Building Change Detection Using Deep Learning for Remote Sensing Images

  • To increase building change recognition accuracy, we present a deep learning-based building change detection using remote sensing images. In the proposed approach, by merging pixel-level and object-level information of multitemporal remote sensing images, we create the difference image (DI), and the frequency-domain significance technique is used to generate the DI saliency map. The fuzzy C-means clustering technique pre-classifies the coarse change detection map by defining the DI saliency map threshold. We then extract the neighborhood features of the unchanged pixels and the changed (buildings) from pixel-level and object-level feature images, which are then used as valid deep neural network (DNN) training samples. The trained DNNs are then utilized to identify changes in DI. The suggested strategy was evaluated and compared to current detection methods using two datasets. The results suggest that our proposed technique can detect more building change information and improve change detection accuracy.

Public Perception on Transparency and Trust in Government Information Released During the COVID-19 Pandemic

  • A low level of transparency and trust in the release of government information during the COVID-19 pandemic could decrease the chance of success in handling the coronavirus outbreak. This worldwide pandemic has damaged not only human health but also created an economic and social crisis. Indonesia is no exception. Unfortunately, an analysis of a mixed-method survey of 500 participants found that public perception of transparency in the government's release of COVID-19 information is still at a low level. This perceived low level of transparency generates minimum trust in the information. Only 8% of participants trust the government's information regarding the virus. Even though the Indonesian government launched an official website, www.covid19.go.id, which is intended as a primary source of valid information about COVID-19 in Indonesia, most survey participants had never used the website. However, contrary to the low levels of perceived transparency and trust, most participants said that the messages from the government are clear and easy to understand. This contradiction resulted from skepticism toward the government. Therefore, this research presents a better understanding of how the level of transparency and trust is also related to the level of skepticism of the government.

  • Until now, most of the evaluation systems have performed evaluation with an emphasis on in-formation security products. However, evaluating information security level for an enterprise needs analysis of the whole enterprise organization, and a synthetic and systematic evaluation system based on it. In this study we subdivided the information security elements of the whole enterprise such as planning, environment, support, technology, and management; developed indices based on them; finally, made the information security level of the whole enterprise organization possible to be measured. And we tried to grasp the information security level of the whole enterprise organization and develop an evaluation system of information security level for suggesting a more developing direction of information security.

Differences in Preventive Activities among Smokers

  • The purpose of this study was to develop strategies and policies for smoking prevention that are tailored to the characteristics of different groups of smokers. The structured survey was conducted with regular smokers. The results were as follows: It has been demonstrated that Risk Perception Attitude framework can be used as a major research framework to predict behavioral changes related to the prevention of smoking. The smokers were divided into four attitude groups based on perceived risks and self-efficacy: indifference, proactive, avoidance, and responsive. The smoker groups showed significant differences in information seeking, information avoidance, prevention behavior and addiction degree. Especially, the difference in prevention behavior depended on the self-efficacy when the perceived risk level was high. Information avoidance was the lowest when the perceived risk level was high and the self-efficacy was low. Information seeking was lowest when the perceived risk level was low. When the level of self-efficacy was high, if the perceived risk level was high, prevention behavior was actively performed. Therefore, the self-efficacy was related to preventive behavior, and the perceived low-risk played a role in hindering information seeking. Smoking prevention strategies are important to raise awareness of the risk of smoking and to improve the positive willingness of smokers to quit smoking through self-efficacy.

  • Existing information security risk assessment methods focus on evaluating the vulnerability of information assets. However, when the form of information assets changes and new types of information assets emerge, there is a limitation in that the evaluation standards for them are also added or deleted. Existing methods have insufficient research on the path through which cyber threats are introduced. In particular, there is very little research on blocking the inflow path for web-based information systems with public IPs. Therefore, this paper introduces the main research contents of the BDLA (Blockade and Defense Level Analysis)-based information security risk assessment model. In addition, by applying the BDLA-based information security risk assessment model, the information security risk level was studied by measuring the blockade level and security equipment level of 17 public institutions.

Multi-level Cross-attention Siamese Network For Visual Object Tracking

  • Currently, cross-attention is widely used in Siamese trackers to replace traditional correlation operations for feature fusion between template and search region. The former can establish a similar relationship between the target and the search region better than the latter for robust visual object tracking. But existing trackers using cross-attention only focus on rich semantic information of high-level features, while ignoring the appearance information contained in low-level features, which makes trackers vulnerable to interference from similar objects. In this paper, we propose a Multi-level Cross-attention Siamese network(MCSiam) to aggregate the semantic information and appearance information at the same time. Specifically, a multi-level cross-attention module is designed to fuse the multi-layer features extracted from the backbone, which integrate different levels of the template and search region features, so that the rich appearance information and semantic information can be used to carry out the tracking task simultaneously. In addition, before cross-attention, a target-aware module is introduced to enhance the target feature and alleviate interference, which makes the multi-level cross-attention module more efficient to fuse the information of the target and the search region. We test the MCSiam on four tracking benchmarks and the result show that the proposed tracker achieves comparable performance to the state-of-the-art trackers.

