  • Nigeria's non-government organization (NGO) libraries for the visually impaired has over the years been at the forefront of information services provision to persons with visual impairment. This study adopted a survey research design to investigate use of alternative formats and perceptions of information services to the visually impaired, focusing on two purposively chosen NGO libraries for the visually impaired in Nigeria. Using a complete enumeration approach, data were gathered from 180 users of the libraries through the use of a structured questionnaire with a reliability score (${\alpha}=0.74$). Data from 112 (62.2%) of the 180 administered copies of a questionnaire that were retrieved were analysed. The study found that Braille materials had a high level of utilization ($\bar{x}=4.46$) and were the most frequently utilized (90.9%). Perception of information services by the visually impaired was positive while use of alternative formats was significantly and positively related to users' perception of information services (r = .041; p < 0.05). The study recommends improved transcription and investment in alternative formats and in e-resources. It also recommends collaborations to widen access as well as constant evaluation of services.

  • Purpose - In this research, we investigate the relationship between the level of information technology utilization, social capital and knowledge management, organization performance. For information and knowledge management, participants' certain level of information technology utilization is required and connections among participants are necessary for performing and for synergy effects. Research design, data, and methodology - Reflecting on these, we empirically analyze the effects of participant's information technology utilization level and social capital on knowledge management and organization achievement for the case of Incheon International Airport. Questionnaire is distributed to the airport employees and collected 221 samples for analyzing. SPSS and AMOS statistic programs are used for analysis. Factor analysis, Credibility adaptability, path analysis, hypotheses are verified. Results - The study research shows as follow. First, the level of IT utilization does affect social capital but does not affect knowledge management. Second, social capital affects both knowledge management and organization achievement. To investigate more about the relationship between the level of IT utilization and knowledge management, we analyzed the control effects of personal characteristics, and findings are, first, employees with longer time service recognize the importance that the level of IT use and knowledge management affect organization achievement more seriously than employees with shorter time service do. Second, employees with shorter time service and younger employees have relatively lesser social capital and participate in knowledge management passively. Third, higher position employees think that the level of IT utilization affects knowledge management while lower position employees do not. Conclusions - The level of IT utilization affects social capital, and social capital affects knowledge management and organization achievement. These results suggest that the level of IT utilization is very important to both organization and each employee. So providing related training and education opportunities or incentives to induce employees to make efforts for higher level of IT utilization and thus to participate in knowledge management more actively is necessary. The level of IT utilization affects social capital which airport employees lack. The one of study results indicates the importance of social capital and for higher competitiveness of the airport social capital should be increased.

  • The present study is to provide information for the improvement of school health services through research on the current condition of its organization and practice in universities, colleges and junior colleges. The scope of this study is consisted of four components including health organizations/units, school health services, environmental sanitation and health education for the 30 universities, the 20 colleges and the 32 junior colleges in Korea. The major findings are summarized as follows: (1) Among the sampled schools, around 73% of them have the health service organization/unit. When we break down health service organization/unit into the types by the level of school, around 73% of the universities have formal organization called "health center" and 20.0% of them have an informal organization called "health room". For the colleges level, 30.0% of them have the "health center" and 40.0% of them have the "health room". The figure of junior colleges is a quite different from universities and colleges, 56.3% of junior colleges have the "health room" only but the other have no service organization at all. (2) It was found that only 22.0% of 82 schools have the health committee for the school health services. It might be necessary to have a kind of expert committee to establish an annual health service program, budget and health policy in the school. (3) Approximately 29% of those schools having formal health organizations/units appointed directors as a medical persons. 13.4% of the sampled schools are appointed doctors (including the dentists) at health service organization/unit, 9.8% are appointed pharmacist and 65.9% are appointed nurses. Therefore, the data imply that the school health services are depending mainly on nurses. (4) The major activities of school health services are covering primary medical care (84.1%), health counseling (72.0%), physical examination (68.3%), vaccination (58.5%), tuberculosis control (54.9%), parasite control (29.3%) and dental health case(9.8%). Also 69.5% of the schools have the program on the environmental sanitation and the health education program. (5) In regard to health budget taking account of 34 schools, approximately 92% of them have less than 5,000 won per students and only 8.8% of them have more 10,000 won per students. At the average health budget per students is 4089.8 won in universities, 1617.1 won in colleges and 475.0 won in junior colleges. (6) The students enjoy the benifit of medical insurance at 11.0% of 82 schools surveyed. They are all universities. (7) The study found that 56 universities, colleges and junior colleges provide the annual physical examination. Only 21.4% of them have provided it for all students and school employees. (8) 64.3% of the 56 schools surveyed keep a record of the regular physical examinations. Records must be utilized as the basic data for the evaluation of the student's health condition and so the individual student is encouraged to take care of his own health. (9) At the 59 schools which practice health counseling, the main concerns of the counsellees are venereal disease, tuberculosis and psychoneurosis. This shows the need to practice health education in the area of preventive medicine. (10) 69.5% of the 82 universities, colleges and junior colleges surveyed are concerned with supervision of the environmental sanitation in their school, but non-professionals are in charge at 70.1% of them. This indicates negligence in environmental sanitation. (11) 53.7% of the 82 schools responded that they have no special instructive measure for the students' health and 54.9% are found to be negative in the use of a health education method. This reveals a problem. They are not positive to the recognition of their function as the initiative organization for the students' health. (12) The supplementary education for the faculty of the school health services is executed only at 8.5% of all the schools surveyed.

