in sports stadiums.

This study aims to identify implications for the role of home economics in consumer education in middle schools focusing on building consumer competency. To this end, the content in middle school textbooks of home economics and other subjects, written according to the 2015 revised curriculum, were analyzed. This study examined consumer education content based on the consumer competency measurement index developed by the Korean Consumer Agency, and reviewed different foci presented by subjects. This study also investigated how the knowledge, attitude and practice, which are components of consumer competency, are presented. The major findings of this study can be summarized as follows: First, consumer competency content, presented in textbooks of home economics and other subjects, were comprised of citizenship competency(65.3%), transactional competency(27%), and financial competency(7.7%). Second, in terms of content on the consumer's citizenship competency, little attention was paid to consumer rights, revealing an imbalance between responsibilities and rights. Third, despite its importance, the "utilization of information and communications technology" in transaction competency, and "consumer participation" in citizenship competency are insufficiently covered in the home economics. Fourth, social studies was the subject that most extensively covered the content of consumer competency. In terms of scope, home economics dealt with most of the sub-fields. Fifth, even when the same content of consumer competency was covered, it was presented differently by subject. Sixth, there was a lack of connection between components of consumer competency-knowledge, attitude, and practice, with a disproportionately high emphasis on knowledge. In conclusion, this study concluded that consumer education content of middle school subjects is insufficient to enhance consumer competency.
Despite international cooperation, piracy has not yet been eradicated in major waters around the world. From the perspective of South Korea, which is absolutely dependent on exporting and importing, it's a lifeline for us to secure safe maritime traffic so it is a situation we have to be vigilant about maritime safety and security. However, criminal law on punishment of piracy is still insufficient and legislative consideration is needed. Since pirates are regarded as enemies of humankind, all nations can punish pirates regardless of their damage. The international community has done its best in cooperation from hundreds of years ago to secure maritime trade through this universal jurisdiction and marine transportation in international waters which is an essential space for military activities, particularly in the Gulf of Aden, the advanced nations have dispatched fleets to combat maritime security threats through joint operations to crack down on Somali pirates. Even if universal jurisdiction is allowed for piracy in accordance with the International Convention on Human Rights and the United Nations Convention on the Law of the Sea, it is difficult to effectively deal with piracy if it not fully complied with a domestic legal system for this purpose or is stipulated as different from international regulations. In other words, universal jurisdiction corresponding to international norms and constitution of piracy should be defined in criminal law in accordance with criminal statutory law. If the punishment of pirates by unreasonably applying our criminal law without prejudice to such work can lead to diplomatic disputes in violation of the Universal Declaration of Human Rights or other international norms. In South Korea, there is no provision to explicitly prescribe piracy as a crime, but punish similar acts like piracy in criminal law and maritime safety law. However, there is a limit to effective piracy punishment because we are not fully involved in internationally accepted piracy. In this study, we critically examine the proposals of the constitutional elements of piracy, propose the legislative direction, and insist on the introduction of globalism to pirate sins.
Nowadays, proactive intelligence activities are required because of enhanced nation wide threats of terrorism and complexity of multidimensional factors of national security. South Korea not only need to draw up plans of information sharing among agencies for more effective national intelligence activities, but also have to evaluate the structure of Domestic Intelligence Agency and its right direction of activities. In this vein, this paper conducts comparative studies of structures and range of activities of intelligence Agencies by reviewing U.K, U.S.A, and France cases and suggests a potential model of 'domestic information specified agency' that we can adopt and methods to share information among agencies. The focus of this paper is on the reviewing of necessity of establishing new 'domestic information specified agency' which will mainly conduct anti-terrorism and counterintelligence activities, and its appropriate form. After reviewing the cases of U.K, U.S.A. and France, we conclude that overcoming the people's distrust about an invasion of freedom and rights caused by centralized and integrated independent intelligence agency is a prerequisite. Disputable issues of FBI, DHS, and South Korea's intelligence agency cases suggest that plans for restoring trust have to be considered if a new 'domestic information specified agency' is established in NIS. If it is established under government ministries such as MSPA focusing on implementing anti-terrorism and counterintelligence activities, organizations such as NCTC, NIC, that can carry out information sharing and cooperating with agencies concerned have to be established. Additionally, measures to solve structural problems caused by carrying out law enforcement functions by domestic information specified agency should be considered.