A Study on the Level of Medical Record Documentation and Agreement in the Information on the Patient's Past History (과거력 의무기록 정보의 기재정도 및 일치도 분석)

  • This study was conducted to evaluate the quality in medical records by analyzing its completeness through setting up the level of record on the patient's past history and through examining the actual medial records. Targeting the information on the patient's past history in interns' records, residents' records and nurses' records toward 403 inpatients who were admitted first in 2004 at an university hospital due to stomach cancer. We analyzed whether the charts were recorded or not, recording level, the satisfaction with the expectant level of the records in the hospital targeted for a research and the level of agreement. The results were as follows; first, as for the rate of recording those each items, they were high in the chief complaint & present illness and the past illness history. Depending on the group of recorders, the recording rate showed big difference by items. Second, as a result of measuring the level after dividing the recording level of items for the patient's past history from Level 1 to Level 4 by each item, the admission history, the past illness history, and the family history were about Level 3, and the smoking history, the medication history, the chief complaint & present illness, the drinking history and allergy were about Level 2. In the admission department, it was excellent in the interns' records for the medical department. Third, as a result of its satisfactory level by comparing the expect level of a record and the actual record by item in information on the patient's past history, which was expected by the medical-record committee members of the hospital targeted for a study. And forth, we analyzed the level of agreement with Kappa score in the level of 'Yes' or 'None' related to the corresponding matter in Level 1, in terms of information on the past history in the intern's record, the resident's record, and the nurse's record. The level of agreement in the resident's record & the nurse's record, and in the intern's record & the resident's record was from "excellent" to "a little good". There were differences in the level of completeness and in reliability for the information on the past history by the recorder group or by the admission department. The encounter process that was performed by the admission department or the recorder group, indicated the result that was directly reflected on the quality of medical records, thus it was required further study about the medical record documentation process and quality of care. The items that showed the high recording rate quantitatively were rather low, consequently we'd should develop the tool for the qualitative inspection and evaluate the medical records further. And the items were needed to be detailed in the record level were rather low, and hence there needed to be a documentation guideline and education by the clinical departments.

  • The advancement of information technology provides a wide range of options for the corporate to cope with new business environments. As with most other businesses, the utilization of the logistics information technology can be an instrument to enhance the competitiveness of the company. Therefore it is essential to analyze how companies utilize and verify the relationship between company business performance and the level of information technology utilization, which is the objective of this paper. The questionnaire was sent to 300 companies listed on the stock market at random The author received 176 responses of which 142 were complete and valid. According to the analysis of questionnaires, the adoption level of information technologies was dependent on the perception of top managers on the importance of information technology in business competitiveness. Furthermore the level of relation between the information technology adoption and business performance was significant. Therefore businesses need to increase the utilization of information technologies, such as establishment of logistics information system, network with other business partners in order to business logistics performance.

  • Construal level theory (CLT) have been researched in wide range of disciplines such as marketing, organizational study, psychology, or education. Current study asserts that CLT would explain the effect of different devices of PC and smartphone on interaction between human-computer interfaces and information systems use. In CLT, those who are far from an object in terms of physical, temporal, social or psychological distance, they construe their understanding as abstract (high level) and vice versa. We hypothesized different size of digital device will increase psychological distance and result in behaviors that correspond to present construal level. The analysis result shows that users of PC recognized that they are socially distant from the device and those of smartphone felt that they are socially close to the device. However, the device did not have significant effect on attention to essential information, advertisement preference, and immediacy. The implication to academia, practice and future research and limitations are also discussed.

  • A new Block Truncation Coding(BTC) technique reducing the bit-plane and using differential pulse code modulation (DPCM) is proposed and compared with the conventional BTC methods. A new technique decides whether the subblock can be approximated to be uniform or not. If the subblock can be approximated to be uniform(merge mode), we transmit only the gray-level informantion. It not (split mode), we transmity both the bit-plane and the gray-level information. DPCM method is proposed to the encoding of gray-level information when the subblock can be approximated to be uniform. Also modified quantization method is presented to the encoding of gray-level information when the subblock is not uniform. This technique shows the results of coding 256 level images at the average data rate of about 0.75 bits/pel.