  • The objective of this research was to assess the effect of experience, education, record keeping, labor, and decision making on monthly milk yield per farm (MYF), monthly milk yield per cow (MYC), monthly milk revenue per farm (MRF), and monthly revenue per cow (MRC) of dairy farms supported by a private organization in Central Thailand. The dataset contained 34,082 monthly milk yield and revenue records collected from January 2004 to December 2008 on 497 farms, and information on individual farmer experience and education, record keeping, and decision making obtained with a questionnaire. Farmer experience categories were i) no experience, ii) one year, iii) two to five years, iv) six to ten years, v) eleven to fifteen years, vi) sixteen to twenty years, and vii) more than twenty years. Farmer education categories were i) no education or primary school, ii) high school, and iii) bachelor or higher degree. Record keeping categories were: i) no records and ii) kept records. Labor categories were: i) family, ii) hired people, and iii) family and hired people. Decision making categories were: i) decisions made by farmers themselves, ii) decisions made with help from government officials, and iii) decisions made with help from organization staff. The mixed linear model contained the fixed effects of year-season, farm location-farm size subclass, experience, education, record keeping, labor, and decision making on sire selection, and the random effects of farm and residual. Results showed that longer experience increased (p<0.05) monthly milk yield (MYF and MYC) and revenue (MRF and MRC). Farms that hired people produced the highest (p<0.05) monthly milk yield (MYF and MYC) and revenue (MRF and MRC), followed by farms that used family, and the lowest values were for farms that used both family and hired people. Better educated farmers produced more MYC and MRC (p<0.05) than lower educated farmers. Farms that kept records had higher MYF and MRF (p<0.05) than those without records. Although differences among farms were non-significant, farms that received help from the organization staff had higher monthly milk yield (MYF and MYC) and revenue (MRF and MRC) than those that decided by themselves or with help from government officials. These findings suggested that dairy farmers needed systematic training and continuous support to improve farm milk production and revenues in a sustainable manner.

  • Current computer viruses are one of the most serious problems in information age due to their potential demage and impact on use of information systems. To make the problem worse, virus development technology has been advanced rapidly, and use of network systems has expanded widely. Therefore computer viruses are much more complex and use of anti-virus software(AV S/W) is not enough to prrevent virus incidents. It implies that computer viruses as well as other information security matters are not solely a technical problem but also a managerial one. This study emphasized on computer virus controls from managerial perspective of information security and investigated factors influencing the effectiveness of computer virus controls. Organization's comprehensive security policies provide guidelines on how organization or individual can protect themselves from computer viruses. Especially, user's education has positive impact on user's security related characteristics. Based on the analysis of research model using structural equation modeling technique, security policies were influencing security controls and improving user's computer viruses related awareness. Also security controls had positive impact on security effectiveness. However, no significant relationship was found between user's security related characteristics and security effectiveness.

  • Since the passing of the Personal Information Act in March 2011 and its initial introduction in September, over the one year to date diverse security devices and solutions have been flowing into the market to enable observance of the relevant laws. Beginning with security consulting, corporations and institutions have focused on technology-based business in order to enable observance of those laws competitively in accordance with 6-step key procedures including proposal, materialization, introduction, construction, implementation, and execution. However there has not been any investment in human resources in the field of education such as technology education and policy education relative to the most important human resources field nor investment in professionals in the organization for the protection of personal information or in human resources for operating and managing IT infrastructure for actual entire personal information such as special sub-organizations. In this situation, as one process of attracting change from the nature of the technology-based security market toward a professional human resource-based security infrastructure market, it is necessary to conduct research into standardization modeling concerning special organizational composition and a management system for the protection of personal information.
